Agenda for LTA Requests in ISTS for Generation Projects

in WR and ER

1.0 POWERGRID has received LTA requests as per CERC Regulation 2009 from the

following applicants as per details given below:-

The above IPPs have already been granted Long-term Access based on target

regions. As per CERC, Regulations 2009, a generating company after firming up the

beneficiaries through signing of Long term Power Purchase Agreement(s) shall be

required to notify the same to CTU along with the copy of the PPA. Accordingly, IPPs

have submitted a copy of PPA and requested for change in region. The details are

given below:

(a) KSK Mahanadi Power Company Ltd. – 500 MW

Long-term Access (LTA) to KSK Mahandi Power Company Ltd. (KMPCL) Limited was

earlier granted by CTU vide our letter dated 01.10.2009 for 2340 MW from the

above generation project with target beneficiaries as WR-2340 MW alongwith

Chhattisgarh High Capacity corridor. Subsequently KMPCL signed BPTA with

POWERGRID and submitted requisite construction Bank Guarantee.

KMPCL vide its letter dated 27th November 2013 has submitted PPA for 500 MW with

TANGEDCO and requested CTU to allocate 500 MW to SR from earlier LTA granted

for 2340 MW to WR.

(b) Bharat Aluminium Company Ltd. – 100 MW

Long-term Access (LTA) to Bharat Aluminium Company Ltd. (BALCO) was earlier

granted by CTU vide our letter dated 01.10.2009 for 200 MW from the above

generation project with target beneficiaries as WR-100 MW and NR-100 MW

alongwith Chhattisgarh High Capacity corridor. Subsequently BALCO signed BPTA

with POWERGRID and submitted requisite construction Bank Guarantee.

Alongwith other developers, BALCO was granted LTA for 100 MW to TANGEDCO

from 01.08.2014 onwards vide our letter dated 20th December, 2013.

Subsequently, BALCO vide its letter dated 18th December 2013 has submitted copy of

PPA for another 100 MW with TANGEDCO and requested CTU to allocate additional

100 MW to SR from earlier LTA granted for 200 MW.

(c) Dhariwal Infrastructure Ltd. – 100 MW

Long-term Access (LTA) to Dhariwal Infrastructure Ltd. (DIL) was earlier granted by

CTU vide our letter dated 07.02.2011 for 300 MW from the above generation project

to target beneficiaries in WR/NR with LILO of one circuit of Bhadrawati – Parli 400 kV

D/c at DIL TPS. Subsequently LTA was amended to 270 MW vide our letter dated

27.12.2013 with target beneficiaries as WR-120 MW and NR-150 MW. DIL earlier

signed BPTA with POWERGRID.

Now DIL vide its letter dated 18th December 2013 has submitted PPA for 100 MW

with TANGEDCO and requested CTU to allocate 100 MW to SR from earlier LTA

granted for 270 MW to WR/NR.

(d) EMCO Energy Ltd. – 150 MW

Long-term Access (LTA) to EMCO Energy Ltd. (EMCO) was earlier granted by CTU vide

our letter dated 22.10.2007 for 520 MW from the above generation project with

target beneficiaries as WR-520 MW. Subsequently EMCO has signed BPTA for 520

MW with POWERGRID and the power plant is already connected with injection at

Bhadrawati substation of POWERGRID.

EMCO vide its letter dated 18th December 2013 has submitted PPA for 150 MW with

TANGEDCO and requested CTU to allocate 150 MW to SR from earlier LTA granted

for 520 MW to WR.

(e) Kerala State Electricity Board – 140.5 MW

Kerala State Electricity Board (KSEB) has requested for LTA from 01.01.2014 for

140.5MW from Maithon Power Ltd.

In this regard, Long-term Access (LTA) to Maithon Power Limited is already effective

(Installed Capacity 1050 MW; 140.5 MW with ER as target beneficiary). The power

plant is connected to Maithon & Ranchi 400 kV substations of POWERGRID through

400 kV D/c lines and is under operation.

(f) Adhunik Power & Natural Resources Ltd. – 100 MW

Long-term Access (LTA) to Adhunik Power & Natural Resources Ltd. (APNRL) was

granted by CTU for 450 MW from the above generation project with target

beneficiaries as ER-300 MW, NR-100 MW and WR-50 MW with Jharkand High

Capacity corridor. Subsequently APNRL has signed BPTA for 450 MW with

POWERGRID and submitted requisite construction Bank Guarantee. The power plant

is connected to existing Jamshedpur substation of POWERGRID and is under

operation.

APNRL vide its letter dated 19th December 2014 has submitted PPA for 100 MW with

TANGEDCO and requested CTU to allocate 100 MW to SR from earlier LTA granted

for 300 MW to ER.

2.0 ATC of NEW Grid & Southern Region

All the generation projects are located in WR & ER. The existing ATC is 3450 MW

between NEW grid & SR and additional ATC of 1250 MW shall be available with

effect from 01.08.2014 subject to availability of transmission lines at Annexure-A.

Out of the available ATC of 4,700 MW between NEW Grid & SR, with effect from

01.08.2014, 4450 MW to various LTA/MTOA applicants has already been granted.

Therefore ATC of 250 MW is available for further allocation to above LTA

applicants w.e.f 01.08.2014. However the total quantum of LTA sought is 1090.5

MW.

Some of the on-going MTOA transactions which were granted on the existing

transmission system shall expire from November, 2015 onwards with details as given

below. The available ATC with the expiry of MTOA transactions shall be allocated to

above LTA applicants.

Further, POWERGRID is implementing Kolhapur-Narendra 765 kV D/c (charged at

400 kV) transmission line and in the event of increase of ATC with above line, the LTA

quantum shall be reviewed accordingly.

3.0 Proposal for Grant of LTA

The LTA to above applicants on pro-rata basis is proposed to be granted from

01.08.2014 onwards as per enclosed Annexure-B. Further the grant of Long-term

Access is subject to :

Availability of transmission lines at Annexure-A. In the event of delay in any of

the transmission system, CTU shall review the ATC and accordingly LTA quantum

and start date shall be revised.

The relinquishment of LTA by IPPs in WR/ER/NR and change of region shall be as

per CERC regulations as amended from time to time.

With the availability of Kolhapur – Narendra 765 kV D/c (initially charged at 400

kV) and in the event of increase of ATC with above line, LTA quantum shall be

accordingly revised.

The applicant/beneficiaries shall enter into long term access agreement(s) with

CTU within thirty days of receipt of draft LTA Agreement.

The sharing of transmission charges shall be as per CERC Regulations and its

amendments thereof.

The applicant shall abide by all provisions of the Electricity Act, 2003, the CERC

regulation 2009 (Grant of Connectivity, Long-term Access and Medium-term

Open Access in inter-State Transmission and related matters), Central Electricity

Authority (Technical Standards for connectivity to the Grid) and Indian Electricity

Grid Code as amended from time to time.
