Timeline

Contract awarded to WVES on June 29, 2007

Contract transition required submittal of a Safety Management System Description (SMSD) within 60 days of contract award SMSD could either be new (for DOE approval), or adoption

of the existing DOE approved WVNSCO SMSD

During the transition, WVES evaluated and chose to adopt the existing SMSD Required annual FY ISMS objectives, measures, and

commitments were embodied within the WVNSCO SMSD Required WVES to make adjustments to ensure consistency

with the new contract scope and to cover the remaining portion of the FY

WVES submitted the adopted SMSD, with the adjusted objectives, measures, and commitments, to the DOE Contracting Officer on August 28, 2007

DOE approved the SMSD on October 31, 2007

Status of ISMS Verification

During the second week of the new contract, a 12 person DOE team made up of DOE HQ., DOE WVDP personnel and non-WVDP personnel conducted a validation of the ISMS Program

Found "the currently approved WVDP ISMS is implemented and effective”

No ISMS Deficiencies were identified One area for improvement Two findings Four observations Five noteworthy practices

Conclusions

Adoption of the existing, proven ISMS & SMSD made contract transition smoother

Focused primarily on objectives, measures, and commitments relative to new scope and time frame

Majority of site staff retained from incumbent Safety culture of workers carried over Knowledge of ISMS

Combination of above made validation two weeks into the new contract without any deficiencies possible
