ELEVET: “VET Framework and Handbook for trainers”
2
State of the art
At present the freedom of movement and the mutual recognition of initial VET learning outcomes in the electrical engineering sector are not yet developed and suffer from a series of barriers hindering the workers of the sector to move and to be recognized outside their national borders. This aspect is also limiting the strength of the European professionals face to the global competition in
the sector.

State of the art
EU countries have different methodologies and approaches to the validation and recognition of VET learning outcomes in the electrical engineering sector and a series of barriers are still hindering their transfer (i.e.: different categories of learning outcomes, different numbers of credits, etc.). The presence of these barriers and discrepancies requires reinforcing cooperation to find common solutions and models that provide a common set of learning outcomes and credits to facilitate the transfer and recognition.

Target group
The primary target of the ELEVET Project is both engineers and qualified workers of the electrical sectors. The reason for this choice is that not only professionals having achieved one formal training path (i.e.: university diploma) but also other workers of the sectors having acquired knowledge in non-formal environments (i.e.: working practice) need a recognition and an equal balance of their titles.Secondary target are VET centers, for which a process of reform and harmonization of vocational training programme are proposed by the ELECVET System / ELEVET Project.

UNITS
A unit is a set of knowledge, skills and competence and it constitutes a part of a qualification. The unit can be the smallest part of a qualification that can be assessed, validated and certified. A unit can be specific to a single qualification or common to several qualifications. The unit should give information about the title, the knowledge, skills and competence which are contained in it. The unit also needs to have criteria for assessment of the
corresponding learning outcomes.

General remarks:
i) Because, now days occurred a lot of situations when the declared knowledge/skills/competence specified into certificates are not confirmed by reality, the accreditation framework of VET Centres addressed to electrical engineers has to contain enough elements to guarantee that also in fact, not only formally, that the VET Centres have the best qualified personal - recognized both by end beneficiaries and companies (e.g. Companies Recommendations, CVs, positive feedback received from a representative number of "Satisfactory Questionnaires", Professional Association Recommendations on the competences subject of respective vocational training and education).

22
General remarks:
Now days, Training Courses on the same competence are not unified into a manners that all VET Centres to offer a high level of professionalism on respective competence. This aspect lead to a market of Training Courses which is conquered by the chipper ones, being detrimental to the end beneficiary that does not know what kind of knowledge sets must require regarding to the content of a specialization course.

23
General remarks:
ii) The regulatory framework and legislation, in each partner country, on the continued vocational/professional training of electrical engineers must be modified in the sense of assuring a vocational/professional training of electrical engineers (knowledge, skills and competences) in accordance with the real needs of labour market which that is constantly evolving and changing, both in terms of requirements, change speed and available resources (human, economic and material) and allowing the development of a VET/ECVET System based on highest professional foundation in the each competence under debate

Notes:
*) Licensure in engineering is established by various jurisdictions of the world to encourage public welfare, safety, well-being and other interests of the general public, and to define the licensure process through which an engineer becomes authorized to practice engineering and/or provide engineering professional services to the public.
As with many other professions, the professional status and the actual practice of professional engineering is legally defined and protected by law. In some jurisdictions, only licensed engineers (sometimes called registered engineers) are permitted to "practice engineering," which requires careful definition in order to resolve potential overlap or ambiguity with respect to certain other professions which may or may not be themselves regulated (e.g. "scientists," or "architects"). Relatedly, jurisdictions that license according to particular engineering discipline need to define those boundaries carefully as well so that practitioners understand what they are permitted to do.
In many cases, only a licensed/registered engineer has the authority to take legal responsibility for engineering work or projects (typically via a seal or stamp on the relevant design documentation). Regulations may require that only a licensed or registered engineer can sign, seal, or stamp technical documentation such as reports, plats, engineering drawings and calculations for study estimate or valuation, or carry out design, analysis, repair, servicing, maintenance or supervision of engineering work, process or project. In cases where public safety, property or welfare is concerned, it is most likely required that an engineer be licensed or registered — though some jurisdictions have an "industrial exemption" that permits engineers to work internally for an organization without licensure so long as they are not making final decisions to release product to the public or offering engineering services directly to the public (e.g. consultant).

Notes:
**) An engineering technician is a specialist who is trained in the skills and techniques related to a specific branch of engineering, with relatively practical understanding of the general engineering concepts. Engineering technicians often assist engineers and technologists in projects and research and development.
