• ITU recognized 450-470 MHz band for IMT (WRC-07)

• CITEL recommended the use of 410-430 MHz and 450-470 MHz for fixed and mobile digital communication services, particularly in low population density areas (PCC II Rec. 10 (V-05)

• CDMA450 is commercially available in: –  Argentina, Belize, Chile, Ecuador, Mexico, Peru, Suriname and

Venezuela

• CDMA450 is under deployment or regulatory consideration in other countries:

–  Bolivia, Brazil, Colombia, Dominican Republic, El Salvador, Guatemala, Honduras, Panama

• CDMA450 is being used by large, medium and small operators:

–  Telmex, Telefónica, Valtron, Etapa, CNT, Mobilink, CoTeCal, Merlo, CoTel, Telesur, BTL

•  Argentina: Six operators offering fixed voice services, and another four planning to deploy CDMA450

•  Chile: Mobilink is offering trunking services using GoTa in Santiago de Chile.

•  Ecuador: Two operators –  Etapa is offering in Cuenca voice and data services,

fixed and mobile, in rural and urban areas using 1X and EVDO Rev. A, including 100 schools. More than 14,000 subscribers.

–  CNT is offering voice and data services in rural areas covering more than 1000 localities with more than 50.000 subscribers. CNT is currently expanding the network nationwide including EVDO Rev. A.

•  Mexico: Telmex is offering voice and data services in rural areas using 1X and covering more than 10,000 localities.

•  Peru: Telefónica, Telmex, Valtron and Rural Telecom are offering voice and data services in urban and rural areas.

Some Experiences in Latin America

• Ministry of Communications – National Rural Telecommunications Program

–  Allow rural populations to have access to telephony and Internet broadband services by using preferably the 450-470 MHz frequency.

• Brazilian National Broadband Plan –  Increase broadband access in more than three times until 2014, from 12

millions in 2009 up to 39,805 millions of households. One of the frequencies identified for this plan is the 450-470 MHz

• ANATEL – Resolution 558 (December 2010) –  Regulation of Channelization and Conditions of Use of Spectrum in the 450 –

470 MHz band. –  Under the new regulation, the 450-470 MHz band (451-458 MHz and 461-468

MHz) will be cleaned and allocated to deliver fixed and mobile services, including the full range of International Mobile Telecommunications (IMT) services nationwide in Brazil
