Dear guests,
A genuine symbol of higher education, The University of Architecture and Urbanism “Ion Mincu”celebrates this year the 120 anniversary of Romanian architecture education. The events that follow thisremarkable celebration for our trade dare to look at the contemporary work of its alumni, once students like thosethat will stand before you, as a solid promise for a future no less architecturally furbished, no less structured fromthe point of view of the act of teaching designing and building.
Ion Mincu” University of Architecture and Urbanism in Bucharest is the oldest and most importantacademic institution in this field in Romania. Its foundation is closely linked with the raise of modern Romania andthe setting of its new institutional structure and culture. The first school of Architecture was legally established in1864, based on Act issued by the first monarch of the newly founded state; but owing to the lack of students, isnever really functioned. The first Romanian architects studied mostly in Paris, at the Ecole des Beaux – Arts (thefirst DPLG was Ion Mincu, in 1883), and their enthusiastic undertaking was the true foundation of the school. Thusin 1892 the Romanian Society of Architects set up a private school of architecture under its authority. Theeducational reform of 1897 transformed the private school into the National School of Architecture within the schoolof Fine Arts (financed by the government) and in 1904 the School of Architecture became independent. In 1931 theschool was renamed the Academy of Architecture and was granted whole academic rights, in relation to theregulations concerning the title of architect and practice of the profession which followed immediately. Since then,through the political, ideological and social changes that tormented the whole Romanian society (wars,communism, post communism transition) exerted pressures upon the academic process and structure, theSchoolmanaged to keep up the status of a leading professional forum. Moreover, intil the end of the WW II theSchool was one of the main educational nuclei in its field in the Balkan area.
At the time our school was founded, Mincu and his followers felt that there is room for regional andlocal voices within the European architecture. Nowadays we too, belive that globalism is not merely pun, but a justperspective towards the built environment. That is why our university is trying to demonstrate that architectureshould be aware of its environment as well as its cultural milieu, that there is room in architecture for both expertiseand emotion, for computer and artistry; finally, that one can think globally and act locally on the stringent issues ofour profession.

From 1952 to 1997 it functioned under the name “Ion Mincu” Institute of Architecture (IAIM). Therecent change of the name into UAUIM, corresponds to the new direction clearly taken by the school.
IMUAU is located in the very core of the city of Bucharest, along one of the main north-south boulevards,and is situated across from the University of Bucharest, the oldest academic structure in Romania, and in front of theNational Theatre. The IMUAU building occupies a whole urban block of 8000sq. m. Between IMUAU and the boulevardlies the University Place, a popular venue in the modern city life, recently has become a token of the post-communistcivil society, since it still bears the marks of the 1989 Revolution and of the anti-communist movements inscribed onIMUAU's very walls. The three wings of the present building illustrate distinct moments of the modern history ofRomanian architecture, but also of the evolution of the School: where the building itself is concerned, from theendeavours to define a national style (the old 1914-1927 wing designed by Grigore Cerchez, one of the school’s firstprofessors) to Modernism; as for the School, from the enthusiastic orientation towards the affirmation of a newRomanian culture to its fading into a nationalist conservatism, from the similarly enthusiastic embracing of themodernist credo to its failure in front of a reality richer in lights and shades.

The School of Architecture in Bucharest is celebrating its 120 anniversary. In 1892, the new formedAssociation of Romanian Architects decided upon the appearance of an institution of academic education in this fieldthat was established as such in the following year. Many of the Romanian architects of those times were either trained inParis at Ecole des Beaux Arts or exposed to its ideas and teaching methods. Therefore, it is not by chance that the newestablished institution was itself founded on the same grounds, and that their echoes permeated most of the history ofthe school. It was not until the 1960's that the school radically changed the course of its curriculum; yet, this time forfewer decades..
After 1989, times of radical change for our society, economy and culture arrived. The school was in themiddle of it all, both as witness and actor: it took part in changes and inspired them. Therefore, it comes as no surprisethat the school of architecture, now a respectable University where one of the most socially aware professions is beingtaught is yet again the core of national educational reform and international readjustment. Architecture is at acrossroads, asking questions on behalf and for the benefit of the local communities and of society as a whole.The “Ion Mincu” University of Architecture and Urbanism is prepared to face many challenges, readjust its owngeometry and keep up its own good work.
Ion Mincu himself was the founding figure of the local variant of national Romanticism called theat the time when the school was founded. The reason we celebrate his name within the name of our
university is because he epitomises the same qualities we feel our school should demonstrate: respect for tradition andreadiness to change.
Things do need to be changed and they are, at an advanced pace. The market demands new appearance, IT and Internet have drastically shifted the way architecture itself is practice and, therefore taught. A different kind ofarchitecture for a different kind of practice this is our commitment today. Our school opened up for mutual exchangeswith similar schools from all over the World.
It is our goal to renew our commitment towards networking and more vivid exchanged with schools fromour region and the World wide, where one can find that our problems are similar. Thus we could share our responseswith them. We do let ourselves to be inspired by successful experience and do share ours in organizations likeAEEA/EAAE, AESOP, EUA, IAU, ELASA, ELIA or within other forums and organizations (UIA, IAIESTE,ERASMUS,etc).

The evaluation and grading of final project has always been an important event at the “Ion Mincu”University of Architecture Bucharest. Throughout the years this moment became one of increasing renown. Teachingprofessors from 5 continents and famous architects from all over the world join the judging committee and accept thechallenge to find, once more, the magic of giving shape to an idea. For our students this event is a rite of passage, theirtransition from apprentices to young architects. And because on a small planet, where everything has already beendiscovered, designing is still one of the greatest adventures possible, it feels good to be part of the process.
Evaluating on students work we stand between riding the new technological wave and planting our rootsdeeper by preserving the architectural identity and elements that define it.
This booklet puts together a number of teachers and distinguished guests, master craftsmen inarchitecture and their achievements. Here stand before you those who accepted the challenge of “diploma’s jury” as aplace of communication, thoughts and the change this profession needs: to be given new dignity.
We would like to take the opportunity to thanks those who have been so kind to respond to our quest,and to all of you we extend our gratitude. We also realize that the short selection of this booklet left behind manydeserving names; we kindly ask your forgiveness and promise that many more presentations of this kind will follow.

President and Design Principal at Westfourth, Vladimir Arsene has been practicing architecture for
more than thirty-eight years. Since establishing Westfourth in 1991, he has led the firm in a diverse
range of commercial, academic, residential and cultural projects. He has been the recipient of
numerous design awards, including two from the American Institute of Architects. His work has
been published in the USA, Europe and Asia and exhibited in New York, Los Angeles, Seoul,
Frankfurt, Madrid, Prague, Valencia and Bucharest.
Vladimir Arsene received both his Bachelor's and Master's Degrees in Architecture from the University
of Bucharest, Institute for Architecture and Urban Studies in Bucharest, Romania, in 1973 and 1976,
respectively. He has been a member of theAmerican Institute ofArchitects since 1993, member of the
Order of RomanianArchitects and the Union ofArchitects of Romania since 2001.

He held the post of architect-in-charge of the Projects Design Unit at the Public Works Department until
1990. Between 1989 and 1992, he served as chairman of the Aesthetics Board, a statutory body
established to consider planning applications under the Aesthetics Ordnance 1935. He has been
partner responsible for architectural design in the firm of architects and civil engineers practicing in
Malta under the name Bezzina & Cole since 1990.
During his time at the Public Works Department he was responsible for designing a number of public
buildings including a parliament chamber, offices for various ministries, ferry terminal buildings, social
housing as well as civil engineering works such as sea walls and coastal works for the extension of
roads and promenades. Since 1990, as partner in the practice Bezzina & Cole, he has been involved in
the design, contract administration and supervision of a number of buildings and civil works including
hotels, residential, industrial and commercial buildings, offices, banks and ferry terminals amongst
others.
He bears a particular interest in professional matters, namely: the delivery of service; the architect's
responsibilities and contributions to social development; creating a quality built environment as well as
the education of architects.

Prof. Dimitriu is a full professor with tenure for Design and Theory / History at Pratt InstituteUndergrad / Grad School of Architecture and Guest Professor at Ion Mincu University, Bucharest,Romania.
PhD in Theory and History of Architecture with the highest honors from the University of Architecture
and Urbanism “Ion Mincu,” an honorary Master Architect in Stone from the Antica Corporazzione
dell'Arte della Pietra in Verona, and a Bachelor inArchitecture from The Cooper Union. He was a Senior
Fulbright Research Scholar to Europe.
Founder of the USA Institute (est. 1978), a public service and research organization based in New York
and at the “Giusti del Giardino Palace” in Verona, Italy. He is currently the Chief Editor of “USA Books”,
Senior International Editor of “Arhitext Design Magazine”, and holding similar duties with “Controspazio
Magazine” Italy, “Octogon”.
Academic and administrative appointments at twenty one universities in North America, Europe, and
Asia, including Program Director for Master of Building Design at Columbia University . Numerous
international competition juries in Europe, Asia, and the USA. Curator of over forty five international
premiere architecture exhibitions. Mr. Dimitriu authored/co-authored thirty volumes in ten countries and
on three continents.
Mr. Livio Dimitriu practices with his own New York firm since 1978. The projects involve residential,
institutional, and religious architecture, urban design, industrial and graphic design in USA, Italy, Japan
and Romania, including over a hundred and twenty interiors and two “Kips Bay Showcase Invitationals”.
Current design projects in Europe involve high-end multiple dwellings in Europe, historic renovation
and restoration and industrial/graphic design work in the USA. He collaborated with O.M.A./Rem
Koolhas, Peter Eisenman, Colin Rowe, Mario Gandelsonas, and consulted in industrial design with
Dino Gavina, Carlo Scarpa, Enzo Mari. Chief architect for the firm of Jacobs Nicolaides - luxury villas,
religious buildings and corporate projects.

Architectural Composition Professor, since 1985, Benedetto Todaro is a member of the Dipartimento di
Architettura eAnalisi della Città.
His didactic and research activity at the Università di Roma, since 1973, regards the study of the limits
between various aspects and disciplines of the architectural project.
Through the last years his research concentrated on ways to conciliate architecture and nature, and on
the idea of the architectural interior as landscape. He has also published several books, studies and
articles on these themes and continuously develops them in conferences, exhibitions.
Benedetto Todaro is President of Architecture Degree Course at the Facoltà di Architettura “Valle
Giulia”, and Coordinator of theArchitecture and Construction Research Doctorate Space and Society
Author and co-author of many projects and accomplished works (educational, cultural, administrative,
office buildings, houses, hotels and restaurants), the most important ones being the object of several
national or international architecture prizes

AEEA/EAAE - European Association for Architectural Education, adding more then 150 European

He is a practising architect and partner of Jeremy & Caroline Gould Architects since 1976.
