Gentlemen,
The above referenced leaae was purchased in the August 1987 Offshore Texas lease sale by Seagull Energy E&P Inc. and Ensource Inc. The lease was awarded on October 1,1987. Seagull has on file with Minerals Management designation of operator forms agreed to by a l l parties.
Seagull is proposing drilling exploratory wells A, B, C, 0 and E from a surface location on OCS-G-4076 High Island 105, a Rutherford Oil Corporation lease, to bottom hole locations on OCS-G-9080 High Island 143. Rutherford has boon notified by Seagull of the nood for a right-of-uso and easement for High Island 105.
Drilling activities shall commence on or about February 15, 1988. Each well shall take approximately fifteen days to d r i l l . Total drilling operations should take approximately ninety days.
High Island 143 is located approximately nine miles South-Southeast of Galveston Bay. Seagull's onshore base of operations shall bo out of Galveston, Tx.
Crewboat tiao from the bay to High Island 14 3 is approximately two hours. Seven crewboat trips per week shall be made during drilling operations. Supply boat travel time is approximately three hours and seven trips shall be scheduled each week. Holicopter trips shall average ten per week.

Seagull1 has on f i l e with Minerals Management Service an approved Oil.Spill Contingency Plan. Seagull i s a member of Clean Gulf Associates and shall u t i l i z e their services in the event of an o i l spill.' Response time for the CGA equipment out of Galveston to High Island 143 i s two to four hours.
The water depth of High Island 143 i s forty-six feet. A jack-up rig shall be utilized in drilling. A schematic of a typical diverter system along with a description of a typical blowout preventer system i s enclosed. Well control and blowout prevention equipment shall be in accordance with OCS Order 2.
The attachments included with this Plan of Exploration consist of the following:

Oil in any form, shall not be disposed of in the waters of the Gulf of Mexico. EPA guidelines for overboard discharge shall be stringently adhered to and monitored as required.
