¦ In the study area, there are numerous historical and cultural buildings and complexes from different eras.
¦ The declivous geography of the area provides a pleasant landscape.
¦ The area has two monumental religious works (Nuruosmaniye Mosque at the beginning and Yeni Cami at the end of the axis) contributing to the silhouette of the city.
¦ From the architectural point of view, the best examples of khans, posing distinctive features and essential characteristics, are situated in this area.
¦ The inner courtyards ensure a relatively isolated and secure atmosphere as well as an unexpectedly welcoming nature.

WEAKNESSESWEAKNESSES
¦ The spatial texture and the buildings are frazzled by the effects of time, unintentional misuses, and intentional abuses.
¦ Visual pollution created by signboards, awnings, workbenches, and cables -which are placed in front of, on the facades of, and on the roofs of the buildings- makes it hard to recognize and appreciate the cultural heritage in the area.
¦ There have been many physical interventions to accommodate different uses are improper to the essential characteristic of the buildings; and in many cases, changes in the land use functions are not compatible with the original uses.
¦ Due to financial difficulties, the historic buildings cannot be preserved and protected by the tradesmen occupying the buildings.
¦ There is a qualitative and quantitative inadequacy in finding well-educated craftsmen for the repair, maintenance, modification, and restoration of the historical works.

Opportunities¦ The city of Istanbul, and especially the Historic Peninsula is
very rich in terms of both cultural and natural entities.¦ The study area of the Project, situated in the Historic Peninsula,
is visually perceivable from the other parts of the city (Galataand surroundings).
¦ There are numerous officially registered historical works around the study area.
Threats¦ The region is susceptible to damages in cases of disasters such
as earthquake and fire.¦ The emigrant population creates slum areas within the living
and working spheres in the region.

economic characteristics of the era they were constructed.¦ Through the inheritance of the socio-economic and historical
structure from the Ottoman times, the area preserves its characteristic of being a trade center.
Weaknesses¦ The dense use of the area for manufacturing, trade, and warehouse
activities causes erosions in the historical and cultural heritage.¦ Due to the significant differences between daytime and nighttime
population, there are security concerns at night.¦ Because the people working and living in the region of khans have
very little knowledge about the history of this district, they are not aware of the importance of the area, and thus do not show the necessary respect to the cultural environment.

OPPORTUNOPPORTUNIITTIIESES AND THREATSAND THREATSOpportunities¦ The city of Istanbul, particularly the Historic Peninsula, has served
as a capital to three empires in the past.¦ The consciousness of preserving and protecting the cultural
heritage has been evolving in the region as well as in the country.¦ Even today, being an important wholesale center distributing
products to the whole country, the district is an indispensable economic contributor to the national economy.
Threats ¦ Domestic or international migrants who reside in and around the
area individually or gregariously, and who are deprived of education, social security, and economic power, are recruited in informal and/or illegal economic sectors, and additionally produce slum areas in the living and working spheres in the region.
¦ There is a probability that the ownership and tenure structure, thus the stakeholders profiles in the area might change during the decision-making and implementation phases of the project.
¦ The rapid and high population growth in the city creates a greatpressure upon the Historic Peninsula.

STRENGTHSSTRENGTHS AND WEAKNESSESAND WEAKNESSESStrengths¦ Most of the buildings are officially registered.¦ The Master Plan and the Implementation Plan for the Historic Peninsula
covering the study area –Hanlar District - are in operation. ¦ The Hanlar District is a part of Urban and Historic Conservation Site.¦ There are laws in accordance with the aim of the project.¦ Any changes in the registered district and buildings have to be approved
by the Regional Board of Conservation of Cultural and Natural Heritage.Weaknesses¦ Any alteration requires the confirmation of Regional Board of
Conservation of Cultural and Natural Heritage, which takes time and creates bureaucracy.
¦ The buildings cannot be maintained and repaired properly due to highly fractured shared ownership.
¦ The citizens are not familiar with the operation of the administrative and legal processes.

OPPORTUNOPPORTUNIITTIIESES AND THEATSAND THEATSOpportunities¦ The Historic Peninsula is included in the UNESCO List of World
Heritage with four sub-districts in 1985.¦ Istanbul has been selected as the European Culture Capital of the
year 2010.¦ The Preservation Master Plan and Implementation Plan for the
Historic Peninsula covering the study area - Hanlar District - are in effect.
¦ The Historic Peninsula was declared as an Urban and Historic Conservation Site.
Threats ¦ There are difficulties in effective application of enacted laws and
bylaws.¦ In the cases that the historical and cultural heritage is harmed, the
penalties are either insignificant or inconsistent to deter the violations.
¦ The official administrative units are concentrated in the region; therefore, the area is overloaded in terms of land use and traffic.

¦ The inner courtyards of the khans can be used for tourism facilities, such as restaurants and cafes.
¦ Being the center of the traditional commerce, the area has a different character from other commercial places of Istanbul.
¦ There are interesting examples of urban structures and monumental works in the area for local and international tourists.
Weaknesses¦ There are shortages of tourism services such as toilets, restaurants,
and information centers, in the area.
¦ The information and the education level of the informal service employees about tourism are not sufficient.
¦ The historical and cultural value of being in the hundreds of years old commercial district is not well perceived and appreciated by the local people.

2010. ¦ The area has been included to the World Cultural Heritage by
UNESCO. ¦ The cultural tourism is on the rise around the world.
Threats¦ Tourism may uncontrollably become a dominant function and
degenerate the cultural heritage which is the main interest of the tourism.

location by commuter boats, highways and railways.¦ The public transportation system offers a frequent and reliable
service.¦ There are pedestrian districts in the area, though to a limited
extent (e.g. Nuruosmaniye Mosque and environs of Çemberlitas).¦ The axis is in a walking distance to main tourist attraction
centers. Weaknesses¦ Even though the study axis is designated for pedestrians in the
Implementation Plan, motor-vehicles access to the area has not been regulated yet.
¦ The narrow streets are not permissive to motor vehicle traffic. ¦ The areas designated as pedestrian-only zones are in a poor
quality.

Threats¦ On going aboveground and underground transportation projects
might threaten the historical texture.¦ The empty spaces are used as auto-parks.¦ The Historic Peninsula is at the intersecting point of metropolitan
traffic and this brings overcharge to the area.

elements, telephone boxes and WC, etc.) is not sufficient, and adequate in terms of quality and compatibility with the historical structure.
¦ In the region there are still some production activities which are harmful for the environment and cultural heritage.
¦ The sewage and electric infrastructures are not sufficient enough.
¦ The satellite dishes, air conditioners and fire escapes create visual pollution.
