The State shall promoteand protect the globalenvironment to attainsustainable developmentwhile recognizing theprimary responsibility oflocal government units todeal with environmentalproblems.
The State recognizes
that the responsibility ofcleaning the habitat andenvironment is primarilyarea-based and that airquality management andcontrol is most effective at
the level of airsheds.
