events shall be prohibited or restricted in the
district of North Goa and South Goa Districts
from 7 AM on 24 May 2021 up to 7 AM on 31

Ban on digging and cutting of all
types of roads mentioned during
monsoon
The Order dated 24/05/2021 and issued by
the Office of District Magistrate, North Goa
states that no person, agency, organisation,
government department, local body, public
sector undertaking, etc. shall undertake any
digging or cutting of any of the public roads
and its shoulders including on all the city &
village roads without prior written permission
from the undersigned.
It further stated that this prohibition shall not
be applicable to any road digging done by
any government public utility service
providing departments such as electricity,
BSNL and PWD for urgent repairs of electric
cables, telecommunication cables &
pipelines.In addition, digging by local bodies
for repairs of road and for diversion of water
in emergency cases shall not attract
restrictions contained in the Order.It is further
provided that such emergency digging shall
be covered immediately within less than 6
hours of digging and properly
paved/cemented within 24 hours. Any
person, agency or department etc.
contravening this order will be liable for
punishment under section 188 of the Indian
Penal Code.

GUJARAT
Relaxation in night curfew timings
As there are substantial dip in cases in
Gujarat, the Hon’ble Chief Minister of
Gujarat, Mr Vijay Rupaniannounced that the
night curfew timings in 36 cities including
Ahmedabad, Vadodara, Surat & Rajkot will

be now from 9pm - 6am effective from 28
May till further notice. The day time
restrictions for shops and other
establishments will remain same and
operating timings will be from 9am - 3pm.
Vaccination drive under PPP model
in Ahmedabad
Under Public Private Partnership, Apollo
Hospital collaborated with Ahmedabad
Municipal Corporation to extend support for
vaccination to general public. The drive
started from 27 May 2021 at GMDC ground,
Ahmedabad for 18+ years on paid basis.
There will be on the spot registrations and
timings will be from 9 am - 5pm.
MADHYA PRADESH
Madhya Pradesh government
announces to unlock the state from
1st June
Considering that the positivity rate in Madhya
Pradesh has come under 5 per cent now,
Madhya Pradesh State Government
announced to start unlocking districts with
low positivity rate from 1stJune onwards. The
unlocking would be done in phases in a way
that the virus does not spread again.
Accordingly, construction work and other
business activities will resume and the
government offices will be opened with 50%
staff, while registrar office, agriculture mandis
and farmers’ welfare department offices will
be run with 100% staff.

Government of Maharashtra issues
revised "Break the Chain"
guidelines
The Government of Maharashtra issued
revised "Break the Chain" guidelines on 31
May 2021 whereby the restrictions have
been extended beyond 7AM on 1 June 2021
till 7AM on 15 June 2021 to effectively break
the chain of transmission. All Municipal
Corporation areas with a population of more
than one million, as per 2011 census, shall
be treated as a separate administrative unit.
The rules in the administrative unit will be
based on the COVID19 positivity rate and
occupancy of oxygen beds.
In an administrative unit wherein the
positivity rate is less than or equal to 10%
and the occupancy of oxygen beds is less
than 40%, essential shops are permitted to
operate between 7AM to 2PM, e-commerce
companies are allowed to delivery non-
essential items and agriculture related shops
shall remain open till 2PM on weekdays.
In an administrative unit wherein the
positively rate is more than 20% and the
occupancy of oxygen beds is more than
75%, the district borders of such district shall
be sealed and no influx or outflow of persons
into or from district may be allowed.
The administrative units which do not fall in
the above mentioned category, all the current
restrictions imposed vide "Break the Chain"
guidelines dated 12 May 2021 and
clarifications issued thereof will be
applicable.

COVID-19 Relief Initiatives
The Office Bearers of CII Goa State Council
met Dr Pramod Sawant, Hon’ble Chief
Minister of Goa on 26 May 2021 to brief him
about CII’s Initiatives related to COVID Relief
& Rehabilitation in various states &the
country and to understand the government’s
requirements towards COVID relief for
various govt hospitals or step-up hospitals.
Mr Atul Jadhav, Chairman, CII Goa State
Council and Ms Swati Salgaocar, Vice-
Chairperson, CII Goa State Council were
part of the meeting.CII Goa offered to help
and assist the government towards mitigating
the third wave of COVID in the state. As a
measure of preparedness for the possible
third wave and the COVID-19 relief
initiatives, CII Goa through CII Foundation
assured the Hon’ble Chief Minister about its
commitment to strengthen the existing
healthcare infrastructure in the state and
donated a total of 45 Oxygen Concentrators
(10Ltr Capacity) for use in various
government hospitals. Further, 80 pedestal
fans were donated at Dr. Shyama Prasad
Mukherjee Stadium and 200 Oximeters were
distributed amongst govt hospitals and step-
up healthcare centers in the state.

CII Maharashtra organised an interactive
meeting with Mr Aseem Kumar Gupta,
Principal Secretary, Disaster Mangement,
Relief & Rehabilitation, Government of
Maharashtra on Friday, 28 May 2021. The
primary objective of the meeting was to
discuss on the “Break the Chain” guidelines
which will be issued post 31 May 2021.
On behalf of industry, Mr B Thiagarajan,
Chairman, CII Western Region & Managing
Director, Blue Star Ltd led the discussion. Dr
P Anbalagan, CEO, MIDC and Dr
Harshadeep Kamble, Development
Commissioner, Industries, Government of
Maharashtra also joined the meeting.
Members made below recommendations:
In manufacturing, no distinction must be
made between export oriented unit and
continuous process unit. Manufacturing
should be considered as one unit and
permitted to operate with limited
capacity.
Construction activity should be permitted.
Permit the use of industrial gaseous
oxygen.
The movement of goods should not be
restricted especially for goods coming
from various parts of the country.

The time window for selling grocery and
other essentials must be extended till
3pm.
E-commerce companies must be allowed
to deliver essential as well as non-
essential goods.

the recommendations will be considered
while framing the guidelines.
