MSW has grown enormously since its humble beginnings in 2004, when Tebogo Makamela and Raymond Madi successfully took on their first project, the refurbishment of the Garden Court Hotel in Polokwane. In 2005, they decided to create a strategic joint venture between Masetlaoka Business Holdings and an international company based in the United Kingdom. This partnership brought together local talent and the experience of an international multidisciplinary company with extensive expertise and resources.

Right from its inception, MSW’s strategy was to partner with an international organisation in order to establish and grow. Once it was determined that MSW was mature and ready to move on, which was within a timeframe of five to 10 years, it was mutually agreed with our international partner that they would withdraw their shareholding. This positive development showed the strength of the now locally-based MSW, with the capability and talent to establish itself with a new name and identity. As such from 2014, our new name became MSW Project Managers and Civil Engineers. MSW is now 100 per cent locally owned.

MSW will continue to enhance and grow the infrastructure of the country. We will also continue to assist young emerging professionals to develop themselves by giving them an opportunity to be part of an organisation where they are involved in all aspects of civil engineering. The company is therefore proud of our new MSW identity. Managed locally, we will continue the same work that at which we excel.

Many of our staff have internationally recognised qualifications, and equally, international experience. MSW is also ISO 9001:2015 certified. ISO 9001 is an internationally recognised standard for an organisation’s internal Quality Management. As professional engineers and project managers, MSW believes that quality does not just happen; it requires dedication, effort and adequate time for investigating, planning and innovation. To achieve this, MSW has a Quality Assurance department. MSW also believes its staff must be conversant with quality requirements, so all staff go through ISO-awareness training. Our other aim is to produce financial information for our various stakeholders that is accurate, relevant and understandable, and which meets local and international accounting standards.

UPGRADE OF OLIFANTSPOORT & EBENEZER WATER SCHEME The Upgrade of the Olifantspoort & Ebenezer Water Scheme is part of the ministerial intervention, through Lepelle Northern Water (LNW), to support water service delivery in Polokwane and other related supply areas.

MSW are the programme managers and concept designers for the intervention.

The central component of the project is the upgrade of the Olifantspoort & Ebenezer Water Scheme infrastructure, which is designed to serve one and a half million people at the 2036 design horizon.

This is large multidisciplinary assignment led by the water department with important inputs from the highways and structures departments. The existing infrastructure is old, and only limited as-built information was made available.

MSW carried out detailed inspections and investigations to define and assess its condition. This has provided LNW with a comprehensive record of their infrastructure in support of their ongoing operations and maintenance.

A comprehensive study was carried out to define the existing populations in the supply areas to which growth predictions were applied to obtain water needs. These water needs have been mapped at regional water scheme and individual reservoir supply area level to inform the design process. The information has been provided to local municipalities in order to assist them in ensuring readiness to receive the bulk water from LNW.

A total of 75 specialist studies and investigations were carried out to inform the feasibility and concept design stage of the assignment. The concept designs were presented in over 20 reports supported by more than 550 drawings across the various disciplines. MSW’s quality department developed a clear document management system to store this information, control revision and support efficient retrieval and issue to third parties.

SEBAYENG DIKGALE REGIONAL WATER SCHEMEMSW has developed the approved concept for the entire Sebayeng Dikgale Regional Bulk Water scheme as well as construction of Phases 2,5,7,9.

The Sebayeng Dikgale Scheme services approximately fifty villages located about40 km South East of Polokwane Central business district between the main roads R71 and R81. The regional scheme is supplied water from the Ebenezer Water scheme. To date, about 20km of the pipeline has been constructed including two bulk reservoirs.

The project has been phased to maximise ongoing service delivery. In order to ensure service delivery was maximised the scheme was augmented by the refurbishment of groundwater schemes in the supply area pending the completion of the permanent supply.

MODIMOLLE LOCAL MUNICIPALITY– RAW WATER PIPELINE PROJECTThe aging Donkerpoort Water Scheme was built in the 1950s and is being upgraded in phases to meet the water needs of Modimolle town.

The first phase included the upgrade of the water treatment works and has been completed. The second phases involves the replacement of the raw water gravity main from the Donkerpoort Dam to the Donkerpoort Water Treatment Work (WTW). The third phase includes a pump station rising main, gravity main and command reservoirs in Modimolle.

The first phase which was completed in 2014 enables the water quality to be improved to meet national drinking water standards. Later phases have been delayed by funding constraints and the second phase raw water pipeline is now progressing to construction readiness. Environmental Impact Assessment authorisation from the Department of Environmental Affairs and Water Use Licence from Department of Water and Sanitation are required to enable construction to proceed.

MSW awaits approval from MLM to progress geotechnical and topographical surveys on the trunk main from the WTW to the command reservoirs. These will inform the detailed design process of remaining phases.

CONSTRUCTION AND REFURBISHMENT OF 16 TVET COLLEGE CAMPUSESMSW are the programme managers, design consultants and contract administrators for the upgrade of sixteen TVET campuses for the Department of Higher Education. The programme has a budget of R2.5 Bn and was initiated in 2013, and the designs were completed during a fast-track programme in less than six months.

Since then there have been funding and procurement delays, and to date, one campus has been completed, and two more are nearing completion.

The completed campuses are a mix of new build and refurbishment. The new facilities include administration blocks, library centre, classrooms workshops, simulation buildings, multipurpose halls, maintenance buildings, kitchen and dining halls, student accommodation and associated site infrastructure.

The Thabazimbi campus, which is complete, is built on a sloping site and had a budget of R190 Mn.

NKANDLA/BAMBANANA CAMPUSThe Nkandla campus is nearing completion with a budget of R249K. The steep sloping site presented challenges in platform development.

The Bambanana Campus with a budget of R203Mn is located on the banks of the Jozini river, and its remote location requires that it has an independent waste-water treatment works.

The tender evaluation process for the remaining thirteen sites is advanced and it is anticipated that construction will progress in the near future.

VHEMBE TVET COLLEGE PROGRAMMEThe Vhembe TVET College upgrade programme is comprised of the expansion of four college campuses at: Makwarela, Mavhoi, Mashamba and Tshisimani along with the refurbishment of a residential property in Old Makhado into a hospitality school and the refurbishment of the central offices.

MSW are the programme managers and are responsible for the design and construction management of the projects.

The Mavhoi Campus upgrade with a budget of R25.4 million is complete as is the Mashamba Campus upgrade, which had a budget of R27.4 million. Both included new classrooms, a new administration building and a multipurpose hall along with the upgrade of external works.

The central offices refurbishment has a budget of R1.8 Mn and was comprised of alterations to an historical building.

The Makwarela Campus has a budget of R40.5 Mn and is comprised of new classrooms a multidisciplinary hall and the refurbishment of various existing facilities. Contractor performance has been a challenge and, despite MSW’s extra construction monitoring, has not yet been completed.

The alterations at Old Makhado have a budget of R6.5 Mn and awaits council approval of the building plans to proceed to construction.

The Tshisimani Campus which has a budget of R38.6 Mn involves the refurbishment of existing facilities that are historically significant. Construction procurement is currently in progress.

GAUTRAINMSW was responsible for the detailed design of the Gautrain civil works from OR Tambo Airport to the Marlboro Station and tunnel portal. The designs included 15km of civil works and surface drainage, 21 bridge structures, 20 box and pipe culverts and 30 road diversions both temporary and permanent. The alignment runs through the jurisdictions of both the City of Johannesburg and Ekurhuleni and MSW were responsible for the design and for securing approvals from the metros for over 150 utility diversions. The assignment was completed on programme and in time for the opening of the line from OR Tambo International to Sandton to service the 2010 FIFA World Cup.

REHABILITATION OF THE BELA BELA CBD ROADSOur role on this project is to provide consulting engineering services for the rehabilitation of Central Business District (CBD) roads in Bela Bela.

The project commenced in 2015 and due to budgetary constraints was implemented in two phases. The scope included planning, designing and construction monitoring of different streets. A total of seven roads estimated at 3.3km underwent pavement improvements and reseal to improve the pavement and drainage structures.

Some challenges faced during the project’s construction included but were not limited to high traffic volume within the CBD requiring traffic accommodation planning to ensure minimum disruption to businesses. Hence the project experienced some programme overruns due to those circumstances beyond anyone’s control. The team, however, worked diligently and the project was completed within budget despite the challenges faced. The project was deemed a success and important road infrastructure maintained to standard specifications to ensure continual lifespan, and safety was delivered to the community and road users. The project is currently at closure stage.

LIMPOPO DEPARTMENT OF ROADS AND TRANSPORTMSW have been responsible for the design and construction monitoring of a range of road maintenance projects in Limpopo Province for both the Limpopo Department of Roads and Transport and Roads Agency Limpopo. These included the upgrade of the R101 from Bela Bela to Hammanskral, the rehabilitation of the Settlers to Codrington Road and the preventative maintenance of the Vivo access road with a combined length of 100km.

CITY OF JOHANNESBURG MSW has supported the City of Johannesburg’s township upgrade programme through the design and construction monitoring of projects in Doornkop, Ivory Park, Alexandra, Orange Farm and Diepsloot. The projects included gravel road and stormwater upgrade projects with a total cost of R65 Mn. The importance of community liaison and the control of health and safety issues cannot be underestimated when working in densely populated areas and MSW ensured that the community was fully engaged in the development of the project scope and was kept well informed of progress on site.

JOE SLOVO & LIMPOPO BRIDGES MODIMOLEThe Nyl River meanders through the centre of Modimole and has a number of low-level bridge crossings, which flood during rainy periods making access to residential areas dangerous. The municipality approached MSW to assist in the project rescue of the river crossing at Joe Slovo Street; the project having recently stalled. The planned design was for a high-level single-span bridge and materials had already been ordered and delivered to the site. The municipality did not have the funds to complete the project and works had progressed without the requisite environmental approvals.

MSW reviewed the materials on site and developed a multiple box culvert design, which made use of existing materials and was within the available budget. MSW approached the Departments of Environment and Water Affairs and secured approval to proceed with the works in parallel with making applications for the requisite authorisations. The project, which included the modification of an adjacent road junction, was successfully completed and MSW have subsequently completed the design of a second river crossing at Limpopo Street. The total capital cost for the bridges and approach roads was R10m.

THABA CHWEU BOARDING SCHOOL MPUMALANGA MSW are the civil and structural engineers for the development of a new boarding school in Thaba Chweu LM for the MDPWR&T.

The Department of Education have identified a farm in which to develop the school and provided the project team with a preferred location for the school. The site is remote, and there is no municipal water supply. MSW carried out an assessment into the supply of water from a nearby river and from ground water and advised that the water supply was not sustainable. As a result, MSW commissioned a geo-hydrological investigation across the whole farm and identified an area with a potential to harvest groundwater sustainably. The architect is now in the process of assessing the site for suitability after which borehole drilling will proceed to confirm the ground water source and enable the project site to be confirmed and concept designs to proceed. The Boarding school will cater for 1000 children from Grade R to Grade 12 in the community.

NDPW Technical Assistance. The Nelspruit Branch, supported by HQ Engineers, continues to provide Technical Assistance to the Regional Dept. of Public Works in the form of oversight of Professional Service providers’ initial survey reports and approval of preliminary designs of SAPS and other public works buildings.

The Branch also supports GIS and Database Management System (MSACCESS) requirements, provision of cadastral information and general property details to a number of projects.

MSW has been awarded two significant projects in Mpumalanga. In one case, we will be providing Professional Services in the form of conditional surveys of Government Agency buildings and property. In terms of the other assignment, we are one of a team of Professional Service Providers to a Development Trust responsible for delivering social infrastructure and social development programme management services on behalf of government. These may include, but not be limited to, public schools, clinics, and community centres predominantly in rural centres.

Tebogo Makamela is the founder and Chairman of MSW. He formed MSW in 2004. Tebogo studied law, and has attended various short-term management courses. His corporate experience started in 1996 where he was part of the National Empowerment Company that bought Johnnic, where he was also a Director of Johnnic Properties. His entrepreneurial and business development skills coupled with his unique ability in working with our business development team to identify lucrative opportunities have contributed to the successes that MSW is currently experiencing.

Raymond Madi is the Business Development and Marketing Director of MSW. He is a co-founder of MSW and has been with the organisation since its incorporation. Raymond has studied law and has taken numerous in-house business training courses with the respective companies where he worked. With over 14 years’ experience in the management of various business environments he has held senior management positions in a number of companies. Raymond’s role involves managing and devising business development and marketing strategies to grow MSW in the Southern African market. His vast experience in marketing has allowed him to assist MSW in determining areas in which to consolidate the company’s market focus, thereby helping us to be experts in our field. He brings to the team an understanding of the potential that can be discovered in individuals, and the know-how to make this happen.

Vyande has over 30 years’ experience in the management of civil engineering projects and more than 18 years’ experience in managing companies in the construction environment. He holds a BSc Degree in Civil Engineering (Building Construction) and is a Professional Construction Project Manager (Pr.CPM). He joined an engineering firm in Central Africa in 1996 as Director of Marketing and Business Development. From 1998 he was the managing partner for the same business in Botswana until 2006 when he was appointed to his current position as Director and CEO of MSW. In his current position, Vyande is tasked with managing the day-to-day affairs of the business by ensuring the strictest adherence to principles of corporate governance and commercial prudence. It is for this reason that all the role-players of MSW are implored to adhere to our vision of high-quality performance and professionalism. His employee empowerment vision is on the premise that MSW remains the company of choice for both the employees and clients.

Ian has 30 years’ experience in the construction industry and holds a BSc Degree in Civil Engineering from the University of Leeds. He is a member of the Institute of Civil Engineers and is registered as both a professional engineer and project manager in South Africa. He joined a large engineering consultancy company in Southern Africa in 1992 where he became a director. He was appointed to the MSW board in 2007 as Technical Director. His focus is on ensuring MSW delivers quality products on time and within budget.

K E N N E T H M U L I

Kenneth Muli has accumulated over 30 years’ experience as a professional engineer, programme and project manager in diverse international civil engineering disciplines associated with highways to hydrology and structures. He has prepared complex technical designs leading into tender-stage activities and construction administration and management. Kenneth holds a BSc. degree in civil engineering from Syracuse University. As such, he has acquired skills in the civil engineering industry in the USA and Africa including the interpretation of legal and contractual obligations. This has provided him with a solid basis for managing a diverse range of projects and programmes in commercial and industrial buildings, municipal and state infrastructure and highways. He has been the MSW Highways division leader since March 2008 and in March 2014, he was appointed associate director where his main role is ensuring professional technical and administrative adherence, risk management and quality control on all infrastructure projects.

N E I L YO U N G

Neil has had a long and varied career in project management at all levels. He has participated in several challenging projects, including executive work-study and management reform projects at the port of Liverpool; establishing and managing a multiskilled management team to develop a port management information system in Saudi Arabia and acting as team leader and senior port adviser at Maputo port. He has been country director at our associate office in Mozambique, which involved a number of marine-related infrastructure projects for the Ministry of Transport and Communications. More recently, and directly under MSW leadership, Neil managed the two-year SAR246 Mn FET recapitalisation project for the Department of Education Chief Directorate of the Limpopo Province and, for the Mpumalanga Department of Roads and Transport, managing the department’s three-year 3450km roads rehabilitation programme. Currently, Neil is our regional representative in Mpumalanga Province at our Nelspruit office.
