Building on a successful partnership with our customers, patients and staff we want you to review and bring forward strategic and operational solutions for 2gether Support Solutions so we can continue to deliver best in class estate management, capital and technical solutions to over 1,000,000 patient con-tacts per annum and 8,000 staff.

In addition to engineering and estate professionals who have worked in the health sector, we are also interested in professionals who have worked in sectors other than healthcare, joining a dynamic and innovative leadership team who already come from a diverse background. Your experience in delivering large complex capital projects will be particularly valuable as east Kent’s NHS moves towards a major reconfiguration of, and investment in, its services.

The Director of Capital and Technical Solutions will be the key leader responsible for overseeing a workforce delivering a wide range of estate, capital projects and technical support solutions to one of the largest NHS Foundation Trusts in the UK. The role will report to the Managing Di-rector and will be part of the senior leadership team in addition to attending the company Board as the subject matter expert.

About 2gether Support Solutions

2gether Support Solutions is a new, wholly owned subsidiary company of one of the largest NHS Foundation Trusts in the UK, East Kent Hospi-tals University NHS Foundation Trust (EKHUFT). The Trust established the company so that core facilities and support services can continue to be operated successfully with the added benefits that a private sector culture and approach can bring to enhancing and developing these ser-vices. The company remains 100% publicly owned, with the Trust as the only shareholder.

2gether Support Solutions will bring together current Serco employees and in-house support teams including estates and procurement, allow-ing the Trust to focus on delivering excellent care whilst at the same time allowing the company to provide essential support services and solu-tions, bringing innovation and best practice to enhance services over time.

Our core customer is East Kent Hospitals which manages five hospitals over 210,000sqm of estate at:

· William Harvey Hospital in Ashford, · Queen Elizabeth The Queen Mother Hospital in Margate, · Buckland Hospital in Dover, · Royal Victoria Hospital in Folkestone; and · Kent and Canterbury Hospital in Canterbury.

The Trust also provides health services from other NHS facilities including renal services in Medway and Maidstone. We also supply support services to an increasing number of private and public sector clients.

Job Description

Post Title: Director of Capital and Technical Solutions Post Reference:

Summary of the Role: The Director of Technical Solutions & Capital takes leadership responsibility for the development and manage-ment of the physical environment and will inspire and manage a team spanning the areas of capital, opera-tional estates and health and safety.

The post holder will ensure that the infrastructure on each of 2SS’s sites supports the provision of high qual-ity, safe care and delivers a positive experience for all that use them. In achieving this, the post holder is re-quired to ensure that the company meets all its statutory and regulatory requirements.

To lead and manage the Estates Division and 2SS land and property so as to provide a physical environment that is efficient, adaptive and responsive, in both the short and long-term, to the strategic aims, objectives and priorities of 2SS’s customers.

To provide professional advice to 2SS and it’s clients, including statutory health and safety and security re-quirements and to deputise for the Managing Director on relevant professional matters.

The Director of Technical Solutions & Capital is a senior and significant management post at 2SS. Although the post holder is responsible for the development, management and operation of 2SS’s estate, they need to be a general manager of the highest calibre who can make a significant contribution to the development and deliv-ery of 2SS’s wider strategic aims and objectives and its operation policies. They are expected to play a key leadership role within the senior management team and will be a non-voting Director of the Board.

Strategic Planning of the EstateCreating and maintaining a strategic estate plan (over a 3 – 15 year timescale) in line with the overall objec-tives agreed with the client. Leadership of estates strategy development and estate master planning.

Lead on rationalisation activity for assets as well as finding ways to leverage the portfolio to realise wider in-come, regeneration and investment opportunities.

Work with key stakeholders to progress major capital development plans that respond to the service develop-ment requirements of 2SS and its clients.

Ensure that any major capital redevelopment plans:- reflect the best global practice in planning buildings;- are evidence based;- of the appropriate and sustainable dimension and capacity for future growth and to support the needs of

our partners;- deliver a high quality and effective estate strategy.

Programme management and governance

Directing the overall programme of capital projects to ensure that:- exposure to financial risk is controlled;- project delivers the expected results;- provides facilities that are economic to run, reliable and flexible in future use;- delivers the outcomes required by the client and its key stakeholders.

Ensure the appointment of appropriately qualified and experienced consultants and contractors to support all major capital projects. Provide expert assurance at board level as to the expertise and skill of all appointed third party contractors.

Act as the 2SS point of contact for trust external advisers and other external organisations involved in major capital plans.

Ensure the governance and assurance of all major capital development plans against agreed timelines and re-source allocation.Lead and manage the appropriate project teams towards successful delivery of the project objectives as de-termined by the Senior Responsible Officer (if not the post-holder).

Play a critical role in the development, control and ownership of all business case documentation connected to capital development and capital spend. Provide assurance as to the completeness and validity of all capital business cases.

Provide leadership and ownership to the assurance of project completion and handover of all major capital projects.

Work with service leaders to assure the commissioning plans for occupation of completed stages of the rede-velopment.

Work with service leaders to assure the 2SS Board and clients that appropriate processes are in place to pre-pare for on time and safe occupation of capital builds.

With the MD, and identified client representatives, lead the post project evaluation process, including the de-velopment, realisation and monitoring of benefits.

Procurement relating to capital

Ensure that appropriate procurement strategies are in place that provide best value for money (VFM) and the appropriate risk transfer balance to achieve VFM.

Ensure that all capital purchasing activities in 2SS are carried out in accordance with Standing Orders & Stand-ing Financial Instructions and due notice is taken of relevant legislation.

Managing the team

Defining, for the Estates management team, their overall objectives and targets in support of the Estate Strat-egy and monitoring results to ensure that planned objectives and services levels are met.

Setting and monitoring the professional standards required of Estates staff, having regard to quality expectations as well as relevant statutory and regulatory requirements.

Person Specification:

Knowledge & Skills:

Experience and ability to motivate and lead a large scale and diverse team within a large, complex or-ganisation.

Knowledge and experience of Environmental Sus-tainability.

Considerable experience and skill in negotiation of complex contracts and agreements.

Excellent interpersonal and communication skills enabling effective partnership working.

Considerable technical knowledge within own pro-fession plus wide understanding of allied disci-plines including commissioning and project man-agement.

Knowledge of market testing processes and bench-marking techniques.

Strong leader with track record of success in change management. Team player with ability to contribute effectively at corporate level.

Experience

Extensive experience of leading and managing the development and implementation of estates/prop-erty/real estate strategy to support an organisa-tion’s corporate strategy.

Experience in an estate/property/real estate lead-ership role across a large-scale property portfolio with significant operational land and property holdings and live 24/7 operations.

Track record of leading large scale, complex capital programmes consisting of both refurbishment and new build development projects or programmes. Experience of planning and managing large scale capital budgets.

Track record of leading the provision of opera-tional estates and services such as estates mainte-nance and compliance and associated operational budgets.

Experience of working with development partners from the public and private sectors to realise ma-jor joint venture capital development projects.

Qualifications

Relevant chartered professional membership in an appropriate discipline
