• There is a trend towards increasing diversification of external funding sources.

• Universities, as key players in research and higher education in a world of growing competition and often decreasing public funding are undergoing fundamental changes. The state is no longer the only financial source.

• Integrate innovation into mainstream university activities where transfer offices and university-industry partnerships are becoming increasingly commonplace.

Decrease of public budgets

• Decreasing public budgets and the relatively weak position of Leiden in the acquisition of competitive budgets from research councils as well as in acquiring were in 1995 the reason for developing and executing an innovation policy plan at Leiden university

• In 2005, Leiden university retained Dr. Bob Smailes from Endinburgh university as the director of research and innovation services

Learning curve

• The concept of the learning curve was introduced to the aircraft industry in 1936 when T. P. Wright published an article in the February 1936 Journal of the Aeronautical Science. Wright described a basic theory for obtaining cost estimates based on repetitive production of airplane assemblies. Since then, learning curves (also known as progress functions) have been applied to all types of work from simple tasks to complex jobs like manufacturing a Space Shuttle.

Cost models - TCO

• Abbreviation of Total Cost of Ownership, a very popular buzzword representing how much it actually costs to own a system. The TCO includes: – Original cost of the computer and software – Hardware and software upgrades – Maintenance – Technical support – Training

• Most estimates place the TCO at about 3 to 4 times the actual purchase cost of the system.
