The people listed work diligently to provide Cumberland County with quali-ty government services. When it becomes necessary for you to use this directory to reach them, we are confi-dent they will be cooperative in meeting your needs. By keeping this publication handy, you will have the most current reference tool to County and Local government available for 2018. By providing the who, what, where and when of County government, this guide will assist you in contacting the various government departments, agencies and authorities. While it is possible some names may change before the printing of the next edition, the agencies, tele-phone numbers and addresses should remain current during the year. He is currently serving his fifth consecutive year as Freeholder Director. He graduated from West Chester University with a degree in Health and Physical Education in 1978. Derella is currently the Facility Manager for NovaCare Outpatient Rehabilitation in Vineland, New Jersey. He is currently a member of the Elks Lodge #580, Shekinah #58, Kiwanis and just completed a term as President of the South-ern New Jersey Freeholders Association. He is also a member of the Thunderbolt Hall of Fame Committee. Additionally, Derella formerly served as a Millville City Commissioner and Vice Mayor of the City of Millville for 15 years. He has vol-unteered his time to the community in many different ways including serving as Millville Board Education President, member of the Millville Planning and the Millville/Vineland UEZ Board, Cumberland County Improvement Authority Board and also as a Babe Ruth Baseball and Softball Coach. Derella is a lifelong resident of Millville where he resides with his wife Susan, son Jake, daughter Casey and Dachshund Daisy.

She was named Deputy Director of the Free-holder Board in January 2016 and is currently serving her third year in that role and completing her second term on the Board of Chosen Freeholders. Prior to her election Barber served for more than 30 years in education and is the retired Superintendent of Cumberland County Technical Education Center. Deputy Director Barber serves as Chairperson of the Cumberland Empowerment Zone and Freeholder Liaison to the Center for Work-force and Economic Development, the Cumberland County Board of Trustees and the Career and Technical Education Board. She has been involved throughout the years and remains supportive of many charitable or-ganizations and events. She holds a Master’s Degree in Educational Administration, and a BS Degree in Human Resource Management from Rowan University. Deputy Director Barber is a graduate of Cumberland County College with an Associate’s degree and was inducted into the College’ Distinguished Alumni Gallery in 1997. Darlene resides in Upper Deerfield Township with her husband George. Together they have two children and five grandchildren.

Castellini was elected to the Cumberland County Freeholder Board, taking office Jan 2, 2018. He graduated from Vineland High School and several years later attended Cumberland County College concentrat-ing on business administration. A Graduate of the Camden County Police Academy, he served 13 years in law enforcement between the Vineland Police Department and the Cumberland County Sheriff’s Department, along with serving five years as a volunteer for the Vineland Rescue Squad. He was recruited by Wheaton Industries, and during his 11 years served as risk manager, alarm company manager, director of security and director of fa-cility services. Currently Castellini is CEO and Vice President of Biondi Insurance Agency where he has been employed for over 20 years, as well as being the owner of a local alarm company since 1978. Castellini is a Li-censed NJ Private Detective, Licensed Insurance Producer, Licensed NJ Burglar & Fire Alarm Contractor, Cer-tified Fire Inspector, former ASIS Certified Protection Professional (CPP). He is a member of the North Italy Club, Vineland Recreation Club, Diamond Social Club, and the Electronic Security Association. He served on the board of the SPCA and is a member of Christ the Good Shepherd Church. For over 20 years he was a drummer in several local bands and then enjoyed spending time with his sons racing RC Cars in multi-state competitions. Castellini has four children, Stephanie, Brian, Christopher and Andrew, losing his oldest son Bri-an suddenly on Jan 1, 2013. Married for over 30 years, he and his wife Kim (Sprague) reside in Vineland.

She is the mother of twins. She has been in the Banking Indus-try for 35 years and is currently the Vice President of Business Development at Century Savings Bank. Carol served as the Committeewoman of Deerfield Township and has been past Mayor and Deputy Mayor serving a total of 16 years on the township committee. Freeholder Musso is also a Board Member and 1st Vice President of the Bridgeton Area Chamber of Commerce, Board Member of CCTEC Foundation Board, Board Member of Steered Straight, Member of South Jersey Health Care Auxiliary Board, Board Member of M25 (Code Blue), Vice President and Board Member of the Salem County Habitat for Humanity. She is also a former Board Member and Chairwoman of the Cumberland Development Corporation, former Board Member and 1st Vice Chair of Gateway Community Action Partnership, former Board Member of New Jersey League of Municipali-ties Representing Cumberland County, along with participating on numerous Committees benefiting Deerfield Township and Cumberland County.

President of Quinn Broadcasting Inc., former Mayor and Commission-er, City of Millville. Former Chair of the Cumberland Empowerment Zone, Former Treasurer Cumberland County Utilities Authority. Previously served as a member of the Urban Enterprise Zone, Millville Industrial Commission, CompleteCare Health Network Governing Board, South Jersey Hospital Foundation, Millville Chamber of Commerce and the Greater Vineland Chamber of Commerce. Freeholder Quinn is a Member of Millville Elks, Millville Moose, and The Thunderbolt Club. He has served as the Broadcasting Voice of Mill-ville Sports for over 40 years. Freeholder Quinn has Volunteered and Fundraised for numerous organizations including the Salvation Army, SPCA, Millville PAL, the Levoy Theatre and the Bridgeton Stadium Foundation. Freeholder Quinn resides in Millville and has two sons and one daughter.

COMMITTEES: Liaison: Department of Agriculture, Co-Liaison BIOGRAPHY: Joseph V. Sparacio was elected Freeholder in November of 2016. He is the owner of Sparacio Farms, a straw-berry and vegetable farm, and a career fire captain at the Atlantic City Airport Fire Department. In 2005, upon graduating from Cumberland Regional High School, he joined the Air National Guard. Freeholder Sparacio has served a Tour of Duty and currently holds the rank of Master Sergeant. Prior to being elected to the Board of Chosen Freeholders, he served as a Committeeman of Deerfield Township. Freeholder Sparacio is a member of the Parish of the Holy Cross, Deerfield Gamegetters, and Vineland Lodge #69 F&AM. He has volunteered, as a firefighter, for the Rosenhayn Fire Department for 12 years. Freeholder Sparacio is a lifelong resident of Deer-field Township where he currently resides with his wife Micole and their son Santino.

He attended Tuskegee Institute majoring in Chemistry. Surrency is currently semi-retired. He served on the Bridgeton City Council from 2011 to 2017 and Bridgeton School Board of Education from 2002- 2010. He currently serves as Chairman of Complete Care Health Network Inc. He has also volunteered his services by serving on the Tri-County Community Action Agency Board, United Way Board of Greater Cumberland County and the Cumberland County RSVP Advisory Board just to name a few. Surrency resides in Bridgeton with his wife Sharon. He has two sons Eric and Mi-chael. Eric is married to Erika they have two children, Xeneja and Carter. Michael is a newlywed of three months to Justina.
