The DX-150A has a fer - r i t e loopstick wired i n band 9, t h e standard ECB. Zs such, any n u l l s a r e blunted by t h e mi pickup (well, almost.') of t h e loopstick. I ' ve not yet bothered t o dig i n t o t h e W-1504 t o remwe t h e loopstick, but it does not appear t o be a mj- g r job judging by t h e s chemt i c . Flor ida , the ship made a s e c r e t docking on August 27th t o fi t equipment. The

Philadelphia Inqu i re r r e p o r t s operat ion is "expected to begin today"; McInt i re s a y s the operation will be 24 hours on the M W band but r e fuses t o give the frequency f o r f e a r of poss ible jamming by the FCC. Russ Edrnunds and Chas. Clayton i n N. J. r e p o r t hea r ing a n open c a r r i e r tes t ing on 640 kHz which they believe i s Mclnt i re ; they r e p o r t d i rect ion finding consis tent with Cape May. Th i s l a t e r t u r n s out t o have been a l o c a l c a r r i e r - c u r r e n t college station tuning up for the new school year . *August 31. T o m Sunds t rom ca l l s h i s l o c a l newsstation KYW t o s e e if they have m o r e informat ion on the supposedly soon t o begin operat ing RFA; he ends up making a taped interview a i r e d l a t e r i n the day in which he suggests tha t

the best f requency for McInt i re would b e 1160 with 1610 a s a second choice. Meanwhile Magne, who h a s been in contact with McInt i re , c a l l s the NRC Convention in Boston t o a s k us to suggest poss ible channels fo r RFA. The Convention-goers decide tha t 1160 kHz i s s t i l l the b e s t f i r s t choice, followed with a channel like 16 15 out of the band and a s f a r f r o m WWRL a s pract ical ; 820, 640, and 690 a r e a l s o mentioned. A spokesman f o r the FCC announces that under no c i r cums tances will the FCC jam Radio F r e e Amer ica . The Coast ~~~~d boards t h e ship t o invest igate r epor t s of a n ' 'o i l leak". *September 1. Magne notifies Convention that McIntire plans to t e s t l a t e afternoon - earlv evening; frequency undisclosed but supposedly " in bot tom half of band". Nothing heard. *September 2. M~~~~ informs that technical p rob lems prevented the t e s t f r o m beine aired: thev ' l l t r v again today a round 1500 hours on 692 kHz: a l t e rna te - , - f requencies a r e 1160 and 1613 kHz.

Intrigued by the FCC's public s ta tement tha t Mclnt i re ' s operation will be the f i r s t U.S. off -shore bootlegger, we r e s e a r c h down the deta i ls of RXKR which operated off L o s Angeles in 1933 ( spec ia l thanks t o Stan Morss ) . Mcln t i r e says this precedent m a y help to support h i s position in court.

*September 6. McIntire changes f requencies to 1160 a s p r i m a r y channel with 1613, 692, and 535 kHz a s a l ternates ; 692 h a s been dropped because of the heterodyne p rob lem a s pointed out by Sundstrom, Magne, e t a l . Operation expected shortly.

*September 7. Magne and author detect c a r r i e r on 1159.022 ( m e a s u r e d by author) around 2000; Magne checks with RFA engineer who says t h e r e have s t i l l not been any t r ansmiss ions . C a r r i e r t u r n s out to be a n LA - another f a l s e a l a r m .

*September 12. FIRST ACTUAL TRANSMISSION FROM SHIP. Open c a r r i e r comes on 2345; noted by Sundstrom and o t h e r s in N. J . ; t r a n s m i t t e r being tuned; frequency repor tedly drifiting s e v e r a l Id-Iz. About 20 minutes of mus ic played before ship 's c r e w comes in a t 0200; no announcements yet. Shielding and grounding p rob lems have caused s e v e r e overheating of t r a n s m i t t e r and a s m a l l f i r e h a s been s t a r t e d during t h i s t e s t period.

As expected, coverage i s bes t along the Coast with re la t ively poor inland penetration. L a t e afternoon McInt i re receives i r a t e phone cal l f r o m WHLW-1170, 5 kw D3 in Lakewood. No J. (about 90 m i l e s dis tant) , complaining about QRM.

*September 20. Without consulting technical staff o r engineers , McIntire ca l l s p r e s s conference and announces h e will change channels to avoid in te r fe r ing with h i s "neighbor" TVIILU'. According to tlic T imes , he s a y s he u4ll simply :hange channels a s " the re i s no dea r th of wavelengths, and we do not want to n te r fe re with any other station" ( ! ! ! - author). Ije says he will move to 1613, ' that ' s way up a t the top of the band; the re ' s nobody up there"; expects to be on

16 new channel within about a week. McInt i re and Magne go over telephoned reception repor t s ; of about 15 r e p o r t s a l l but pe rhaps one a r e definitely verifiable. Although RFA was h e a r d o v e r a l a r g e a r e a , r epor t ed s ignal s t rengths a r e re la t ively low and the r e s u l t s a r e judged general ly disappointing.

I n a ca l l f r o m McInt i re ' s Adminis t ra t ive Ass i s t an t we ' r e informed that the F C C h a s been g ran ted a t empora ry r e s t r a in ing o r d e r by U,S, Dis t r i c t Cour t Judge Mitchell H. Cohen (Camden) b a r r i n g RFA f r o m operat ions on 1160 because of complaints of in t e r fe rence f r o m WHLW and KSL ( ! 1 ! - author). A hear ing i s s e t f o r October 1 s t t o make the o r d e r permanent .

Regarding f requencies : many a n hour h a s been spent in the l a s t two months on the f requency problem. It should b e obvious t o any knowledgeable DX'er

- t h a t t h e r e a r e just NO f requenc ies avai lable f o r a New J e r s e y operation which will not cause QRM t o s o m e o t h e r station. T h e t radi t ional "bootleg band"

above 1600 kHz would be p re t ty good except f o r WWRL on 1600; by the t i m e a station l ike RFA goes high enough t o avoid WWRL they ' l l be outside the tuning range of m o s t r ece ive r s . 1500 kHz i s out due t o WTOP; 1200 because

of WCAU. The b e s t channel, 1160, i s natural ly out because of that m a s s i v e in te r fe rence to KSL and WHLW, hi. The 1040 a r e a i s out because of 1020,

1030, and 1060; 880 r u l e s out 870-890. Another poss ible - 820 - goes because

of QRM to and f r o m WNYC-830; while McIIlrremight buck the F C C what chance does h e have aga ins t the City of New York? Hi. The old WXUR channel of 690 i s probably a l l r ight during the day but CBF and WCBM will real ly do a job af ter dark. The p resence of WNBC will kil l 650; not to mention the signal f r o m WSM. There ' s a b i t be t t e r chance f o r 640 although the Cuban i s p re t ty bad and WSM plus the Regionals l ike WPRO and WMAL would kill a l l but loca l coverage a f t e r dark. Out ofbandoperat ions below 540 kHz l ike 535 a r e out

because of QFW t o the navigational beacons down the re .

Regarding m K R : practically eve ry p r e s s r epor t on RFA f r o m both McInt i re and the FCC mentions the f a c t tha t RFA i s the f i r s t s ta t ion of i t s kind i n the U.S. xn a very real sense th i s i s definitely not the case . . . Readers of DX

NEWS probably noticed a reproduct ion of a QSL f r o m RXKR on page 6 of the July l s t , 1972 i s sue ; t h i s 1933 shipboard operat ion off the coas t of L o s AngeIes was the predecessor of Radio F r e e Amer ica but ne i the r the F C C o r McIntire 's lawyers did thei r homework wel l enough t o dig out the m K R story.. . Since it may have some effect on t h e McInt i re-FCC cour t s t rugg le i t b e a r s retelling.. . I t s e e m s that RXKR was a bootleg station operated f r o m a ship of Panamanian reg i s t ry (that may be important; COLUMBUS i s r eg i s t e red in the US) owned and operated by the Panama Broadcasting Company b a s e d in L o s Angeles. The

17 ship, the SS CITY O F PANAMA, se rved a s a combination floating speakeasy- brothel-bootleg radio station-gambling den which docked in L, A, every day and sai led out beyond the 12 mi le l imi t eve ry night to allow t h e i r pa t rons to forget the Depress ion f o r a fern hours . . . RXKR operated on 815 kHz with a smashing ( for those days) power of about 5 kw; in those days of unselect ive r ece ive r s they effectively wiped out WFAA, WBAP, WCCO, WIIAS, KOA, and KG0 according to p r e s s r e p o r t s a t the t ime. They were h e a r d f r o m Hawaii to Nova Scotia but the U.S. Government did not d i rect ly in tervene with the operation. Since t h e r e was no FCC at the t ime (the "The Communications Act" did not come into effect until mid- summer of 1934), the State Depar tment complained to the government of Panama and demanded that the ship's regis t ra t ion be lifted. Panama said that i t would but, being i n the mids t of one of the i r perennial revolutions, apparent ly never got around to i t (a t t h i s point the r ecord goes dim and i t ' s going t o take a vis i t t o the National Archives to get the end of the story). T h e operation supposedly went broke due t o lack of financial backing in the f a l l of 1933 but the r ea l s tory i s probably much m o r e interesting.. . F o r what i t ' s worth, RXKR i s indeed a precedent of s o r t s , although with some important d i f ferences f romthe McIntire operation.
