OHSBVA rules are primarily NFHS rules but there are some key rule differences
OHSBVA allows some different techniques that are considered “best practices”
What are the major differences between boys’ and girls’ high school volleyball
Refresher on rule differences each year is critical
R2 signs to verify correct score• R2 can verify the score at the end of the
match Special time-out
• Referees may use up to 3 minutes for an injury timeout if the team does not have a TO, legal sub.
R2 times injury time• The R2 and scorekeeper will time injury
timeouts
R1/R2 may stop play for injured player
Signal Sequence • Result, Fault
R2 whistles fault mechanics Out off of which team R2 mechanics when whistling a net/centerline fault
Whistle, fault, number, mirror point with R1 R1 mechanics when R2 whistles
Mirror R2 Number, award point (Show number after R2 shows to R1)
End of sets Non-deciding set
• R1 will whistle the fault and use that sequence• Will then whistle and show end of set• Will then whistle again and signal switch of courts
Deciding Set• R1 will whistle the fault and use that sequence• Will then whistle and show end of set• Will then whistle again and signal teams to benches• R2 will whistle and hold the coin in air for captains
to report, then R2 WILL do the coin toss
• Illegal alignment signal used for a Libero replacement after whistle/signal for serve
• Illegal alignment signal communicates penalty assessed for failing to submit an accurate lineup
• Release teams to benches before deciding set coin toss while current floor captains come off end line for coin toss
• Coaches can’t stand behind bench or outside Libero replacement zone
• Coaches should keep out of sub zone during a set
Change in deciding set coin toss protocol• R2 conducts coin toss on R2 side near post• Teams go to end lines and are released to
bench as current captains on court are directed to the R2 for coin toss
In 2016, Libero jersey rule will change to make it easier to spot Libero from any angle on the court
Libero illegally on court is loss of rally
Change in net fault/foul Change in interpretation of center
line violation Substitutes being allowed to stand
outside end of bench or chairs and coaching staff with them
Officials no longer concerned about players changing shirts in public area
• Purpose: Identify officials for post-season
• Change some things such as coaches:– Rating every official with a “10”– Refusing to give a rating higher than “8”– Not knowing what to look during a match to
rate with– Losing team using ratings to punish referees – Rating with emotion instead of objectivity– “Threatening” referees with a bad rating
• Selection Committee
Being a strong referee means that we need to know our weaknesses.
Everyone has their own weaknesses• “Lets Make it Better” Section to help!
Recognize what you need to work on. Watch the best of the best Match facilitation vs. Personal
facilitation
Good, better, best. Never let it rest. Until your good is better and your better is best.-Tim Duncan
Facilitation: act of assisting or making easier the
progress or improvement of
something
Role of referees in a match Who is the match about? How do we “facilitate a match?”
• Draw an appropriate line.• Working with coaches – letting coaches coach
their teams but letting them not coach the referees
• Coaches can’t stand behind bench or outside Libero replacement zone
• Coaches should keep out of sub zone during a set
• Penalize “Disruptive Coaching”
“Answer questions, acknowledge statements and penalize
insanity.”
• Knowing the rules– Back-row attack vs. Back-row block– What institutes a back-row block vs. over the
net– Signal to use– Terminology
• Know who is where– Best practices– Tricks
• Safe Signal use– Net Height– Behind line
Referee Role in match? Call the obvious faults First ball
• Ugly is NOT illegal• Double contact is NOT illegal• Think was it caught or thrown
Who has to play that ball? Call what you can see
R2 can “facilitate” a match• Coach Control• Help calls• Pace of game• Making their calls
• Know everyone's duties and roles in the match• R2
– Let them make their calls, live or die.– Use their help
• Line Judges– Know what you can use them on and what you can’t– Are the R1’s “assistants”
• Scorekeepers– Use their help when needed– Match savers
WE ARE A TEAM……LET YOUR TEAMMATES DO THEIR JOB
THEN......
• Where do you want to go, how do you want to get there?
• Have you topped out? Do you Expect it?
How do you go from where you are to where you wanna be? And I think you have to have an enthusiasm for life. You have to have a dream, a goal. And you have to be willing to work for it.-Jimmy V
Do you want to be a “referee” or a “person”?
Know where officiating ranks in your life. Know your goals in life vs. goals in
officiating. Know what officiating means to you Officiating Family
If you laugh, you think, and you cry, that's a full day. That's a heck of a day. You do that seven days a week, you're going to have something
special.-Jimmy V

I don't have to wait until the next morning to
regret something I did that was kinda dumb.
-Bobby Knight
Don’t be the quote, think before you act.

The objective of the referee is not to get mentioned. I tell a lot of young referees that not being mentioned is king. If you can achieve that, then its been a pretty good game.• Alan Lewis
You don’t notice the referee during the game unless he makes a bad call• Drew Curtis
