Set up by experienced committed development workers from the NGO - Vi8t Nam Plus in 2004. Thien Chi has taken over and implemented the Nrc Linh community development program since 2004; the Thien Chi team has implemented all Vi& Nam Plus since 1994. This includes:

-. #y r The funding has come via Vi6t Nam Plus till now, while Thien CM expects a positive answer soon from other sources (like NQVIB (The Netherlands), Children for a Better World and Up Microloans (Germany), Jardins Partagds (Belgium) etc.). Indirectly, Thien Chi has thus received support from the Canada Fund for the Thnh Linh community development program.

II. PROJECT DESCRIPTION

Please describe the innovation you are proposing. The information should include details on the following: (1) the socio-economic situation of the community;

The program area is composed of 2 rural districts to start with, which are relatively remote and poor. The economy is largely based on agriculture and small livestock farms. Incomes vary around 205.000 VND (local official average). The very poor live with l00.OOOVND or less only/month and constitute about 3% of the population.

(2) the spec jjJc problems to be addressed and why the problems need to be addressed; -r

Every year since 1999, on 22/4 (Earth Day), all primary school children have been mobilized to collect the wasted plastic bags flying around in the villages. Progressively the people and the local authorities have increasingly praised this initiative, asking for more frequent campaigns. In 2004 50 tons have been collected by approximately 50.000 people (mainly school children). In 2005 the target has been put 4 times higher K actors at work

(200 tons) and during the first 17 weeks of 2005, 93 tons have already been collected by the school children alone, of a. a total value of 60.450.000 VND.

Enthusiastic about the achievements by Thien Chf so far, in 2902 the local authorities of Nrc Lihh,,'district put a request for support regarding the management of waste from the different markets, to build a waste dumping ground (see annex). (22/4), with-a lot of publicity. Thien Chi rewards the schools which collect the largest quantity (kilos/registered pupil) with a 3-5 million `[ND prize. This amount can only be used to improve the sanitary condition of the school (latrines, well, water reservoirs, dustbins etc.).> For the last 2 years, because of the success of the operation, the pupils started collecting the plastic bags well before 22/4, even 6 months before; they stored their collection at the school or at home till the 22/4. The schools thus suggested Thien Chi organizes more frequent collection events. Contacts with several recycling companies have been fruitful: they agreed to visit all schools every month and pay on the spot

According to Thien Chf's concrete and long experience, the collection ofplastic bags is not an issue. The value of wasted plastic bags is also ensured,and even more so if they have been processed.

The issue is the volume of compost the farmers will be interested to use andbuy, even at a low price: this is untested territory yet However the scheme isbuilt in such a way that it can be adjusted with no difficulty according to thevolume of compost sold. If small quantities of compost can be sold, then thevolume of market garbag& sorted will be reduced accordingly, thus reducingthe costs. If the volunt -of compost which can be sold is larger, then moremarket garbage will be processed (and also more plastic will be madeavailable).

When in or from DCrc Linh district the volume of compost sold daily willreach 3 tons, then a second processing centre in Thnh Linh district should beestablished, on the same model.

(4) What is innovative about the idea:* Compost from organic waste is not new, nor the collection of plastic bags.All components have a proven technology, the risk of technical failure is nil.However the farmers may be long to convince to buy compost & to carry totheir fields because of transport & labor costs. Thien Chi works with 40farmers groups, with a total membership of 1200: they are the ideal channel to

promote compost. Discussions with farmers indicate they would be interested to buy compost at the price of 200 VND/kg. * The program is very innovative in the sense it combines several componentE I. Plastic bays are collected from everywhere in the community, including markets, fields etc. 2. The oupils and teachers play an active and productive role in cleaning their community while at the same time raising extra funds for their school. This has a major impact on oublic opinion as has been observed for the I last several years by Thien Chi -the local authorities ask for more, the people think again about using plastic bags. 3. Compost made from market # not limited to farm waste or to the household level 4. The program is based on a certain number of reasonable assumptions:

Assumption 1: the price of recycled plastic will not fall drastically. The Vietnamese authorities will continue their policy of limiting imports or putting a tax on imports of polymer, so that the local value of recycled plastic bags will not fall. It is most likely that the government will indeed maintain its policy in view of - reducing unnecessary imports and ai protecting the environment. This general analysis leads us to believithe value of recycled plastic bags will not fall, at least not more than 30% (see annex).

Assumption 2: the interest for compost by the farmers will progressively increase. lt is our assumption that their interest will indeed increase. A number of farms have indicated their willingness to buy several tons/month at the attractive price of 200 VNDIkg. The Phan Rang company sells its compost at 700 VND/kg. However this assumption is not as critical as assumption 1.

Assumption 3: support from the local and national authorities will continue. It is most likely it will indeed increase as a reasonable, cheap solution is demonstrated.

7.1. Impact: what is the expected socio-economic impact of the project on the target group (how many people do you expect the project could reach, what changes in awareness/behavior/attitude do you expect the project to bring about)

7.2. Replicability: How could the project be replicated in other geographic areas or communities?

There is no difficulty in Vietnam to promote the collection of plastic bags in primary schools, provided a specific program is put in place. The Thi4n Chi experience shows this is nor difficult nor costly to launch, and financial sustainability is ensured for the mid and long term. Thien Chi has been invited by the Bureau for Education of Blhh Thun province to expand its Fa#en discuss better techniques program to more districts as soon as possible (see annex).

Promotion of the use of compost is a more challenging task. Farmers' groups are an ideal promotional channel and Thi#n Chi has set up 40 of them. A promotion program must be set up. This can only be a patient promotional effort. Linh district runs till the end of 2009. The contract for TAnh Linh runs till and will be renewed soon. Contracts are signed usually for a 5 year period, renewable.
