2. Richard Gorman gave an updatealong with Mayor Bien, on some eco-nomic development on the south end oftown with Ag Partners. There will be acommittee meeting held with Ag Part-ners which a report will be given at thenext meeting.

Baileyquestioned whether there could be 2part-time reading tutors. Beniak saidthe Reading Corps prefers one, but ifone is not available for the whole time,two would work. Bailey also questionedhow many sections of kindergarten wewould need for next year. Hansen thinkswe will have 5 for sure, possibly 6. Wellhave to wait and see.
B. HIGH SCHOOL BOARD REP UP-DATE: Keenan Peterson-Rucker reported.He congratulated Noah Bauer on hisState wrestling win. Music programs wentto contests recently. All groups receivedsuperior ratings. They are now prepar-ing for solo ensembles. Sam Baska fin-ished in 3rd place in State DECA com-petition in his Personal Financial Lit-eracy event and was also recognized forhaving one of the top test scores as well.Jimmy Kroll advanced to the final roundin both of his events. He finished in 7thplace in his Professional Selling eventand 8th place in his Sales Demonstra-tion event. Tucker Hanson also did verywell, advancing to the finals and finish-ing in 8th place of his sales event. FCCLAheld a food drive. FFA held FFA Weekactivities. Preparation for a snow daywas good, but there was no snow storm.The students recognized Mr. Craig Ericksonthis month.
C. 5-12 PRINCIPAL UPDATE: KevinCardille reported. The ACT practice testwas last month.
Our composite score was 19.9. Asurvey will be taken in the middle schoolto see if what they did for Ramp Up toReadiness met expectations. Middle Schoolwas paid for because we were part of agrant. He went through a table compar-ing PIs college attendance to the statescollege attendance. Registration is tak-ing place. Informational sessions wereheld with 8-11th grade. The bell sched-ule is being worked on with a Plan A andB.
D. OVERNIGHT FIELD TRIP REQUESTFROM FCCLA: This is for their annualSTAR event. Motion by Fall, secondedby Hayden to approve the overnight trip.Motion carried 6-0.
E. RAMP UP TO READINESS: RosarioMollo reported on what each grade does.He reported that college and career pre-paredness can drastically improve byimplementing the College and CareerReadiness Curriculum Design Program.

SCHOLARSHIP: The dollar amountwould be $500 for next year. The AAAFoundation would fund the scholarship,and board members would donate tothe Foundation. Motion by Warneke,seconded by Douglas to approve thescholarship and it going through theAAA Foundation. Motion carried 6-0.
COLLABORATION & COMMUNICATIONA. FIELD TRIP FUNDING OVERVIEW:
Beniak explained we have 3 tiers to ourfield trips. MSHSL activities are fullypaid by the district. State recognizedorganizations are the 2nd tier. The dis-trict pays for them as able. Clubs andorganizations are the 3rd tier. Theremay be dollars available, but not al-ways.
EFFECTIVE & EFFICIENT OPERATIONSA. BUDGET REVIEW: Business Man-
ager went through the revised budget atlast months meeting. He reviewed itagain. Motion by Fall, seconded by Baileyto approve the revised budget. Motioncarried 6-0. Netzke then went throughthe budget update through February.The finance committee meeting will beheld March 24th at 4:00.
B. UTILITY AGREEMENT: This agree-ment is for $962,956 to bring utilitiesinto the new building.
68.4% of the cost is being taken careof by the city. This also includes thealternate loop.
They are waiving the SAC and WACfees. The annexation fee has alreadybeen paid. The schools amount will be$836,898. Motion by Fall, seconded byHayden the approve the utility agree-ment. Motion carried 6-0. Beniak ac-knowledged how helpful the CPT hasbeen.

Crane Approval: They have exploredwhat the best way to access the court-yard would be.
A crane was decided to be the mostefficient way. Motion by Heiden, sec-onded by Douglas to approve the cranerecommended by KrausAnderson. Mo-tion carried 6-0.
Hayden updated the board. They justwent through an engineering review. Theauditorium will have its own rooftop sys-tem. Some of the 34 buildings base-ment will stay to house the new electri-cal equipment and some of the me-chanical equipment. Theyre still work-ing through some mechanical issues inthe fitness area. The gym floor is pouredin the new school. Sheet rock is goingup in one section. They are finishing thelast of the masonry on the load-bearingwalls this week. We looked at drawingsof the remodeled current site. This willbe worked on throughout the year. PhaseI is start of the auditorium, the fitnesscenter, take down of the 34 building,and the remodeling of the 5-8th gradewing to be done this summer. Therewas discussion about the current stagescurtain. Douglas reported on an activi-ties committee meeting. The biggest dis-cussion at that meeting was about thescoreboards. Another discussion wasstorage.

WabashaCounty will mark this week withtwo tornado drills on Thursday,April 16, one at 1:45 p.m. for busi-nesses, and the other at 6:55 p.m.for families at home to practicegoing to a safe place. If there isinclement weather predicted onApril 16, the drill will be held onApril 17.What to do during a tornado
Always do your best to avoidwindows. If you live in a housewith a basement, go to the base-ment and under some kind of sturdyprotection (heavy table or workbench), or cover yourself with amattress or sleeping bag. If youlive in a house without a base-ment, or an apartment, go to thelowest floor, small center room
(like a bathroom or closet), undera stairwell, or in an interior hall-way with no windows. Crouch aslow as possible to the floor, fac-ing down; and cover your headwith your hands. A bathtub mayoffer partial protection.
If you are in an office building,hospital, or store, follow instruc-tions from facility managers. Godirectly to an enclosed, window-less area in the center of the build-ing away from glass and on thelowest floor possible. Then, crouchdown and cover your head. MAZEPPA The City ofMazeppa will host its annual springcleanup on Saturday, April 25, from9-11 a.m. Items can be droppedoff at the community center park-ing lot for disposal.
Items that will be accepted anddisposed of for free include mis-cellaneous scrap metal, bicycles,lawn mowers, inkjet cartridges,fluorescent bulbs, cellphones, carbatteries, and button batteries.Other items will be accepted for afee. No yard waste, garbage, ordemolition material will be ac-cepted.
Mazeppa city residents are al-lowed to bring eight tires per house-hold for free; after that a $2 feewill be charged per tire. There willbe a limit of two free appliancesper household, and then a $5 perappliance fee will apply. Furni-ture, TVs, and computer equip-ment will be accepted for free fromcity residents.
Rural and out-county residentscan drop off tires for a fee. Ratesvary depending on type of tire semi, tractor, with rims, etc. Itemsaccepted for a fee include furni-ture mattresses, box springs, so-fas, stuffed chairs, desks, hide-a-
beds, hot water heaters, vacuums,and humidifiers. Larger appliances,such as refrigerators, air condi-tioners, washing machines, stoves,dryers, freezers, dehumidifiers,televisions, and computer moni-tors, will also be accepted for afee.

Ryan Hanson, Tally Stehr, Eli Custer are highlighted this month by theBelvidere Happy-Go-Luckies 4-H Club.
For April, the Belvidere Happy-Go-Luckies 4-H Club is highlight-ing Ryan Hanson, Tally Stehr, andEli Custer.
Ryan Hanson, 17, is a junior atLincoln High School in Lake City.This is his seventh year in 4-H.Hansons primary exhibit for theGoodhue County Fair, held eachAugust in Zumbrota, is dairy andhis 4-H highlight is earning a tripto the Minnesota State Fair to ex-hibit his Holstein cow. He said 4-H encourages a person to learnresponsibility and patience and italso provides the opportunity tomeet many new people. This yearHanson also joined the GoodhueCounty Green Travelers 4-H Club.This is the interstate exchange cluband it consists of 4-Hers through-out Goodhue County. This sum-mer the club will travel to MaconCounty, Missouri, and spend aweek with 4-Hers there. Nextsummer, those 4-Hers will spenda week here learning about Min-nesota and enjoying everyday fam-ily life. Hanson is the clubs trea-surer. Additionally, he has servedas a County Council representa-tive. School activities for Hansoninclude football, wrestling, base-ball, band, and National HonorSociety.
Tally Stehr, 10, is in fourth gradeat Goodhue Elementary School.Her favorite 4-H memory is earn-ing her first blue ribbon at theGoodhue County Fair. She haslearned to sew with help from hergrandma, and the projects she
works on for the fair are crafts,fine arts, and sewing quilts. Stehrsaid that 4-H has helped her tolearn new things and meet newpeople. At school she participatesin volleyball, basketball, and soft-ball.
Eli Custer, 17, is also a junior atLincoln High School. He is in hiseleventh year as a member of theBelvidere Happy-Go-Luckies andfifth year in the Goodhue CountyGreen Travelers Club. Custer trav-eled to West Virginia in 2011 andMassachusetts in 2013, stayingwith 4-H families there and host-ing those 4-Hers when they vis-ited here the following years. Heslooking forward to this summersexchange to Missouri and said theseexperiences have been the high-light of his 4-H career so far. This
year Custer is president of thatclub. In past years he has also servedas a County Council representa-tive and this year he is the vice-president of the Belvidere Club.Custer is also a Goodhue CountyExtension member and a JuniorFair Board member. The JuniorFair Board members volunteer theirtime each week during the sum-mer to get the fairgrounds readyfor week-long event, which opensthis year on August 11. Custer raisesdairy goats for exhibit at the fair.His school activities include foot-ball, basketball, student council,and choir.

Archers formed a long line overthe length of an indoor athleticfacility to shoot arrows at targetsduring the 11th state high schoolarchery tournament in Minnesota.Yet this long line of competitorsrepresented only a fraction of ev-eryone in the tournament.
The tournament has grown from67 archers its first year to 1,313this year. The growth reflects abooming interest in recreationalarchery, said Kraig Kiger , whooversees the Archery in the Schools Program for the Minnesota De-partment of Natural Resources.
Movie characters helped inspiresome of the interest, but not all,Kiger said. Being a good archerrequires concentration, focus, per-sistence and determination allattributes that translate into suc-cess in other pursuits. Competi-tors have a great deal of controlover developing their own poten-tial. They dont need to be thebiggest, fastest or strongest. Itsall about practice and problemsolving.
The DNRs archery program ispart of the National Archery in
State tournament shows robustinterest in high school archery
the Schools Program (NASP) thataims to train teachers and providestudents with the best equipment,training and curriculum availablefor the lowest price. Its NASP,rather than the Minnesota StateHigh School League, that sanc-tions state and national tournamentswhere students scores contributeto individual and team results.
Feeding the growth are clubslike the North Country Bow Hunt-ers Chapter of Safari Club Inter-national , which has run and madethe state tournament possible forthe past six years.
By insuring, staffing and run-ning the state tournament, werehappy to provide an opportunitythat might not otherwise exist foryouth archers, said Scott Talbot ,a member of the chapters boardof directors. We enjoy seeing thetremendou s growth of the sportthrough the NASP program herein Minnesota, and we see onlygrowth from here forward.
In this years tournament heldMarch 20- 21, St. Croix Prepara-tory Academy won the team com-petition, with Grand Rapids HighSchool coming in second.
In overall individual standings,Allison Shorter of New PragueHigh School had the highest scorefor girls, with Jenna Amey of WhiteBear Lake Area High School sec-ond. In all, nearly 200,000 teacher-reported students in Minnesota par-ticipate in archery in the schoolsprograms . Most schools have onlyan in-school program, but about10 percent of them have additionalafter-school archery programs thatdevelop into a competitive team.
Schools can receive DNR grantmoney for archery programs,Kiger said. Through the grant,we can help match a schools con-tribution toward starting an archeryprogram, with the schools mini-mum financial contribution set at$1,600.

Conditions are ripe to give troutfishing a try anywhere onMinnesotas 3,800 miles of troutstreams after fishing opens Satur-day, April 18, on inland troutstreams statewide.
Its a great time to be a streamtrout angler, said Brian Nerbonne,Minnesota D epartment of Natu-ral Resources stream habitat con-sultant. Access to trout streamshas increased in recent years thanksin large part to increased fundingthat has allowed the DNR to im-prove trout stream access and trouthabitat.
The DNR has purchase dmorethan 38 miles of angling easementssince 2009 that grant public ac-cess to fishing. In total, the DNRowns 515 miles of trout streameasements, and another 1,228 milesflow through public land such ascounty, state, or federal forests andparks.
Stream conditions should beideal for fishing this spring.
We had an early snowmelt, sostreams are running clear. Bar-ring heavy rains close to openingday, we should have great condi-tions for the opener, Nerbonnesaid. For fly anglers, there havebeen reports of insect hatches insoutheast ern Minnesota duringthe early catch-and-release sea-son. And trout abundance in south-east ern Minnesota streams remainshigh, with numbers that are twicewhat they were in the 1980s and1990s.
Trout populations have increased for a number of reasons,including habitat improvementsmade by the DNR, local govern-ments and agencies, conservationpartners like Trout Unlimited, andconservation-minded people.
The increase in funding to cre-ate access and habitat improve-ments comes in large measure fromthe Outdoor Heritage Fund as rec-ommended by the Lessard-SamsOutdoor Heritage Council a ndapproved by the state L egislature.The Outdoor Heritage Fund is oneof several created by the CleanWater, Land and Legacy Amend-ment to the state constitution in2008.
The possession limit for brook,brown and rainbow trout, andsplake, is five combined, with notmore than one longer than 16inches. In Lake Superior streams,different regulations exist belowposted boundaries, and anglersshould check for special regula-tions on the streams where theyplan to fish.

New state record fish showsrecords were meant to be broken
Eleven-year-old Austin Stoll heard the six-pound line scorching off his reel. Nearby, his dad Chris Stollheard it, too, and both knew Austin had a big fish to battle.
By the time the battle was over March 9, Austin pulled up what is now certified as a new state recordtullibee ( also known as a cisco) weighing 5 pounds ,13 ounces , besting the previous record by 2 ouncesthat stood for almost 13 years. He caught the fish in Sybil Lake in Otter Tail County.
Congratulations to Austin on the great catch, said Mike Kurre, who coordinates the state-record fishprogram for the Minnesota Department of Natural Resources. Austin and his dad did everything right tocertify the fish, and they show how its possible to catch a state- record fish at any time of the year.
To certify the tullibee as a record, they took it to be weighed on a certified scale at Es sentia Health inPelican Rapids after trying a local hardware store that was closed. Two impartial observers witnessed theweighing, and Austin and his dad brought the fish to be identified by two fisheries experts at the DNRFergus Falls fisheries o ffice . They also had the application stamped by a notary public.
Austin s fish is one of 62 state records , which are measured by weight, Kurre said. Many of theserecords are attainable at any time of the year because fishing seasons remain open for panfish and otherspecies. In fact, the past several records have all been species that rarely grace the covers of glossymagazines.
The five most recent records prior to Austin s tullibee were golden redhorse in 2014 , and the followingfish in 2012: bowfin (dogfish), burbot (eelpout), river carpsucker and shovelnose sturgeon.
Anglers who wait to go fishing until the May 9 opener can dream about reeling in the record walleye.That claim to fame is a 17-pound, 8-ounce giant pulled from the Seagull River at Saganaga Lake in CookCounty in 1979.
With the open-water fishing season upon us, who knows which record will be next to fall? Kurre said.True, most people will never catch a record fish, but anglers break these records more frequently thanmany might imagine.
In fact, Austin s dad Chris hooked into a tullibee that may have tied this new state record only a few daysafter his son landed his record fish.
Theyre going to have both fish mounted, but Austin s dad was a good sport an d let his son bask inthe glory, Kurre said. I bet more great fishing is in store for the Stoll family , with their long tradition offishing for all species. Judging by the family photos of Austin s catches, hes no stranger to b ig bass,sunfish and muskie .
To certify a fish as a record:Take it to a DNR fisheries office for positive identification.Fill out a record fish application.Locate a state-certified scale (found at mos t bait shops and butcher shops).Weigh the fish with two witnesses present.Send a clear, full-length photo of the fish with the application to the address listed on the application
form.For each species of fish in the recordbook, there are stories of close calls and fish that got away or were
released, Kurre said. Anglers must legally harvest a fish to certify it as a record. For some species likemuskie, a catch-and -release ethic can trump the anglers desire to harvest large fish. Sometimes its OKand expected to take only photos. Other times, records can hang on the wall and bring back greatmemories.
Bear hunt applicationsavailable; deadline is May 1
Applications for Minnesota bear hunting licenses are being ac-cepted now through Friday, May 1, at any Department of NaturalResources license agent, online at www.mndnr.gov/buyalicense andby telephone at 888-665-4236.
A total of 3,700 licenses are available in 11 permit areas .Bearlicenses cost $4 5for residents and $2 31 for nonresidents, and there isa $5 application fee. The season opens Tuesday, Sept. 1, and closesSunday, Oct. 1 8.
Notification to successful lottery winners will be made in mid- tolate May. The deadline to purchase licenses awarded by lottery will beThursday, Aug. 1. Any remaining unpurchased licenses will be avail-able to those eligible starting at noon on Wednesday, Aug. 5.
An unlimited number of bear licenses will be sold over-the-counterfor no-quota areas in east-central and far northwestern Minnesota.No-quota licenses are valid only in a no-quota area. Hunters with a no-quota license can harvest one bear.
By offering the same number of licenses as last year, the DNRcontinues to work toward its goal of gradually increasing Minnesotasbear population. The states bear population was estimated at 17,000in 2008. Trends since then suggest that todays population is 10,000to 15,000. Reducing the number of bear licenses results in huntersharvesting fewer bears, allowing the population to gradually increase.

DNR QUESTION OF THE WEEKQ: I heard the DNR is gathering a list of springs across the state.
How will I know a spring when I see one , and how can I report itslocation?
A: A spring is a focused natural discharge of flowing groun dwater.Some telltale clues are: they usually rema in unfrozen in winter, theyare unusually cold in summer, and they are often associated withplants such as watercress and willows. Some springs appear to boilthe surface of lakes and streams.
Historically, springs were important sources of drinking water.They also provide critical habitat for trout streams by regulating watertemperature and providing base flows to streams throughout the year.An inventory of Minnesotas springs is being prepared by combingthrough old records, and more will be added by searching likely areasof the state.
