1. It was motioned by John Adamsand Wayne Hahn to accept the agenda.

2. It was motioned by John Adamsand seconded by Leia Ryan, to approvethe minutes of the February 25, 2015meeting.

3. Alex Dickie addressed the councilconcerning the change in the set-up forthe Volksfest celebration. The councilapproved the setup on Thursday night,as long as the downtown businesses donot have any problems with the earlyset- up. Motion made by John Adamsand seconded by Leia Ryan, to approvethe early se-up.

4. Jeff Schneider from the Red WingIncinerator gave an update on two mat-ters.

A. First matter was the upcomingcomputer disposal which encouragescitizens to participate in the computerdisposal program and he handed outsome flyers in the regard.

B. Mr. Schneider gave an update onthe garbage disposal process in Goodhue.Currently Goodhue sends garbage dis-posal to the Red Wing facility and it isprocessed and burned at the Xcel SteamPlant. The city expressed concerns abouthaving a reliable and predictable gar-bage rate. After much discussion, Mr.Schneider will come back with a pro-posal for an approximately four (4) yearlong contract for the city to consider.

5. It was motioned by Leia Ryan andseconded by Tia Schimek, to approve tosend new firemen to fire school.

6. It was motioned by Leia Ryan andseconded by Tia Schimek, also to sendthe other members to fire training classes.

7. Andy Brandel gave an updated payrequest for the 3rd Street project andalso gave a brief update on the swim-ming pool.

8. The mayor addressed the councilregarding the request by the city of Bel-lechester to use city street sweeper todo street sweeping projects. This wouldinclude the employee to operate themachine. Motion was made by JohnAdams and Tia Schimek to allow cityemployees to conduct the street sweep-ing process in Bellechester in the springand fall at the cost of one-hundred-fifty-dollars ($150) per hour.

9. Motion by Leia Ryan and secondedby Tia Schimek to pay the bills, newproviders motion by Wayne Hahn andseconded by Leia Ryan to adjourn.

Schmidt explains, “I got a call from a Zumbrotan asking me if Iwould sing a song for a movie being made there. With little moreknowledge than that (and the fact that it needed to be a love song foran older couple), I jumped in, wrote a song, showed up to find out Iwas actually IN the scene singing the song, which I named ‘TimelessLove,’ to the couple.”

Exploring jazz, folk, blues and world music genres — going deepinside their idioms and then fusing them seamlessly together — issomething few musicians can do like Schmidt does. Schmidt weavesher way through her concert in much the same manner as a jester.Interwoven anecdotes, revealing her past and present, bring people toexpect a relationship between themselves and memories driven deepwith the passage of time. Poet-Artist Collaborationreturns to Crossings

ZUMBROTA – Crossings’ 14th Annual Poet-Artist Collaborationexhibit is on display March 30 through May 9, celebrating a pairing oftwo art forms that allows poetry to inspire visual art of all kinds. Forty-nine poets and visual artists, including three from Zumbrota, took partin this years’ exhibit. The Collaboration can be seen free of chargeduring regular business hours. A reception and poetry reading takesplace Saturday, April 18, at 6:30 p.m. both at the gallery and next doorat the State Theatre.

About 100 poets and artists participated in this year’s event byentering up to three poems each, or submitting artistic work samples.Jurors winnowed nearly 200 poems down to just 26. Other jurorsselected 26 artists from those who entered. For this exhibit, eachselected artist chooses one selected poem from which to create anartwork. Poems and the work they inspired are displayed together.

Zumbrota poet Dee Bezoier wrote an untitled poem:living on, whileleft and rightaging friends are dyingfeels likeedging ever closer toan Alpine tree lineone sees too farand furtherday by day“This piece is strange for me. An absence of trees allows seeing

more landscape. Where trees correspond to friends, their absencesuggests correspondence to, say, metaphysical landscapes otherwiselost beyond the living energies of friendship, as it were.” Bezoier said.“I am hanging on to hanging on.”

DNR QUESTION OF THE WEEKQ: National Volunteer Week is coming up April 12-18. What sort of

volunteer opportunit ies does the DNR have to offer?A: Each year thousands of people volunteer their time to help the

DNR with a variety of projects. Volunteer opportunities vary acrossthe state from assisting with wildlife research to cleaning rivers toplaying Smokey Bear at the S tate Fair – to name just a few.

Opportunities change depending on the season. Right now, theDNR is looking for volunteers to help radio collar sharp-tailed grouse,count loons and frogs, protect trees, bait hooks at fishing clinics, pullinvasive plants, and search for rare wildflowers. Spring burningrestrictionsthis week inmuch of MN

The Department of Natural Re-sources will restrict debris burn-ing in many northwestern , south-ern and central Minnesota coun-ties this week, beginning Wednes-day, March 25, and in other partsof the state beginning in April.

Burning restrictions mean thestate will not allow the open burn-ing of brush or yard waste. Debrisburning is especially dangerousduring April and May when mostwildfires occur in Minnesota.

Spring burning restrictions co-incide with increasing fire poten-tial throughout much of the statedue to the early snow melt and dryfuels like grass and leaves . Withthe snow gone, exposed dead grassand brush can light easily and firescan spread quickly. Restrictionslast until sufficient green vegeta-tion form s, normally from four tosix weeks.

“The s pring fire restrictions haveresulted in a drama tic decrease inboth the number and size of acci-dental fires, ”said Ron Stoffel, DNRwildfire suppression supervisor.

Counties can be quickly addedto the restrictions list during dry,windy days when fires could eas-ily burn out of control. Therefore,residents are encouraged to visitwww.dnr.state.mn.us/forestry/fire/firerating_restrictions.html or calltheir local forestry office to ob-tain up-to-date information on firedanger and burning restrictions.

In addition, many local coun-ties and municipalit ies have spe-cific burning regulations or restric-tion s. C heck with local authori-ties to obtain proper permits be-fore burning.

The burning restrictions do notapply to campfires ;they are stillallowed. C lear an area around thecampfire, watch it continuouslyand make sure it is out and cold tothe touch before leaving.

Comments sought on proposedMinnesota deer population goals

Comments on proposed deer population goals recommended bycitizen advisory teams in 40 of Minnesota’s 128 deer permit areas willbe accepted Thursday, April 2, through Wednesday, April 15, on theDepartment of Natural Resources website at www.mndnr.gov/deer .

The DNR will evaluate advisory team recommendations and publiccomments on those recommendations before determining the finaldeer population goal for each of five goal-setting blocks . Once goalsare established, th e DNR will announce those goals, and wildlifemanagers will implement harvest strategies to meet and maintainthem.

“We’ve used a fairly extensive process to revisit deer populationgoals in large portions of northeastern, north-central and east-centralMinnesota,” said Leslie McInenly, DNR big game program leader.“To date, the public engagement process has included public meet-ings, opt-in questionnaires and written comments, and most recently,the assistance of citizen advisory teams to review public input andprovide recommendations for revised deer population goals.”

The DNR also conducted statistically representative surveys ofhunters and landowners in the five goal-setting blocks to learn abouttheir perceptions and attitudes.

People serving on the advisory committees represent a cross-sec-tion of interests including archery, firearm and muzzleloader hunters;area residents and landowners; farmers; land managers, local govern-ment staff and appointed officials; local business owners; and mem-bers of hunting, conservation and agricultural organizations.

Specific population goal recommendations will be posted online,along with the factors advisory team members cited when makingrecommendations. People should review this supporting informationbefore submitting comments, which will only be accepted online atwww.mndnr.gov/deer .

Revisiting deer population goals began in 2012, when similar areateams helped set new goals for some permit areas in the Win dom,Floodwood and Tower areas. Last year, new goa ls were set forsoutheastern Minnesota. The DNR plans to have new goals in placefor all Minnesota deer permit areas before the 2016 firearms deerseason.

NU-Telecom warns tech supportpop-up scams on the rise

NU-Telecom would like to advise its customers that the InternetCrime Complaint Center (IC3) has issued a public service announce-ment warning about a “new twist to the telephone tech support scam.”

The announcement advises users to be particularly cautious aboutfake pop-ups telling them that their computers are infected and urgingthem to call a toll free number for assistance:

In a new twist to the tech support scam, cyber criminals attempt todefraud using another avenue. The scam is executed while a user isbrowsing the Internet. In this scenario, a website being viewed pro-vided a link to articles related to popular topics. The user clicked thelink and was redirected to a website which produced a window thatadvised the user’s computer had been hacked.

Another window was displayed that contained a telephone numberto obtain assistance. The user reported all attempts to close the win-dows were ineffective. Upon calling the number for assistance theuser was connected with an individual who spoke with a heavy for-eign accent claiming to be an Apple representative. During the pro-cess the user’s web browser was hijacked. Restarting the computer inan attempt to regain access to the Web produced another message witha different telephone number to obtain assistance.

Nongame Wildlife Program seeks tounderstand piping plover perilBy Kristi CoughlonDNR information officer

“Peep-lo!” The high-pitchedwhistle pierced the air at the Pineand Curry Island Scientific andNatural Area (SNA) on Lake ofthe Woods. Christine Herwigscanned the sandy beach and dunes,squinting to find the source of thecry.

Herwig, a Nongame Wildlifebiologist with the Minnesota De-partment of Natural Resources,spotted a small, sand-colored shore-bird with black eyebrow and neck-lace as it skittered away. Study-ing the ground carefully, she founda single nest with four eggs. Afterinstalling a wire cage around it toprotect the eggs from predators,she stepped back and watched astwo adult piping plovers dartedthrough the mesh openings to checkon the status of their reproductiveefforts.

That encounter in the spring of2013 was the last time a nestingpair of piping plovers has beenseen by Herwig – or anyone else –anywhere in Minnesota. Namedfor its melodic mating call, thebird has been on both state andfederal lists of threatened and en-dangered species since the mid-1980s due to habitat loss and hu-man disturbance.

Piping plovers are small shore-

birds that need wide open and un-disturbed sandy beaches withpebbles that camouflage their eggsto protect them from predators.They also need areas high on theshoreline where nests are safe fromhigh water and waves. Twentyyears ago, Minnesota had four pip-ing plover breeding locations.Today, Pine and Curry Island,purchased and designated as anSNA to protect piping plove rsand common terns, remains theirlast known nesting location. TheNongame Wildlife Program hasbeen visiting the island each yearsince 1982 to assess the rare is-land habitat and look for plovernests, hoping for a comeback.

Last year, Herwig returned toPine and Curry Island SNA andfailed to find even one nest. She’llgo back again this year, but thefuture for piping plovers in Min-nesota doesn’t look hopeful. De-spite intensive efforts to protectnests and improve habitat, thenumber of plovers nesting on theSNA has declined as portions ofthe island have washed away. Over1.5 miles of the 4-mile-long is-land have disappeared since thelate 1980s. High water levels, stormevents and possibly a change inhow the Rainy River flows intoLake of the Woods are contribut-ing factors.

“It’s the nature of working withendangered species,” Herwig said.“We have many successes alongwith some failures, but we don’twalk away from these species andconsider them a lost cause. Wemake them a priority and hope wecan find some way to help themcontinue to breed in Minnesota.”

Piping plovers are just one ofthe many animals that the Non-game Wildlife Program studies inorder to help them survive, fromiconic critters such as eagles andloons, to cricket frogs, rattlesnakesand rare prairie butterflies – morethan 8 00 species that aren’t hunted.The program is supported prima-rily b y donations, most made whenpeople file their state income taxes.
