    of the City of Pine Island approved Ordi-nance No. 128 Second Series, entitled,An Ordinance Amending the City Codeby Adding Section 10.47(Social HostOrdinance), which adds that section ofthe Pine Island Public Protection, Crimes& Offenses Ordinance.

    The following is a summary of Ordi-nance No. 128 Second Series, in itsentirety and is available for review at theCity of Pine Island.

    That certain definitions were addedor amended in relation to hosting a gath-ering with alcohol available when under-age persons present.

    That Pine Island finds that it is in thepublic interest to prohibit a person tohost an event where alcohol beveragesare present, when the person knows orreasonably should know that an under-age person will or does: (1) consumeany alcoholic beverage; or (2) possessany alcoholic beverage with the intent toconsume it, and the person fails to takereasonable steps to prevent possessionor consumption by the underage per-son.

    That a person is criminally respon-sible for violating this section if the per-son commits a prohibited act, or inten-tionally aids, advises, hires, counsels,or conspires with or otherwise procuresanother to commit a prohibited act.

    That is section does not apply to con-duct solely between an underage per-son and his or her parents while presentin the parents household, to legally pro-tected religious observances, to liquorlicensees, municipal liquor stores, orbottle club permit holders who are sub-ject to Minn. Stat. 340A.503, Subd.1(a)(1), and to underage persons whoare lawfully in possession of alcohol oralcoholic beverages during the courseand scope of their employment.

    The following is a summary of Ordi-nance No. 127 Second Series, in itsentirety and is available for review at theCity of Pine Island.

    That certain definitions were addedor amended in relation to SES.

    That Pine Island finds that it is in thepublic interest to encourage the use and

    development of renewable energy sys-tems (including SES) that have a posi-tive impact on energy conservation withlimited adverse impact on nearby prop-erties.

    That these regulations are for all SESand Solar Farms on properties and struc-tures under the jurisdiction of the zon-ing ordinance except that the City re-quires the owner or operator of solarfarms that would generate more thanfifty (50) megawatts of power to getapproval for such a system from theMinnesota Public Utilities Commission(PUC).

    That these regulations apply to differ-ent types of SES including Roof andBuilding mounted SES, Ground MountedSES, Community SES and Solar Farms.Decommissioning plans will also be re-quired for Community SES and SolarFarms that my require the submittal of aletter of credit, bond or establishment ofan escrow account to guarantee the dis-posal of the SES or Solar Farm.

    Solar Farms shall be on properties ofat least five acres in size and will only bepermitted as an interim use in the Agri-cultural (AG), Heavy Industrial District(I-1) and Light Industrial District (I-2)zoning districts.

    Roof and Building mounted SES, GroundMounted SES, Community SES shall bepermitted as an accessory use in all thezoning districts within the City.

    Additional standards will also applyto the SES which includes meeting thestandards of the Minnesota Building Code,obtaining an interconnection agreementwith the electric utility if connected tothe electric distribution system or trans-mission system, electric SES compo-nents that are connected to a buildingelectric system must have an Under-writers Laboratory (UL) listing, Roof orBuilding Mounted SES shall not exceedthe maximum allowed height in any zon-ing district, as well as other require-ments.

Justin Ploof andthe Throwbacks perform, Crossroads: The Eric Clapton Story,Saturday, February 28, at 7:30 p.m. at the State Theatre.

    The original rockumentary adds vintage film clips and brief narra-tive to the live music performance by the band, authentically perform-ing the music of the first three-time inductee into the Rock and RollHall of Fame and providing audiences with a number of, I didntknow that, moments throughout the evening. Its a complete blastfrom the past experience!

    Clapton is widely considered rocks preeminent guitarist, one of themost important and influential of all time. His Hall of Fame honorscame as a member of the Yardbirds and Cream and as a solo artist.Rolling Stone magazine placed him at no. 2 on their list of the 100Greatest Guitarists of All Time. Hes won 18 Grammys.

    Some of his best-loved songs include his version of Marleys IShot the Sheriff, Layla, and Robert Johnsons Crossroads.

    Paintings as love letters, jazzpoems: new exhibit at Crossings

    ZUMBROTA The paintings of Tom McGregor and MichaelSchmidt may change the way viewers look at the world around them.They are on exhibit at Crossings February 16 through March 25.

    McGregor is a plein air painter, painting out-of-doors, or on thespot. He works in oil on canvas and in a realistic style. His paintingsare love letters to Southeastern Minnesota and make clear how beau-tiful he finds all aspects of his surroundings, whether distant views ofSt. Paul, the Mississippi, or a family farm. But some of his mostinteresting works are of less frequently painted scenes such as facto-ries, grain elevators and small industrial buildings. His works allowviewers to see these scenes as beautiful in their own right, and worthyof inspection.

    My paintings have evolved into a form of realism with an affinityfor the abstractions within nature, McGregor explained. Rows ofcorn draped over rolling hills form op artlike patterns. Clear azureskies become minimalist paintings. Water surfaces are a favorite ofmine because distorted reflections afford the opportunity to paint likean abstract expressionist within the context of realistic painting.

    If McGregors paintings are love letters, Schmidts are bright,percussive jazz poems. He paints the city and he, too, focuses onsubjects that often are overlooked, such as telephone poles, watertowers, stairways and storefronts. He paints with encaustic, which isa wax-based pigment applied to canvas, then layered and reheated toachieve the desired effect. With this technique, Schmidt is able tocreate beautiful, luminous images that celebrate the energy of theurban setting.

    The subject matter is only the starting point for my exploration ofcolor, texture and composition, Schmidt said. After he applies thepure pigment and melted wax to the canvas, he uses heat guns andirons that melt, blur and dissolve the painting, resulting in a new andoften unexpected final image.

    March is National NutritionMonth. How does an effectivenutrition program work? To startwith, it looks at the health andnutrition of families and focuseson developing healthy eating habitsat a young age. Next it providesnutrition education and somehealthy foods to get you startedon the right track. Then it looksbeyond the immediate need andshares information on other re-sources and available services. Forthe past forty years Women, In-fants, and Children (WIC), asupplement food and nutritioneducation program, has been do-ing just that. Locally, WIC isprovided through Goodhue CountyHealth and Human Services withlocations in Red Wing, Zumbrota,Kenyon and Cannon Falls.

    WIC provides services to preg-nant and postpartum women, in-fants, and children to age 5. Reach-ing people as they are starting theirfamilies is a good time to influ-

    ence life-long habits and eatingbehaviors. Providing healthy foodshelps families to make positivefood choices in the grocery storethroughout the years to come.

    So what really happens at WIC?WIC participants first have to meetthree basic requirements: they mustreside in the county where theyare served, they must meet a fi-nancial guideline based on familysize and income, and someone inthe family has to be pregnant,breastfeeding, or under the age offive. Once those requirements aresatisfied, then the participant isscheduled to meet with one of thepublic health nurses working inWIC.

    At this appointment, each par-ticipant is weighed and measuredand usually will have their hemo-globin checked, via a finger stick.One of WICs earliest goals wasto reduce anemia in pregnancy andin young children, so the hemo-globin is a necessary screeningtool. Extra iron is needed duringpregnancy to aid in the growth ofthe unborn baby. Children needadequate iron for learning andgrowth.

    Then a discussion will followregarding the familys eating habitsand food choices. Information isoffered on a variety of topics, de-pending on the individuals needsand interests. Often parents arefull of questions about how bestto feed their babies and young

    children. Nutrition impacts health,growth, development and long-term learning.

    Topics can include: nausea dur-ing pregnancy, foods to maintainpregnant womens iron levels,breastfeeding information, infantfeeding, how to transition to tablefoods, healthy food choices fortoddlers, weaning from the bottle,how to introduce new foods, cupuse in toddlers. For example, hid-den sugars may be discussed witha mother/father whose toddler isdrinking juice, sports drinks oreating dried fruit and granola bars.These sugars can have an impacton appetite, and weight and cancause tooth decay.

    At the end of the appointmentthe participant will be given vouch-ers for very specific foods thatcan be used at the grocery store.Currently WIC is focused on de-creasing obesity in children, andthe food package is a reflection ofthat goal. Healthy foods availablethrough WIC include low fat milk,cheese, eggs, cereal (iron forti-fied, low sugar), fruits and veg-etables, limited juice, whole grainssuch as whole wheat bread/torti-llas, oatmeal /brown rice and pro-teins such as peanut butter, cannedor dried beans. Options that willbe added in 2015 include yogurtand whole wheat pasta.
