The subject deficiency was initially reported to NRC-OIE Inspector D. Quick on October 19, 1982 in accordance with 10 CFR 50.55(e) as NCR VBN NEB 8218. Interim reports were submitted on Nonber 17, 1982 and March 18, 1983. Inclosed is our final report.
TVA no longer considers the subject condition to be adverse to the safe operations of the plant. Please amend your records to delete this nonconformnce as a 10 CPR 50.55(e) item.

Deseription of Deficiency
Section 3.9.3.2.2.2 (page 3.9-35) of the FSAR includes a paragraph which addresses testing of the active valves in the TVA scope of supply. These valves are listed in PSAR Table 3.9-25. The concluding se. nce of the earagraph states, *To the extent practicable, functional tests will be oerfor..d after installation to verify that the valve will open and close within specified time limits when subjected to process conditions such as differential pressure and flow." An initial investigation of the preoperational (preop) teat program revealed that the commitment was not being fulf lled by that program.
Safety Implications
Further investigation of the preop program and consideration of vendor testing and inservice inspection testing as described in more detail below shows that adequate testing for active valves in the TVA scope of supply is being performed.
The attached table addresses the extent to which this commitment is being satisfied and the justification for the current level of testing by describing the post installation testing being performed on the valves listed in FsR Table 3M9-25.
In addition to the preop test program, post installation testing of the opening and/or closing (including stroke times) of the active valves is performed initially and periodically to comply with the AMC4 Code Section X1 tests for service testing. (There are a few exceptions where active valqes do not meet the guidelines for inclusion in Section XI testing such as modulatini type valves).
Based on the preop and inservice testing described above, the post installation testing is judged to be adequate. There are, therefore, no safety implications involved with this NCR and TVA no longer considers this item reportable under 10 CFP 50.55(e).
The referenced sentence in the FSAR will be modified to more accurately describe the post installation test program for TVA scope active valves. The revised sentence will read:
"To the extent practicable, funetional, tests will be perforued after Installation to verify that the valve will open ane/or close in a time consistent with required saaety functions."
