The ED had sought seven days remand arguing that Singh need- ed to be confronted with directors of the shell companies who have been summoned by the probe agency. He was arrested by the ED earli- er this month inside the Tihar Jail in connection with the case. His brother Malvinder Mohan Singh and former chief managing direc- tor of Religare Enterprises Limit- ed Sunil Godhwani are already in judicial custody in the same case. Shivinder Singh, along with Malvinder and Godhwani was ar- rested in October by Economic Offence Wing over charges of si- phoning off funds. Pinaka missile successfully test-fired CHANDIPUR: India successfully conducted another test-firing of its indigenously-developed Pina- ka guided missile system from a test range off Odisha coast on Thursday. The test was carried out from the Integrated Test Range, Chandipur in the afternoon. Developed by the Defence Re- search and Development Organi- sation (DRDO), the Pinaka is an artillery missile system that is ca- pable of striking into enemy terri- tory up to a range of 75 km with high precision. Two round of trials of the missile was conducted at Pokhran range in Rajasthan in March this year. Woman among two Naxals killed SUKMA: Two Naxals, including a woman, were gunned down in separate encounters with security forces in Chhattisgarh's Sukma district on Thursday, an official said. While the first gun-battle took place at around 8 am in a forest near Singanmadgu village, the second one occurred at a nearby jungle at about 1.30 pm when teams of security forces were out on a counter-insurgency opera- tion in the southern part of the district, Sukma Superintendent of Police Shalabh Sinha said. Acting on inputs about the pres- ence of ultras in Chintagufa, Bhe- jji and Burkapal areas, separate teams of the District Reserve Guard (DRG), the Special Task Force (STF), the CRPF's elite unit CoBRA (Commando Battal- ion for Resolute Action) and local police had launched the opera- tion, he said. When one of the patrolling teams of the DRG was advancing through the forest area between Singanmadgu and Kedwal villages, located around 500km from the state capital Raipur, a gun-battle broke out be- tween the two sides. Delhi Metro operations resume NEW DELHI: All entry and exit gates that were closed earlier to- day as a precautionary measure following the protests against new Citizenship law, are now opened, the Delhi Metro Rail Corporation (DMRC) said on Monday. In a series of tweets, the DMRC said, "All entry and exit gates of Chandni Chowk, Barakhamba, Mandi House, Pra- gati Maidan, Lal Quila, Jama Masjid, Delhi Gate, ITO, Jan- path, Khan Market, Vasant Vihar and Munirka are open." "All entry and exit gates of Rajiv Chowk, Vishwavidyalaya, Patel Chowk, Central Secretariat, Udyog Bhawan and Lok Kalyan Marg are open," the DMRC said in an- other tweet. Earlier, the DMRC announced the closure of entry and exit gates of multiple other metro stations owing to protests in different parts of the city. The gates of several metro stations, were closed as a precautionary measure following the protests against new Citizenship law. Justice Suresh Kumar, while dismissing his plea, also imposed a fine of Rs 25,000 on convict Pawan Kumar Gupta's lawyer A P Singh for not appearing before the court for hearing and wasting its time by trying to play "hide and seek" game. The court has also asked the Delhi Bar Council to take action against the advocate.\ The court had earlier in the ad- journed till January 24 the matter but after Nirbhaya's parents object- ed, it recalled it and listed the mat- ter for later today. Gupta, in his plea, had stated that since he was juvenile in 2012 when the rape was committed, he should be treated under the Juvenile Justice Act. AGENCY NEW DELHI, DEC 19 Families of the four rape and murder accused, who were killed in an encounter in Telangana filed a petition in the Supreme Court seeking registration of FIR, investiga- tion and criminal action against police personnel who were involved. The veterinarian was gang-raped and killed by four people before they burnt her body in Telangana's Shamshabad on November 27. Her charred body was re- covered a day later. A few days later, the accused were killed in a police encounter. Family of accused -- Jollu Lakshmi mother of Jollu Naveen, Jollu Rajaya father of Jollu Siva, Chinthakuntla kurmanna father of Chinthakuntla chennakesavu- lu and Pinjari Hussain father of Ahmed have approached the apex court, seeking direc- tions and relief from it. They sought to quash of FIR regis- tered by the police against the deceased in which police claimed that they had com- mitted crime of attempting to murder police personnel prior to the encounter. The petition- ers were represented by lawyers, P V Krishna- macharya and R Sathish. The deceased family have also sought a direction for ade- quate compensation and dam- ages of rupees 50 lakh for each family for extrajudicial killing and custodial death of their sons. "All the four de- ceased alleged accused are in- nocent. The respondent, po- lice have killed these four de- ceased accused in the fake en- counter only to please the public and to destroy the evi- dence to protect the real cul- prit as the police have failed to track the real culprit,' the petition claimed. The protests were witnessed in UP, Maha- rashtra, Gujarat, Karnataka, Telangna, West Bengal, Bihar and several other parts of coutry. Major violence were reported from Sambhal and Lucknow districts during the Samajwadi Party and other organisations protest over Citizen Amendment Act (CAA) in Uttar Pradesh with police had to fire in the air to disperse the unruly mob which had at- tacked the police outpost. In Lucknow, the state capital, the frenzy mob, attacked the Madayganj police outpost in Khadra area and damaged and torched sev- eral vehicles. "I'm not aware of the specifics of what was discussed in EAM's meet- ing with the Senate Committee on Foreign Relations. But our perspec- tive on the Citizenship Amendment Act has been shared with the US in- terlocutors, including the US Con- gress," MEA spokesperson Raveesh Kumar said in a weekly briefing. "We've highlighted the points, which have been articulated in the Parliament and subsequently, which has been repeated by the Prime Min- ister and the Home Minister. I can only say that in the context of his meeting with the members of the US Congress, EAM shared our perspec- tives on this issue," Kumar added. This issue is 'internal' to India was not discussed per se in the 2+2 meeting, the spokesperson said. Asserting that India is a vibrant democracy that has a free press, US State Department acknowledged that New Delhi is "openly and publicly" debating the CAA. Yadav, Guha detained NEW DELHI: Scores of protestors were de- tained by the Delhi Police near Red Fort when they tried to take out a march in defiance of the prohibitory orders imposed there to protest the Citizenship (Amendment) Act. Swarajya Abhiyan chief Yogendra Yadav was among those detained, officials said. Protestors, which included activists and stu- dents, were dragged into buses in a bid to clear the area. Holding placards and shouting slo- gans, the protesters allowed themselves to be escorted to the buses. In Bengaluru, historian Ramachandra Guha and over 200 people were detained by the police but this did not protes- tors from marching to the city’s Town Hall. Kar- nataka Police reportedly fired at protestors in the coastal city of Mangaluru. Two arrested for hurling bombs at protesters RAIGANJ: Two persons were arrested on Thursday in connection with the incident of at- tack on a group of people protesting against the Citizenship Act in West Bengal's North Dinajpur district, police said. The protesters were at- tacked at College Para area near National High- way-34 on Wednesday when they were return- ing after submitting a deputation at the district magistrate's office and six persons were injured when crude bombs were hurled at them. Principal Director of Haryana Irri-gation Research and ManagementInstitute, Kurukshetra has beennominated the nodal officer for thestate-specific action plan for waterconservation in Haryana under theNational Water Mission.

The main objective of the Na-tional Water Mission is to ensurewater conservation, minimumwastage of water and equitable dis-tribution of water through integrat-ed water resources development andmanagement.

This was stated by Chief Secre-tary Keshni Anand Arora while pre-siding over a meeting regardingState-specific action plan for Sus-tainable Development Managementof Water Resources for HaryanaState under National Water Missionhere on Thursday.

Ms Arora directed the officersthat under this mission, a central-ized portal should be prepared, onwhich periodic reports of watersources, water consumption, andwater quality should be uploadedalong with a GPS location, so thatintegrated data should be madeavailable for the concerned depart-

ments.She said that sub-committees

should be formed under the chair-manship of the Departments ofAgriculture, Irrigation, Urban LocalBodies, Industries and Forests,which would work under this mis-sion. She directed that by January,31, 2020, a draft report on waterconservation should also be pre-pared by these committees and thesame should be given to the State-Level monitoring committee. Apartfrom this, nodal officers should alsobe appointed by the concerned de-partments.

It was informed that as per the

directions from the Centre, underthe National Water Mission, a state-level steering committee has beenconstituted under the chairmanshipof the Chief Secretary. The main ob-jective of this committee will be toimplement the state-specific actionplan and review the works of theState-level monitoring committee.

Apart from this, the committeewill give approval for status reportsof water sources and water con-sumption, interim reports and state-specific action plans. It was in-formed that under the state-specificaction plan, work will be done inthree phases.

In view of the proposed protestcall against the Citizenship Amend-ment Act in Nuh district, Mr Virksaid that police is on alert and it hadalready made all requisite arrange-ments to maintain law and order.Police patrolling has been intensi-fied to prevent any untoward inci-dent. The additional forces wouldalso be marshalled from within thestate for deployment in case of anyrequirement. Further scaling up the police pick-drop facility for women in distress,Punjab Chief Minister CaptainAmarinder Singh has ordered all-women PCR vans to be mobilizedin major five cities of Punjab toprovide safe transport in responseto such calls.

PCRs rushing to help strandedwomen seeking to be dropped safe-ly to their home/workplace will bemanned entirely by women cops inMohali, Amritsar, Patiala, Ludhi-ana and Jalandhar, in line with theChief Minister’s orders.

This was disclosed here onThursday by DGP Dinkar Gupta,who said that since the launch ofthe scheme to drop women safelyhome, a total of 40 calls had beenreceived on 100/112, 181 and 1091helpline numbers between Decem-ber 03 and December 18, 2019.Giving break-up, he said 26 callswere received at 112/100, 02 callswere received at 181 and 12 callswere received on the districts 1091helpline.

It may be recalled that theChief Minister had launched thescheme on December 3, amidgrowing concerns over safety ofwomen, whereby free police help isprovided to women stranded out-side between 09.00 pm and 06.00am. Women callers are connectedimmediately to the Police Pa-trolling Vehicles and ConcernedPolice Stations as part of the pick-up and drop facility, available towomen who do not have access toa safe vehicle, including taxi orthree-wheeler. Giving details of thedistress calls received so far, theDGP said the minimum responsetime taken by Police Patrolling Par-ties to reach the caller was seven

minutes and the maximum 30 min-utes, averaging a total of 12 min-utes. The police parties safelydropped callers at their place of res-idence/place where they wanted togo. In some cases, women journal-ists from electronic media alsogave dummy calls to the PoliceControl Room to check the police

response time, and successfullyverified the same. In majority ofthe cases, a woman police officerwas present in the PCR, said theDGP, adding that the scheme is stillin the initial stage and having someteething problems, which were be-ing streamlined. Once that is done,all PCR vans helping women in

distress will have a lady cop, headded. Though the scheme was of-ficially announced for womenstranded between 9 pm and 6 am,the DGP said the Chief Ministerhad personally directed the policeto ensure support to any womanwho feels unsafe at any time of theday.

The State Cabinet on Thurs-day approved ‘the Punjab Ad-vocates Welfare Fund Rules,2019’ to pave the way for im-plementation of the relatedAct. This decision was takenduring the Cabinet meetingchaired by Chief MinisterCaptain Amarinder Singhhere at Punjab Bhawan.

According to an officialspokesperson, the state gov-ernment is required to pre-pare and notify the amendedrules under Section 28 of thePunjab Advocates WelfareFund Act, 2002. The ruleswould provide for deposit offunds in nationalised bank,preparation of annual state-ment of Accounts & BudgetEstimates and Accounts ofExpenditure & Investment aswell as the Annual Audit. Theamendment will provide for

procedure for admission tothe Fund as well as removalfrom membership. It alsocontains a provision for ap-pointment of staff to carry outvarious activities. It may berecalled that the Punjab Ad-vocates Welfare Fund Act,2002 was enacted for consti-tution of a Fund and utilisa-tion thereof, for the welfareof advocates belonging to theState of Punjab.

The SP leaders also allegedthat the government wasarresting and detaining the

party workers who wereholding peaceful demonstrationover the CCA in different partsof the state. The ChiefMinister on Wednesday haddeclared that his governmentwill "hundred per cent"implement the CitizenshipAmendment Act inKarnataka. "I appeal to theminority Muslim brothers,this law will in no way affectyou, protecting your interestis our responsibility. Kindlycooperate, maintain peaceand order," Yediyurappa said.

Speaking to reporters here, hesaid "we have not givenpermission for any agitationin favour or against the law,and section 144 (prohibitoryorders) were in place.

"Things are normal fornow, there is no problem, noone should organise anyprogrammes in this regard

and every one shouldmaintain peace...police aremonitoring things," he added.

Yediyurappa held ameeting with senior policeofficials in the morning andreviewed securityarrangements across the state.Authorities have alreadyclamped section 144 of theCrPC in various parts of thestate including Bengaluru andMangaluru with immediateeffect on Wednesday eveningthat will be in force till themidnight of December 21.Alleging the Congress wasbehind the protest,Yediyurappa said it is becauseof people like U T Khader(Congress MLA) such thingsare happening, and if theycontinue in the same way,they will have to face the

Preparation for Republic Day 2020celebrations have been started as theMinistry of Home Affairs has decided todeploy 48 extra companies of CentralArmed Police force (CAPF) in Delhi.

The first batch of troops will bedeployed in the national capital by nextweek. "It has been decided to makeavailable 48 Coys of CAPFs to DelhiPolice for law & order duties andsecurity arrangements in connectionwith Republic Day Celebrations 2020,"Ministry of Home Affairs said in anofficial communication.

According to sources, already thereare companies of Central Armed Policeforce deployed in the national capitaland extra 48 companies have been givenas per the availability of the forces. Theforce deployment will start from 25December and will remain in Delhi till

31 January. Apart from this, a meeting isscheduled for next week where allsecurity agencies will participate todiscuss security issues and coordinationrelated matters.

took her last breath ataround 6:30 am, he said.

"The patient hadremained in an extremelycritical condition sinceadmission to LLRhospital," Kala said,adding that a team ofseveral doctors tried tokeep her stable, but hercondition continued todeteriorate over the lasttwo days. 'Kaun Banega Pyare Da Pyara'competition at Shahkot

'Kaun Banega Pyare DaPyara' competition was or-ganised at Gurdwara ShriGuru Singh Sabha Shahkot.The questions related to Gur-bani and Sikh history wereasked in this competition. When a former militaryruler is convicted andhanded the death sen-

tence in a country which hasbeen under dictatorships forthe better part of its existence,it is no less than history beingmade. This is the first time inPakistan’s history that a formermilitary chief has been de-clared guilty of high treasonfor suspending the country’sConstitution.

The verdict of a specialcourt against former presidentPervez Musharraf is a land-mark development in manyways. It has challenged themilitary’s predominance anddemonstrates the growing as-sertiveness of the judiciary.The death sentence may not beimplemented but the court rul-ing carries far-reaching politi-cal implications. The verdictsends a strong message to po-tential adventurists.

Musharraf’s treason trialhad become an explosive polit-ical issue and had also been acause of tension between themilitary and the government offormer prime minister NawazSharif. The military was surelynot happy with its former chiefbeing put in the dock on trea-son charges, and predictablyhis conviction has provoked arobust reaction from the mili-tary leadership that had reject-ed the court order.

Many Pakistani politicalleaders have faced treasoncharges, but this is the firsttime a former head of state hasbeen convicted under Article 6

of the Constitution. Musharrafwas indicted in 2014 for im-posing a state of emergency onNov 3, 2007. There had beenstrong apprehension that thetrial would never reach its con-clusion because of reported re-sistance from the military.

Despite repeated sum-mons, Musharraf failed to ap-pear before the court. He hasbeen out of the country for thepast several years and is hospi-talised for serious health prob-lems. He left the country inMarch 2016. The court de-clared him an absconder.

It was evident that the PTIgovernment had not been in-terested in pursuing the treasoncase. In a dramatic move lastmonth, it pulled out its team ofprosecutors and asked thecourt to halt the trial, saying

the case against the formermilitary leader was weak. Thecourt verdict has worsened thegovernment’s predicament. Itremains to be seen whether itchallenges Musharraf’s con-viction in the Supreme Court.Musharraf is required to bepresent in the country to file anappeal against his convictionbut his return is improbable.Gen Musharraf took power onOct 12, 1999, in a coup thatousted Nawaz Sharif’s govern-ment. He stepped down aspresident in August 2008 un-der the threat of impeachmentby the elected civilian govern-ment installed after the generalelections that year. Interesting-ly, the treason case was filedmore than five years afterMusharraf’s exit that came re-portedly after a deal brokered

by the US guaranteeing indem-nity to the former president. Ina cable sent to Washington andleaked by WikiLeaks, the thenAmerican ambassador AnnePatterson reported that AsifZardari had told her that hewas committed to giving in-demnity to Musharraf.

The ambassador stressedthat only the promise of in-demnity had persuadedMusharraf to step down aspresident. The PPP govern-ment that came to power afterthe 2008 elections took oathfrom Musharraf who was stillthe president. But the situationchanged after the return topower of Nawaz Sharif asprime minister. For him, itseemed to be an opportunity tosettle scores with a man whonot only deposed him but also

put him on trial for sedition.There’s certainly a revenge as-pect to the decision to initiatethe treason trial, though thegovernment maintained that itonly complied with theSupreme Court ruling. Inter-estingly, the former militaryruler was tried not for his ‘orig-inal sin’ of staging a coupagainst an elected government,but for imposing emergencyand holding the Constitution inabeyance in 2007. The mainargument for not chargingMusharraf over the coup wasthat the Supreme Court andparliament indemnified his ac-tion. Many legal experts ques-tion whether the 2007 actionalone provided sufficientgrounds for his conviction un-der Article 6, ignoring the orig-inal takeover.

The Citizenship(Amendment) Bill, orCAB in short, has now

become the Citizenship(Amendment) Act, or CAA.Whenever the executive de-cides that the needed ma-chinery to implement it are inplace, the law can be broughtin to force. It does not re-quire the approval of any ofthe states in India, and there-fore the vociferous opposi-tion to the new law expressedby several chief ministers isof very little relevance.

What is the law meant todo? And is there any sub-stance to the complaint orobjection that it is anti-Mus-lim, meaning Indian Mus-lims?

Ever since India becameindependent there has beenan uncontrolled inflow of il-legal immigrants for a vari-ety of reasons fromAfghanistan, Bangladesh andPakistan — many in searchof greener pastures whilemany others are fleeing fromreligious persecution. Illegalimmigration into India is apunishable offence —as it isin every other country. How-ever, when the number ofsuch illegal immigrants is ashuge as it is, prosecuting theoffenders may not alwayspracticable.

There are at present indifferent parts of India anunascertained number ofsuch immigrants living asrefugees — many are subject

to exploitation as cheaplabour in several establish-ments. These illegal immi-grants consist of, among oth-ers, Hindus, Sikhs, Bud-dhists, Jains, Parsis andChristians — all minoritiesin the specified Islamiccountries; and also a largenumber of Muslims whocould be safely presumed tohave migrated for reasonsother than religious persecu-tion.

The Constitution of Indiaspecifies who are citizens ofthis country. It also recognis-es Parliament’s power tomake laws relating to citi-zenship. Accordingly, theCitizenship Act of 1955 wasenacted. That law has beenamended several times tomeet the needs of the time.The Citizenship (Amend-

ment) Bill sought to furtheramend the 1955 law to facil-itate the named minorities toapply for Indian citizenship— as a one-time measure —while leaving out the Muslimimmigrants.

What is objected to bylawyers and others opposingthe new law is the act of ig-noring Muslims from the am-bit of a favour. Illegal immi-grants as a class have noright to demand Indian citi-zenship, nor is the Indiangovernment obliged to takeany of them into its citizen-ship fold. The Constitutionof India does not commandthe country to extend charityto trespassers. India, like allother sovereign republics,can and is duty-bound to takepolicy decisions after takinginto consideration all thefacts and circumstances rele-vant for advancing its ownparamount national interests.That responsibility is of thegovernment of the day andthe exercise of the neededpower for achieving that endcannot be the subject of judi-cial scrutiny. This principleis too well established to re-quire the need to cite author-ities. If the legal position isdifferent, anyone can chal-lenge the Government of In-dia’s decision to ban the par-ticipation of Pakistani play-ers in the IPL tournaments —on the ground that whileBangladesh and Afghanistanare permitted to play, Pak-istan is discriminated against— as a violation of Article

IT, ITES exports from Mysuru touches Rs 4200 Cr in 2018-19MYSURU: Information Technology (IT) and IT Enabled Services (ITES) exportshas touched Rs 4,200 Crore from Mysuru during the year 2018-19. Disclosing thisat a conference on ‘Cyber Security and IoT-Destination Mysuru,’ organised by theConfederation of Indian Industry (CII), Mysuru, Shailendra Kumar Tyagi, Director,Software Technology Parks of India (STPI), Bengaluru, said STPI units in Mysuruaccounted for Rs 1,752 Crore. “IT/ITES exports from Mysuru were the secondlargest from Karnataka after Bengaluru. Mysuru, where a substantial number of ITcompanies including Infosys operate, is also home to 21,000 professionals," headded. Pakistan's ailing former dictator onWednesday said the death sentencegiven to him by a court in a treason caseis based on a "personnel vendetta".

It was Pervez Musharraf's firstreaction to Tuesday's court verdict,which had already been denounced bythe country's powerful military.

Musharraf's supporters have heldsmall rallies across the country in hissupport since the court sentenced himto death after finding him guilty ofimposing an emergency in violation ofthe constitution.

In the video released by his party,Musharraf said "there is no example ofsuch a decision in which neither thedefendant and nor his lawyer was givenpermission to say something in hisdefense." He said the court that held histrial in intervals from 2014 to 2019rejected his request to record astatement in Dubai, where he has beenliving since 2016, when he left thecountry to receive medical treatment.

Musharraf's health has witnessedups and downs, and he was again takento a hospital this month. He said the

court verdict against him wasquestionable and that the supremacy ofrule of law was not maintained.

"I will say that there was no need tohear this case under the constitution butthis case was taken up and heardbecause of personnel vendetta of somepeople against me and one person wastargeted in this case," he said.

Without citing names, he said thatthose who acted against him "areenjoying high positions and theymisuse their office". He praised thepeople and armed forces of Pakistan forstanding by him after the courtsentenced him to death for imposing thestate of emergency in his tenure aspresident when he was also holding theposition of the army chief.

Sources said Patanjalihas settled Rs 4,350 crore of dues RuchiSoya had towards financial creditors byinfusing Rs 1,100 crore equity andarranging another Rs 3,250 crore viadebt. The acquisition will help Patanjaliacquire edible oil plants and soyabeanoil brands like Mahakosh and RuchiGold. Out of the Rs 4,350 crore offered

by Patanjali group, Rs 4,235 crore willbe utilised to pay creditors while Rs 115crore will be used for capitalexpenditure and working capitalrequirements of Ruchi Soya. RuchiSoya is the second big insolvency caseto be completed this week. The world'slargest steelmaker ArcelorMittal andJapan's Nippon Steel on Mondaycompleted the acquisition of Essar Steelfor Rs 42,000 crore. Patanjali Ayurved isa consumer goods company withmanufacturing units at Haridwar inUttarakhand. It manufactures mineraland herbal products.

Former India player Wasim Jaffer hasbeen appointed as the batting coach ofKings XI Punjab for the upcoming sea-son of the Indian Premier League.

A top source in the franchise con-firmed his appointment and Jaffer's namealso figured in the official support stafflist posted on the team's website.

The Mumbaikar, who now plays forVidarbha in the Ranji Trophy, represent-ed India in 31 Tests between 2000 and2008, scoring 1944 runs which includedfive hundreds and 11 fifties.
