    The Yellow Ribbon Reintegration Program shall consist of information events and activities formembers of the Texas National Guard, their Families, and community agencies to facilitate access toservices supporting their health and well-being through the four phases of the deployment cycle: (1)Pre-deployment, (2) Deployment, (3) Demobilization, and (4) Post-deploymentreconstitution.Families are entitled to receive Invitational TravelAuthorizations (ITAs) to attend these events.Commanders will ensure all Yellow Ribbon Events are on the Yearly Training Calendar in accordancewith the various stages below:

    (1) Pre-deploymentAlert Phase * Soldiers and Family* 1 DayPre-Deployment Phase * Soldiers and Family* 1 Day

    (2) Deployment30-60 Post-Mobilization After (Service members leave) *Family Only* 1 Day

    (3) Demobilization30-60 prior to Demobilization Before (Service members return) *Family Only* 1 Day

    (4) Post Deployment-Reconstitution30 Day Post Deployment Yellow Ribbon Reintegration *Soldier and Family* 2 Days

    60 Day Post Deployment Yellow Ribbon Reintegration *Soldier and Family* 2 Days

    90 Day Post Deployment Yellow Ribbon Reintegration *Soldiers Only Unit Drill

    Events do not have to be set up at the armory; they can be set up at any location.

    For one day events, approximately 4 hours of required briefings are scheduled advisingfamilies of the upcoming deployment, what to expect and how to start preparing the family fordeployment. Families are not authorized lodging, exception is the travel time to and from plusthe number of hours for the briefings exceeds 10 1/2 hours, then the family is authorizedlodging. (i.e. Briefings should be scheduled 1130- 1530 hours, the family travels 3 hours to getto the briefing then 3 hours to return home for a total of 10 hours, they are not authorizedlodging, if it exceeds the 10 hour limit then they are authorized 1 nights lodging) Commandersshould utilize logic when planning their Yellow Ribbon Event in order to allow families time to

    arrive and return safely home or view each request on a case by case basis.

    The two day events (30 and 60 day) will be set up at a hotel, conference center, resort, orcollege etc. The 30 and 60 day event is for the family and service member to relax, receiveinformation and get to know one another again, childcare is provided for children 0-3 years ofage, children 4 & up will have activities to help them reunite with their service member.

    Pre-deployment Alert PhaseSoldier & Family

    The Alert Phase is the first step of the Yellow Ribbon Reintegration Program Cycle. This phase begins from firstnotification, normally 360 days of mobilization through 90 days prior to deployment. It is a bound booklet forsoldiers and their families. The commander is required to provide information on certain mandated topics. Thegoal of this stage is to focus the families on the preparations needed for the upcoming deployment.

    Pre-deployment Phase

    Soldier & Family

    The Pre-deployment Phase is a one day seminar for soldiers and their families. This phase should be completed30-60 days prior to unit deployment. Invitational orders daycare are provided for this event. During this eventfamilies will receive briefings on benefits and services available to them and on personnel actions required bytheir service member prior to deployment, such as wills, power of attorney, I.D. cards and TRICARE.

    Deployment Phase30-60 Day Post-Mobilization After Unit Leaves - Family Only

    This Phase is a one day seminar for the families. It is conducted between 30-60 days after Service Members havedeployed. Day care, lodging and meals are provided for this off-site event. Briefings will include: family

    separation, coping with deployment, employment and financial assistance and youth programs.

    Demobilization Phase30-60 prior to Demobilization Before Unit Returns Family Only

    This Phase is also a one day seminar for families. It is conducted 30-60 days before Soldiers return. Day care,lodging and meals are provided for this off-site event. Briefings will provide information and resources toFamilies so that they can address the effects of combat operational stress and reintegration issues.

    Post Deployment-Reconstitution Phase30 Day Post Deployment Yellow Ribbon Reintegration - Soldier & Family

    This Phase is scheduled 30 days after the service member returns from deployment. This two day event is heldat an off site location with day care, lodging and meals provided. It will help reconnect soldiers with theirfamilies. The event will provide workshops and round-robin stations that will include subjects on TRICARE,ESGR, married and single Soldier workshops, and reconnecting with children. Yellow Ribbon also offers careercounseling, job fairs, VA and educational benefits, legal and financial counseling, taxes assistance and Contacta Chaplain.

    Post Deployment-Reconstitution Phase60 Day Post Deployment Yellow Ribbon Reintegration - Soldier & Family

    This stage is held 60 days after Service Members return from deployment. This two day event is held at an off-site location with day care, lodging and meals provided. This final family and soldier event will focus on angermanagement, substance abuse and compulsive behavior prevention. Soldiers will receive information on

    employment assistance, financial management, Spouse Battlemind Training, TRICARE and education.

    Post Deployment-Reconstitution Phase90 Day Post Deployment Yellow Ribbon Reintegration Phase - Soldier Only

    Approximately 90 days after service member returns, the 90 day reintegration actions should be scheduled at theunit. This event is for soldiers only and will include the completion of the PDHRA, the TB Tine Test, VA Centersand Benefits information, ESGR, Command Freedom Salute and Unit Equipment Reconstitution.
