Background Information

Talent Match is a Big Lottery Fund project with £108m allocated over 21 Local Economic Partnership (LEP) areas across England between 2014 and 2018.

Over the five year period, £1.1 million has been awarded to the ‘Talent Match Greater Lincolnshire’ project (hereafter referred to as ‘Talent Match’, unless specified otherwise) to support young people 18-24 who have been unemployed for 12 months or more.

Talent Match has been supported and devised by a multitude of organisations/ agencies and young people across Lincolnshire, with The Prince’s Trust as the primary lead organisation.

Talent Match is made up of Core and Delivery Partners. Delivery partners employ full time Youth Advocates which work with the young people on an intensive one to one basis, with the primary goal of supporting them into employment.

The Talent Match Manager and a Core Partnership were initially chosen by representatives of the initial network to represent the employer, voluntary and public and private sector and to enable Talent Match to link seamlessly with other programmes and support and help engage young people to achieve their full potential.

Talent Match project constantly evolves and changes to ensure the young people across the county have the opportunity to access or influence the support/delivery that they want in their area, this will be undertaken by mapping, evaluation and feedback supporting the commissioning of activities via the Talent Match Network.

Primary outcomes for Talent Match are 1:1 support for 370 young people who have been unemployed for 12 months or more and are primarily hidden NEET’s. Targets are over a 5 year period in the following areas: Lincoln, Gainsborough and East Lindsey and Boston

296 Young people will feel that services commissioned for/by them will be relevant to their needs and will engage bespoke services gaining improved

Primary aim of 20% of young people to gain sustained employment for 6 months

Target profiles for Talent Match may be subject to change, on agreement with Delivery and Core Partners, due to project development.

Specification: Talent Match Administrator (1 role)

Commissioned Services:

We are commissioning the recruitment and hosting of the Talent Match Administrator (TMA) role within Lincolnshire – there is funding to support one TMA role across the County

Overview:

The Talent Match Administrator (TMA) and hosting role has been developed in addition to the Area Ambassador roles to support the Talent Match Manager with the administration duties and co-ordination of Area Ambassador project work.

The general workload of the TMA is to be split between Talent Match and the hosting organisation. There is a job description and person specification that will be used for the TMA role, but in general this role is to support the additional administration duties including commissioning, marketing, evaluation and mapping across Lincolnshire for Talent Match and other organisations that request work activities to be undertaken through the TMA team, although this role will have the same responsibilities as that of the Ambassador they will be the lead on the administration and support the Talent Match Manager and partnership with this.

The TMA will be a member of the Core Partnership and attend the bi-monthly meetings and feed through the developments, activities and issues raised or gaps in provision across their areas.

They will also attend the Delivery Partner meetings again to feedback activities and contribute to future objectives of Talent Match. The TMA role does not require them to individually support or peer mentor other young people on Talent Match, this is the role of the Youth Advocate. Although they will be required to work closely with the Youth Advocates and the young people in the capacity of attending events, arrange activities and evaluation work etc.

1 x Talent Match Administrator post in total based in Lincolnshire

The following is an overview of expectations of the organisation whilst hosting the Talent Match Administrator (TMA):

Host organisation to support the TM to meet the aims and objectives of Talent Match and also that of the host organisation, ensuring a more widespread work

experience for the TMA learning new skills and it is expected that the TMA with be integral within the host organisation. Although acknowledged Talent Match objectives/outcomes will take priority over host organisations work load. It is felt this will support the young person to gain a wider work experience and ensure that the host organisations see the benefit of hosting/employing the young people within their organisation directly.

The TMA job profile and person specification is already in place and attached to this application, it is anticipated that the host organisation will have their own job description in place for the TMA. This work role within the organisation does not have to match the work activities through the Talent Match job role, it is recognised that this can be completely different to those activities.

It is anticipated that the TMA will NOT be working alone Clear line management structure with direct responsibility for the TMA Clear understanding that the first 3 months the TMA’s are required to have

significant amount of support and direction There is an expectation at the end of the year if there is a suitable vacancy within the

host organisation the TMA will be guaranteed an interview. The host organisation will help support the TMA’s alongside other agencies, to move them into full time employment

Capacity to support the TMAs whilst they undertake a relevant qualification Able to demonstrate they have employed/supported young people previously within

their organisation Ensure the TMA is able to continue to access any support services that they are

currently working with (eg Youth Advocate, Drug/alcohol etc) The host organisation(s) will be required to engage with Talent Match and attend

monthly meetings as appropriate TMA Talent Match work will be directed by the Talent Match Manager with feedback

from the Core Partners/Delivery Partners and fed through to the host Manager and TMA to ensure all activities are completed, that objectives and outcomes are clear for all within the TM partnership

TMA posts will be fully funded through Talent Match, although it is expected that the successful host organisation will administer the salaries, on-going costs, expenses. Funds will be paid on an agreed profile to the successful host organisations in advance.

It is expected that all TMA’s will have an employment contract and shall be bound by the policies in place at the host organisations. It is also anticipated that the TMA’s will be entitled to 25 days annual leave, plus bank holidays

Set goals with the young people and monitor and evaluate the development of their personal, social and life skills

Provide practical and emotional support to help young people effectively access opportunities - for instance, accompanying a young person to a new course or job interview; helping them to develop strategies to overcome setbacks

Work with Prince’s Trust and other delivery partners to develop and maintain relationships with a range of referral agencies reflecting the diversity of young people

Contract to start from 1st September 2017 – 31st August 2018 (12 month), although start date may vary due to due diligence and contract timeframe, therefore where this is delayed a 12 month contract and finance profile will reflect date changes.

1.2Outcomes/indicators to be monitored will include:

Talent Match Ambassadors are responsible for evaluation, marketing, commissioning and mapping of services and provision. There is a job description and person specification already in place for the Talent Match Ambassador role, this role will include the activities as an Ambassador but differs in that it has more responsibility in relation to administration tasks and will have full responsibility of some duties, working closely with the other Ambassadors, Talent Match Manager and partners of Talent Match.

Current Key Performance Indicators which are in place will be reviewed throughout 5

the contract with host organisation(s), amendments will be made in agreement with the Talent Match Administrator and Talent Match Manager to ensure consistency across the locations and reflect any future changes required.

Talent Match Administrator will have a clear induction programme into the host organisation, ideally with a probation period to be set, to ensure that the KPI’s and also that the host organisations expectations and objectives are being met.

Talent Match Manager will undertake/delivery introduction and training for the Talent Match Administrator and the host Manager in relation to Talent Match, this will include evaluation, marketing and commissioning, plus any other training as determined.

Talent Match Administrator and their manager/supervisor will be required to attend the TMA planning meetings.

Host organisation to attend delivery meetings and scheduled meetings for monitoring with the Talent Match Manager.

A clear training programme for Talent Match will be in place to support the host organisations and the TMA’s but it is anticipated for the first month of employment that the TMA will not be required to do any Talent Match work, other than those administrations tasks as determined at the time, but they will be allowed time to get embedded within their work role at the host organisation.

BIG Lottery Fund Guidelines must be adhered to when advertising vacancies and promoting BIG Lottery Funded provision, these guidelines will be provided in full to the successful commissioned bid.

Additional info regarding the Talent Match Administrator:

Your job role and person specification does not have to match or compliment that of the Talent Match Administrator (TMA) role (details as attached to this application) – however if successful, when recruiting a TMA it is anticipated that both roles will be amalgamated to ensure clarity for the applicants.

You are responsible for recruiting the TMA, where possible a current Talent Match Area Ambassador may be able to support you with the selection process. There will also be an advisory notice for inclusion when advertising the post, as it will be anticipated that those young people who have been involved with Talent Match will be automatically guaranteed an interview, provided that applicant meets the security/safety criteria set by your organisation where appropriate.

All successful applicants will be expected to go through DBS checks, this will be host organisations responsibility to implement if not currently in place.

Currently the TMA’s work is split between Talent Match and the organisation, but this work is undertaken within the organisation and supported by them to do, Talent Match work will normally be undertaken with the other Area Ambassadors and not done individually.

A 50/50 split is not prescriptive within their working week and is not always on this ratio. TMA work planning meetings take place monthly – the level of work/activities are determined at these meetings and allow all managers to plan with the TMA’s work effectively within this time period, it can vary monthly and does take in account the host organisations work roles and activities taking place, where work expectations clash, Talent Match work would take priority, but this is a very rare occurrence.

Talent Match Administrator – Job Description

Purpose of role:To support the Talent Match project within Lincolnshire to achieve its aims and objectives, thus enabling those young people being supported through Talent Match to move on into positive experiences with the ultimate aim of sustained employment.

Overview of Administrator role:Evaluation - to support with the administration and take part in the evaluation of a variety of subjects. To date the TM Ambassadors have evaluated apprenticeships, transport, Talent Match Core Partnership and also the Youth Advocate role, as administrator it will be your role to pull together all the paperwork and liaise with the TM Manager on the distribution and the production of the reports

Marketing & Events – be involved and support the TM Ambassadors to produce the bulletin on a monthly basis, covering a range of subjects, design logo’s, promoting Talent Match and their host organisation at events, producing case studies, continually updating social media and promoting using various sites, working alongside the Youth Advocate as appropriate to promote and refer young people that need support, as an administrator you will lead on the distribution of this bulletin and ensure it produced in a timely manner

Commissioning – TM Ambassadors support Talent Match to use project funds in a variety of formats, initially this involves being on the shortlist and interview panels, including recruiting for the TM Ambassador hosts, as the Administrator you will be involved in all elements of activity and will support the TM Manager in relation to the paperwork required for completion

Mapping – supporting the Talent Match project to identify what is needed in different locations by doing research, to date mapping has been done on mental health, addiction support organisations, events, apprenticeships and training courses

Core Partner – The TM Administrator and TM Ambassadors will be and are considered a core partner and attend the bi-monthly meeting to determine the projects achievements and direction

Meetings – attend various meetings including the Talent Match work planning meetings with the Talent Match Manager monthly. Support the TM Ambassadors to Chair meetings, also write and produce the minutes on a rota basis

Projects – incorporating all the above the TM Administrator and Ambassadors work on a range of projects and the next big project for 2017/18 shall be working across areas to produce an employer and young person guide in relation to employment, this will include filming, editing, brochures and training material, and will be produced working alongside other area Talent Match projects
