Office of the Resident Coordinator of the UN

TheUNResidentCoordinator(RC)isthechiefoftheUNdiplomaticmissioninYemenandtheleaderoftheUNCountryTeamofAgencies(UNCT).TheRCis,togetherwiththeUNCT,responsibleforpreparingpoliciesofjointUNdevelopmentsupporttoYemen,suchastheUNDevelopmentAssistanceFramework(UNDAF).

TheRCandhisofficeaimtobringtogetherthedifferentUNagenciestoimprovetheefficiencyofUNactivitiesinYemen.Thecoordinationofdevelopmentoperationspro-motesstrongerstrategicsupporttonationalplansandpriorities,increasestheefficiencyofoperationsandreducestransactioncosts.ThismakestheUNabetter,morerelevantandmorereliablepartnerfortheGovern-ment of Yemen.

TheRCinYemenisalsotheUNHumanitarianCoordinator(HC),guidingthehumanitarianeffortsinYemensupportedbytheOfficefortheCoordinationofHumanitarianAffairs(OCHA).TheHCinYemenismandatedtocoverthecoordinationofthehumanitarianresponseinvolvingUNagenciesandotherpartners,toworkonpolicydevelopment,andhumanitarianadvocacy.

ThecurrentRC/HCinYemenisalsotheUNDPResidentRepresentative(RR),aswellastheUNDesignatedOfficial(DO),responsi-bleforthesecurityofUNstaffinthecountrysupportedbytheUNDepartmentofSafetyandSecurity(UNDSS).

TheSpecialAdvisertotheSecretary-General(SASG)onYemenhasbeenleadingtheUN’spoliticaleffortsonthegroundsinceApril2011,andhasestablishedanofficeinSana’atopro-videsubstantivesupportthroughpoliticalfacilitation,technicalassistanceandoutreachinitiatives.

InNovember2011,face-to-facenegotiationsbetweentherulingpartyandtheopposi-tion,facilitatedbySpecialAdviserJamalBenomar,ledtothesigningofatransitionalagreementinRiyadh.Thisagreementservedasaroadmapforthetransitionandsecuredinclusiveparticipation.

InFebruary2012,presidentialelectionswereheldwhichtransferredpowertothenVice-PresidentAbedRabbuMansourHadi,andanationalunitygovernmentwasformed.18March2013sawthesuccessfullaunchingoftheNationalDialogueConference,whichwillpavethewayforaconstitution-draftingprocessandsubsequentreferendumandgeneralelectionsin2014.

TheSASGandhisteamwillcontinuetosup-portthetransitioninclosecooperationwiththeYemenis,theGulfCooperationCouncil,theEuropeanUnion,theUNCT,aswellasotherinternationalpartners.

AchievingfoodsecurityforallisattheheartofFAO’seffortstoensurethatpeoplehaveregularaccesstoenoughhigh-qualityfoodtoleadactiveandhealthylives.FAO’smandateistoraiselevelsofnutrition,improveagri-culturalproductivity,betterthelivesofruralpopulationsandcontributetothegrowthoftheworldeconomy.

FAO’sworkinYemenaimstoachievefoodsecurityandlivelihoodsresponseinordertoaddress immediate needs to ensure effec-tiveandrapidresponsetoquicklyregainorsustainhouseholdfoodsecurity,andtocontributetoagriculturesectorrecoveryand

rehabilitation.Thisistolaythefoundationsforsustainableagriculturesectorrehabilita-tionandlong-termdevelopmentplanning.

ILOisdevotedtopromotingsocialjusticeandinternationallyrecognizedhumanandlabourrights,pursuingitsfoundingmissionpremisethatlabourpeaceisessentialtoprosperity.

ILOinYemenhasdevelopedatwo-yearresponseplanthatisalignedwiththeNationalTransitionalProgrammeforStabi-lizationandDevelopmentandthejointUNframeworktosupportthetransitioninYemen2012-2014.

Thetwo-yearprogrammeaimstorespondtoshort-termneedsduringthetransitionalperiod.TheprogrammebuildsonILO’s

comparativeadvantage,particularlyitsexpe-rienceincountriesfacingsimilarsituations,andthelessonslearntfromtheILO’sDecentWorkCountryProgrammeforYemen.

Theprogrammefocusesonlabourmarketgovernancetosupportthetransition,sup-portingeconomicrecoveryandtheinclusionofyouthandwomen,andenhancingsocialprotectionandeconomicinclusionforthemostvulnerablegroups.

IOMwasestablishedin1951.Itsconstitutionrecognizesthelinkbetweenmigrationandeconomic,socialandculturaldevelopment,whilecontrolofstandardsofadmissionandnumberofimmigrantstobeadmittedarematterswithinstates’domesticjurisdiction.IOMcounts151memberstates.Yemenjoinedin1999.

InYemen,IOMisengagedincross-sectoralissues,includinghumanitariansupporttovulnerablemigrants,internallydisplacedper-sons(IDPs),returneesandconflictaffectedcommunities,throughfoodandfooditemdistribution,shelter,primaryandemergencyhealthcareandnutrition,accesstocriticalwaterresourcesandsanitation,hygiene

awareness,counter-traffickingandpsycho-socialcounselling.IOMalsoimplementshundredsofquick-impactandrapidresponsecommunityprojects.

IOM’stechnicalcooperationonmigrationmanagementaimsatenhancingnationalpolicy,legislativeandadministrativeframe-works,aswellasbetterbordermanagement,identificationandprotectionofvulnerablemigrants.Incoordinationwiththegovern-ment,aswellasUNHCR,IOMarrangesrepatriationandvoluntaryreturnassistanceforindividualsorgroupseitherwillingtoreturntotheirplacesoforiginorbeingacceptedforresettlement.

YemenistheonlycountryintheArabianPen-insulathatisasignatoryofthe1951RefugeeConventionandits1967Protocol,andhasgrantedprimafacierefugeestatustoSomalisarrivinginthecountrysincetheoutbreakofhostilitiesinSomalia.Refugees-statusdeter-minationfornon-Somaliasylum-seekershasbeenundertakenbyUNHCR.InadditiontoincreasingnumberofrefugeesandInternally

DisplacedPersons(IDPs),thecountryalsofacesaneverrisinginflowofmixedmigrationfromtheHornofAfrica.

WFPhelpsmeetemergencyandprotractedrelieffoodneeds,helpssupporteconomicandsocialdevelopmentandpromotesworldfoodsecurity.WFPgetsfoodtowhereitisneeded,savingthelivesofvictimsofwar,civilconflict,economiccrisisandnaturaldisasters.Follow-ingemergencies,WFPusesfoodassistancetohelprestorefoodsecurityandnutritionwhilesupportingcommunitiestorebuildshatteredlives.Italsohelpsreduceriskandenablescom-munitiestomeettheirownfoodneeds,reducemalnutritionandbreaktheintergenerationalcycleofhunger.

In2013,WFPhassuccessfullyscaledupitshumanitarian assistance to assist around fivemillionpeopleinYemen:600,000IDPs,325,000childrenundertheageoftwowithpreventativenutritionactivities,200,000childrenunderfivewithnutritiontreatment

activities,157,000pregnantandlactatingwomenwithnutritionsupport,and3.8millionpeopleunderemergencysafetynet(ESN)activities.

WFPalsoprovidesfoodassistanceto70,000refugeesfromtheHornofAfrica.Morethan20,000ofthoserefugees,mostlySomalis,areshelteredintheKharazrefugeecampoutsideAdenanddependonWFPrationsfortheirsurvival.ThroughitsdevelopmentprojectinsupportoftheGirls’EducationWFPaimstoaddresshighfemaleIlliteracyandagendergapinthecountry.WhileWFPcontinuestoaddresstheemergencyneedsoffivemillionpeople,itisalsoplanningtograduallyshiftitsprogrammesfromrelieftorecoveryandresiliencein2014-2015,sothatwhilefeedingpeopletodayitalsohelpsthemtofeedthem-selvestomorrow.

WHOdirectsandcoordinateshealtheffortswithintheUNsystem.WHOprovidesleadershiponglobalhealthmatters,shapesthehealthresearchagenda,articulatesevidence-basedpolicyoptions,andprovidestechnicalsupporttocountries.

Since1953,whenthefirstWHOofficewasestablishedinYemen,WHOhasbeensup-portinghealthsystemsdevelopment,health

protectionandpromotion,controlofcommu-nicableandnon-communicablediseases,aswellasmaternalandchildhealth.

Overtheyears,theimmunizationprogramhasexpandedtocoverthewholecountry,reachinganationalcoverageexceeding85percent.WithWHOsupport,Yemenhaswit-nessedtheeradicationofsmallpox,polioandchickenguinea.
