IntroductionUsing public transport for the first time – the first time ever, or after years of inabilityand exclusion – is joyous and liberating.

If you have ever found it difficult – or even impossible –to use public transport in London, then this guide is foryou. It shows you how much easier it is becoming toget around London, and we hope that this encouragesyou to make use of the many forms of public transportavailable, including assisted public transport. If you arealready a regular or occasional user of public transport,we hope that this guide will help you to make evenmore of the options available.

To start with here are some facts:

All 8,000 buses in London are now low-floor,wheelchair accessible vehicles, opening up the wholecity to wheelchair users and other people who havepreviously found it impossible to use buses. From2008, buses will have audio/visual next stopinformation, as will bus stops, adding to the ease withwhich all customers can use buses. Additionally,wheelchair users are entitled to free travel on busesand Tubes.

Various forms of assisted public transport have beenset up specifically for people to whom buses and Tubespresent barriers. Over two million journeys a year aremade using these services, which are subsidised andtherefore relatively affordable.

A growing number of Tube stations have step-freeaccess from street level to platforms, and from 2012half of all journeys that people that want to make onthe Tube will be wheelchair accessible.

Mayor’s IntroductionI am delighted to introduce this new guide, whichbrings together all the information you need to planand make journeys by public transport withinLondon. We have taken care to make the guide easyto use, and we are most grateful to SCOPE, whoseassistance in preparing the guide has been invaluable.

Getting around London by public transport has neverbeen easier or more accessible. All buses in Londonare low-floor vehicles, meaning that they areaccessible to all customers, including wheelchairusers. The Tube network, meanwhile, has a growingnumber of step-free stations, and that number willcontinue to rise. There are also some excellentassisted public transport options for people towhom buses and Tubes present barriers.

Things are continuing to improve all the time, thanksto the £10bn investment programme under way. By 2010, a quarter of all Tube stations will have step-free access from street level to platforms, and 230 stations will have been modernised orrefurbished. We are also working hard to improve bus stations, so that you benefit from better waitingfacilities and more comfortable journeys.

I hope that this guide improves your experience ofusing public transport in London, and I look forwardto making London even more accessible to all in thecoming years.

The guide explains how to use each mode of publictransport, one by one. For the Tube and Docklands LightRailway, we have provided alphabetical lists of allstations, complete with concise information onaccessibility, interchange with other modes, and stationfacilities. For riverboat services, we have provided a listof all operational piers on the River Thames in Londonthat are served by riverboats, complete with informationon accessibility, interchange with other modes, and pier facilities.

The guide includes information on Freedom Pass, a scheme that allows free travel around London forpeople over 60 and eligible disabled people. Alsoincluded are full explanations of Journey Planner and the Interactive Journey Map. These two facilities on theTransport for London website allow you to plan journeysand check station information with your own accessrequirements in mind.

We have included the following maps for ease of reference:

• Freedom Pass network

• Key bus routes in central London

• Tramlink map

• River map

• Tube map, including Docklands Light Railway

• Victoria Coach Station plan.

All of these maps are correct as of January 2007. Pleasebe aware that as transport services change, these mapswill also need to change. You can always request themost up-to-date edition of all maps produced by TfL viaour 24 hour travel information helpline: 020 7222 1234.

Journey Planner on the TfL website (tfl.gov.uk)enables you to plan journeys that are specificallytailored to your own mobility requirements.

Disabled and older people with a Freedom Pass areentitled to free travel on buses and Tubes. Childrenand young people under the age of 18 in full-timeeducation are also entitled to free travel on buses and trams.

These are just some of the things the Mayor andTransport for London have done to remove barriers to our use of public transport. This booklet goes intodetail about all of them, and more. We know thateverything’s not perfect, but it’s getting better andbetter. London is fast becoming one of the mostaccessible cities in the world, and we hope that thisguide helps you to make the most of the transportoptions available to you.

Buses are a highly accessible way to travel aroundLondon. All of London’s 8,000 buses are now low-floor,wheelchair accessible vehicles. The ramps on all busesmust be in full working order at all times. Any bus with adefective ramp is taken out of service, so you areassured of full accessibility at all times.

Wheelchair users are entitled to free travel on buses, asare Freedom Pass holders (see page 101 for fullinformation). Children and young people under the ageof 18 in full-time education are also entitled to freetravel on buses.

Journeys by bus and/or other modes of transport can be planned on-line using Journey Planner on the TfLwebsite: tfl.gov.uk (see pages 95 to 97 for fullinformation). Journey Planner enables you to planjourneys that do not involve the use of stairs, lifts orescalators.

Using buses

All buses are low-floor vehicles (excluding Heritagebuses on routes 9 and 15), which means that they arelowered to street level when the bus stops and thedoors open. This enables all customers, including peopleusing wheelchairs, people with buggies, people withassistance dogs, and people with other mobilityimpairments, to get on and off buses easily*.

Every bus also has a retractable ramp, which connectsthe floor of the bus directly with the pavement, makingaccess possible for wheelchair users. If you’re unable toboard a bus because of a broken ramp, please wait forthe next one, and tell Customer Services as soon aspossible on 0845 300 7000.

Passengers using wheelchairs

On all buses, there is room for one person using awheelchair. Wheelchairs can be accommodated up toa size of 70cm wide by 120cm long.

On most buses you’ll be boarding at the centredoors, where the ramp is located, so you might findit easier to position yourself a little way along thepavement, before the stop, to allow the driver to seeyou sooner.

When boarding the bus, the front doors will stayclosed so passengers getting on don’t obstruct youas you board. The centre doors will open sopassengers can get off. The centre doors will then beclosed and the wheelchair ramp extended. Once thecentre doors are opened, it’s safe for you to boardthe bus. It’s best to board forward as it makes iteasier to position yourself once on board.

Once on board, position yourself in the wheelchairspace, with your back against the backrest and yourbrake on, to make sure your chair doesn’t movewhen the bus does.

To leave the bus, press thebutton with the wheelchairsymbol on it, next to thewheelchair space, shortlybefore your stop.

This button has a distinct sound and a light will appearon the driver’s dashboard to let him know yours is thenext stop. The bus will pull in close to the kerb. Thefront doors will stay closed to give you time to get off.The centre doors will open so other passengers can getoff. The centre doors will close and the driver will extendthe ramp. The centre doors will reopen so you can leavethe bus. If, however, the ramp goes out of service afteryou have boarded, it is the responsibility of the busoperator to ensure that you can leave the bus safely.

Passengers with buggies

Low-floor buses are designed to allow buggies to remainunfolded in the wheelchair space. Please make sure thatbuggies are safely positioned within the designated area.For everyone’s comfort and safety, unfolded buggiescannot travel in the gangway.

Wheelchair users have priority over everyone else for useof the wheelchair space, since this is the only place inwhich they can travel safely. If someone in a wheelchairwishes to board, and the wheelchair space is occupiedby buggies, buggy users will be asked to fold them andput them in the luggage space or keep them by their side.

If you use a buggy, you should be able to board any low-floor bus unless (in the driver’s opinion) it is socrowded that there is no room for you to travel safely.You will only be refused admittance when it is absolutelynecessary. No-one already travelling will be asked to getoff the bus.

Buggies that are too wide to be wheeled into the bus via the front door must be folded. Buggy users are notallowed to board through the centre doors of dual-door buses.

Passengers with assistance dogsThere is no limit on the number of assistance dogs thebus driver can allow on the bus, as long as there isspace. London Buses welcome all assistance dogs,including guide dogs, hearing dogs, fetch and carry dogs,mental health companion dogs, and dogs that can sensewhen their owner is about to have an epileptic fit. All weask is that your dog doesn’t block the gangway.

Tube

A major investment programme is underway, deliveringsubstantially improved access to Tube stations andtrains. Eleven new stations on the Jubilee Line Extensionhave opened, all with step-free access and almost levelaccess between the platform and trains on the JubileeLine. Lifts across the Tube network are being improved.Station reconstruction schemes are also helping totransform access to Tube services.

There are 274 Tube stations, on 12 lines. By 2020, over100 stations will have step-free access. Within thecentral area, many of the busiest stations will have beensubstantially enlarged or rebuilt to our latest standards.There will be level access to and from Tube trains,throughout the length of each platform whereverpossible.

We ask you to bear with us while these improvementsare being made. At present, many Tube stations remainaccessible only to customers who are able to use stairsor escalators. To help you plan your journeys by Tube,we have included a Tube map on page 83. We have alsoincluded a comprehensive guide to Tube stations (pages22 to 82), which includes descriptions of access to tickethalls and platforms, and interchange between Tube lines.

The Interactive Journey Map, also on the TfLwebsite, provides detailed information about accessto Tube stations and platforms, interchange withother modes of transport, and facilities at stations.

The Tube Access Guide is a fold-out diagram, whichprovides an overview of access to Tube stations andbetween Tube lines. A Large Print version of the Tube Map is also published. Both of thesepublications can be requested by calling 020 7222 1234. They can also be downloaded fromthe Transport for London website as PDF files:tfl.gov.uk.

If you do not have access to the internet, you can get up-to-date information about Tube services,timetables, fares and accessibility by calling the 24 hour travel information helpline 020 7222 1234or the LU Customer Service Centre 0845 330 9880.

Using the TubeMany deep-level Tube stations have escalators toplatforms. Nearly all of these stations with escalators orlifts also have stairs between street level and the tickethall and/or between the escalator/lift and the platforms.

Most lifts at Tube stations are automatic and generallygive an audible tone when the doors are open. At somestations it may be necessary to call the lift by pressing abutton located near the entrance to the lift. Many liftshave doors located on both sides, and you may have toleave the lift from the opposite side to the one by whichyou entered.

When boarding Tube trains, you should be aware thatthere is generally a step of up to eight inches, either upor down, between the platform and the train. If you arelikely to have difficulty in getting on or off the train,you are advised to travel in the first carriage, so thatthe driver can see you more clearly, and allow enoughtime for you to get on or off.

In the event of breakdown or emergency, trainssometimes have to be evacuated, occasionally intunnel sections away from stations. If you are awheelchair user, you may be asked to remain on the train until it is moved, if the situation is not life-threatening. In situations that are life-threatening,or if the delay is likely to be prolonged, all passengerswho cannot walk will be assisted from the train.

If it is necessary to evacuate a station, appropriateassistance will be given to all customers, includingthose in wheelchairs.

If you are a wheelchair user and are planning to make ajourney by Tube involving any station without step-freeaccess, you are strongly advised to travel with sufficienthelpers to get you to and from platforms, and on andoff Tube trains.

You should also be aware that as a wheelchair user, youcan only travel on escalators if you are able to stand onthe escalator. You cannot travel on an escalator whilstseated in your wheelchair.

In each carriage of every Tube train there are usuallycertain seats near the doors, identified by specialnotices, which people are requested to give up if theyare needed by an older or disabled passenger.

Toilet facilities are available at some stations, asindicated in the following guide to Tube stations.Generally speaking, the toilet facilities are located inthe station’s Ticket Hall, but you will need to checkthe exact location/s with station staff.

Almost all toilets are kept locked, so if you need touse the toilet please ask a member of staff.

Assisted public transport is for older and disabledpeople, to whom buses and Tubes present barriers.Three services are available: Dial-a-Ride, Taxicard andCapital Call.

Information on these services and the Dial-a-RideTravel Assistance Scheme is provided on pages 86 to 90. To use these services, please follow theapplication process described in these pages.

Dial-a-Ride

Dial-a-Ride is a membership service. In 2005, over1.25 million Dial-a-Ride trips were made. To use Dial-a-Ride, you need to book ahead. A driver willcome to collect you in a Dial-a-Ride van, which maylook like the one below.

Most trips made using Dial-a-Ride are local. You maywell have to share the vehicle with other passengersgoing in the same direction. Fares are based on thelength of your journey, and are approximately equalto a bus fare. Fares start from 60p for a trip of lessthan a mile.

If you think you may be entitled to Dial-a-Ridemembership, you should call the 24 hour travelinformation helpline, on 020 7222 1234, for furtherinformation on how to join. Alternatively, visit thewebsite: tfl.gov.uk.

Taxicard

Taxicard is based on all London taxis beingwheelchair accessible, and subsidises schememembers’ travel by this form of transport. In 2005,just under a million Taxicard trips were made. Atpresent, only a minority of London’s taxis operatethis scheme, but we hope the number will grow.

You can only make a limited number of Taxicard trips each year. Fares start at £1.50 and aredependent on distance and other factors. To checkon whether you are entitled to a Taxicard, contactthe ALG Operations Unit:

Capital Call

Capital Call is an assisted transport service forTaxicard members, and at present operates in thefollowing London boroughs: Bexley, Enfield,Hillingdon, Hounslow, Kingston, Lambeth, Lewisham,Merton and Southwark.

Unlike Taxicard, there are no meter charges. You willbe told the cost of your trip at the time of booking.Capital Call is a subsidised service, and all membersof Capital Call are given an annual budget to coverthe cost of trips. Capital Call bookings can only bemade during normal office hours, but you can takeyour trip at any time.

Transport for London licenses taxi and private hireservices in London. Travelling by taxi or private hirevehicle is one of the most flexible ways to get aroundLondon and a convenient and easy method oftravelling from ‘door to door’.

Services operate across London, 24 hours a day, 365 days a year subject to local availability.

All taxis and private hire vehicles will carry assistancedogs at no extra cost.

Travel Assistance

The TfL/London Dial-a-Ride Travel Assistancescheme aims to give disabled Londoners theinformation and confidence they need to make more use of accessible public transport.

It offers short-term assistance to help you gainconfidence in accessible public transport so you can become an independent traveller.

The scheme offers advice on planning a journey using an accessible route and can provide aprofessional Travel Assistant to come with you forthe first few times you try to use a low floor bus,accessible Tube route or overground train service.

Assistance is available between 8am and 6pm Monday to Friday. Travel Assistance is free of charge to participants.

Licensed private hire services

Private hire covers a wide range of services, including minicabs.

Unlike taxis, journeys must be booked through a licensedprivate hire operator and vehicles cannot be hailed orapproached on the street. Fares are at the discretion ofthe operator but most have set fares including aminimum fare per journey. You should ask the operatorfor a quote or estimate before you start your journey.

All licensed private hire vehicles have the distinctive TfLlicence disc in the front and rear windscreen. Licensedprivate hire vehicles are generally saloon cars and youshould check with the licensed operator on whether theirvehicles meet your own accessibility requirements.

To get telephone numbers of licensed minicab operatorsin your area sent direct to your mobile phone, text‘HOME’ to 60835 (60tfl). (There is a charge of 35p plusyour network charge for this service: full terms andconditions of this service can be found at tfl.gov.uk. The service is not currently available on Virgin and 3mobile networks.)

Often referred to as ‘black cabs’, taxis can be hailedin the street or at designated ranks situated inprominent places, including many mainline rail, Tube and bus stations. They can also be booked by telephone.

All licensed taxis are accessible to people usingwheelchairs and most have a variety of other features to make access easier.

The fare payable at the end of the journey will beshown on the taxi meter. There is no extra charge foradditional passengers or luggage. Up-to-date faresinformation for licensed taxis is provided on theTransport for London website, at tfl.gov.uk/pco.

Journey Planner

Journey Planner is a facility on the Transport for Londonwebsite: tfl.gov.uk. It is easy to use and free of charge.

Journey Planner allows you to plan journeys on publictransport between any two locations in London. If youare unable to use stairs, lifts or escalators, you can planjourneys that do not involve these types of access. Youcan also choose which modes of transport you wish touse or avoid.

Journey Planner allows you to plan journeys anywhere in London using public transport, walking or cycling. It allows you to choose:

• the start and end points of your journey (by station or stop, postcode, address or place ofinterest)

• the date and time that you wish to travel

• whether you want to use or avoid stairs, lifts orescalators during your journey

• the modes of transport that you wish to use oravoid, including walking or cycling

• maximum walking and cycling times during yourjourney, and your approximate speed - slow,average or fast (see illustration overleaf).

Safer travel at night

If you are travelling home late at night, you shouldalways use a licensed minicab, taxi or night bus.

It is illegal for anybody, including a licensed taxi orprivate hire driver, to approach you offering ajourney for payment. Although they may appear tooffer cheap fares, unlicensed cabs are oftenuninsured and unsafe. Ten sexual assaults arecommitted in London every month by illegal cab drivers.

Freedom Pass

Freedom Pass gives you free travel on buses, Tube, trains,Docklands Light Railway and trams in London. There arealso discounts on riverboat services for Freedom Passholders - see page 119. You can apply for a FreedomPass if you live permanently in a London borough and ifyou are aged 60 or over or fall into one of the followingcategories:

• You are blind or have a severe visual impairment

• You are profoundly or severely deaf

• You are without speech

• You have a disability, or have suffered an injury,which has a substantial and long-term adverseeffect on your ability to walk

Coaches

Journeys within London by coach and/or other modes of transport can also be planned on-line using Journey Planner on the TfL website: tfl.gov.uk. Journey Planner allows you to plan journeys that do not involve the use of stairs, lifts or escalators.

Transport for London does not operate coach services,but it does operate Victoria Coach Station (VCS), whichis the main point of departure and arrival for coachservices in and out of London.

VCS comprises two buildings, one for departures andone for arrivals. VCS is a predominantly step-freeenvironment. A fold-out plan of Victoria Coach station is provided on page 111.

Most coach services are not fully accessible. There are other coach set down/pick up points than VCS throughout London, including:

Mobility assistance

If you have a mobility impairment, you can pre-bookMobility Assistance at Victoria Coach Station byeither phoning the Help Point on 020 7824 0000or by completing the Mobility Assistance on-linerequest form on the TfL website tfl.gov.uk. Please ensure that this form is submitted at least24 hours prior to your departure time. The Mobility Assistance service is free of charge,but please note that a small charge may be payableif you also require the service of a porter.Customers can arrange to be set down or picked upby a taxi, licensed minicab or private car at the Help Point.

If you are arriving by coach and intending to continueyour journey by other means, you should notify yourcoach driver, who will then request that MobilityAssistance is provided for you on arrival at VCS.

If you are departing from one of the Green Linecoach stops in Bulleid Way on a specific coachservice, VCS staff will assist you in reaching thedeparture stop. Using trams

It is easy for all customers to use trams. All access totrams is step-free. There is no need to use ramps or anyother special features to board. You simply turn up andgo. Additionally, all tram travel is free for wheelchairusers, irrespective of whether or not they hold aFreedom Pass.

At Wimbledon Station there are passenger lifts toprovide connections to other rail services as well as toand from street level. To assist blind passengers andpeople with visual impairments, each stop has a tactilestrip along its entire length, a safe distance from theplatform edge.

The design of the trams themselves makes specialprovision for passengers with disabilities. Peopleusing wheelchairs can easily wheel on and off thetrams and there are two dedicated spaces for themto travel in each tram. Next to the wheelchair spaceis a specially sited intercom, which allows you tospeak to the driver in an emergency, and an easyreach stop request button. All doors have an openingbutton on them at an accessible height.

There are priority seats for elderly and disabledpeople, or those travelling with small children, ineach section of the tram and plenty of easy to reachstop request buttons. The name of the next stop willbe announced as the tram leaves the previous stop.

Riverboats

Riverboat services call at over 20 piers on the River Thames in London. There are two commuterservices, and a wide range of leisure services.

Many operators offer 50% off the normal advertisedadult fare on production of a valid Freedom Pass at thetime of travel. Using riverboats

All piers are wheelchair accessible. Most river cruiseslast between 45 minutes and 1 hour 30 minutes.

Most riverboats are accessible, and most newer rivercraft have dedicated wheelchair spaces. You shouldcheck with individual service operators about the level of accessibility on their boats. Contact information forservice operators is contained in each seasonal guide toriverboat services (see page 120).

Staff are always on hand to offer help in boarding anddisembarking from river craft. However, it is advisable forany people with mobility impairments who are travellingas a group to provide advance notice to the operatorconcerned, to ensure a smooth journey. Docklands Light Railway

Docklands Light Railway (DLR) links the City from Bank or Tower Gateway stations with a variety ofdestinations in east London: Beckton, Canary Wharf,Stratford, Lewisham and King George V in North Woolwich.

Docklands Light Railway was the first fully accessiblerailway in the UK, making access much easier forwheelchair users, older and ambulant disabled people,and people with young children in prams or with heavy bags.

Using the DLR

All DLR stations have lift or ramp access to theplatforms, with level access onto the trains. All lifts have alarms enabled, which allow you to talkdirectly with a member of DLR staff should youexperience any problems.

Platforms are as level with trains as possible for easyaccess. The gap between the platform edge and thetrain is approximately 7.5cm wide and the stepup/down from the platform to the train approximately5cm high. These levels allow easy access for mostpassengers but you should nevertheless take carewhen boarding and alighting, particularly with awheelchair, crutches, a walking stick or pushchair.Most wheelchair users find boarding/alightingsmoothest with the largest wheel first – this maymean reversing as appropriate.

Using trains

Like the Tube, access to platforms at rail stationswill normally involve using stairs. Additionally, therewill generally be a step of a few inches between theplatform and the train.

Arrangements can be made for passengers withmobility impairments, including people who usewheelchairs. Train operating companies can usuallyarrange for staff to meet you at your departurestation, accompany you to the train and see yousafely on board. Similar arrangements can be madeat your destination station and other stations if youneed to change trains. Ramps can be provided forpeople using wheelchairs, to get on and off trainseasily.

Information for disabled drivers

The Blue Badge parking schemeThe Blue badge scheme provides a range of parkingbenefits for eligible disabled people. The schemeoperates throughout the UK. In London, the following boroughs operate schemes that vary fromthe national scheme: City of Westminster, Royal Borough of Kensington andChelsea, Corporation of London and the LondonBorough of Camden (south of the Euston Road).

These concessions only apply to on-street parking andinclude free use of parking meters and pay-and-displaybays. Badge-holders may also be exempt from limitson parking times imposed on others and can park forup to three hours on yellow lines (except where thereis a ban on loading or unloading or other restrictions).

Your local authority is responsible for issuing Blue Badge parking permits. Please contact themdirectly for more information.
