cabinet on February 2015, it is clearly pointed out that ,,ln its developmentcooperation, Japan has maintained the spirit of jointly creating things that suit paftnercountries while respecting ownership, intentions and intrinsic characteristics of thecountry concerned based on a field-oriented approach through dialogue andcollaboration- lt has also maintained the approach of building reciprocal relationshipswith developing countries in which both sides learn from each other and grow anddevelop together." We believe that this 'Knowledge Co-Creation program'will serveas a center of mutual learning process.

l. ConceptBackqround
There is no doubt that roads are the most fundamental infrastructure essential for
industrial development and economic growth of a country. Many developing countries,
however, have difficulties not only in construction of new road networks but also in
maintenance of existing roads due to budget constraints and technical human
resources.
This training program aims at capacity development of the technical officials
responsible for road planning, construction, management and maintenance and also to
assist them to cope with the issues in respective countries.
JICA provides 3 courses of the same name "Road Maintenance", and each of them
reflects characteristics of the venue. This course "Road Maintenance (C)" provides
topics specific to the coastal roads in subtropical /tropical regions based on the
experiences in Okinawa, in addition to the contents in common.
For what?This program aims to acquire comprehensive knowledge and know-how necessary for
the appropriate road management and maintenance, focusing on coastal roads.
For whom?This program is designed for senior technical officers in charge of road administration,
road planning, construction and maintenance management of coastal roads in public
entities.
How?
Participants shall have opportunities in Japan to obtain knowledge and know-how on
road engineering and administration through lectures, discussions and site visits.
Based on the experiences in Japan, participants are expected to propose "Action Plan"
or tentative road management and maintenance plan to be implemented in respective
countries.

lll. Conditions and Procedures for Application1. Expectations from the participating Organizations:
(1)This program is designed primarily for organizations that intend to addressspecific issues or problems identified in their operation. Participatingorganizations are expected to use the project for those specific purposes.
(2) This program is enriched with contents and facilitation schemes speciallydeveloped in collaboration with relevant prominent organizations in Japan.These special features enable the project to meet specific requirements ofapplying organizations and effectively facilitate them toward solutions for theissues and problems.
2. Nominee Qualifications:Applying Organizations are expected to select nominees who meet the followingqualifications.
(1) Essential Qualifications1) Current Duties: Staff of central/local ministries or other public entities which
have jurisdiction over regional industry promotion/ regional development andbe working for this matter.
2) Experience in the relevant field: Have more than 5 years of Experience in thefield of regional industry promotion/ regional development.
3) Educational Background: be a graduate of university or equivalent4) Language: have a competent command of spoken and written English which is
equalto TOEFL iBT 100 or more (The content includes active participation indiscussions, which requires high competence of English abllity. Please attachan officialcertificate for English ability such as TOEFL, TOEIC etc, if possible)
5) Health: Must be in good health, both physically and mentally, to participate inthe Program in Japan. Pregnant applicants are not recommended to apply dueto the potential risk of health and life issues of mother and fetus.
(2) Recommendable Qualifications1) Those who have been devoting and who will continue to devote themselves to
the activities of the JICA project concerned are highly welcome to this trainingprogram.
2)Those who are tasked with formulating the relevant measures for planning andpromoting in this field, in the organizations/associations mentioned above.

Okinawa is located at sub-tropical zone (southern edge of Japan) but climate variesdepending upon seasons. While it is hot and heavlly humid in the summer season (June
to October), it becomes a bit chilly in the winter season (December to March) due tostrong northerly wind. A participant is recommended to bring suitable clothinq (details

2. Main facilities in JICA Okinawa
We are equipped with a variety of facilities for training and welfare activities such asseminar rooms, library, accommodation rooms (details are mentioned in below 3.),
dining hall, clinic for medical consultation, a gym, a tennis court, a swimming pool
(available from May to October), a Japanese-style room for tea ceremony and recreationrooms.
At dining hall, "HALAL" meals for the Muslim and vegetarian meals are available.lnternet connections are available (either by cable or WiFi) at accommodation roomsand other buildings.

3. Accommodation in JICA Okinawa
Accommodation building has g6 single rooms. Every room is furnished with a bed, adesk, a chair, bookshelves and a closet. Also, there are a television set (with satellitechannels), a DVD player, a safety box, a telephone, a LAN cable jack, and so on, in eachroom.
It has a tea lounge, a smoking area, and a laundry room on each floor. ln addition,there is an exercise room, which opens from 6 am to 10 pm. lrons, musical instruments,sporls gears, variety of DVD selections, personal computers are available for rent.Towels and toiletries are provided upon check-in. Please note that cooking in theaccommodation is stricfly prohibited.
4. What to bring(1) Clothing
It is recommended to bring appropriate clothing according to the season duringParticipants stay in Okinawa.(*refer 1. Climate of Okinawa)lf your training program includes plant visit or outdoor activities, suitableuniform/clothing wiii be provideci by JICA or ai visiting site upon arrival. Also, JICAOkinawa accommodation front desk has jackets and coats for rental in case of studytour to mainland Japan during winter time.
(2) NationalCostume
There are a few occasions like opening and closing ceremonies when trainingparticipants are kindly requested to wear formal clothing. Nevertheless, casualclothing is acceptable even dur:ing training hours of most of the training program.It is strongly recommended to brinq vour national or traditional costumes for opening& closinq ceremonv and for other activities that participants may have opportunitiesto join.
(3) Photos and Movies
During your stay in Okinawa, JlCAOkinawa and/orthe local media (TV, newspapers,etc.) may interview you. Please bring photos and videos of your country, your dailylife, your office, etc. Please note that photos and videos must be copvriqht clearedor taken by you.
(4)JICA Okinawa Gtobal Festival 2019ln November, we are qoinq to have "JICA Okinawa Global Festival" in which participantsare expected to take a part in an international cultural exchange with local Japanesepeople. ln this occasion, participants will have an opporlunity to wear their costumes andtalk about their country so it is strongly recommended to bring materials useful forintroducing the country's culture, history, people, touristic attractions, etc.

INCEPTION REPORT in Power Point File
Before coming to Japan, selected applicants shall prepare PPT inception report in
English describing current situation in your country for the following topics. There are
no designated forms but selected applicants should write their report by themselves(Existing pamphlets or copy of articles/web pages will not be substitutes of the report).
This PPT report will be presented (15 minutes per person) in class on the first week
of the training.

For Your ReferenceJICA and Capacity Devclopment
The key concept underpinning JICA operations since its establishmerfiin 1974 has been theconviction that "capacify development" is central to the socioeconomic development of any country,regardless of the specific operational scheme one may be undertakirg, i.e. expert assignmelts,development projects, development study projects, training programs, Jocv programs, etc.
Within this wide range of programs, Training Programs have long occupied an importaltplace in JICA operations. Conducted in Japan, they provide paftner countries with opportunities toacquire practical knowledge accumuiated in Japanese society. Participants dispatched by partnercountries might find useful knowledge and re-create their own knowledgc for enhancement of theirown capacity or that of the orga,ization and society to which they belong.
About 460 pre-organized programs cover a wide range ofprofessional fields, ranging fromeducation, health, infrastructure, energy, trade and finance, to agriculfure, rural development, gendermainstreaming, and environmental protection. A variety of programs and are being customized toaddress the specific needs of different target organizations, such as policy-making organizations,service provision organizations, as well as research and academic instifutions. Some programs areorganized to target a certain group of counfries with similar developmental challenges.
Japanese Development E:rirerience
Japan was the first non-Westem country to successfully modemize its society andindustrialize its economy. At the core of this process, which started more than 140 years ago, wasthe "adopt and adapt" concept by which a wide range ofappropriate skills and knowledge have beenimported from developed countries; these skills and knowledge have been adapted and/or improvedusing local skills, knowledge and initiatives. They finally became internalized in Japanese society tosuit its local needs and conditions.
From engineering technology to production management methods, most of the know-howthat has enabled Japan to become whaf it is today has emanated from this "adoption and adaptation,process, which, of course, has been accompanied by countless failures ancl errors behind the successstories. We presume that such experiences, both successful and unsuccessful, will be useful to ourpartners who are trying to address the challenges currently faced by developing countries.
However, it is rather challenging to share with our partners this whole body of Japan'sdevelopmental experience. This diffrculty has to do, in part, with the challenge of explaining a bodyof "tacit knowledge," a type of knowledge that cannot fully be expressed in words or numbers. Addingto this difficulty are the social and cultural systems of Japan that vastly differ from those of otherWestern industrialized countries, and hence still remain unfamiliar to manv partner countries. Simplystated, coming to Japan might be one way of overcoming such a culturar gap.
JICA, therefore, would like to invite as many leaders of partner countries as possible to comeand visit us, to mingle with the Japanese people, and witness the advantages as well as thedisadvantages of Japanese systems, so that integration of their findings might help them reach theirdevelopmental objectives.
