SC Life Member Grant E. Stepan, of San Antonio, Texas, is the 2019 recipient of the Colin Caruthers Young Hunter Award, an honor for young hunters who have met a very strict set of criteria for hunting and academic achievement, as well as community service and leadership. e award is named for Colin Caruthers, the son of Tommy and Pat Caruthers, longtime DSC Life Members, who have been integral to the development of outdoor education programs for DSC. SC Life Member Grant E. Stepan, of San Antonio, Texas, is the 2019 recipient of the Colin Caruthers Young Hunter Award, an honor for young hunters who have met a very strict set of criteria for

hunting and academic achievement, as well as community service and leadership. The award is named for Colin Caruthers, the son of Tommy and Pat Caruthers, longtime DSC Life

Members, who have been integral to the development of outdoor education programs for DSC. Colin was an avid hunter and wildlife enthusiast from an early age. A people person, he thrived on the camaraderie of the hunting lease and enjoyed learning from other hunters. DSC honors this young hunter’s devotion to hunting and conservation through this award.

This honor will be bestowed on Stepan at the DSC annual convention, Mogambo, on Friday, Jan. 18, 2019, at the gala banquet. This event will be held in the Omni Hotel in downtown Dallas. Following the awards ceremony, there will be a live auction to raise funds for the DSC mission.

A freshman at Texas A&M Kingsville studying range and wildlife management, Stepan has already established himself as an exceptional hunter and conservationist. Stepan began hunting at age six with his father and has since been on many hunts with him and the rest of the family in North America, Namibia, South Africa and Zambia. He has had the opportunity to harvest a number of impressive animals, such as greater kudu, nyala, eland, gemsbok, zebra, wildebeest and others.

Stepan is especially proud of establishing the Central Catholic Woods and Waters Club as a high school student. Club members work toward the mission of “expanding the appreciation for the blessings of the outdoors through stewardship, conservation, ethical sportsmanship and camaraderie.”

Stepan is a member of DSC, NRA, NWTF and CCA. His accomplishments continue outside the hunting world as well. He is an Eagle Scout and JROTC 1st Sergeant. Congratulations to this outstanding young hunter!

raditionally, harvest time is when we stop and give thanks for our blessings and bounty. It’s true that we are given much to be thankful for. But if you

think about those pilgrims and pioneers, they also did an awful lot of hard work. Thanksgiving was their time to sit and enjoy the fruits of all that labor, and to give thanks for the grace of a good harvest, a good God, good family and good friends.

This November, I just wanted to take a moment in all the accelerated DSC activity – getting ready for the show, a slate of interesting speakers at monthly meetings, some fun activities from the S.A.F.E.T.Y. Event to the Trophy Room Tour to the volunteer recruitment and convention prep. Take a moment with me to look at the fruits of your labor. Look at where DSC is right now in the international hunting industry. Look at where DSC and the DSC Foundation are in terms of grants paid out and all the partnerships we have achieved to put our mission first.

It’s a pretty good feeling when you sweep away all the busyness and see the good work, the legacy and the good people of DSC. Take time this month, whether it’s when you are driving, sitting in the deer blind, or just doing your thing – take time and give thanks for what you have, and what you have built.

Thanks each and everyone of you who volunteer, who donate, who exhibit, who give money, time and talent to DSC. It is noticed and it is appreciated.

ob is still Bob spelled backwards. My friend Bob Number Two is what we in the South call “a piece of work.” The

stories are legend. Two Bob is also what we call a “gear guy.” He grew up an only child, and his proud parents showered him with all the cool stuff. If you had a new Hot Wheels car, he had five. Got a new bicycle for Christmas? Bob got a Honda mini trail 70. Evil Knievel had the first motorcycle helmet with a flag pattern – Bob had the second one. The guy in Easy Rider was third.

Fast forward a few decades and the pattern continues. Bob and I have hunted together for the better part of 40 years, and it’s always the same. Every year, Two Bob has an entirely new hunting ensemble – clothes, rifle, bino, you name it. Two Bob is likely the reason the Cabela family has such a nice ranch. If there is a new piece of outdoor gear on the market, he has it. He has it, knows all about it, definitely knows more than you do, and is willing to share his research. Never mind that he lives in the desert and you are buying scuba gear.

Some might say Bob’s obsession with gear is over the top, but it’s actually a valuable service. Need tires for your hunting camper? Call Bob and tell him you are buying Brand X. Mention it casually in passing, hang up and wait. When he calls you back, be ready for a 20-minute dissertation on the differences between brands, sizes, rubber composition, load carrying capacity, price and delivery schedule. He will usually tell you that he can’t believe you are buying cheap tires and give you 20 reasons to buy the deluxe brand. And he will have all the relevant statistics. Then you can buy with confidence... the research is ALMOST free. (See comment above about the 20-minute dissertation). Bob was Google before Google was Google.

Over the years, I have learned to take Bob’s research with a grain of salt. You see, Two Bob does not really understand overkill. This is an important safety tip when evaluating his research. He gravitates to the biggest and baddest, no matter the mission. Why hunt white-tailed deer with a .243 Winchester when Weatherby manufactures a 460 Magnum? Don’t you know the Weatherby is 5,000 parsecs faster, has a bajillion foot pounds more energy and comes with free Weatherby stickers and decals for your gun case? Free stickers!

Somehow I cannot resist baiting Two Bob into doing my research. Once I casually expressed my concern that deer were busting us because of his scent. (Never hunt with Two Bob after a big spaghetti dinner. Two Bob loves garlic). The next

week, Two Bob arrives at camp with a new scent elimination plan. He has every scent elimination and masking product in the known universe as well as a few products that are clearly not ready for prime time. Sprays, powders, soaps, shampoo, urine in a bottle – all of it proudly displayed on his tailgate.

One of these gadgets to be worn was a skunk scent emitter. Really Bob? I love venison, but unless famine sets in, I am not wearing a skunk scent emitter in an attempt to nab a scent-sensitive piece of protein. No thanks. I watched with great delight as he carefully mixed two vials of mysterious liquid, loaded the hideous olfactory device and attached it to his vest. Hey, if one is good, then two should be great. In a couple of minutes, the man reeked of skunk scent! With my eyes watering, I carefully selected a deer stand in the next county and slipped away, barely able to contain my pleasure at the thought of Bob having to sit with himself all morning. Around 11 a.m., we planned to meet at our trucks to warm up and have a sandwich. As I reached my pickup and dropped my pack, I saw Bob emerge from the treeline onto a dirt road, walking toward me. Forty yards behind him, a skunk was following, occasionally pausing to drink in the intoxicating aroma Two Bob left behind. Love was in the air. One of my favorite moments in the Great Outdoors.

ome non-hunters, and virtually all anti-hunters, dispute the idea that hunting is

conservation. If you are active on social media, you have seen these comments from trolls, or instigators, usually in response to a post or story that specifically describes the benefits of hunting.

But the response is complex and not to give in a 45-second reply. It is challenging, at times, to refute such a bone-headed claim, and quite often, those who can’t see the undeniable connection simply do not want to see it. While we all know and acknowledge the close connection and the vital conservation benefits from well-regulated hunting, it is helpful to observe it first-hand from time to time.

Last month, I had the opportunity to travel to Mozambique to see a concession that has been transformed from an area almost devoid of wildlife in any significant numbers to a paradise almost beyond belief, all through the hard work of the operator Zambeze Delta Safaris.

The operation has a trained, motivated and highly effective anti-poaching unit, equipped with motorcycles, good communications equipment and the gear necessary to do their work. The operation added a helicopter patrol to its anti-poaching strategy, a strategy so successful that neighboring concession have asked for fly-overs. Last year, this hunting operation distributed over 30 metric tons of game meat to local villagers, and built a school for the children of the local villagers. A clinic also was built and will be

turned over to and managed by the Mozambique government early next year. This operation has collared elephant, eland, warthogs and other species for scientific study, and most notably, has reintroduced 24 lions to the concession – where lions have not been seen, in any significant numbers, for decades. Zambeze Delta Safaris also provides employment opportunities for dozens and dozens of local people.

All of this – every cent – is made possible from revenue generated by the hunting operation or support from hunters and hunting organizations. DSC Foundation has been a long-time supporter of the Zambeze Delta Anti-poaching units. The Cabela Family Foundation is the primary supporter of the Twenty Four Lions Project. What an astounding example of what hunting means to conservation! And there are many others in Africa and around the world.

DSC members should know that this is the good work that you support. Be proud of DSC and DSC Foundation, and continue supporting future efforts.

The next time someone tells you that hunting is not conservation, smile, suppress the urge to tell them what a fool they are, and tell them about Zambeze Delta Safaris, one of the hundreds of other examples of how hunting IS conservation.

Participating Meat Processors in Texas (by county)

This deer season marks the 24th for the DSC Hunters for the Hungry program. Each year, proceeds from DSC’s annual convention are turned into grants that fund this worthwhile cause.

During white-tailed deer season, DSC encourages licensed hunters to help feed those in need by bringing one or more legally tagged deer to a participating processor listed on this page. That facility will be reimbursed for costs at the rate of $50 per deer, up to $1,000 for each processor this season. DSC will show further appreciation by listing the hunters’ names along with the names of the processing facilities in a Spring 2019 issue of Camp Talk.

Three Simple Steps:

1. The hunter puts their name on a card plus how many deer are being donated

2. The processor collects the cards and sends them to DSC

3. After the season, DSC reimburses the processor for total number of processed donated deer

Another DSC grant supports Feeding Texas’ Hunters for the Hungry program, which distributes donated venison statewide through non-profit food banks. The primary complaint anti-hunters have about hunting is that the meat isn’t consumed. In cooperation with Feeding Texas, DSC is getting the word out that hunters practicing good stewardship donate tons of venison that feeds needy Texans.

Happy Hill Farm Gift Card DriveHappy Hill Farm is changing children’s lives, and DSC members can be a part of this important effort.

his boarding school offers more than your typical standard education. As son of the founders and

current President, Todd Shipman says, “Happy Hill Farm’s mission is to find high-potential students in low-opportunity situations and raise them up to be future leaders with compassion for others.”

To produce leaders with character who are ready to give back to society and lift the next generation out of poverty, Happy Hill Farm deals with the mind, the body, and the heart. They gather bright and talented students from underprivileged backgrounds, showing them a safe environment with adults who support them and encourage them to dream big through a strong education and solid character building amongst a diverse student body.

Ed and Gloria Shipman founded Happy Hill Farm to provide a safe, secure home for underprivileged boys and girls. The boarding school now includes students from the surrounding area and international students. Eighty-five percent of the boarding students are on scholarship. Without any local, state or federal funding, the dedicated operations run thanks to caring donors. DSC members play a part each year by giving donations for gift cards during the Christmas season. Christmas Giving for Happy Hill FarmIt is time once again to reach out to these wonderful children.

Happy Hill Farm has requested that we provide gift cards because they are easier to handle and do not necessitate that names and gifts be matched up, wrapped or checked for appropriateness. Gift cards are the most requested item on the student’s wish lists. This format allows the school to treat the entire student body equally.

Donations can be cash or a check made out to DSC, or you may purchase gift cards from Wal-Mart or Target. When purchasing gift cards, $25 is the preferred amount, but any amount is appreciated! Please be sure the amount of the gift card is noted somewhere on or with the card. The Happy Hill Farm angels of DSC will purchase more gift cards with the money we receive.

You may send or drop off your donations at the DSC office any time. We will also collect donations at the monthly meetings. We need to have all cards/cash in to DSC by Dec. 11, 2018. This year, we will have approximately 158 children between the ages of five and eighteen who we are purchasing gift cards for.

Thank you so much for your donations in the past and again this year. The students at Happy Hill Farm are very appreciative of all we do for them.

and wildlife management. This year’s Photography Contest is open to DSC members of all ages. Entries are accepted as long as photography is not part of your profession. Qualifying entries received in time will be shown in slideshows during the January 2019 convention.

There will be a winner in each category, and an Overall Grand Prize Winner, selected from among the category winners. Winners will be announced at the April 2019 DSC monthly meeting.

2019 Member Trophy AwardsDSC is pleased to celebrate the experience

and the joy of hunting by presenting awards to its members once a year. As judged by a panel of expert volunteers, hunts are recognized for a wide variety of criteria including region, difficulty of the hunt, size, and species.

To enter, contestants must provide the following: • Completed Member Trophy Awards Form

city outside of Tokyo now offers courses to educate locals on how to make a living through hunting. The

city of Kimitsu is presenting a rare opportunity for the local government to formally teach hunting and cooking game.

But, it took a blunder to bring this need to light.After the city of Kimitsu lost more than $4 million due to

agricultural damage in 2017, the government called for the capture of over 4,000 boar and deer. However, most of the game had to be disposed of because the city only had three meat processors, which were not set up to accommodate the sudden demand.

Learning from the mistake, the city saw the chance to make hunting and game meat into a justified business.

Students in the new program range from 20-70 years of age, showing that this new model will benefit all generations. They learn everything from regulations to how many people can be fed from one pheasant. Officials plan to provide these courses through the future, showing its commitment to hunting education.

Kimitsu’s issue is not an isolated case. It reflects a nationally known problem in Japan: the lack of new hunters coupled with increasing wildlife populations.

Since the late 1990’s, the deer population in Japan has grown from less than 400,000 to more than three million. In the same time, the boar population has also doubled. However, the number of hunters has declined.

Japanese governments have observed that the average hunting age continues to increase, meaning that once the majority of hunters retire from the sport, the number of hunters will be greatly affected. With only 1 percent of registered hunters being female, the government has supported women in hunting initiatives to help with recruitment.

These and many other efforts are making progress, but it is hard to overcome stigmas, as it was once impolite for a female to even speak with a man before he left for a hunt. CT

n Wednesday, September 26, DSC’s newly-chartered Oklahoma Chapter held its first open

meeting. More than 35 people were in attendance to see the presentation “Leopard – The Ultimate Chess Match,” given by Dave Fulson of Safari Classics and Host of DSC’s “Tracks Across Africa.” The Oklahoma Chapter is one of DSC’s newest Chapters, formed this year with the mission of bringing hunters together from around the state to educate and inform the local public of the benefit that regulated hunting and fishing bring to wildlife.

After the meeting, five new members were signed up, and the Oklahoma Chapter looks to rapidly expand its membership. The annual banquet for the chapter has not been set yet, but it will likely take place in either late March or April. Oklahoma plans on being one of the largest, if not the largest, satellite chapters of DSC. CT

he Outdoors Tomorrow Foundation, a 501(c)(3) organization based in Dallas, Texas, is the proud sponsor of the Outdoor Adventures education program,

which is offered in 427 schools in 29 states nation-wide reaching over 42,000 students. By Christmas 2018, our program will reach over 45,000 students. Outdoor Adventures (OA) is a regular in-school program which can be taught as a physical education class, an agricultural/wildlife management course or as a local school elective.

The OTF is grateful to DSC and DSC Foundation for their continued support of OTF and Outdoor Adventures. Thanks to a generous donation this year, tens of thousands of public and private school students will learn about wildlife conservation and hunter education. DSC and DSCF are proudly promoted to every OA school across the nation through newsletters and weekly updates. Thank you again for the continued support.

Outdoor Adventures is a fun, interactive course where students are taught lifelong skills using an integrated curriculum made up of math, science, writing and critical thinking skills. OA is focused on outdoor activities including archery, fishing, hiking, backpacking, camping, outdoor cooking, boater education, hunter education, survival skills, first aid training and wildlife conservation to name a partial list of the curriculum. But OA isn’t a traditional physical education course – the teaching tools in an Outdoor Adventure class are fishing rods, reels, bows and arrows and camping equipment. The OA program exposes its students to a variety of life changing opportunities in the outdoors. According to our educators, students who are enrolled in our OA classes have improved self-esteem, higher class attendance, fewer disciplinary problems and greater scholastic achievement.

Outdoor Adventures is a gender-neutral, all-inclusive program without barriers imposed by a student’s race, religion or socio-economic factors. Anyone and everyone can participate on equal footing! As a result of OA’s popularity among its students, many of our host schools have formed after-school archery, competitive shooting and fishing teams.

As a short measure of OA’s effectiveness, OA had over 11,000 students receive their state’s hunter education certifications as part of the course in calendar year 2017. The Outdoor Adventures curriculum is aligned with the National Standards NPE K1-12.1.7, and for Texas schools the curriculum covers all of the Texas Essential Knowledge and Skills (TEKS). Further, the program includes an established curriculum and daily lesson plans covering a wide range of subjects including an end of unit exam. Montana Officials: Hunters “Integral” To Mountain Lion StrategyIf a new monitoring and management strategy passes,

Montana Fish, Wildlife and Parks (FWP) will rely on experienced hunters to help gather data. The success of this newly-proposed mountain lion strategy includes hunters working alongside officials for tracking and sampling from harvested lions.

The number of hunters and hound handlers has increased over the years, as has their experience. FWP will utilize their expertise to collect samples of hair and scat while tracking and to help locate lions for live dart biopsy samples.

The new “spatial capture-recapture” answers previous difficulties FWP has had estimating population data. The main objection to management plans continues to highlight poor population estimates. Mountain lions do not establish common winter ranges like deer or elk do, which means those strategies are ineffective.

Critics worry this new method could led to overharvesting with larger hunting quotas, but the FWP officials are confident in the strategy being a good representation for the state population as a whole. FWP reminds the public that mountain lions are thriving in Montana, reoccupying their historic range and expanding to other states to help those populations as well.

An average of 450 mountain lions are taken by hunters each year in Montana. Local populations recover rapidly from harvest, just after a few years since the lions are adaptable foragers and range widely as needed.

hile I was at the rifle range recently, there was a fellow there having trouble chambering ammo in his .300

Winchester magnum. He had some shells that went in just fine, and the next one the bolt would not close.

After a bit of conversation with him, his comment was that he used all “once-fired” cases, and neck-sized them to try and get maximum case life. He felt that full length is too hard on the brass and would reduce case life.

The first quirk was that he said only once-fired cases, but he failed to mention that he had picked them up at the range, and most likely came from more than one rifle other than his. Using once-fired cases is fine provided one uses ONLY cases from the rifle the ammo will back into because the other rifle could have a slight larger chamber, and neck sizing does nothing to the case body.

All this came up again on a recent hunting trip to South Africa. A fellow hunter in camp was showing me his new custom rifle and his nice ammo box. The fellow was quite careful and said he had used all virgin brass fired in his rifle and neck-sized them. I then asked him if he had run all those shells through his gun to be sure they all would fit in the magazine and the bolt could close on them in the chamber.

He got that sort of “oh crap” look in his eyes. I said, “this is easy to solve, so let’s just run them all through and find out.”

“And by the way, are you sure they fit in the magazine too?” I asked. He had to say no, as he had always fired one shell at a

time at the range, but never filled the magazine to see if they fit.

Also easy to check. Since his new rifle was built on a Winchester action, we could easily remove the striker and firing pin so that there was no chance of an accidentally discharge while cycling the ammo.

Step one was to fill the magazine, and no problem putting the first shell in but when he tried to load the second one, it jammed the first one.

So it looks like he would have a two-shot rifle – he could place one in the magazine, and one in the chamber. He could still hunt that way. His concern with seating depth while working up his favorite load overshadowed the need to see it they would fit.

As luck would have it, all fifty of his shells fit just fine into the chamber so he could keep hunting with one in the chamber, one in the magazine.

After I got home from this hunt, a fellow I met at the gun club was complaining about five shells that would not fit in his .30-06 Springfield during a recent hunt.

I asked how this happened, and he said he found out while unloading his magazine and cycling them through the chamber, only to find he could not close the bolt on some of them.

Again I asked the questions, and found out he had only neck-sized the cases. I asked if they were once-fired or random? He said he did not know – he just loaded some cases for hunting. He had the five shells with him, so I looked and could see that the necks were not sized along the complete length, but only about 90 percent of the way down, and I could see where these were jamming when going it.

The solution is to pull the bullets, remove the powder, raise the de-capping rod so it does not touch the primer, then resize them via full length. After that, put the powder back in and reseat the bullet.

Thank goodness, he was using Hornady bullets with a cannelure and had seated them to it, so he had no OAL length problems in the magazine. CT

experimental antler restriction in the southeast Panhandle.As you may have read on the DSC News Center, Texas Mule Deer antler restrictions

are in place in Briscoe, Childress, Cottle, Floyd, Hall, and Motley counties this season. The regulation requires all harvested mule deer bucks to have a main beam outside spread greater than 20 inches. Additionally, any buck with a branched antler is not legal to harvest, unless the outside spread of the main beams is 20 inches or more in width.

To collect age and antler measurements during the experimental seasons, TPWD will use voluntary check stations. To encourage hunters to use the stations, TPWD organized a drawing open to any hunter who brings in a mule deer buck from the six designated counties.

The Grand Prize, which will go to two lucky winners, will be a lifetime hunting license sponsored by DSC. The Texas Panhandle Chapter of DSC sponsored the First-Place prize with a Kimber rifle. If you harvest a mule deer buck in Briscoe, Childress, Cottle, Floyd, Hall, or Motley county, be sure to bring your buck to the check station at Hotel Turkey, Matador Wildlife Management Area or Wild West Game Processing for your chance to help TPWD with necessary data and win a great prize.

“We are proud to be able to support TPWD in their efforts to manage mule deer in Texas. The experimental antler restriction will not only improve buck age structures and sex ratios, but also increase hunter opportunity for older age class bucks” said Corey Mason, DSC Executive Director and Certified Wildlife Biologist.

The experimental antler restriction will be conducted for 4 hunting seasons in those southeast Texas Panhandle counties. Data will be assessed throughout the experiment, but at the end of 4 hunting seasons, TPWD will propose either to extend the experiment, modify the antler restriction, or permanently terminate the experiment.

The Texas Parks and Wildlife Department is implementing the new experimental regulation with the goal of improving buck age structure and sex ratios in these counties by reducing excessive hunting pressure on younger bucks. A similar antler restriction for white-tailed deer has been in place for several years in other parts of the state and has successfully shifted the age class structure toward older bucks.

This new regulation comes from years of harvest data and analysis by TPWD, which found that the average ear-tip to ear-tip spread for a 2.5 to 8.5-year-old mule deer is about 21 inches in the alert position. CT
