YES, Replace I -30 Bridge w ith 10-lanes, 6 + 4, per AHTD PlanDori Braithwaite Sent:Saturday, August 13, 2016 11:36 PMTo: Allen Skaggs

To Metroplan,

YES, to TEN LANES. Replace the Bridge and allow commuters to get to and from work in a safe andreasonable fashion. As one of those excluded from most of the meetings held downtown in Little Rock where there is littlereasonable access, I wish to express my desire to support the AHTD request for 10 lanes in all, 6 lanes forthrough traffic plus 4 lanes for local commuters. The AHTD and the I-30 crossing does and should serve ALL Arkansans, including the thousands who commutein and around Little Rock, but do not live downtown. The few folks who live in the downtown area of LittleRock are NOT the only ones who should matter, though they seem to be squawking loudest and they haveeasier access to the locations where anti-AHTD meetings are being held.Would be nice if there were equal access for those of us who do NOT live in the downtown area, instead of justignoring everyone but the 'downtowners' as if nobody else exists.YES, to TEN LANES. Replace the Bridge and allow commuters to get to and from work in a safe andreasonable fashion.

I fully support granting a six lane waiver to the AHTD for I30 expansion plans.

It will improve safety and allow local traffic to avoid merging with expressway traffic.

I support granting a 6 lane waiver to the AHTD because an expanded 30 Crossing roadway will enhance safety by helping eliminate merge and weave conflict caused by close proximity of the intersections and dangerously short exit ramps, improve mobility by allowing for separation of local and pass through traffic, better connect Little Rock and North Little Rock through a dedicated auxiliary local traffic lane north and south across the river bridge that will allow motorists to cross it without merging into expressway traffic, and provide capacity to deal with future traffic growth.

We support granting a 6 lane waiver to the AHTD because an expanded 30 Crossing roadway will enhance safety by helping eliminate merge and weave conflict caused by close proximity of the intersections and dangerously short exit ramps, improve mobility by allowing for separation of local and pass through traffic, better connect Little Rock and North Little Rock through a dedicated auxiliary local traffic lane north and south across the river bridge that will allow motorists to cross it without merging into expressway traffic, and provide capacity to deal with future traffic growth.

This new configuration represents a transformative approach that will reshape the way both vehicles and pedestrians utilize and navigate downtown Little Rock. The plan is holistic ‐ addressing not only the long‐term need for increased vehicular capacity and improved safety, but also our desire for a more pedestrian‐friendly downtown and an improved quality of life and place.

Support FOR 6 Lane Waiver to AHTD for 30 Crossing ProjectVan Tilbury Sent:Thursday, August 18, 2016 9:14 AMTo: Allen Skaggs

Dear Metroplan:

I am FOR Metroplan granting a 6 lane waiver to the AHTD for the 30 Crossing project. An expanded 30 Crossing roadway will enhance safety and mobility by separating local and pass through vehicular traffic, will help eliminate merge and weave conflict caused by close proximity of intersections and dangerously short exit ramps, will better connect Little Rock and North Little Rock through a dedicated auxiliary local traffic lane north and south across the river bridge, and provide capacity to deal with future traffic growth. In my opinion, a 30 Crossing project with more than 6 total lanes is vital to the long-term growth of central Arkansas, so I ask that you support a 6 lane waiver.

Thank you.

I absolutely support the 6 lane waiver for the I 30 Crossing. It will be much safer and the city of Lile Rock gains more green space. The configuraƬon is of great benefit to all using the highway. Currently, I strongly feel the 6 lanes are notsafe and it is difficult geng on and off the freeway. This waiver is important and necessary for future growth of our area and provides for a much more funcƬonal system. In addiƬon, it would allow for HOV lanes and mass transit alternaƬves in the future. Staying with the current six lanes will not allow for alternaƬves in the future.

I would hope that you will support granting the 6 lane waiver to AHTD. An expanded I30 Crossingroadway will improve safety by helping eliminate the merge and weave conflict caused by closeproximity of the intersections and dangerously short exit ramps. I experience this on most every tripthrough that area. It should also improve mobility by providing for separation of local and pass through traffic andcan better connect Little Rock and North Little Rock through a dedicated auxiliary local traffic lanenorth and south across the river bridge that will allow motorists to cross it without merging intoexpressway traffic. I have seen lanes of this nature in other locations and it seems a great help.Further it seems the most flexible to provide capacity to deal with future traffic growth. This is and willremain a heavily traveled area. Safely managing the high volume is critical.ThanksDrew

Supporting the Waiver of the Limiting Policy, Endorsing the AHTD ProposedExpansion and the I -30 Crossing ProjectApril Cole Sent:Friday, August 19, 2016 1:30 PMTo: Allen Skaggs

I strongly support the waiver of Metroplan policy and fully endorse the AHDT proposed expansion with six throughlanes plus four collector/distributor lanes.

Requesting that the four collector distributor lanes and the split diamond exchange be green, easy on the eyesand a pleasure to use seems quite reasonable to me.

For the City of Little Rock: Utilize the I-30 Crossing Flyovers. Take advantage of progress that makes downtownMORE accessible and improve downtown Little Rock for ALL Arkansans.

The City of Little Rock could put in an awesome and totally fun water park, fully utilizing the shade provided by I-30, a wonderful amenity for all Arkansans to beat the heat, both those who live downtown and those who love ourdowntown, perhaps similar to the Cumberland Park in Nashville, Tennessee. http://www.nashville.gov/parks-and-recreation/parks/cumberland-park.aspx

We could add a multi-level parking facility, maybe even as part of the I-30 Flyover Structure, to improve vehicleaccess to the downtown area for the River Market and the Clinton Center in addition to downtown businesses, providing employee parking by day and entertainment parking by night. ENCOURAGE OTHERS TO COME INTODOWNTOWN!

Ask AHTD to connect SR-10 to I-30 on the NORTH side of the river, via SR-70 and the Broadway Bridge, perhapsmaking the River Market Area itself predominantly non-vehicular, but fully accessible by BOTH those Arkansanswho live downtown AND those Arkansans who do NOT live downtown, those who need adequate parking to utilizedowntown --- GROW DOWNTOWN!

Design a beautiful MAIN STREET BOULEVARD for all to enjoy, perhaps extend the River Market -- let ALLArkansans have access to our beautiful Capitol City, including those who live in the heart of it, by improving accessto downtown, improving the area within downtown and creating new amenities to make Downtown Little Rock aDESTINATION!

Little Rock should seek to have folks drive THROUGH our city, to proudly display our city so people are enticed topark and walk. Why force folks to AVOID Little Rock? Doesn't make sense to me.

I strongly support the proposed waiver from the Metroplan lane-limit policy and fully endorse the AHDT proposedexpansion of the I-30 crossing for use by ALL Arkansans and visitors.

Thank you,

I have paid close attention to the discussion concerning the expansion of the I-30corrider through Little Rock and North Little Rock. I have come to realize an increase inthe number of lanes would benefit our citizens using I-30 on a daily basis as well as themotorists traveling through our city and state. An expanded roadway should enhance safety by eliminating merging and weavingfunctions in close proximity to each other. Also, local and through traffic should haveimproved mobility since they will not be interacting. The expanded roadway will providefor future growth in the corrider as well.I support the Waiver of the 6 lane restriction on I-30 corrider across the Arkansas Riverand for the entire length from its confluence with I-530 on the south to its confluencewith I-40 on the north. AHTD 6lane waiver requestJeff Hathaway Sent:Tuesday, August 23, 2016 3:15 PMTo: Allen Skaggs

I support granting the request by the AHTD for a waiver of the Imagine Central Arkansas six-lane freeway restriction for Job 6A0602, and I strongly urge Metroplan to grant this request. The proposal for an upgraded and expanded 30 Crossing roadway will enhance safety by helping eliminate merge and weave conflict caused by close proximity of the intersections and dangerously short exit ramps, improve mobility by allowing for separation of local and pass through traffic, and better connect Little Rock and North Little Rock through dedicated auxiliary local traffic lanes. It will also provide capacity to deal with future traffic growth.

I was appointed by Judge Villines to serve on the Stakeholders Advisory Group for 30 Crossing, and I am a member of RPAC, the advisory group to Metroplan. I have watched every step of the planning process and the resulting debates and deliberations throughout the community, all as a private citizen trying to think through what is best this community in which I’ve always lived and worked. This project should be completed and we should avoid unnecessary delays, and we should work with AHTD as a partner in welcoming this major infrastructure investment in our community.

The expanded roadway would help stop the merging and weaving conflict caused by closeness of the intersections and short exit ramps. It would also help by allowing local and pass-through traffic to be separate and connect Little Rock and North Little Rock through their own lane north and south but will allow others to cross it without merging into expressway traffic. It would also help deal with future traffic growth.

I would like to see 2 or 3 fast lanes going North and 2 or 3 fast lanes going South for those drivers who want to travel at a speed of 70 to 75 mph. And at least 1 lane going South and one going North at much slower speeds so they can observe the beauty of Li le Rock and North Li le Rock and not be afraid of being run over by the fast movers. At this 㔄me, it is very dangerous going North and South crossing the Arkansas River.

Thanks for listening, Bruce McFadden, an ac㔄ve member of the AGC for over 40 years and very apprecia㔄ve of being named into the AGC Construc㔄on Hall of Fame‐2016.

6 Lane WaiverAaron Nicholson Sent:Tuesday, August 23, 2016 4:44 PMTo: Allen Skaggs

To whom it may concern,

I support the 6 lane waiver to the AHTD for the 30 Crossing project.

Traffic congestion is an issue getting in and out of downtown during peak driving times.

The waiver will improve traffic flow and help connect North Little Rock and Little Rock. It will also improve access to Little Rock from surrounding towns.

As a person that drives this road during the week and has to navigate the heavy traffic volume, I think this plan will be a major improvement.

Best regards,Aaron Nicholson

I support granꡥng a 6 lane waiver to the AHTD because an expanded 30 Crossing roadway will enhance safety by helping eliminate merge and weave conflict caused by close proximity of the intersecꡥons and dangerously short exit ramps, improve mobility by allowing for separaꡥon of local and pass through traffic, be er connect Li le Rock and North Li le Rock through a dedicated auxiliary local traffic lane north and south across the river bridge that will allow motorists to cross it without merging into expressway traffic, and provide capacity to deal with future traffic growth.

It appears very important that the 6 lane limitaΆon be waived for the 30 crossing. The highway department plan seems excellent from a safety viewpoint and for traffic movement in the future. Please do so.

Thanks.

6 Lane Waiver AR Highway I30 Project Downtown LRHank C. Kelley Sent:Tuesday, August 23, 2016 8:57 PMTo: Allen Skaggs

My name is Hank Kelley, Jr and I have worked in downtown Little Rock at Flake and Kelley Commercial since 1980. I believe Downtown serves not only our local citizens but as the State's Capitol, Financial District, Legal District and Entertainment District is a regional location for a population of nearly 1,000,000 people living with 60 miles of the State Capitol. Without upgrades to the existing I‐30 lanes we risk losing that regional accessibility for these important anchors to our community. The Entertainment District includes Verizon Arena, Riverfront Park, River Market district restaurants, Robinson Auditorium, the Arts Center, the Rep and many hotels.

I support granting a 6 lane waiver to the AHTD because the expansion of the I30 Crossing roadway will enhance safety by helping eliminate merge and weave conflict caused by close proximity of the intersections and dangerously short exit ramps. These alterations will increase mobility. Please consider my comments.
