A meeting of the Board of Regents was held in the Regents' room on Thursday, June 16, 1949, at ten o'clock.

The reasons for changing the pay ranges are two-fold: (1) To place these positions, such as nurses and laboratory technologists, in comparable positions with the State Civil Service. These changes have of necessity affected other classes in related series which also are being included. (2) .Many of the classes include only single positions. Therefore, in order to give recognith to growth in duties and responsibilities, a change in pay range is the only means by which such a reclassification can be effected. These changes have been carefully considered and are being recommended after close study by the Office of Civil Service Personnel and the Civil Service Committee.

Voted on recommendation of the Civil Service Corn- rnittee and the President to approve the following policy for determining the pay status of Civil Service employees in classes assigned to higher pay ranges, effective J,uly 1, 1949:

In those classes assigned to higher pay ranges to reflect in- creased responsibility or a change in duties, employees will be assigned in the new pay range effective July 1, 1949, in accord- ance with Civil Service Rules governing promotion.

In those classes assigned to higher pay ranges to reflect an adjustment in rate only, employees in general will be assigned, effective July 1, 1949, to that step in the revised pay range which corresponds to their present earned step in the existing pay range, and in addition those employees who have not yet reached the maximum of the pay range for their class and who were em- ployed on or before January 3, 1949, will be eligible to receive a merit increase of one increment step.

The following exceptions are noted to this policy : 1. A new employee appointed between July 1, 1948, and

January 3, 1949, at a salary in excess of the beginning rate for the class will be assigned to the lowest step in the revised pay range which will not decrease his present rate and will be eligible to receive a merit increase of one increment. A new employee ap- pointed after January 3, 1949, at a salary in excess of his begin- ning rate for the class will be assigned to the lowest step in the revised pay range which will not decrease his present rate and will not be eligible to receive a merit increase.

2. An employee who received an emergency increase after July 1, 1948, will be assigned to that step in the revised pay range which corresponds to his relative position in the existing pay range prior to the emergency increase. Eligibility for a merit increase will be decided on the basis of employment before or after January 3, 1949, as under 1.

Voted on recommendation of the Civil Service Com- mittee and the President to approve reduction of work week at the Branch stations to 40 hours and amendment of the following Civil Service rules which are affected by this change: Present Rule 14.11:

14.11. The full-time work week for all classes in the University Civil Service employed in the Twin Cities area (i.e., Minneapolis Campus, St. Paul Campus, and Rosemount Research Center) and of the University of Minnesota, Duluth Branch, shall be 40 hours. The full-time work week for all classes employed elsewhere shall be 41 or 44 hours as designated.

This rule shall apply outside the Twin Cities and Duluth Branch areas except that the overtime rate shall apply to hours in excess of 41 or 44 as designated. Revised to read as follows:

14.22. Hours in excess of 40 in any one calendar week, with the exception of shift employees at University Hospitals as provided in Rule 14.23, shall a t the option of the employee be paid at the rate of time and one-half or compensated for by time off a t the rate of time and one-half, provided, however, that the total accumu- lation of such time shall not exceed 40 hours. Present Rule 15.211:

15.211. Each Civil Service employee shall accumulate vaca- tion leave with pay at the rate of one work day for each month of service rendered in accordance with Rule 15.162, provided total employment of the individual employee is regularly 75 per cent or more of the established full-time work week. An employee work- ing regularly at least 75 per cent time shall accumulate vacation in proportion as the time worked bears to the full-time employ- ment. In the Agricultural Schools and Experimed Stations and in those positions in the Twin Cities and Duluth areas which continue to operate regularly on a five and one-half day week, employees shall accumulate one and one-fourth days, or propor- tionate part thereof, for each month of service rendered. Vacation leave shall accumulate during the first six months of service, but shall not be available until the employee has satisfactorily com- pleted that period of service. Revised to read as follows:

15.211. Each Civil Service employee shall accumulate vaca- tion leave with pay at the rate of one work day for each month of service rendered in accordance with Rule 15.162, provided total employment of the individual employee is regularly 75 per cent or more of the established full-time work week. An employee work- ing regularly at least 75 per cent time shall accumulate vacation in proportion as the time worked bears to the full-time employ- ment. In those departments which continue to operate regularly on la five and one-half day week, employees shall accumulate one and one-fourth days, or proportionate part thereof, for each month of service rendered. These rule changes are being made to effect a 40-hour week for employees in the branch stations who presently are working 41 and 44 hours per week. This conforms to State Civil Service practice which will have a standard 40-hour week for all 'em- ployees, effective July 1, 1949.

President Morrill reported to the Board on the Hormel Institute Laboratories dedication ceremonies held Friday, May 27, 1949 in Austin, Minnesota, at which ceremonies Mr. H. H. Corey, Vice Chairman of the Hormel Founda- tion, presented a formal scroll which was accepted by him for the University. The scroll reads as follows:

These recently completed facilities, to be known as The Hormel Institute Laboratories, were designed and built by the Hormel Foundation, and are hereby dedicated to the purposes for which The Hormel Foundation was established. More specifically, and in accordance with the contract between the University of Minnesota and The Hormel Foundation of November 30, 1942, which established the Hormel Institute as a branch of the Graduate School of the University, these laboratories are dedicated to the promotion of education and research in plant, animal, and poultry production and utilization, including the relation of animal products to disease and the treatment of disease, animal and poultry diseases, food technology, nutrition, tree culture, and wood technology, and principles and techniques of management in relation thereto, and such other subjects as may be mutually agreed upon.
