Overview 484-486 Swan St, Sustainability Management Plan Rev D.

The following letter has been prepared to accompany the Sustainability Management Plan (SMP) prepared for 484-486 Swan St, Richmond. This highlights changes to the SMP since the initial issue for

the development's Planning Permit in June 2017.

As part of the planning approval process, this project made a firm commitment to incorporating sustainability initiatives as outlined within the project's initial SMP dated June 2017. Since this time, the project design has progressed to Schematic Design. The project is currently preparing detailed

design and seeking Town Planning Section 72 from the Yarra City Council.

The revised SMP has been written as part of the sustainability implementation monitoring commitment.

It should be noted that while the development of detailed design may mean that the final pathway to achieve Green Star Design and As Built 5 star rating varies, the commitment to the rating will be

maintained throughout.

EXECUTIVE SUMMARY This Sustainability Management Plan has been prepared to demonstrate compliance with the City of Yarra's ESD and WSUD policies. The key sustainability targets and initiatives included in the proposed development at 484-486 Swan Street, Richmond are as follows:

In addition, the building will be addressing the following;

• Indoor Environment Quality: High Indoor Environment Quality (IEQ) will be achieved by using low VOC finishes and low emitting formaldehyde materials, providing ample daylight and external views, good thermal comfort via the façade design and HVAC systems.

• Energy efficiency: The façade will be designed to reduce heating and cooling loads within the buildings and reduce reliance on artificial light through good daylight provision. The HVAC system and lighting design will provide energy efficient solutions.

• Water efficiency: Water efficient fixtures and fittings are proposed to conserve potable water. The development will be reusing rainwater in toilet flushing and landscaping through 50IcL and 20IcL rainwater storage tanks.

• Transport: The site location offers good access to public transport and local amenities, both of which lessen the need for private car usage. The promotion of sustainable transport is further enhanced by providing substantial bike parking, electric vehicle charging points and motorcycle spaces.

• Ecological Value: The site has been previously developed and thus will not be negatively affecting ecological value. The landscape design will incorporate a green wall and planters to increase the ecological value of the space.

• Construction and Building Management: A services and maintainability review is being incorporated into the project program; commissioning of all building services will be in accordance with best-practice guidance; and there will be provision of systems for measurement and monitoring of operational energy and water consumption.

• Building Materials and Waste Management: There will be reduced materiality through efficient structural design, and reduced embodied energy through environmentally-responsible steel production processes. There will be onsite separation of general and recyclable waste streams.

These initiatives, combined with the engagement of a Green Star Accredited Professional (GSAP), seek to reduce energy and water consumption, reduce material and operational costs over the life cycle of the building, while improving amenity and liveability, and creating an environmentally sustainable urban form. The certified 5 Star Green Star rating provides the Yarra City Council with confidence that the Swan Street development has been designed at an 'Australian Best Practice' level of Environmentally Sustainable Design.

1 INTRODUCTION

1.1 PROJECT BACKGROUND

The proposed office development at 484-486 Swan Street, Richmond will incorporate 'Australian Best Practice' level of

sustainable design. This development consists of an office building incorporating a 3-level basement, common area, café, office area and end of trip facilities. Table 1-1 below summarises the total floor area of the development:

This report has been developed to summarise the sustainability strategy for 484-486 Swan Street and to demonstrate its intention to meet the City of Yarra's Environmentally Sustainable Design planning requirements.

Specifically, this Sustainability Management Plan seeks to:

• Provide a detailed assessment of the development utilising the Green Star Design and As Built V1.2 rating tool to demonstrate a pathway for achieving a 5 star rating level as demonstration of an Australian Excellence level of

• Summarise how the current design incorporates initiatives to meet this rating commitment

1.2 DOCUMENTATION UTILISED

As part of the preparation of this plan, the following design documentation has been used

• The architectural drawing set issued as a revised Preliminary Town Planning — 28th May 2019, Techne Architecture + Interior Design have been used for the development of this Sustainability Management Plan.

• Loading dock and Bicycle Parking as described within Ratio Consultants 10th May reporting

1.3 SIGNIFICANT DESIGN CHANGES

A number of amendments that improve the development's sustainability have been incorporated since the previously approved proposal, including:

• Nominate of onsite renewable energy generation via a 40kW solar PV array.

• An additional 10kW of solar PV capacity could be achieved if the roof mechanical plant height was 4.5m and the solar array extended to cover this plant (area shown in blue below), increasing the total to 50kW

1.4 CITY OF YARRA SUSTAINABILITY REQUIREMENTS The floor area of the development is greater than 1000m2, so requires implementation of the Sustainable Design Assessment in the Planning Process (SDAPP) framework. The City of Yarra Clause 22.17 Environmentally Sustainable

Development requirements and targets for 484-486 Swan Street are outlined in Table 1-2.

1.5 SUSTAINABILITY BENCHMARKING TOOLS

1.5.1 GREEN STAR RATING DESIGN AND AS BUILT

The 484-486 Swan Street Office Development has committed to achieving Green Star 5 Star Design & As-Built v1.2 rating.

Green Star is an internationally recognised sustainability rating system that provides independent verification of

sustainability throughout the life cycle of the built environment. The use of Green Star rating tools ensures that the development will meet an 'Australian Best Practice' level of sustainability and is nominated within the City of Yarra

Planning scheme.

The structure of this report demonstrates the analysis and planning the project team has undertaken to meet the 5 Star Green

Star Design and As-Built rating commitment. The pathway identified shows that an appropriate level of environmental performance is achievable to exceed a 5 Star rating. Whilst development of detailed design may mean that the final pathway

varies, the commitment to the rating will be maintained throughout.

1.5.2 NABERS

The National Australian Built Environment Rating System compares the performance of a building to benchmarks that represent the performance of other similar buildings in the same location. NABERS uses 12 months of measurable

information such as energy and water bills or waste consumption data as the basis for their ratings. The NABERS benchmarks that will be targeted in the development are shown below in Table 1-3.

2.1 INDOOR ENVIRONMENT

QUALITY

Improving Indoor Environment Quality (IEQ) generally enhances the well-being of occupants and reduces the building impacts on health.

Implementation of passive design principles can lead to an overall energy saving due to the reduction of energy demands required for

heating, cooling and artificial lighting. Initiatives of the proposed

building design that address IEQ criteria are described in the following sections.

2.2 ENERGY EFFICIENCY AND PERFORMANCE

This development has been designed with a focus on energy efficiency and performance encouraging the use of passive design principals including thermal mass, appropriate shading and daylighting balance, minimum VLT average of 40%,

building orientation and improved insulation to decrease the reliance on energy dependent mechanical systems. Onsite energy generation will also be employed to reduce the total peak electricity demand.

2.3.4 RAINWATER HARVESTING

A minimum 501cL plus a minimum 20kL rainwater tank will be installed onsite to allow for

buffer through high storm events. The 501cL tank rainwater will be collected from non-trafficable balconies and terraces and will be connected for reuse to the tenants' toilet flushing. The 201cL tank rainwater will be collected from non-trafficable roof areas and will

2.4 WATER SENSITIVE URBAN DESIGN (WSUD)

The development addresses City of Yarra Clause 22.16 Stormwater Management (Water Sensit ive Urban Design)

requirements and targets through a variety of means. A MUSIC assessment was conducted for the development, the

results of which are at Appendix B, the assessment determined that the two rainwater collection tanks and additional

treatment pits are required to comply with the stormwater management objectives. A raingarden is also proposed to be installed at ground level which will treat rainwater runoff from balconies above and will help to improve the quality and

reduce quantities of stormwater leaving the site. Sections 2.7.5 Waste Management and 2.3.2 Landscape Irrigation

outline how the development addresses the other aspects of Clause 22.16.

2.6 ECOLOGICAL VALUE

The ecological value of the site is important because it connects the site to a greater green network, increasing habitat

connectivity, and watershed drainage. It also helps to ensure that not too much land is impermeable, increasing the heat island effect.

2.8 EMISSIONS

2.8.1 INSULANT ODP

Similar to the zero ODP refrigerant objective of the development, the project will also ensure all thermal insulation specified for use in the project will have zero use of ozone depleting substances. The manufacturing process for thermal

insulation commonly uses blowing agents which are not zero ODP. Therefore, the insulation will be specified to stipulate zero use of ozone depleting substances in both composition and manufacture.

2.8.2 LIGHT POLLUTION

Light pollution is harmful to the environment in various ways, including having a disorientating effect on migratory birds, and disrupting biological rhythms of animals and insects. The development is committed to meet the criteria of

Green Star credit 27 Light Pollution, which aims to encourage and recognise developments that minimise light pollution into the night sky.

The development will minimise light pollution into the night sky and onto neighbouring properties by ensuring the following:

• No external luminaire has an upward light output ratio that exceeds 5%; and

• The lighting design complies with AS 4282 'Control of the Obtrusive Effects of Outdoor Lighting'.

2.9 CONSTRUCTION AND BUILDING MANAGEMENT

2.9.1 ENVIRONMENTAL MANAGEMENT PLAN

The head contractor will develop and adhere to a project specific best practice Environmental Management Plan (EMP)

to assist the Head Contractor, and all engaged subcontractors, to minimise environmental impacts during construction.

2.11 GREEN STAR BENCH MARKING

Included within 0 is the Green Star pathway developed for this project. This pathway has been compiled utilising the initiatives described within section 2 of this report to demonstrate the capacity of 484-486 Swan Street, Richmond, to meet its commitment to achieve a 5 star Green Star Design and As Built rating. The current points tally, at this stage of the design development, is 63, with an additional 11 points still being investigated; providing a healthy buffer to meet the 60 points required to achieve a 5 star Green Star Design and As Built rating.

Through this pathway, it can be seen that Riverlee has undertaken appropriate analysis and planning to meet this outcome — and whilst the final pathway may vary as the design is developed — the commitment to this rating will not.
