A s I begin my term as your new Presi-
dent I have several things I would like
to address. First I would like to thank Past
President Fred Kinner for all he has done for
this Association and for the help and support
he has given me as I begin my duties as your new President.
Fred’s energy and talent will not be lost to us completely as he
has agreed to serve as the new Web Master.
We have some other changes as well. David Arnold has
been elected as your new Executive Committeeman. His former
role of GMAC Rep. has been filled with the appointment of S.
John Fancher. GMAC has returned to its roots and is now Na-
tional General Insurance. New to the position of Provident Guild
Rep. is Linda Burr. Her energy and enthusiasm should help to
increase the number of carriers that have taken advantage of this
wonderful benefit. Thanks to former Provident Guild Rep. Ken
Denton for his many years of service. A special thanks to former
Web Master Mike Ayotte for the herculean task of setting up our
web site and doing all that was needed to make it secure, provid-
ing access to members, and posting the information.
Having recently attended the National Convention in St.
Louis, I received a more detailed picture of the problems facing
our Union. Both of the main issues while different are of great
concern to all of us on your state Board. First is the issue of de-
clining membership. Nationally we have seen a substantial de-
cline in members from 2008 through 2013. This translates to a
loss of dues revenue needed to do the business of this Associa-
tion. Further impacting our revenue is that which is lost from non
-members, most of who have never joined yet continue to avail
themselves of the benefits this Association has fought for and
secured for the Rural Carrier Craft. Folks if you know a carrier
that is not a member please ask them if they will allow you time to
go through the benefits of Union membership with them. If you
need some talking points, contact your State officer for a detailed
list. If you know of a carrier that is about to retire please reiterate
the benefit of continuing membership.
Our second issue facing the Rural Carrier Craft is the
current financial state of the Postal Service and its solvency going
forward. On this front we have forces to battle from within such as
Postmaster General Donahoe. From without, we must rally against
actions in Congress such as H.R. 2748 and S.1486. While mem-
bers of past Congressional sessions created the problems, some in
this term would further exacerbate the problem by moving in a
course that would lead to the Postal Service’s demise.
The news is not all gloom and doom. We still have broad
support in Congress for our positions. Many Representative and
Senators serving us in Washington from New York State and na-
tionally do get it and are advocates for our cause. One such mem-
ber is Congressman Emmanuel Cleaver. His impassioned speech
at the National Convention gave great hope to the members in
attendance. We will continue working with the National Office on
legislative issues facing this Association. Your State Board will be
making a major push for PAC, the GrassRoots initiative, and a
new program called GRASSTOPS. Please look for more infor-
mation in this newsletter issue on how you can get involved and
from a mailing you will receive soon. No longer is being a mem-
ber by paying dues alone sufficient to maintain the quality of our
Rural Carrier jobs. We are in for a long hard fight which will re-
quire both your financial support and member’s action to win.
I would like to close by welcoming our new members
and thanking previously existing members for the support you
show our Union. Together by the strength of numbers we can pre-
serve our jobs and ensure the solvency of the U.S. Postal Service.
Be involved, be professional, and be safe.

GRASSTOPS What’s this?
Grasstops is about personal relationships that individual members have with their Congressman or Senator or with someone else that
has that type of relationship. The goal is to have strong voices on the side of the Union that can create an impact with Congressman or
Senators.
Why is it important?
When legislation that is harmful comes before Congress we will be able to contact Congressman and Senators through the connections
we have established. Perhaps we could use our connection with a prominent business person to ask them to call on our behalf. We may
even be able to set up a meeting in our district to discuss matters.
How you can participate!
If you have any personal connection to any of our Congressman or Senators (i.e. you go to the same church, belong to the same VFW
post, have kids on the same sports team) or know someone who does, that’s a connection we want to know about. If there are clergy,
business owners, civic leaders with these connections they could have an impact with the Congressman or Senator we might not be able
to make. Are there any businesses in your area that are major donors to the Congressman’s or Senator’s campaign? What business facil-
ities are in your area that are reliant on the USPS to deliver to them and ship for them? What sub-sector of the population is there that
depends on the U.S. Mail to keep them connected to the outside world? Think (Amish in Western N.Y.!) We need this information sent
to our Grasstops coordinator as soon as possible. An e-mail contact list will be established and a call to action notice sent when we need
to utilize these connections. For now I will be acting as Co-ordinator for New York. I will be working with the Legislative Director, Jeff
Gilman and the State Secretary, Lois Bailey to further develop this initiative within our state.

If you are on LWOP or Worker’s Compensation, dues payments are not deducted from your check. We want to make sure that
your union membership remains current and that you do not lose eligibility to any union benefits. A “member in good standing” is a
member who has made timely payment of dues and has not voluntarily withdrawn or been expelled or suspended by the Association. In
order to remain a member is good standing you are entitled to make a one time cash payment of $84.60. This amount equals the current
membership dues for a retired carrier. If you remain on Worker’s Compensation for the duration of the current membership year, this
cash payment will complete your 2013-2014 dues. The current membership year ends June 30, 2014. If you are still on Worker’s Com-
pensation at the conclusion of the current membership year, you will be required to make a payment of the current rate of dues.

Open Season for Health Benefit Plans Is fast approaching
Be sure to check out the Rural Carrier Health Benefit Plan when you are comparing the different
health benefit plans offered during the open season next month. RCHBP is among the very best listed,
and the price is comparable. The U.S. Office of Personnel Management (OPM) will be releasing the
2014 premium rates for Federal Employees Health Benefits plans, including the Rural Carrier Benefit
Plan (RCBP). OPM calculates the amount (in dollars) of the health benefits contribution that rural
carriers receive from the U.S. Postal Service each pay period, based on the current labor contract be-
tween the Postal Service and the National Rural Letter Carriers’ Association. Watch the website and

Changes... Changes have been many since the last issue of the NYRLCA newsletter. State convention brought many proposed resolutions and con-
stitutional changes forward; I want to speak with you about 2 of these changes.
1) The first change is with the way the delegates to state convention are compensated. For the past few years the board has seen a decline
in attendance at state conventions, and realizes that for some the financial burden on top of time away from family was more than they
could afford. With this change to Article VI section 3; all delegates will be paid the same (no more state paid delegates). That is to say
all delegates will receive mileage at twice the IRS rate (currently 56.5 cents per mile) and $150.00 per day per diem as long as they at-
tend all scheduled business sessions, caucus, and remain at convention until all delegates duties are completed. 2014 NYRLCA State
convention will be held at the Holiday Valley Resort in Ellicottville NY. It’s a great place to bring the family to have fun while you at-
tend the business of the association. Each County/Area unit is entitled to 1 (one) delegate per every 10 members, but this past conven-
tion there were 6 county/area units with NO representative there, no votes were cast from those county/areas. I hope this will inspire
those who are curious of what can be learned at the NYRLCA State convention to bring their family and see for themselves what it is all
about. To become a delegate to state convention, attend your county/area spring meeting and ask to be nominated as a delegate, then
your name as well as any others will be voted on to attend. I have enclosed a list of current county/area membership numbers, so you
will know how many your county/area maybe entitled to have. Please consider attending in 2014 @ Ellicottville, hope to see you there

.2) The second change to the state constitution affects the Delegates to National Convention, in that the mileage now has a cap of
$700.00, per diem of $75.00 remained unchanged. The change is the additional payment for 5 days lodging reimbursement of up to
$1000.00 (receipts/documentation required). National conventions are very expensive, with this additional lodging reimbursement it
should help encourage more members to be nominated and elected to attend national convention, which by the way, we were short 2
delegates at the convention in St. Louis MO this year.

RCA SHORTAGE…know your rights:
In WNY we have a major issue with a shortage of leave replace-
ments. Carriers are being denied AL. Some carriers can’t get
their relief day and are having 2080 problems. RCA’s are being
forced to work long hours carrying more that one route. Accord-
ing to the contract, each regular route is entitled to a leave re-
placement. However, we all know that is not the case. With the
possibility of 5 day delivery on the horizon, many Postmasters
did not hire replacement carriers. Many RCA’s quit their RCA
job and found other employment because they thought they
would be eliminated.
Regular carriers have the right to have a leave replacement be
assigned to their route. Management must make every effort to
expeditiously fill leave replacement vacancies when they occur
(Art 30.2.A.2). Management has a reasonable period of time to
obtain an RCA for the route after the carrier’s request. This is
generally defined as 120 days. The requests should be in writ-
ing, dated, and a copy kept by the carrier. If management is un-
successful in hiring an RCA and there are at least two K routes, a
PTF position may be created. When management does not hire
an RCA within a reasonable period, the District or Assistant Dis-
trict Representative should be contacted.
In the meantime, a carrier should not be unreasonably denied
leave. It is the carrier’s responsibility to plan leave when a leave
replacement is available (Art 10.2A). Holidays can create a de-
mand for RCA’s so plan your leave in advance. It is manage-
ment’s responsibility to schedule the leave replacement. The
RCA’s first responsibility is to their primary route. If you don’t
have an RCA or if your RCA is unavailable, then management
should be utilizing the Matrix and the Order of Consideration
(Steward Ref Guide O-6). To avoid problems, it is suggested that
management check with the regular carrier before scheduling their
RCA on another route. Sometimes an RCA needs to be borrowed
from another office. Management should ask the RCA’s regular
carrier if they plan on using the RCA. If not, the RCA is sched-
uled in the borrowing office and cannot be called back to the home
office.
Points to remember…
…A regular carrier cannot carry another route
…All approved annual leave requests must be honored except in
serious emergency situations
…A regular carrier has the opportunity to work their relief day
prior to scheduling an RCA from another office
…When a regular carrier not on the relief day work list, is required
to work their relief day, they are paid 50% plus an X day as sched-
uled by management (Art 9.2.C.2.g).
…A regular carrier’s relief day is Saturday, unless mutually agree-
able, unless it is a “formula office” (if unsure if you are in a formu-
la office, contact your representative)
COLA INCREASE:
Effective September 7, 2013 (PP 20-13), there will be a $562 CO-
LA increase for eligible regular carriers. In addition, eligible carri-
ers will receive the deferred payment from July 2012, of $375, for
a total of $937/year or $36.04/pay period for a 40 hour route.

of this annual sum shall be rebated to the
County or Area Association of which they
are a member of as of April 1 of the cur-
rent fiscal year; and b. Any subsequent increases to the Nation-
al per capita dues (base of $408.00) will
increase the total annual dues. 2. The State portion of dues for Substitute
Rural Carriers, Rural Carrier Associates,
Rural Relief Carriers shall be equal to one
-third (1/3) hour of Basic pay per pay peri-
od at thirty eight (38) hours, Step 2 of the
effective Rural Carrier Evaluated Schedule
on January 1, minus the current National
per capita dues for leave replacements . a. Seventeen and one half percent (17.5 %)
of this annual sum shall be rebated to the
County or Area Association of which they
are a member of as of April 1 of the cur-
rent fiscal year; and b. Any subsequent increases to the Na-
tional per capita dues (base of $143.00)
will increase the total annual dues. 3. The State portion of dues for Retired,
and retired associate members shall be
nineteen ($19.00) per year. a. Seven and one quarter percent (7.25%)
of this state portion shall be rebated to the
County or Area Association of which they
are a member of as of April 1 of the cur-
rent fiscal year ; and b. Any subsequent increases to the Nation-
al per capita dues (base of $42.00) will
increase the total annual dues.

H ello. Hello. Wow! I am getting a lot of
questions lately pertaining to who
should be called first when there is no leave
replacement available to cover a route in the
office. There is a reference sheet that we stew-
ards refer to as the “Order of Consideration”.
The “Order of Consideration” form is in a simplified version of
the actual wording from the Andrea Wilson Letter 09-01-2000
that management should follow in order to provide coverage for
the route.
The letter states: “Signing the relief day work list does not pro-
vide an entitlement to the regular rural carrier to work the relief
day due to the unavailability of a leave replacement. Manage-
ment must first follow the provisions outlined in Article 30 to
provide coverage for a route by utilizing the matrix, PTFs, or
Qualified leave replacements in the delivery unit. Management
may then assign the route to other leave replacements in the of-
fice, or on some occasions, management may split a route, prior
to utilizing a regular to work on the relief day. A regular carrier
on the relief day work list must be utilized prior to other regular
rural carriers on his or her relief day, in accordance with the ap-
propriate provisions of the Agreement. A regular carrier may not
work the relief day in order to allow the assigned leave replace-
ment a day off without utilizing the relief day work list proce-
dures.
Article 30.2.o.4, indicates that if management has exhausted the
matrix and attempted to use a qualified RCA in the delivery unit
in order to cover a route, - the Employer may designate any other
leave replacement prior to selecting a regular rural carrier to work
in accordance with Article 8 Section 5. The other leave replace-
ments referred to would be unqualified substitutes, RCAs, or
RCRs in the delivery unit or qualified or unqualified substitutes,
RCAs, or RCRs, in other delivery units within the office. A leave
replacement may not be borrowed from another office until all
available regular rural carriers (on and off the relief day work list)
have been assigned to work the relief day”.

Will Postal Reform Happen This Congress?
C ongress continues to stall on any meaning-
ful postal reform. Congress is just return-
ing to work as I write this article. They will be
tackling the budget which at the present time is
operating on the continuing resolution that is set to expire at the
end of September. The House sub-committee passed HR 2748 on
July 24 on a party line vote with no Democrats voting in favor of
the bill. Sometime in the future this will be scheduled for a full
House vote. This bill contains language that would allow delivery
frequency to be reduced to 5 days per week and 6 days for pack-
ages and prescriptions. On any day the Postal Service does not
deliver mail the mail box would be available for use by another
entity. There would be a phase out of door delivery in favor of
cluster boxes and curb delivery. The prefunding of the retiree
health benefits would still be required with the missed payments
from 2011 and 2012 forgiven. 2013 and 2014 payments would
not be required and then payments would resume with fully fund-
ing by 2056. This legislation would require postal employees pay
the same premiums for their health insurance as other federal em-
ployees and would clarify the pay and benefits parity with the
private sector. No lay off clauses would be excluded from future
contracts and postal employees would be included in any reduc-
tion of forces as the rest of the federal work force.
Just as Congress was going on their summer break Senators Carp-
er and Coburn introduced S1486. This would maintain delivery
frequency for one year after enactment but would allow for reduc-
tion if it would lead to solvency of the postal service. This bill
would also allow for the reduction of door delivery in favor of
curb and cluster box delivery. The prefunding of the retiree
health benefits would be recalculated to be fully funded by 2052.
A postal only health plan may be established outside of the Feder-
al Employees Health Benefit plan( FEHP). The Postmaster Gen-
eral continues to push for the reduction in delivery frequency. He
also is continuing is pushing to have a postal service only health
plan. These actions will take Congressional action to implement.
There is continuing need to inform and educate congress on the
short fall of these current bills. Check the National web site for

P AC dollars are important to protect your job and benefits. We continue to be attacked as a way to save the USPS.
Congress has introduced bills that will harm us and attempt to dismantle the USPS. Cutting delivery days, closing
post offices and processing facilities, cutting your pay and benefits are all parts of these bills that are up for debate.
Your PAC donations are used to educate your representatives. These donations are pooled with other states donations
and are contributed to those who are in leading positions and are responsive to our causes. Your donations are strictly
voluntary and are not tax deductible. I would like to thank all those who contributed this past year helping New York
raise $17,234.00. This put us in 15th place out of the 48 contiguous states. This I feel is a great accomplishment considering that we are
not allowed to conduct raffles.
At the state convention held in Ellenville we raised an incredible $4,067.00. This was helped in part by the generous “donation” of Earl
Gaden’s hair and beard. This is Earl’s second “donation”. He had grown his hair long enough to be donated to the Locks of Love pro-
gram to benefit cancer patients.
A huge Thank You needs to go to the Auxiliary for their part in organizing
a letter writing campaign. More than 80 letters were mailed to your repre-
sentatives asking them to support current bills in Congress that support
maintaining 6 day delivery. Please consider dropping me a donation to
PAC. We have some new pins for your contribution this year Remember to
cast your vote on November 6th.Continue sending your PAC donations to

I have chosen Juvenile Diabetes Research Foundation - JDRF CURING TYPE 1 DIA-BETES (T1D) as my
Humanitarian Project for the National Rural Letter Carriers' Association Auxiliary 2013-2014 year. When I
started my journey on the National Auxiliary Board on August 21st of 2009, my twin brother Shawn P.
Reardon had just lost his long battle with Type 1 diabetes. He had passed away eighteen days earlier on Au-
gust 3, 2009. We had talked about my running for the National Board, and he even helped me make some
of the handouts I used that year. I assured him that if elected my Humanitarian Project would be about rais-
ing money for a cure for TYPE 1 Diabetes.
My Goal is the same as JDRF, which is to improve the lives of all people affected by T1D by accelerating progress on the most
promis-ing opportunities for curing, better treating, and prevent ing T1D. - See more a t : ht tp : / / j dr f .org /
My wish is to expand the knowledge of the rural letter carrier family about the hazards of T1D diabetes. What can and is being
done about it through the efforts of JDRF. What they have available, and all the work they are doing in research and education, it
just might save your life or that of a loved one.

Two (2) ways to pay your dues;
To become a Dues Withholding Member, simply prepare P.S. Form 1187 (or Form 1187R if re-
tired), and submit with this form to State Secretary. The dues withholding program is a simple way in which to spread your dues over the year in equal payments. Once on dues withholding,
you do NOT need to renew annually. You are strongly encouraged to utilize this program.
CASH PAY Rates: Dues year is from July 1 thru June 30 of each year. Should you choose to be a Cash Pay Member, make your check payable to the NYRLCA for the total annual amount; no partial payments allowed, and submit with this form to the State Secre-
tary. Those NRLCA members who have signed an authorization for deduction of dues and do not wish to participate in the Family Plan may request a refund of Auxiliary dues. Such refund request must be made in writing to the NRLCA Secre-tary-Treasurer. Requests must be sent in after July 1st and before September 30th. Union Membership affords you the opportunity to participate in our vision, dental, medical health plans, and auto, life and disability insurance*. Information on these benefits may be obtained from the State Secretary. Your dues include mem-bership in the National, State and County/Area Associations. * Some restrictions may apply to relief carriers Dues, assessments, contributions or gifts to the NYRLCA are not deductible as charitable contributions for federal income tax purposes.
