A Parish Council big thank you to all those Groups, Clubs, Societies and Institutions that make a “village a village”. A very happy Christmas and New Year to all parishioners.IN TOUCH - Another year almost at a close and time to thank all those involved in the preparation and distribution of the monthly village magazine – 1000 magazines each month. Eileen Lewendon, John and Julia Hincks and the many loyal helpers that distribute the village magazine through all kinds of weather; the editor Stuart Whitcombe for compiling and layout of the magazine, contributors and of course our many advertisers for their support. VILLAGE MAINTENANCE - A big thank you to our handyman Graham Brumpton who always goes that extra mile keeping the grass verges and amenity areas trimmed and tidy including public footpaths and the nature trail. LITTER PICKING - Thank you to our community cleaners Kevin and Mark who help keep our streets free from litter. They also go that extra mile literally to clear litter from village verges discarded by selfish motorists. NATURE TRAIL - This has been an extremely successful parish council led project. However the transformation from waste land to Nature Trail could not have been achieved without community support. Our thanks go to Maurice and Jackie Taylor and the team of volunteers who spend many long hours improving access to the Nature Trail. Coppicing, setting of thousands of bulbs and seeds, cutting new pathways and steps. This is all providing an improved environment and habitat for wildlife, fauna and flora. Keep the good work up. CHRISTMAS LIGHTS - A regular group of volunteers each year adorn the Yew trees in St John the Baptist Church cemetery with coloured lights. Thank you to them. NEIGHBOURHOOD WATCH - Our thanks to Helen and Steve Bill. With the reduction in policing we are very fortunate to have Helen and Steve who organise the scheme keeping us informed of police alerts and also open up the police station on a regular basis for parishioners to drop in to discuss any concerns they may have. Thank you. ALLOTMENTS - Grow your own vegetables next year. The parish council has allotments at Woolsthorpe Road and Stamford Road ….. £15 per year. It is very rewarding when you see your own fruit and vegetables growing – taste the difference! Contact the Parish Clerk on 01476 861888 and check if there is one available or place your name on the waiting list. HIGHWAY FAULTS - Lincolnshire County Council, as Highway Authority, is responsible for managing and maintaining the road network in Lincolnshire. They have a very good website for reporting faults e.g. potholes, pavement/road defects/street lights/missing damaged drain or manhole etc. Go to: www.lincolnshire.gov.uk/report-highway-defects or alternatively telephone 01522 782070 but the website is the most effective way and you can upload a photo of the problem.

COLSTER WAY RECREATIONAL PARK WREN have awarded the Parish Council £50,000 towards the provision of Recreational Play and Exercise equipment for the park. The parish council prepared the application following survey results obtained during the preparation of the Neighbourhood Plan and further consultations with local groups including children from the Primary School and Youth Club. Detailed layout plans will be published shortly. It is anticipated that the project will be completed in the first quarter of 2017.

Spotlight on F.O.C.U.S (Friends Of Colsterworth United Societies)

We recently held our AGM and it was an excellent meeting with frank discussion and of course some jollity. Bill stepped down from the Committee and I am sure we would all like to thank him for his support and commitment over the last few years. Chris has agreed to join us, what a brave lady! The rest of the Committee were voted back in for another term. Bill, however, is happy to continue running the Kurling competition but says that next year there will be RULES! Wonder what he means by that?After the meeting over thirty of us repaired to the White Lion for lunch which June had previously arranged. What a lunch it was, real good comfort food, sausage and mash and cottage pie. I noticed that some had both and this little piggy had seconds. Well, it was offered and it would have been rude to refuse. Then came, in my opinion, the piece de resistance, the sponge syrup pudding. It was glorious and came with loads of syrup. Guess who persuaded the waitress to give him extra custard? Anyway after that meal I think many of us were ready for forty winks. Thank you Madeleine, Dave and Staff.

LUNCHEON CLUBThis year, by popular request, we are returning to Belton Park Golf Club for our festive meal. At the moment there are sixty attending. If you want to join us next year for lunch please ring June on 861400 and she will give you all the details.Our last Kurling session is on December 19th when mulled wine and mince pies will be served. A massive well done to the thousands of people who turned out for the march against overnight A&E closures at Grantham Hospital on 29th October. In recent days, the Lincolnshire County Council health watchdog voted to refer the ongoing overnight closure to Jeremy Hunt, the Health Secretary. A massive well done to them too. The Fighting 4 Grantham Hospital group hold a vigil outside the hospital on Wednesday evenings from 6:30pm - 9:00pm, please join them if only for a while. Yes, I know it’s cold.....and it may rain....and yes, it may be uncomfortable....but not as uncomfortable as being flat on your back on the pavement waiting for hours for the over-stretched ambulance service to arrive.The festive season looms and I will say only this to you all......may your tinsel never tarnish ☺

Women’s Institute The most important thing first, thank you all for the support which you gave us for our coffee morning in aid of the Associated Country Women of the World project in the Kasese province in Uganda. To the people who dropped money off before the event, thank you. To the ones who left donations at the White Lion and items either for the raffle or the bring and buy stall, thank you. To those who turned up on the day and spent your money, thank you. To those who baked the cakes, thank you and to Dave and Madeleine who provided the coffee and biscuits and of course the venue, thank you. In those two hours we raised an incredible two hundred and forty two pounds. The ladies in Kasese are going to be thrilled with their sewing machines and their daughters will be happy that they won’t be missing school for a few days each month. This month’s activities haven’t been so hectic. No General meeting just a celebration of our ninety ninth anniversary, girding our loins ready for our centenary next year. There

was some activity a few weeks ago in the village in preparation of our remarkable achievement. All will become apparent in a few months time (we hope). Our celebration was held as usual at the White Lion when fifteen of us and one visitor, who plans to join in January when subs are due, sat down to our personal choice of the substantial menu one finds at our local. It was only illness, work or hospital appointment which kept our other three members unable to join us. Our mains were superb as always and we left room for “afters” before the coffee arrived. We congratulated Mary Cowley on her success at the Make, Bake and Show event at Navenby. She had received a gold star for her handmade greetings card and a red star for her knitted teddy bear. Well done Mary. We also heard that three of our members had taken part in a craft workshop making crackers and table decorations for Christmas. Maybe we shall have more entries in the bi-annual event of the show which Mary entered this year. There was a plethora of raffle prizes and our President, Janet, clever girl, picked my ticket out first (no, it wasn’t fixed, honest). Right that’s the jollifications over, our next activity is to decorate our Christmas tree for the parish church tree festival

and to take part in the bazaar with our usual chocolate tombola. Our December meeting will be a week earlier than normal, on the 13th in fact, when we shall be getting into the Christmas mood with the Focus Group Singers with their seasonal songs. I dare say that there will be some seasonal fare at refreshment time (especially as it’s Rosemarie and Gillian hosting ). There will be a little business, especially as we side-stepped it this month. We have to decide individually which proposed resolution to vote for the final one to be proposed at next years annual meeting in June. There are plenty to choose from, very varied too. You will find them in the latest edition of W.l.Life. Bring the form along so that we can send them to Sleaford office, you won’t forget will you? (in your dreams Dotty). The monthly competition is a Christmas tree decoration. If you would like to spend a musical afternoon why not join us in the Sports and Social Club ? You will be very welcome. Take a break from the Christmas shopping, it will be too early for making the mince pies, and the cake should have been made weeks ago, so we shall see you at the usual time of two o’clock, yes? NOVEMBER MEETINGOn November 14th the club held an “Open Meeting” when villagers were invited along free of charge to meet with us and to hear our November speaker David Tideswell. 20 Guests accepted our invitation (four of who joined the club) and together with 19 members heard a very instructive, interesting and humorous talk on the Robin, one of the country's best-loved birds. David explained how he first came to be attracted to the Robin and how he now collects all sorts of “Robin memorabilia”. He told us that until the Victorians started to produce Christmas cards the Robin was known simply as the “Redbreast” and christened “Robin Redbreast” after the postmen who wore bright red frockcoats as their uniform. The name stuck. In recent times “Redbreast” was dropped, and the bird was just called “Robin”.We learned that the Robin is in fact a migratory bird, with British birds flying south for the winter to be replaced by birds from the colder parts of Eurasia further to the north and east of the UK.David showed us a number of slides, many taken in his own garden, showing many different sides to the bird – they are friendly to us because of our habit of turning over the soil revealing worms and grubs for eating, but they are fiercely territorial, some times fighting to the death over territory. The female chooses the nest site and broods the young, while the male keeps her supplied with a steady stream of mouth-watering food. He also looks after the fledglings while the female starts another family. David also had number of tips as to how to attract Robins into our garden, and how to make and situate a nest box for them to breed in.OUR NEXT MEETING ON DECEMBER 12TH IS THE CLUB'S ANNUAL GENERAL MEETING AND WE ASK AS MANY MEMBERS AS POSSIBLE ATTEND TO HEAR ABOUT THE SUCCESS OF THE CLUB IN THE PAST YEAR, APPROVE THE ACCOUNTS AND ELECT THE COMMITTEE. Colsterworth Pre-School NewsWe’ve had busy start to this term and we can’t believe we are already only a few weeks away from Christmas. So far this term the children have been exploring shops through visits and role play. They have enjoyed reading The Smartest Giant in Town story and used their knowledge of the story to make a shop with a collage display of the giant in the corner and displays of sweet jars. In addition to this our children have been learning new songs for our Nativity Play, The Christmas Three, which the children will be performing to parents nearer Christmas.

Free SessionsFeedback from parents has indicated that recent play and stay sessions have not provided prospective children and parents an in depth view of enthusiasm for play based learning and home from home care. Therefore from January we will be offering 2 free 3 hours taster sessions to all new children interested in attending our setting. through the earth, it expands into a parallel sided fruit and opens a little as it disintegrates into a pool of inky fluid. Blackening Waxcaps begin as cone shaped toadstools about 2cms or less across with bright red shiny tops which become black with age. They were found both on lawns and in short grass on verges. Sadly large Shaggy Brackets high up on the tree trunks are killing ash trees in Tortoiseshell Wood. The unusual Earth Stars have left dried remains at the western end of the Woolsthorpe Line. The most intriguing report this month is of Leopard Slugs in a Gunby Garden They are distributed all over Britain but are poorly recorded despite their distinctive appearance. They are up to 15 cms long when fully extended with spots on the mantle (on back behind head). They eat decayed matter (no greens) and sometimes small slugs of other species. To Look For In December - Please make a particular note of your garden birds, how many of what kind — any finches, any waxwings? Can you find a leopard slug? Any records will be forwarded to a national recording scheme. A photograph would be useful. Happy natural history watching over Christmas. Many of you have commented on the lack of birds in gardens at the beginning of November. This could be because there is so much in the way of food (fruit, seeds and invertebrates) available in the wild that they do not need the support of our feeders. The amount of shelter, particularly well grown shrubs, is also a factor. The drop in the numbers of finches is particularly marked, with many succumbing to a disease which prevents them feeding. The bullfinch does seem to be doing well locally with several gardens with regulars and also seen on the Woolsthorpe Line and on the Stamford Road. Elsewhere Little Egrets are back. Thank you for your records of these, mostly of a single one but also three together at one point. Skeins of geese were seen flying south over Colsterworth on 11th November. Redwings and fieldfares were feeding on the Woolsthorpe Line.

the Al at Colsterworth. The drawing is from one of a series of fine photographs taken by a resident in a garden at Woolsthorpe the last time we had a ‘waxwing winter’. The last records of Red Admiral, Small Tortoiseshell and Peacock butterflies in flight were on November 10th. Garden flowers are still flowering abundantly in the third week of November and a queen Bufftailed bumble bee was out on sunny days in Woolsthorpe. However, by contrast, on the Woolsthorpe Line East and at Tortoiseshell Wood only the White Dead nettle was a nectar provider. Amongst the fungi there were one or two striking specimens.

Neighbourhood Development Plan Progress Report: October 2016

1. Following pre submission consultation, the following actions have been taken:

i. The vision statement has been broadened and now reads: “A flourishing, diverse community in an economically sustainable rural environment, that conserves its natural and historic heritage, and quality of life.” ii. The objectives have been separated into over arching and specific aims; iii. Headings have been tidied up to reflect the objectives;iv. The significance of Isaac Newton has been made more prominent;v. Policy 1 now gives an indication of small scale development, up to 10 dwellings in Colsterworth and Woolsthorpe and up to 3 dwellings in the smaller villages;vi. A slight change to the wording has been made to Policies 4, 7, 8 and 9. Point “F” has been removed from Policy 9 because of a lack of evidence.vii. Views “to and from significant heritage assets” has been added to Policy 5;viii. Reference to “none designated heritage assets” has been included;ix. Policy 15 has been revised and now concentrates on “Traffic Management”;x. Footpaths and rights of way are covered in a newly introduced Policy 16;xi. The following 3 green spaces have been removed – setting around the ford at North Witham (includes highways land/not suitable), the Village Hall Field and Children’s Play Area, North Witham (already protected and 15 responses strongly against inclusion), and Twyford Wood (already protected and not thought to meet the criteria of a green space);xii. Two of the maps have been improved. Our thanks to Derrick Hamilton-Hinds for his work on improving the maps;xiii. “Improving the Call Connect Service” has been added to the Aspiration List;xiv. Various sections of the Plan have been made more concise.

2. The following work is to be undertaken in November:

I. A few words need adding on the vernacular of the smaller villages and one or two other small changes to the text are required;ii. The remaining maps are to be improved;iii. Policy 5 – Views 4, 5, 6 and 9 are to be checked against pre submission comment. It may be necessary to amend the Policy;iv. Photographs will be taken/retaken to reflect changes to Policy 5;v. Policy 13 is to be revised. We have been advised that the category of uses may conflict with the Open Countryside Policy and does not follow the sequential test used by SKDC;vi. Paragraph and Page numbering is to be checked against the changes and revised as appropriate;vii. Work will begin on preparing the “Consultation Statement” and the “Basic Conditions Statement”. Bob Keith’s expertise will be required on both tasks.

It is hoped to provide the Parish Council with the rewritten “rough” document in time for the December PC meeting and for the final edited version to be available by the New Year.

ROAD TRAFFIC GROUP – UPDATE As reported in last months “In Touch” there has been a lot of activity monitoring traffic in the Parish. A report was submitted to the Parish Council in November 2016 and the headlines are:-Ÿ There have been 16 hours of monitoring traffic during October and November

2016 by volunteers who have generously given their time and enthusiasm! Thank you

Ÿ We have been able to cover Colsterworth (B676), Stainby and North Witham

Ÿ Speeds up to 65 mph have been recorded through Stainby

Ÿ Road signs have been cleaned in Stainby – thank you Phil and Jackie!

Ÿ HGV monitoring on B676 identified one contractor accounted for 56% of the traffic – we have been able to report back our findings and a good rapport is established for any future issues and problems

Ÿ 95% of traffic on the B676 were speeding

The Parish Council will continue to consider how to support this initiative including:-Ÿ Support regarding communications with local authorities and contractors

using the roads in the Parish Ÿ Advice regarding potential funding for any schemes identified for improved

signage and traffic calming measuresŸ Linking in with Neighbourhood Plan

Ÿ Linking in with neighbouring Parishes on the road network

Ÿ Pursuing the placing of traffic monitoring “lines” by Highways over the winter period on the B676 and Woolsthorpe Road for continued monitoring of traffic
