1 General
1.1 Project Introduction
With the social economy development of Yueshan Town and further
acceleration of the urbanization process, the urban construction takes on a
new look. However, some problems arising from the urban development are in
urgent need of solutions, including undeveloped town economy, small
aggregated economic volume, low industrial management level, delayed
infrastructure and public facility construction of small towns, depressed urban
visitor flowrate and logistics, poor attraction effect, serious environment
pollution, and insufficient construction funds; especially, as the production and
domestic wastewater of Yueshan Town is randomly discharged without any
treatment or directly drained into adjacent channels and there are no uniform
drainage pipelines, the water body and adjacent areas are seriously polluted,
the living of residents in adjacent towns is significantly impacted, and the
inhabitation environment quality of the towns declines increasingly. In order to
further promote the healthy and sustainable social and economic
development of Yueshan Town as well as enhance the urban habitation
environment quality and the status of insufficient construction funds for the
infrastructures, it is determined to utilize the WB loans to construct the
integrated economic development demonstration town project of Hunan
Province and faithfully accelerate the rapid and sustainable economic and
social development of Yueshan Town by means of the site reconnaissance of
the provincial, municipal, and county-level development and reform
departments and experts based on the tenets of WB loans of “improving the
environment and enhancing the sustainable development” and the actual
conditions of Yueshan Town.
In December 2010, Yueshan Town initially completed the identification
reporting information of Hunan Province Utilizing WB Loans to Construct the

Integrated Economic Development Demonstration Town. In January 2011, in
order to accelerate the progress of Hunan Province Utilizing WB Loans to
Construct the Integrated Economic Development Demonstration Town, the
People’s Government of Yueshan Town entrusted Hunan Provincial
International Engineering Consultation Center to compile the Feasibility
Study Report on Hunan Integrated Economic Development
Demonstration Town Utilizing WB Loans. In February 2011, the expert
group went to the site and performed investigation and survey, according to
the actual conditions of Yueshan Town, the construction scheme and content
were prepared and it was also determined to utilize the WB loans to develop
the construction of the Wastewater Treatment Plant and supporting projects,
industrial development research of small towns, small town management
research, staff training, and other construction projects through discussions
and negotiations with the government of Yueshan Town. Currently, all
preliminary preparations of the project are in smooth progress.
The project is a newly-built one, with the total investment of RMB 41.0469
million yuan and land occupation area of 8529m2 (12.8mu). The newly-
increased wastewater treatment scale is 6000m3/d, (to be constructed in two
stages, the assessment this time is focused on the stage I, with the scale of
3000m3/d), and the wastewater collection pipe networks of the town area are
reconstructed and perfected.

under Hunan Integrated Economic Development Demonstration Town Project
utilizing WB loans are shown in Table 1.

1.2 EMP Targets
Based on the inevitable environmental impacts of the project, the EMP is
compiled to formulate a set of environmental protection countermeasures,
which is technologically feasible, and financially sustainable and operable,
and make clear the environmental mitigation and management measures, and
institutional establishment and arrangement that the project Contractor,
Supervisor, Operator and environmental management departments shall
implement so as to eliminate or compensate for the negative social and

environmental impacts caused by the project to minimize the impacts to the
acceptable level. Specific targets include:
(1) Make clear the environmental management obligations of the Contractor
and Operator
The Environment Protection Bureau of Xiangxiang City, environment
assessment unit, and Design Institute has made specific site checking and
confirmation to the environmental protection target, put forward the effective
environment mitigation measures and incorporated them into the project
design, which are regarded as the contractual obligation of the project
construction Contractor and Operator.
(2) Take it as the operation guideline for the environmental management
The EMP during the construction period and the operation period described in
the Environmental monitoring Plan can ensure the effective implementation of
the environment mitigation measures, which will be made as the
environmental protection text and submitted to the construction supervision
unit, environmental supervision unit, and other relevant units during the
construction period and the operation period, so as to define the
responsibilities and effects of relevant functional departments and
management agencies as well as put forward the communication and
exchange channels and modes of all departments.
(3) Expenditure to ensure the environmental management action
The EMP has estimated the expenditures for the mentioned environmental
management, environmental supervision, and capability building and
described the expenditure source, so as to ensure all environmental
management actions can be implemented. The management expense
includes the staff salaries, office expense, and traveling expense.
The EMP is intended to avoid and control the environmental impact during the
project implementation and operation, and put forward the impact mitigation
measures, monitoring measures, legal supervision means, and guarantee

measures of above measures to be performed, which is a key link between
the impact mitigation measures and the alternative measures assessed and
described in the environmental impact and environment assessment. And, the
EMP also specifies the technical annotations, investment estimate,
implementation plan, functions of the governmental agency, fund source, and
monitoring scheme for each environmental management measure. To reach
the reduction target, all methods involved with the environmental impact
assessment report and the EMP shall be implemented.
1.3 EMP Compilation
The report is compiled by Changsha Environmental Protection Career
Technical College entrusted by Hunan Project Management Office; during
compilation, all participators are subjected to relevant training and technical
guidance. The EMP of the project will be compiled in strict accordance with
the national and provincial environmental management laws and regulations.
In the premise of meeting the Chinese environment assessment
requirements, the requirements of the security regulations of the WB shall be
paid special attention; see relevant stipulations in the operation article 4.01 for
details.
The information source of the project EMP is as follows:
(1) Project environmental impact assessment report (EIA)
(2) Project feasibility study report
(3) Project resettlement plan
(4) Seminar jointly participated by Hunan Project Management Office, WB
representatives, Changsha Environmental Protection Career Technical
College, and relevant staff
1.4 EMP Design
In order to concretely describe the content of the environmental management,
environmental supervision, and environmental monitoring, the compiled EMP

is the guideline for the environmental management during the project
implementation, and its action plan mainly includes following four parts:
(1) Environmental impact and mitigation measures: The main impact during
the project construction period and the operation period is the environmental
impact; the environmental impact and mitigation measures refer to the
engineering measures and management measures to prevent or mitigate the
negative environmental impact brought by the project.
(2) Environmental management and supervision plans: The environmental
supervision activity to ensure the synchronous implementation of the
environmental protection measures and the project.
(3) Environmental monitoring Plan: The environmental supervision activity to
eliminate the environment pollution during the construction period and the
operation period and ensure the safe operation of the project and the
improvement of the environment status.
(4) Capability building (namely the staff training) plan: The knowledge and skill
training to the management staff, environmental supervisor, and full-time or
part-time environmental management staff during the project implementation
to ensure the performance of the EMP.
1.5 Compilation Details
The EMP is compiled based on the Environmental Impact Assessment
Report for the Yueshan Town (Xiangxiang City) Integrated Economic
Development Demonstration Town Project Utilizing WB Loans and
assessment opinions of the WB experts. As an independent document, the
EMP includes all environmental management actions to be implemented
during the project construction period and the operation period, which offers
the action guideline and working framework to the negative impact mitigation
measures, environmental supervision, environmental management, and
environmental monitoring during the project construction period and the
operation period.

2. Policies, Laws and Administrative Management Framework
2.1 Environmental Policies, Laws and Regulations
2.1.1 Overview
Through the comprehensive analysis on the project type and scale, siting,
environment sensitivity, and potential environmental impact characteristics
and size, the main basis of the project environmental assessment and the
involved laws, regulations and rules, and standards include:
(1) Environmental protection laws and regulations;
(2) Regulations, specifications, and local rules and regulations related to the
environmental protection;
(3) Technical Guideline for the Environmental Impact Assessment and
Specifications;
(4) Environment quality standard;
(5) Pollutant emission standard;
(6) Safety control policies of WB.
The above policies, laws, rules and regulations, and standards constitute the
framework of the policies, laws, rules and regulations, and documents to
guide and standardize the project environmental assessment work (EIA and
EMP).

(2) The ammonia, hydrogen sulfide, and odor concentration during the
operation period will be subjected to the class II (new construction,
reconstruction, and extension) standard specified in the Emission Standard

class I standard B specified in the Emission Standard of the Pollutant of
the Urban Wastewater Treatment Plant (GB18918-2002);

2.2 Environmental Management Agency and Duties
The central people’s government of China and the people’s governments of all
provinces (municipalities directly under the central government and

autonomous regions), cities (prefectures), and counties (districts) have all
established the environmental management agencies according to the law
and perform the corresponding legal environmental management
responsibilities. The main environmental management agencies related to the
project include the Environmental Protection Bureau of Xiangtan City, the
Environmental Protection Bureau of Xiangxiang City, etc.
(1) Environmental Protection Bureau of Xiangtan City
The Environmental Protection Bureau of Xiangtan City was established in
1975, which is a department under the control of the municipal government
responsible for the environmental protection work of the whole city. Its main
responsibilities are as follows: implement and carry out the national
environmental protection guidelines, policies, laws, and regulations; perform
the laws and regulations, policies, and systems issued by the provincial
government and provincial Department of Environmental Protection; draw up
and supervise the implementation of the municipal environmental protection
rules, regulations, and policies; prevent and control the environment pollution
and environment damages in terms of the sources; perform the emission
reduction target of the whole city; take charge of the environmental
supervision and environmental protection enforcement of the whole city; take
the responsibility for the environment pollution control work of the whole city;
guide, coordinate, and supervise the ecological protection work; take charge
of the supervision and management of the nuclear safety and radiation safety;
undertake the environmental monitoring and information disclosure work;
develop the science and technology work for the environmental protection;
organize, guide, and coordinate the environmental protection propaganda and
conduction work of the whole city; prepare and organize the performance of
the environmental protection propaganda and conduction planning; develop
the propaganda and conduction work related to the civilization construction
and construction of the environmentally-friendly society; promote the social

public and the social organization to participate in the environmental
protection; develop the foreign cooperation and exchange regarding the
environmental protection; raise suggestions problems arising from the
municipal foreign cooperation and exchange regarding the environmental
protection; launch the foreign information exchange work regarding the
environmental protection; participate in the foreign environmental protection
affairs, and undertake other issues and matters assigned by the municipal
people’s government.
(2) Environmental Protection Bureau of Xiangxiang City
The main responsibilities of the Environmental Protection Bureau of
Xiangxiang City are as follows: implement and carry out the national
environmental protection guidelines, policies, laws, and regulations; perform
the laws and regulations, policies, and systems issued by the provincial
government and provincial Department of Environmental Protection;
supervise the implementation of the environmental protection rules,
regulations, and policies of Xiangxiang City; prevent and control the
environment pollution and environment damages in terms of the sources; take
charge of the environmental supervision and environmental protection
enforcement of the whole city; take the responsibility for the environment
pollution control work of the whole city; guide, coordinate, and supervise the
ecological protection work; undertake the environmental monitoring and
information disclosure work; develop the science and technology work for the
environmental protection; organize, guide, and coordinate the environmental
protection propaganda and conduction work of the whole city; promote the
social public and the social organization to participate in the environmental
protection, and undertake other issues and matters assigned by the People’s
Government of Xiangxiang City.

3. Project Description
3.1 Project Name and Composition
Project name: Yueshan Town Subproject (Xiangxiang City) of Hunan
Integrated Economic Development Demonstration Town Project Utilizing WB
Loans
Construction nature: newly-built
Construction Unit: Yueshan Town government of Xiangxiang City.
Construction site: The location is Yingxiongling group, Xinqiao Village,
Yueshan Town, Xiangxiang City
Project investment: The total investment of the project is RMB 41.0469 million
yuan, and all required funds are self-raised.
Project composition: The land occupation area of the project is 8529m2
(totaling 12.8mu) and designed scale is 6000m3/d, which will be built in two
stages. The construction scale this time is determined as 3000m3/d and the
supporting wastewater pipe network is 13520m, which can meet the
requirements of the development planning of Xiangxiang Yueshan Town; the
underground DEST is selected as the wastewater treatment process of the
project. The main economic and technical indices of the project are shown in
Table 3-1.

3.2 Project Implementation Schedule
3.2.1 Construction Period
Yueshan Town Subproject (Xiangxiang City) of Hunan Integrated Economic
Development Demonstration Town Project Utilizing WB Loans had been listed
into the Optional WB Loan Projects Program of the Fiscal Year 2009~2011 at the end of 2008. According to the construction period of WB projects,
through analysis on the construction scale and property, project complexity,
local construction conditions, management level and personnel quality of the
proposal project of Yueshan Town, and by reference to the construction
progress of similar projects, the construction period of the project is
determined as 5 years, namely 60 months.
3.2.2 Progress Schedule
It is planned that the preliminary preparations of Hunan integrated economic
development demonstration town project utilizing WB loans will be completed
in August 2011, with the project construction time limit of 5 years; namely from
July 2012 to June 2017.
February- August 2011: Complete the compilation, check, and approval of the
Project Feasibility Study Report;

3.3 Project Overview
3.3.1 Construction Content and Scale
The project is with the land occupation area of 8529m2 (12.8mu), and the
construction scale is 3000m3/d and the supporting wastewater pipe network is
13520m this time. See Table 3-2 and Table 3-3 for details of the main
construction content and scale of the project.

Table 3-2 and Table 3-3 show that:
(1) The Wastewater Treatment Plant of the project will be constructed in two
stages in terms of short term and long term, and the design scale of the
Wastewater Treatment Plant will be determined based on the current
population status and its growth rate. In order to ensure that the domestic
wastewater can be effectively treated, the designed treatment scale of the
Wastewater Treatment Plant is larger or equals to the estimated wastewater
output generally. In addition to the above, the supporting sewage pipes,
wastewater trunks, drainage pipes, rainwater pipes, water-break pipes, and
other pipe networks will be constructed as well. It meets the regulations that
“the final scale of the construction of the urban wastewater treatment facilities
shall be determined based on the short term planning and its short term scale
shall be determined based on the current water amount specified in the
Urban Wastewater Treatment and Pollution Control Technology Policy
(CJ [2000] No. 124).
(2) After the project implementation, the drainage direction will be changed to
the condition that the it will be drained into the surface water body after being
collected by the pipe network and being qualified after being treated by the
urban Wastewater Treatment Plant from the current status of directly draining
into the surface water body, which will largely reduce pollutants entering into
the surface water body and enhance the water environment quality.
3.3.2 Process Design
The underground DEST (low power bio-membrane process) is selected as the
wastewater treatment process of the project.

The DEST process is a kind of urban wastewater treatment and purification
system which is developed based on the USB process; it is also regarded as
a kind of process focused on anaerobic biochemistry and supplemented by
the aerobic biochemistry, which is characterized by the multi-cell anoxic tank,
anaerobic tank, and aerobic tank. And, this treatment system is composed of
the down-flow anaerobic organism contact pond, up-flow anaerobic organism
contact oxidation pond, and biological contact oxidation pond. By setting the
high surface area filler in the anaerobic organism contact oxidation pond, the
attached biomass will be significantly larger than the suspended one; thus, the
treatment capability can be improved and the treatment cycle can be
shortened. By applying the interior return-flow system, the working stability is
increased. And, the wastewater after the anaerobic treatment will flow into the
biological contact oxidation pond by gravity. Also, this tank is a kind of
biological treatment device focused on bio-membrane process, which is
supplemented by the active sludge method. By means of the oxygen source
offered by the air blower, the organisms in the device is absorbed and
degraded by microorganisms and the water quality is further purified. The
biological contact oxidation pond is equipped with the elastic polythene filler,
which is aerated by the perforated pipe.
3.3.3 Service Range
3.3.1.1 Designed time limit and drainage system of the wastewater
(1) Designed time limit
Based on the General Planning of Yueshan Town of Xiangxiang City
(2006—2020), the Code for Planning of the Urban Water Supply Project,
the town development level, perfectness of the water supply and drainage
facilities, and other factors, the designed time limit of the project is determined
as:
Short term: 2013
Long term: 2020 (The construction content is included in the stage II, which is

not covered by the assessment this time.)
(2) Drainage system
Currently, the production and domestic wastewater of Yueshan Town is freely
drained, and as there are no uniform drainage pipelines, it is directly drained
into adjacent channels. According to the planning, the central town area of
Yueshan will be applied with the combined rain-wastewater system in short
term and incomplete rain-wastewater separation system in long term.
3.3.3.2 Service range of the Wastewater Treatment Plant
The service range of the wastewater treatment project is the central town area
of Yueshan Town; according to the general planning, the construction land in
2010 and 2020 will be 1.34 km2 and 3.22 km2. Up to the end of 2010, the
existing as-built area of the central town is 1.5 km2, which is basically
consistent with the planned construction land. As the land will be mainly
developed towards the northeast part of the existing one, it is estimated that
the construction land in 2013 and 2020 will be 2.03 km2 and 3.22 km2.
Accordingly, the service range of the project is 2.03 km2 in short term and
3.22 km2 in long term (the construction content is included in the stage II,
which is not covered by the assessment this time).
The Wastewater Treatment Plant will only accept the domestic wastewater,
industrial wastewater with approximate water quality to that of the domestic
wastewater, and industrial wastewater after treatment up to the specified
national emission standard which can be merged with the domestic
wastewater for treatment.

4 Summary of Environmental Impacts and Environmental
Protection Measures of the Project
4.1 Impacts due to the Resettlement, Land Acquisition and
Relocation
Cooperated with the local governments, administrative villages, cadres of the
villagers’ groups, and relocatees with different levels, and the project Design
Institute, the Project Owner, on the basis of the preliminarily-planned land
acquisition processing range, has investigated the affected population,
houses, auxiliary facilities, land, special facilities, and other main physical
indices one by one. According to the newest feasibility study design
achievements, review and investigation results of the physical indices, and
field investigation results, try to consider the impact of the project construction
on the local society and economy upon the scheme optimization comparison
and selection and make it as the key factor. In order to reduce land acquisition
and relocatee to the minimum, the Design Institute and the Project Owner
have taken some effective measures, so as to avoid the residential area,
reduce relocatees, occupy few cultivated land, and follow the local planning
and opinions of the local government in aspects of the scheme selection and
arrangement of other supporting facilities.
The project is not involved with the house demolition, and the main impact
type covers land acquisition, with the affected area of Yingxiongling group of
Xinqiao Village of Yueshan Town. The land acquisition and relocation affected
by the project after the site investigation is shown in Table 4-1.

According to the table 4-1 and table 4-2, the basic data of the land
acquisitioned affected by the project are: the collectively-owned land to be
acquisitioned is 12.8mu and 11 households (46 persons) are affected by land
acquisition.
(1) Collectively-owned rural land acquisition
According to investigations and statistics, the Wastewater Treatment Plant of
the project will occupy the land of 12.8mu, and all land is the rural collectively-
owned land and belongs to Xinqiao Village, and there is no state-owned land.
All the collectively-owned land to be acquisitioned is the cultivated land
(including the fertile farmland), and there is no uncultivated land.

(4) Impact of the temporary land occupation
As all temporarily-piled facilities of Yueshan wastewater treatment project are
all within the delimitation range of the project area (planned afforestation area
of 2783m2), the project is not involved with the temporary land occupation
problem.
(5) Affected population
Yueshan Town Wastewater Treatment Plant Project (Xiangxiang City) of
Hunan integrated economic development demonstration town project utilizing
WB loans will directly affect 11 rural households and 46 persons. Viewing
from the affecting types, there is only the land acquisition impact, and its direct
impact refers to the population impacted by land acquisition, which is not
involved with house and business storefront demolition or the affected
enterprises and institutions. See Table 4-3 for details of the investigation on
the population directly affected by the project.

(6) Affected vulnerable groups
The project is only involved with people from Han Nationality; the residents in
the project area have no main difference from the traditional cultural,
economic, social, or political systems of the dominant society and culture, and
they also don’t think they are special. Therefore, the project is not involved
with the indigenous group.
According to the rural house investigation and villagers’ assessment, there is
vulnerable group in the population affected by the project, which is entitled to
the subsistence allowances. See Table 4-4 for details of the vulnerable
families affected by the project.

It refers to the impact of the temporary piling of earth during the construction period on the traffic of the road adjacent to pipeline construction; when the pipeline crosses the road and the slotting mode is taken, vehicles on the road will be easily jammed, which will lead a larger impact on the traffic; the transportation of raw materials (sand and stone, cement, etc.) and spoil during the construction period will increase the traffic volume in a short term.

During the pipe network construction, the earth and stone will be excavated and residual vegetations will be removed; accordingly, the existing vegetations in the area will be impacted adversely and the surface soil in the project area will be exposed; The places for earth and stone excavation and available spoil storage and the low depression for fill will change the original landform and physiognomy and produce soil erosions, which will increase the water and soil loss in the project area within rainy seasons inevitably.

The surface excavation will destroy vegetations and produce erosions during rainfall; various kinds of temporary land occupations will destroy original vegetations and worsen the local water and soil loss. For example, if the raw material yard and temporary spoil pile yard are improperly managed, the water and soil losses including

the sheet erosion and shallow liner erosion will easily occur.
7 Land occupation
The temporary land occupation of the project will damage the corresponding vegetations to some extent; as the permanent land occupation has to remove agricultural crops and soddings, the vegetation coverage rate will be lowered and few water and soil losses will be easily caused; the cut or fill of the permanent land occupation will change the soil structure, reduce the soil maturation degree, and impact the soil productivity after reclamation, but it will not affect the land utilization mode.
8 Landscape ecology
Due to road breaking and excavation and earth piling during the pipe network project construction, the pipe network paving district will become messy; though there are enclosures for separation, persons around will feel the project is disordered. The splashed spoil during the transportation will pollute the road, cause dust, and bring negative impact to the adjacent landscapes.
9 Road damageThe transportation by heavy trucks will seriously damage the pavement, especially during rainy season and when the surface is wet.
10 Health and safety As the dwelling and hygiene conditions of the construction worksite are relatively poorer and the labor is intensive, it is easy to lead to prevalent diseases.
11 Cultural relic The excavation construction may be involved with cultural relics.

Solid waste
a. After the domestic wastes are put in bags and collected by different classification, they will be uniformly cleared and transported by the environment sanitation department. b. The pit toilets shall be prepared in the construction area of the Wastewater Treatment Plant, which shall be cleaned periodically. After having been uniformly collected, excrement will be conveyed to the adjacent farmland and made as the fertilizer.
c. The construction wastes shall be treated by different classifications; the one which can be recycled shall be timely recycled by specially-assigned persons, and the one which can’t be recycled shall be used for the site backfill of the Wastewater Treatment Plant as much as possible.d. The construction wastes will be treated by the building unit based on the Management Regulations of Urban Construction Wastes. Prior to disposal, the building unit shall submit the application to the environment sanitation authority and transport the wastes according to the specified transportation routes and time. The waste disposal shall follow principles of minimization, recycling, and hazardfree; according to construction conditions of the urban projects, the application of preferably using the wastes for backfill of other urban facilities and on-site disposal shall be submitted to the municipal urban construction and environment sanitation authorities; the wastes can’t be completely disposed shall be properly stored in the appointed points out of the urban area.

a. Select the proper spoil yard and slag yard for rational storage; try to make a direct use. The construction of different project section shall be conducted by sections, so as to reduce impact on the landscapes. b. c. The ditches around the spoil yard shall be well done to avoid water and soil losses during rainy seasons. The temporary pile yard shall be returned to its original status after completing construction. d. Assign the environmental protection supervision agency and full-time environmental protection staff, so as to reinforce the construction management and environmental protection propaganda and remind the people of the ecological environment protection; the construction workers are not allowed to chop down trees without permission; the contract stipulates that the Contractor shall make the construction work in strict accordance with the land acquisition range for construction; and all slag shall be conveyed to the appointed slag yard for storage.

(1) The pipe network construction shall be notified to the adjacent residents in advance; the traffic diversion due to the pipe network construction shall be reported to relevant departments for instructions, which shall be notified to the adjacent residents in advance as well.(2) The overlapping problems and conflicts between the pipe network project and the urban water supply and power and municipal public administration facilities shall be fully discussed and consulted with relevant units and authorities in advance; construction plans shall be prepared according to different bid sections to notify possible damages of the municipal public administration facilities as well as avoidance and solutions to the construction unit.(3) Coordinate with the traffic police and traffic management department for the urban traffic organization during the construction period; specially-assigned persons will be dispatched to assist the traffic management and time limit will be shortened to mitigate the traffic pressure during the construction period to the large extent. (4) Set the temporary transition plates and construction fences for the horizontal road sections to reduce the construction impact on the traffic. (5) In order to guarantee a smooth urban drainage during the construction period, the river diversion and water pumps will be applied. If condition allows, the road section will be applied with the river diversion; if not, the road section will be applied with water pumps.(6) The scientific construction plan will be prepared; construction activities will be rationally arranged, the pipe network modification will be conducted by section, and the scheme of closely linking recovery with excavation will be followed, so as to mitigate heave excavations in the urban area and subsequent visual pollution, traffic jam, and negative impact on business activities. In addition, increase the propaganda of the pipe network modification project to get understanding from urban residents. In the later stage of construction, resume the damaged vegetations. (7) The road sections with schools, hospitals, and environmentally sensitive objects at both sides shall be made as the key environmental protection road section, and do well in watering, dedusting, noise control, and traffic dispersion.
(8) Improvement of temporarily-occupied road: optimize the design scheme and construction route; try to temporarily occupy less land and reduce occupation of afforestation belts. The soddings and trees on the occupied land shall be transplanted, which shall not be destroyed randomly; the surface shall be subjected to timely afforestation after the spoil backfill.

(9) Protection to the physical cultural resources: Once cultural relics, ancient tombs, and cultural relics are discovered during the construction period, the site construction shall be paused; such conditions shall be notified to relevant departments; specially-assigned persons shall be dispatched to investigate the site and determine if rescue or excavation is needed.

(1) Based on the actual characteristics that the summer is with the heavier odor and the prevailing wind direction in summer, the mode of optimizing the plane arrangement of the plant area will be arranged and the main facilities (including the silt basin and dewaterer room) will be arranged in the downwind direction or sidewind direction of the local prevailing wind direction in summer to guarantee the sanitary protection zone width between the sensitive object.
(2) After the project is completed and put into operation, the production management shall be practically reinforced; the pollution source shall be well controlled; all production and process links producing odor shall be strictly controlled, and the post responsibility system and monitoring mechanism shall be established and perfected as well.(3) Safety management. After the project is established and put into normal operation, the accident disposal training shall be conducted to employees; all kinds of monitoring instruments shall be subjected to periodical maintenance to ensure its normal operation and monitoring and control effects to odor. When persons enter into the pump house, the indoor ventilation shall be paid attention to, so as to avoid personal injuries due to excessive content of H2S and NH3.(4) Do well in land utilization planning. According to the determined sanitary protection zone width, the planning department shall replan the land within the range and define that it is not allowed to newly establish residential areas, schools, medical establishments, and other sensitive facilities within such range. (5) Afforestation reinforcement. As the Wastewater Treatment Plant will contain odors inevitably, the afforestation project is vital to improve its environment quality, and the plant area afforestation design shall be simultaneously completed along with the construction drawing design. The plant area afforestation will follow the principle of completely eliminating the exposed ground and flowers, grasses, and trees will be widely planted. Roads within the plant will be planted with shrubs and pine trees and boundary edges will be planted with poplars and Chinese scholar trees to form the multilayer shelter belt and mitigate the impact due to the odor pollution.
Water environment
Tail water (1) Prior to entering the Wastewater Treatment Plant, the industrial wastewater shall be subjected to pretreatment, which can be drained into the Wastewater Treatment Plant after having reached the grade III standard specified in the Water Quality Standard of the Wastewater to be Drained into the Urban Sewer (CJ18-86) and the Comprehensive Wastewater Emission Standard (GB8978-1996); the harmful and toxic class I pollutants which can accumulate in animal bodies and seriously damage the personal health shall be strictly controlled and treated in the workshop, which can be drained into the Wastewater Treatment Plant after reaching the specified standard. (2) The wastewater drained by the pollutant emission unit of the medical establishment shall meet the corresponding pollutant limit specified in the GB18466-2005 Emission Standard of Water Pollutants of the Medical Establishment before flowing into the pipe network.(3) Reinforce the project construction and operation management, so as to ensure that the wastewater treatment facilities and efficiency meet the designed standard and requirements and the tail water which meets the standard is discharged

after long-term, stable, and normal operation and treatment. (4) Establish and perfect all kinds of environmental management rules and systems, and thoroughly implement the post business training plan of all staff. (5) Carefully do well in equipment repair and maintenance; reduce and timely eliminate abnormal operation conditions; avoid discharging pollutants over the limit, and prevent the accident risk emission. (6) Perform the standardized management to drain outlets; the end drain outlets shall be equipped with the automatic wastewater amount metering device and automatic proportioning sampling device; the on-line monitoring devices shall be applied for pH, water temperature, COD, and main water quality indices.(7) Establish the standby equipment; prepare emergency plan to avoid negative effects due to problems.
Domestic wastewater and sludge wash water
After the domestic wastewater and sludge wash water passes through the interior wastewater pipelines and enters into the wastewater treatment facilities, they will be discharged after having been treated together with project wastewater.
Acoustic environment
Equipment noise
(1) The wastewater pump, sludge pump, air blower, dewaterer room, and other production workshops with loud noise shall be equipped with the standard low noise products; upon installation, the shock pad or flexible connector and other noise reduction measures shall be taken. (2) The sound insulation treatment shall be made to partition walls and windows and doors in and between the equip rooms, attended operation rooms, and equipment houses, so as to reduce its impact on human bodies. (3) Design to mitigate the noise impact with the sound-distance principle and keep a maximum distance between the sound source and the building in the overall layout, so as to ensure that the staff of the Wastewater Treatment Plant have a good working environment. (4) Based on the project construction, plant the shelter belt mixed with high trees and shrubs, so as to expand the afforestation area of the plant area and reach the effect of sound absorption and noise reduction with vegetations.
Solid waste Sludge (1) The solid wastes in the Wastewater Treatment Plant, especially sludge shall not be disposed randomly, which shall be properly collected and stored. Above wastes shall be periodically conveyed to the refuse landfill for sanitary landfill. (2) It is forbidden to drain the project sludge to the surface water bodies, banks, valleys, depressions, karst caves, farmland, and other spoil areas not for special purpose.(3) The temporary sludge storage yard in the Wastewater Treatment Plant shall be applied with the anti-seepage, rain-protection, and erosion-protection measures and other measures to prevent loss and secondary pollution due to rich and concentrated odors in the shed. (4) The Wastewater Treatment Plant shall faithfully perform the sludge treatment and disposal responsibility; perform whole-

process management to the sludge production, transportation, storage, treatment, and disposal; prepare and implement the sludge environmental management rules and regulations, work flows, and requirements, and appoint the special monitoring department or full-time (part-time) staff to ensure that the sludge is properly treated and disposed. It is forbidden to dump, pile up, throw, or drop sludge without permission. (5) The sludge disposal shall follow principles of minimization, recycling, and hazardfree; the sludge treatment facilities shall be planned, built, and put into operation together with the wastewater treatment facilities.(6) Establishment of the sludge management inventory and transfer manifest systems. The Wastewater Treatment Plant shall establish the sludge management inventory; record the sludge generation amount, transfer amount, treatment and disposal amount, and purpose and report them to the Environment Protection Bureau of Xiangxiang City periodically. In addition, establish the sludge transfer manifest system, and the Wastewater Treatment Plant shall faithfully fill in the transfer manifest upon transferring the sludge.(7) Standardization of the sludge transportation. The unit responsible for sludge transportation shall be capable of relevant road cargo operation qualification; individuals and units without relevant operation qualifications are forbidden to take charge of sludge transportation. Also, the sludge transportation vehicles shall be subjected to seal, waterproof, anti-seepage, and anti-drop measures. (8) The top of the sludge shed in the Wastewater Treatment Plant shall be equipped with the rain shelter and its ground shall be subjected to the hardening treatment; cofferdams, ditches, and collector wells shall be prepared around the shed, so as to drain water arising from sludge storage into the wastewater treatment system. (9) The enclosed tank truck shall be applied for sludge transportation.(10) The advanced sludge thickening equipment shall be applied for the sludge minimization; the sludge shall be dewatered till the water content is below 60% to reduce the sludge generation. (11) Ensure that the sludge disposal rate is 100%.
Domestic waste
After the domestic wastes are put in bags and collected by different classification, they will be uniformly cleared and transported by the environment sanitation department.
Ecological environment
(1) As for afforestation of the plant area, trees, shrubs, and grasses shall be planted based on certain proportions to keep certain hierarchical structure. Try to use indigenous species, and reduce foreign species. Upon afforestation, priority shall be given to the indigenous species.(2) Management reinforcement. The plant shall dispatch specially-assigned staff to do well in the campus afforestation and management and prepare corresponding rules and regulations to protect the greenbelt and ecological environment.(3) After the wastewater pipeline is processed with earthing, the one in the town area shall be hardened and the one in the field shall be subjected to timely afforestation and rush-planting to recover the exposed surface along the pipeline. The advantageous grass species

shall be adopted. Also, the key areas shall be surrounded by wire meshes; timely management and control shall be made to avoid damages due to the cattle and sheep or artificial factors.(4) Reinforce inspection and management to the wastewater pipeline and periodically check the wastewater pipeline to timely discover leakage problems, make timely treatment, and avoid possible underground water pollution due to leakages of the wastewater pipe network.

5. Environmental Management Organization of the Project
5.1 Brief IntroductionAccording to the management authority specified by the Environmental Protection Law of the People’s Republic of China and the Environmental Protection Management Regulations for the Construction Project, the
environment assessment report of the project will be checked and approved
by the Environmental Protection Bureau of Xiangtan City. And, the
Environmental Protection Bureau of Xiangtan City is the Environmental
Management Agency of the project, which is mainly responsible for putting
forward the environmental protection requirements, coordinating
environmental protection management of all departments, and organizing the
“three meanwhiles" acceptance work of the environmental protection facilities
according to the environmental impact assessment report of the project.
Under the overall administrative management organization framework, Hunan
Project Management Office is responsible for the whole project
implementation under the guidance of the government of Hunan Province. In
order to ensure the successful implementation of the project environmental
management action, Hunan Project Management Office will entrust the
special Environmental Management Agency to cooperate with the Project
Management Office, Project Owner, Contractor, and Operator to carry out the
EMP of the project during the construction period and the operation period.
Hunan Project Management Office is responsible to plan and design the
project; supervise and manage the environmental protection procedures of
the project, organize the skill training of the project environmental
management staff within the whole province; the Environment Protection
Bureau of Xiangxiang City is mainly responsible for the daily supervision of
the project environmental management; entrusted by the Project Owner, the
environmental monitoring station of Xiangxiang City is responsible for the
project area environment quality monitoring during the construction period and
the operation period; the Environmental Supervision Engineer who is
entrusted by the Owner is responsible for the environmental supervision
during the project construction.
The Project Owner plans to dispatch the specially-assigned environmental
management staff to take charge of the environmental management of the

project; implement and carry out the environmental protection laws and plans;
check the progress of the environmental protection measures of the project;
popularize the application of the advanced environmental protection
technologies and experience; organize and launch the environmental
protection technology training on relevant staff to improve the personnel
quality. As there are large differences between the environmental
management during the construction period and the operation period and their
time limits are different in the temporality and long term property, the
Contractor and the Operator will establish the organization and perform the
staged responsibility system according to different stages. After the
construction is completed, the corresponding management agency will be
revoked immediately and the management agency during the operation
period will begin operation. According to the specific work conditions, certain
overlapping work is allowed. The organization chart is shown in Figure 5-1.

Hunan Province level: Hunan Project Management Office will entrust one
Project Environmental Manager to supervise the implementation of the EMP
and solve all problems concerning the environment and being involved with
the World Bank. In addition, Hunan Project Management Office will entrust the
special Environmental Management Agency to make cooperation to supervise
the implementation of the EMP.
Municipal level: The Environmental Protection Bureau of Xiangtan City will be
responsible for check and approval of the environmental impact assessment
document and daily environmental supervision and management.
County level: The Environment Protection Bureau of Xiangxiang City will be
responsible for daily environmental supervision and management during the
construction period and the operation period of the project as well as the
environmental protection acceptance and daily monitoring upon completing
the project; the Project Management Office of Xiangxiang City will entrust one
Project Environmental Manager to supervise the implementation of the EMP
and keep records and report the progress of the EMP to the Project
Environmental Manager of Hunan Project Management Office.
Contractor level: Prepare 1~2 Environmental Manager Coordinators, who will
be responsible for the implementation and supervision of environmental
protection measures during the construction period; in addition, they shall also
take the responsibility to solve environment problems with surrounding
residents and communicate with the Project Management Office and the
Environmental Supervision Agency.
Operator level: Each enterprise will establish the environmental management
office, which is composed of two full-time environmental protection staff. The
regular staff of the company will help these two Engineers to do well in the
environmental management work during the operation period. Also, the
company will prepare the network, telephone, and other communication
facilities to keep contact with the environmental management supervision
agency.
Environmental Supervision Engineer level: Each Project Owner will employ
one Environmental Supervision Engineer for the project, who will take charge
of the site environmental management supervision during construction.

5.2.2 Positions and Duties of the Personnel Arranged (1) Environmental technology expert
The Environmental technology expert is the technical support of Hunan
Project Management Office, who will be responsible for the whole process
tracking during the preliminary period and periodical service (twice quarterly)
in the following four-year project implementation period.
The technology environment expert shall ensure that all necessary
requirements are met at the project beginning, so as to ensure that the
environment laws, rules, regulations, and systems, WB’s security regulations,
and environmental management systems are all fully and effectively
implemented.
A. He shall provide the Environmental Manager of the Project Management
Office, and environmental management staff and Environmental Supervision
Engineer of the Contractor and the Operator with the necessary training.
B. He shall provide the Project Management Office, Owner, Contractor, and
Operator with expert consultations.
C. He shall help the environmental management staff of the enterprise to
organize monitoring activities.
(2) Project Management Office: Environmental Manager
Hunan Project Management Office shall establish one Environmental
Manager, who will be responsible to report project conditions to WB and
supervise the project environment. Also, the Environmental Manager will
assist the land management agency and resettlement and relocation agency
to eliminate such obstacle problems. His responsibility is as follows:
A. With the help of the assistant, provide the Environmental management
manager with training.
B. With the help of the assistant, prepare the monitoring plan.
C. Communicate with the Environmental management manager and
construction workers with following methods:
—Provide the Project Management Office and WB with regular monitoring
report per month
—If the second and third conditions occur, provide the special
inconformity report
—If solutions are found, communicate with the construction unit and the
operation unit orally to reach solution agreements

—If inconformity is found, put forward correction measures together with
the Environmental management Engineer and the Environmental
management manager
D. Participate in the joint meeting which is participated by the Environment
Engineer and Environmental management manager of the Project
Management Office, construction unit, and operation unit.
E. Coordinate the communication report made by the environmental
management expert and WB.
(3) Project Owner: Environmental Manager Coordinator (EMC)
The Owner will prepare the EMC to take the responsibility for the
environmental monitoring and report the conditions of the environmental
protection measures which are implemented by the Project Management
Office and the governmental agency. The EMC’s specific responsibilities are
as follows:
A. With the help of the technical assistant, prepare the environmental
management rules, monitoring rules, and environmental protection
procedures of the construction unit and operation unit as well as collect
outlines of the project management and design staff in the preliminary stage
of the project.
B. Entrust the projects in need of special equipment monitoring, such as the
atmosphere and water environment quality monitoring.
C. Provide the Project Management Office with the monthly monitoring report,
project and feasibility study implementation conditions, and remedy
measures. Hold the monthly meeting with the Project Management Office to
report the project monitoring conditions and discuss the project conformities.
D. Select the experts and consultants from colleges and agencies and consult
them about training methodologies and technologies as required.
E. Organize the special study and public investigations to special construction
requirements and necessary changes.
F. Report the solution measures and emergency treatment measures in
conformity with the feasibility study to the Environmental Manager of the
Project Management Office and the Environmental Supervision Agency.
G. Hold the information disclosure with the local media through meetings.
(4) Environmental Supervision Engineer
The Environmental Supervision Engineer will take the main responsibility for

the construction activities of the Supervisor as well as other relevant activities
including the land occupation and conformity between environmental
protection requirements, environmental protection investment, and
environmental protection target and coordinate relations between the land
management department and the environmental monitoring department, and
his main responsibilities are as follows:
A. Ensure all project permits and requirements and the EMP are put in place
before project commencement.
B. Verify if all staff of the construction unit and the operation unit perform the
environmental protection measures in accordance with contract stipulations.
C. Prepare the monthly salary standard report based on environmental
protection efforts and contributions made by the construction unit and the
operation unit.
D. Prepare the environmental protection monitoring summary.
E. Identify conditions in need of special study and special activities; exchange
with EMC, and implement special measures periodically and effectively.
F. Exchange with the construction workers to help explain the site
environment requirements; give suggestions to the remedy measures for
solving inconsistent projects, and release the formal guidelines to the
construction unit and the operation unit as required.
G. Exchange with the construction unit, the operation unit, and the
construction consultant to promote exchanges; get some opinions about
special problems to quickly reflect some problems arising from the
implantation to the construction management engineer for solutions; if the
project will potentially damage the sensitive target or there lies serious
inconformity, the production stop application shall be submitted.
H. Exchange with the project construction supervision engineer and
construction workers; prepare the weekly monitoring report; prepare
inconformity records; put forward remedy measures with the project designer
in case of project design inconformity.

5.3 Environmental Management Agency during the Operation
Period(1) Responsibility of the environmental management office
The Project Operator will establish the special environmental management
office to take charge of the implementations of the EMP during operation. The
specific responsibilities of the environmental management office are as
follows:
a. Manage the performance of the project environmental protection measures;
b. Coordinate relevant environment problems with the environmental
supervision and management department and surrounding residents;
c. Entrust the environmental monitoring station to make regular monitoring to
“three-waste” emitted by the project facilities and regional environment quality;
d. Make the emergent disposal to the environment risk in case of environment
accidents;
e. Duly report relevant environmental management information of the
enterprise to Xiangtan Environment Protection Bureau and Hunan Project
Management Office;
f. Record and sort the environmental management files of the enterprise.
(2) Setting of the Environmental Management Agency

6. EMP Implementation
6.1 Project Management6.1.1 Overall Management Entrusted by WB and Hunan Provincial Government, the Project Management
Office of Hunan Integrated Economic Development Demonstration Town
Project Utilizing WB Loans takes the responsibility for the overall
management, coordination, and supervision of the environmental
management; assisted by the Environmental Supervision Engineer, the
Project Owner is responsible for the implementation of the Project EMP; one
environmental supervision engineer will be prepared for the project at least.
The responsibility of the agencies for implementation and supervision of the
EMP is as follows:
① The Project Management Office is mainly responsible for the project
environmental protection work management and feasibility study of the project
construction; prepare the project environmental protection work plan;
coordinate the environmental management work of the competent department
and building units; guide the building unit to perform all management
measures, and coordinate project preparation and operation affairs;
② The full-time environmental management staff of the Project Management
Office will take the responsibility for the environmental protection plan and the
environmental management during the design period;
③ The Project Owner will take the responsibility for implementation and
management of the environmental protection measures during the
construction period and the operation period;
④ The Environment Protection Bureau of Xiangxiang City will take the
responsibility for the supervision of the implementation of the project EMP.
The specific implementation agencies of the EMP are the Owner and the
Project Contractor, and their responsibilities are shown in the Table 6-1.

Town Project Utilizing WB Loans is composed of Hunan Project Management
Office, Environmental Protection Bureau of Xiangtan City, and Environment
Protection Bureau of Xiangxiang City. Hunan Project Management Office will
take charge of the overall environmental supervision and management work,
and the Environmental Protection Bureau of Xiangtan City and the

Environment Protection Bureau of Xiangxiang City will take charge of the
specific supervision work. The management supervision functions of all
organizations and agencies in different periods are shown in Table 6-2.
The supervision agency will perform following responsibilities in different
periods:
(1) Feasibility study period: The Environmental Protection Bureau of Xiangtan
City and the Environment Protection Bureau of Xiangxiang City will take the
corresponding responsibility. The Environmental Protection Bureau of
Xiangtan City will be responsible to manage the project environment work;
check and approve the environmental impact assessment documents; guide
the Environment Protection Bureau of Xiangxiang City to perform all laws and
regulations, and carry out the completion acceptance to the environmental
protection facilities.
The Environmental Protection Bureau of Xiangtan City will be responsible to
manage the project environment work; check and approve the environmental
impact assessment documents; supervise and manage the project
environmental protection work; organize and coordinate relevant agencies to
serve the project environmental protection work, and guide the Environment
Protection Bureau of Xiangxiang City to provide the environmental supervision
management during the construction period and the operation period.
(2) Design period: The environmental protection department of the Project
Management Office will take the corresponding responsibility; the Department
of Construction of Hunan Province will be responsible for the supervision
during the joint review of the project preliminary design.
(3) Construction period: The Environmental Protection Bureau of Xiangtan
City will take the corresponding responsibility. The Environment Protection
Bureau of Xiangxiang City will accept the guidance from the Environmental
Protection Bureau of Xiangtan City and supervise the environment action plan
of the building unit and perform relevant environmental management laws and
standards; in addition, it shall coordinate the environmental protection work
between different departments, and take charge of the construction,
completion acceptance, operation inspection, and supervision management of
the project environmental protection facilities.
(4) Operation period: Hunan Project Management Office, Environmental
Protection Bureau of Xiangtan City, and Environment Protection Bureau of

Xiangxiang City will take the corresponding responsibility. Xiangxiang City will
take the responsibility to carry out the environmental protection laws and
standards; prepare and supervise the implementation of the environmental
protection rules and systems; comprehend the project environment
conditions; compile the environment quality control targets convenient for
assessment; put forward control and harnessing measures and submit them
to the superior environmental protection department and industrial authority;
organize the assessment regarding the employment with certificate system
and training of the environmental protection staff, and develop the
environmental protection technology exchange and scientific research.
(5) The environmental monitoring station of Xiangxiang City will take charge of
the environmental monitoring during the construction period and the operation
period. The project-located supervision company will take the responsibility for
the environmental supervision work. After the project completion, the
Environmental Management Agency will be established and the full-time staff
will be assigned to take charge of the project environmental protection work.

6.2 Detailed EMP Implementation TasksThe project will cause the environmental impact during the construction period
and the operation period; the corresponding environmental protection

measures are taken based on the environmental impact characteristics during
the construction period and the operation period, which are intended to
minimize the impacts to the acceptable level. In order to ensure that the
environment countermeasures can effectively play a role, the environmental
management and monitoring procedures are made.
The WB Project Management Office, on the basis of performing its
management functions, will track and report the monitoring conditions of the
project environment measures. In this chapter, the common environment
measures and responsibilities of relevant units are introduced. The Project
Management Office will take the responsibility to track and report the
implementation conditions of all environmental monitoring measures of the
project. The list of activities responsible for the environment countermeasure
implementation management and monitoring is shown in Table 6-3.

6.3 Contract Requirements on Environmental Management During the project construction, the Contractor will play an important role in
the implementation of the environmental management and pollution
prevention and control measures; therefore, the requirements of the
Contractor are as follows:
(1) Select the powerful Contractor to ensure that the EMP can be effectively
implemented;
(2) The Contractor and construction supervisor are asked to receive the
environmental protection and environmental management training prior to
construction;
(3) The above environmental impact mitigation measures during the
construction period shall be included in the bid document of the Contractor,
which shall also be included in the construction contract and made as the
contract requirements of the Project Contractor.
(4) The Contractor is asked to monitor his environment activities and provide
one environment achievement record report daily or weekly. The Project
Management Office and the construction supervision team will take the
responsibility to supervise and review these records.
(5) The Contractor shall prepare one full-time environment staff for the project,
and these staff shall be subjected to the plan training to be competent for the
respective work.
(6) During construction, the Contractor shall communicate and consult with
the project-located crowds; establish the bulletin boards in each construction
blocks, and notify the specific construction activities and construction time.
Also, the contact person and telephone shall be offered to ensure that the
public can make complaints and suggestions to construction activities.
(7) The Contractor will reserve the environmental management guarantee
deposit from the project contract expenditure based on the annual budget,
with an amount of about 3% of the budgetary resources.
6.4 Information Communication and Inconsistency Solutions The environmental supervisor shall disclose the information to the site
environmental supervisor, Environmental management manager of the
enterprise, and Project Management Office. In order that the management will
focus on the most important problem, the project nonconformance will be

classified into following three levels based on the importance.
Level I: definition: The nonconformance status is defined as the condition
nonconforming to the original requirements, which will not cause short term
impact to the most important resource. The level I will occur repeatedly; if
attention is not paid to, the level II will be caused. Measures: by proper
cooperation and common exchange, the level I status can be properly treated.
For example, if the staff of the construction unit discuss with the staff of the
operation unit, the remedy measures can be quickly performed; the typically
formal exchange mode means the monthly report submitted to the
Environmental management manager of the enterprise and the Site Building
Manager by the Environmental Supervision Engineer.
Level II: definition: This nonconformance status doesn’t cause damages and
irreversible impact to the sensitive and important resources. However,
immediate remedy and site disposal are required to prevent the above impact.
The level II will occur repeatedly; if attention is not paid to, the level III will be
caused. Measures: If the level II event shall be reported by the Environmental
management manager of the enterprise to the Environmental Manager of the
Project Management Office and the Site Building Manager, the remedy
measures shall be made as soon as possible; generally, the remedy
measures will be put forward within one week after discovery.
Level III: definition: This level includes the damages to the sensitive spot with
special attention or the predictable and coming damages. The special
behavior which is banned internationally is also included in the level III.
Measures: Upon discovery, it shall be immediately reported by the
environmental management manager to the Environmental Manager and the
Site Building Manager of the Project Management Office, the remedy
measures shall be made as soon as possible; generally, the remedy
measures will be put forward within three days after discovery; especially
special conditions need longer time. If necessary, the Environmental
management manager of the enterprise is entitled to ask the Building
Manager to stop some special projects prior to implementing the remedy
measures for resource protection.

6.5 Training-Necessary Capacity and Means Building6.5.1 Training requirementsThe main object of the environment capability building covers the
environmental management staff and environmental supervisor, and the
training to them is one part of the technical support of the project. During the
project implementation, the building party and workers will also be trained.
Prior to the project constructions, all construction units and operation units
and construction supervision staff will participate in the compulsive
environment, health, and safety training.
6.5.2 Training Content(1) Environmental management staff and Environmental Supervision Engineer
The training will be organized by Hunan Project Management Office to the
Environmental Manager of the Project Management Office, Project
Environmental Manager Coordinator, Environmental Supervision Engineer,
and other relevant staff one year prior to the project implementation; the
Environmental technology expert will take the responsibility for the specific
implementation task. The training content is shown in Table 6-4.

6.6 Compensation for Land Acquisition(1) Based on the land acquisition compensation methods of the national and
local governments, the compensation will be made to the villagers whose land
is acquisitioned and house is demolished rationally. In addition, their opinions
will be carefully considered, so as to ensure their working and living conditions
will not be lower than the current ones. The resettlement scheme is as follows:
① Yueshan Town will organize the professional skill training to peasants
annually as well as provide them with employment information and
opportunities.
② During the resettlement investigation and resettlement plan preparation,
Yueshan Town government and the land and resources organization have
made deep communication with villages affected by land acquisition and
determined the land acquisition compensation base applicable for the project.
Based on the Notice of Publishing the Land Acquisition Compensation Standard of Xiangxiang Section of Shanghai-Kunming Highspeed Rail Line for Passenger Traffic by the People’s Government of Xiangxiang City (XZBF [2010] No. 77 document), the land acquisition compensation

standard is determined as RMB 31857 yuan/mu according to the paddy field
compensation standard after fully discussing and negotiating between
Yueshan Town government and villagers.
(2) The pipeline, road, and riverway shall be constructed by section;
excavation and backfill shall be completed as soon as possible. The
temporary accesses shall be built for the adjacent hospitals, schools, and
other public facilities, and traffic warning signs shall be prepared as well.
During the traffic peak, traffic polices shall be assigned to take charge of
dispersion and dispatching to ensure smooth traffic flow; the material
transportation shall avoid traffic peak period to mitigate the urban traffic flow
pressure.
(3) Reinforce the training on the cultural relic protection conduction and
awareness cultivation of the management staff and construction workers. As
the project is of huge earthwork excavation amounts, attention shall be paid
to. The discovered cultural relics and ancient tombs shall be timely notified to
the local cultural relic preservation department; in addition, the site shall be
well protected and the construction shall be continued after proper treatments
are made.
(4) If the strong vibration construction (such as the oscillatory roller operation)
is made near the residential area, the monitoring shall be made to old private
houses near the construction site to prevent accidents. The necessary
remedy measures shall be taken to private houses which are largely impacted
by the construction vibration.
6.7 Ethnic MinoritiesNone
6.8 Temporary Site RestorationThe Contractor shall take the responsibility to timely recover the ecological
conditions of the temporarily-occupied areas which have been used; recover
all temporarily-occupied areas prior to complete the project construction to
ensure no water and soil loss will occur.

7. Environmental Monitoring Plan
7.1 Monitoring PurposesThe environmental monitoring includes two stages covering the project
construction period and the operation period, which is intended to completely
and timely master the pollution trends of the proposed project; know about the
environment quality change degree and impact range of the project-located
area as well as the environment quality status during the operation period;
timely feed back the information to the authority, and provide the project
environmental management with the scientific basis.
7.2 Environmental Monitoring AgencyThe Project Contractor or the Operator will entrust Xiangxiang environmental
monitoring station to take charge of the environmental monitoring during the
construction period and the operation period; the undertaking unit shall be a
unit certified by the national environment quality monitoring bureau, which
could do well in the environmental monitoring tasks with complete equipment
and powerful technical strength.
According to the estimated environmental impact result, the sensitive spot
with obvious pollution will be made as the monitoring point; track the pollution
conditions of the monitoring projects during the construction period and the
operation period, and the monitoring will focus on the louder noise, air
environment, and surface water environmental impacting the environment.
And, the monitoring factor will be determined based on the project pollution
characteristic factors. The corresponding monitoring analysis method
specified in the Technical Code for Environmental Monitoring issued by
the National Environment Protection Bureau will be applied. The assessment
standard will be subjected to the national standard confirmed by the
environment assessment of all subprojects.
The necessary key procedures for effective monitoring of the construction site
and activities are shown in Table 7-1.

8. Environmental Management Expenses Estimation and
Fund Sources
8.1 Budget DistributionThe implementation of EMP measures is involved with numerous units;
therefore, the fund source channels are different. A majority of environmental
protection activities are regarded as the engineering measures; accordingly,
they shall be offered by the project construction unit and the operation unit,
which shall be included in the project costs, and such project costs will be
defined and listed in the competitive bid.
The EMP expense is mainly used for the environmental management during
the construction period and the operation period, which mainly covers the
environmental monitoring expense, environmental supervision expense, staff
training expense, and operation expense and risk prevention expense of the
Environmental Management Agency. And, the EMC’s activity expense, water
quality, atmosphere, and noise monitoring expense, and CSEE’s expense are
all covered by the project management expense of the PMO. The local
environmental monitoring station, on the basis of the assigned tasks by the
Project Owner, will take charge of the water, gas, and noise monitoring during
the project operation, and the Project Owner will bear the monitoring expense.
If the common monitoring of the local environmental protection department is
synchronous with the project, the common monitoring data of the
environmental protection department can be applied.
8.2 Fund Sources and EMP BudgetThe summary of the environmental management expense during the
construction period and the operation period is shown Table 8-1.

Based on the implementation period of the project, and aiming at each
construction period, the annual budget shall be guaranteed, and part of
building fund in the budget is the deposit for the completion of management
requirements by the construction and operation units. And the deposit
weighting of different activities is shown in Table 8-2 as the percentage of the

9. EMP Information Management
9.1 Information ExchangeIt is required to make necessary environmental management information
exchange among different departments and posts of the Project Management
Office, Owner, Contractor, and Operator; in addition, relevant information shall
also be notified to the outside (relevant parties and social public). The interior
information exchange can be made through meetings, interior briefings, and
other modes; however, one formal meeting shall be held monthly at the least,
and all exchange information shall be recorded and filed. One exterior
information exchange shall be made per half year or 1 year; the minutes and
records shall be made after the information exchange with the coordinating
unit.
9.2 Recording MechanismFor the effective operation of the environmental management system, the
organization shall establish one perfect record system and keep following
records:
(1) Law and legal requirements;
(2) Permit;
(3) Environment factors and relevant environmental impacts;
(4) Training;
(5) Inspection, calibration, and maintenance activities;
(6) Monitoring data;
(7) Effectiveness of the correction and prevention measures;
(8) Information of relevant party;
(9) Examination and verification;
(10) Review.
In addition, necessary control shall also be done to the above records,
including the record identification, collection, catalogue, filing, storage,
management, maintenance, query, storage life, disposal, and other links.
9.3 Reporting Mechanism During the project implementation, the Contractor, Operator, monitoring unit,
Environmental Supervision Engineer, and Project Management Office shall
record the project progress, EMP implementation conditions, and
environmental monitoring results and timely report them to relevant

departments. It mainly covers following six parts:
(1) The Project Environmental Supervision Engineer will record the EMP
implementation conditions monthly and timely submit the weekly report and
monthly report to the Project Owner and Xiangtan Project Management Office;
the weekly report and the monthly report shall cover the implementation
conditions of the environmental protection measures, environmental
monitoring progress, and monitoring data.
(2) The Contractor and the Operator will quarterly record the project progress
and EMP implementation conditions and timely report them to Xiangtan
Project Management Office; in addition, above content shall be copied to the
Environmental Protection Bureau of Xiangtan City quarterly.
(3) After completing the mandatory monitoring task, the monitoring unit shall
timely submit the monitoring report to the Contractor (Operator) and the
Environmental Supervision Engineer.
(4) The Project Management Office shall timely submit the project progress
report to Hunan Project Management Office, which shall be copied to the
Environment Protection Bureau of Hunan Province as well. And, the project
progress report (such as the monthly report, quarterly report, annual report,
etc.) which is prepared by the Project Management Office shall include the
EMP progress content, such as the EMP implementation progress and effect,
especially the environmental monitoring result, etc.
(5) When events seriously against the rules occur in the environmental
protection field, the Environmental Supervision Engineer and the Project
Management Office shall notify such conditions to the environmental
protection administration authority; if necessary, such conditions shall be
reported step by step.
(6) The annual EMP implementation report of the project shall be submitted to
WB prior to March 31 of next year. The EMP implementation report can
include following content:
a. Implementation conditions of the training plan;
b. Project progress status, such as the completed pipe network paving length
and construction progress of the Wastewater Treatment Plant;
c. The implementation conditions of the project environmental protection
measures; environmental monitoring development conditions, main
monitoring results, etc.;

d. If there are public complaints; if yes, record the main complaint content,
solutions, and public satisfaction;
e. EMP implementation plan of next year.

Annex 2 Detailed Environmental management Specifications
for the Project ContractorThe Contractor shall take charge of the environmental protection during the
construction period. The article 19.1 of the civil works assessment contract of
the International Federation of Consulting Engineers (FIDIC) specifies that:
“during the project construction, completion, and other defect repair periods,
the Contractor shall take all rational procedures to protect the site and
adjacent environment and avoid personal or financial injuries or obstructions
due to pollutions, noises, or other consequences due to construction.”
1. Air environment pollution control measures(1) Pipe network construction
a. It shall reinforce the management and perform civilized construction;
construction materials shall be loaded and unloaded gently;
b. The vehicles for transporting the limestone, sand and stone, and cement
which easily produce dust shall be covered with the paulin;
c. The construction site shall be enclosed with color steel plates and closed
construction shall be conducted;
d. The place for temporarily storing the excavated earth shall be watered and
covered with the covering network to prevent dust.
(2) Plant area construction
a. The transportation management during the construction period shall be
reinforced; the vehicles shall be covered with ceilings, and overload is not
allowed;
b. Frequently water the roads for dedusting and reducing dust pollutions;
c. It is forbidden to pile up construction wastes randomly; especially wastes
within the construction line;
d. The construction site shall be enclosed with color steel plates and closed
construction shall be conducted;
e. The place for temporarily storing the excavated earth shall be watered
and covered with the covering network to prevent dust;
f. It shall reinforce the management and perform civilized construction;
construction materials shall be loaded and unloaded gently;
g. It shall ensure that no overload during transportation and no splashing
along the transportation road. Prior to driving the vehicle out of the worksite,

mud on wheels shall be completely removed to avoid splashing along the
road;
h. Do well in labor protection of construction workers, including wearing
dustproof mask, etc.
2. Water environment pollution control measures(1) Pipe network construction
a. According to the actual construction conditions of the project pipe network,
the vehicles and mechanical equipment will not be washed in the construction
site, which will be performed by special car washing centers.
b. Try to avoid performing the construction work in rainy seasons.
c. The leaked oil shall be received by barrels for recycling; after having been
collected by special plastic barrels and dumped into waste oil reservoir, it will
be purchased by the special waste oil procurement department; if the waste
oil drips on the ground, timely wipe it off with a piece of cotton yarn.
(2)Plant area construction
a. The construction unit shall establish the sedimentation tank in the plant
area during the construction period so as to ensure that the rainwater,
wastewater, wash water, and accumulated water during the construction
period can be deposited and recycled for washing and watering.
b. Simple living facilities shall be established in the construction site; domestic
wastewater shall be used for watering the plant area after having been
subjected to the oil separation and sedimentation treatment; the temporary pit
toilet shall be prepared, which shall be cleaned periodically.
3. Noise environment pollution control measures(1) Pipe network construction
a. The work time of all kinds of construction machinery during the construction
period shall be rationally arranged; try to avoid simultaneous construction of
lots of equipment with loud noise. In addition, the equipment with loud noise
shall be operated in daytime as much as possible, and try to reduce
transportation at night. Also, it is forbidden to make construction at night
(22:00~6:00); with the approval from local environment departments, the
sound insulation barriers shall be set between the sound source and the
sensitive spot with regard to the construction activities which must be
conducted at night;
b. With regard to construction in road sections where schools are located, the

construction unit shall consult with the school leaders, and try to arrange the
loud noise construction in the corresponding winter holidays, summer
holidays, two-day weekends, or after-class time; in addition, the construction
progress shall be quickened; time limit shall be shortened, and the impact
degree and duration shall be reduced. When performing the crash loud noise
construction in two-day weekends, try to avoid disturbing the learning
environment of the school;
c. With regard to construction in road sections where hospitals are located,
the construction unit shall consult with the hospital leaders and establish the
moveable sound insulation barriers.
(2) Plant area construction
a. Rationally arrange working hours of all kinds of construction machinery; it is
forbidden to operate the machinery with loud noise for construction at night;
b. The construction of different stages will be based on stipulations of the
Noise Limits for the Construction Site (GB12523-90); establish enclosures,
select equipment with low noise, and take other measures to strictly control
the noise during the construction period.
c. Try to select the equipment with low noise; for example, the hydraulic
machinery can substitute the fuel machinery and the mixer can be equipped
with the muffler.
d. The fixed mechanical equipment and earth excavation and earth moving
machinery (including the bulldozer, etc.) can be equipped with the vent pipe
muffler and the engine vibration parts can be isolated for noise reduction.
e. Make periodical repair and maintenance to the power machinery and
equipment.
4. Ecological environment pollution control measuresa. Select the proper spoil yard and slag yard for rational storage; try to make a
direct use. The construction of different project section shall be conducted by
sections, so as to reduce impact on the landscapes.
b. Try to avoid performing the earth excavation and backfill in rainy seasons;
try to complete backfill for excavations and side slope treatment prior to rainy
seasons;
c. The ditches around the spoil yard shall be well done to avoid water and soil
losses during rainy seasons. The temporary pile yard shall be returned to its
original status after completing construction.

d. Assign the environmental protection supervision agency and full-time
environmental protection staff, so as to reinforce the construction
management and environmental protection propaganda and remind the
people of the ecological environment protection; the construction workers are
not allowed to chop down trees without permission; the contract stipulates that
the Contractor shall make the construction work in strict accordance with the
land acquisition range for construction; and all slag shall be conveyed to the
appointed slag yard for storage.
5. Solid waste pollution control measuresa. After the domestic wastes are put in bags and collected by different
classification, they will be uniformly cleared and transported by the
environment sanitation department.
b. The pit toilets shall be prepared in the construction area of the Wastewater
Treatment Plant, which shall be cleaned periodically. After having been
uniformly collected, excrement will be conveyed to the adjacent farmland and
made as the fertilizer.
c. The construction wastes shall be treated by different classifications; the one
which can be recycled shall be timely recycled by specially-assigned persons,
and the one which can’t be recycled shall be used for the site backfill of the
Wastewater Treatment Plant as much as possible.
d. The construction wastes will be treated by the building unit based on the
Management Regulations of Urban Construction Wastes. Prior to
disposal, the building unit shall submit the application to the environment
sanitation authority and transport the wastes according to the specified
transportation routes and time. The waste disposal shall follow principles of
minimization, recycling, and hazardfree; according to construction conditions
of the urban projects, the application of preferably using the wastes for backfill
of other urban facilities and on-site disposal shall be submitted to the
municipal urban construction and environment sanitation authorities; the
wastes can’t be completely disposed shall be properly stored in the appointed
points out of the urban area.
6. Social environment guarantee measures a. The pipe network construction shall be notified to the adjacent residents in
advance; the traffic diversion due to the pipe network construction shall be
reported to relevant departments for instructions, which shall be notified to the

adjacent residents in advance as well.
b. The overlapping problems and conflicts between the pipe network project
and the urban water supply and power and municipal public administration
facilities shall be fully discussed and consulted with relevant units and
authorities in advance; construction plans shall be prepared according to
different bid sections to notify possible damages of the municipal public
administration facilities as well as avoidance and solutions to the construction
unit.
c. Coordinate with the traffic police and traffic management department for the
urban traffic organization during the construction period; specially-assigned
persons will be dispatched to assist the traffic management and time limit will
be shortened to mitigate the traffic pressure during the construction period to
the large extent.
d. Set the temporary transition plates and construction fences for the
horizontal road sections to reduce the construction impact on the traffic.
e. In order to guarantee a smooth urban drainage during the construction
period, the river diversion and water pumps will be applied. If condition allows,
the road section will be applied with the river diversion; if not, the road section
will be applied with water pumps.
f. The scientific construction plan will be prepared; construction activities will
be rationally arranged, the pipe network modification will be conducted by
section, and the scheme of closely linking recovery with excavation will be
followed, so as to mitigate heave excavations in the urban area and
subsequent visual pollution, traffic jam, and negative impact on business
activities. In addition, increase the propaganda of the pipe network
modification project to get understanding from urban residents. In the later
stage of construction, resume the damaged vegetations.
g. The road sections with schools, hospitals, and environmentally sensitive
objects at both sides shall be made as the key environmental protection road
section, and do well in watering, dedusting, noise control, and traffic
dispersion.
h. Improvement of temporarily-occupied road: optimize the design scheme
and construction route; try to temporarily occupy less land and reduce
occupation of afforestation belts. The soddings and trees on the occupied land
shall be transplanted, which shall not be destroyed randomly; the surface

shall be subjected to timely afforestation after the spoil backfill.
i. Protection to the physical cultural resources: Once cultural relics, ancient
tombs, and cultural heritages are discovered during the construction period,
the site construction shall be paused; such conditions shall be notified to
relevant departments; specially-assigned persons shall be dispatched to
investigate the site and determine if rescue or excavation is needed.
7. Environmental monitoring measures Observe the Project Environmental monitoring Plan; entrust the prefecture-
level and municipal environmental monitoring stations to monitor the main
environmental impact and quality conditions of surrounding environment
during the construction period based on the frequency and distribution
requirements specified in the monitoring plan.
Record the environmental monitoring development conditions and monitoring
report results; timely submit them to the local Project Management Office and
send a copy to the local Environment Protection Bureau.
8. Environmental supervision measures The environmental supervision is a new demand for the environmental
protection. The environmental supervision work shall run through the whole
project construction process, so as to ensure the smooth development of the
environmental protection work and effective implementation of the
environmental protection measures. In order to ensure that the project
environmental protection measures can be completed as planed and
guarantee the environment project quality, the staff with the environment
project supervision qualification will be entrusted by the Owner to serve as the
supervision staff. According to the fact that the project is developed by section
and by period, it is preliminarily determined that 2 full-time environmental
supervision staff will be appointed; the working staff will be dispatched to
serve as the part-time staff of other departments; the number will be
determined based on actual conditions.
8.1 Environmental supervision method
1) The environmental supervisor will be included in the project supervisor
category, who will be subjected to the uniform management of the supervision
management department of the project headquarters; in addition, he shall
participate in the monthly meeting of the chief project supervisor and submit
the weekly report and monthly report to the chief supervision office.

2) Periodically hold the environmental supervision work meeting; based on the
short term environmental supervision work, solve existing problems and put
forward the work plan of next stage.
3) All environmental supervision sections shall hold the regular environmental
supervision meeting monthly.
4) Form the perfect site environmental protection management system, and
establish the environmental protection leading group in the participating
project departments to take charge of the environmental protection leading
work. The organizations will be extended to all construction teams and groups
and shifts; responsibility zones will be divided, and the person in charge will
be put into practice.
8.2 Environmental supervision content
1) Environmental supervision during the project preparation period:
Check and review the environmental protection clauses in the Project
Construction Organization Plan prepared by the construction unit; check the
rationality of the environmental protection system established by the
construction unit; participate in check and review of the Unit Project
Commencement Report, and supervise the implementation of all pollutant
treatment projects.
2) Environmental supervision during the construction period:
Based on the construction organization designs of all bid section, prepare the
Emphasis in the Environmental Protection Work, propagandize the
environmental protection work to the construction unit; point out the
environmental pollution sensitive spot for the construction unit; put forward the
specific environmental protection measures based on main pollutants during
construction; check and review the Environmental Protection Scheme During
the Project Construction submitted by the construction unit; check the
rationality of the operation of the environmental protection system of the
construction unit and the implementation conditions of the environmental
protection measures, and supervise the water and soil conservation
measures. In addition, supervise the implementation conditions of the
Environmental Monitoring Plan and the supervision results.
3) Environmental supervision during the project operation period: check and
review the Summary Report on the Environmental Protection Scheme during
the Project Construction prepared by the construction unit; sort the

environmental protection completion report and the environmental protection
acceptance, and prepare the Summary Report on the Environmental
supervision Work.
8.3 Environmental supervision responsibilities
1) The supervision staff shall strictly perform the corresponding
responsibilities; play the supervision and management role; make ensure the
environmental protection measures applied for the site construction process
are effectively implemented, and guarantee the effective implementation of
the environmental protection work.
2) Do well in the propaganda and implementation of the environmental
protection laws and regulations; enhance the environmental protection
awareness of all participators to make them willingly do well in the
environmental protection work.
3) Prepare the staged environmental supervision acceptance planning; make
the environmental supervision acceptance to the completed unit project; make
sure that the environmental protection procedures are complete and all data
are intact after the project completion.
4) Sign the environmental protection contract clauses of the construction
project not covered by bid invitation in the contract; check and review the
environment protection content in its construction organization design, and
increase the details of the environmental protection chapters.
5) Record details of the EMP implementation conditions of the project EMP;
prepare the weekly report and monthly report and timely submit them to the
local Project Management Office and the Environment Protection Bureau.

Annex 3 Detailed Environmental management Specifications
for the Project Operation DepartmentThe environmental management during the operation period mainly covers
followings:
I. Operation technology management measures
1) Establish the operation management and operation responsibility system
for the treatment facilities;
2) Train the management and operation staff; establish the technical
assessment files; the unqualified staff can’t take the job;
3) Employ the experience and professional technical staff to take charge of
the technology management work;
4) Reinforce the maintenance and management of the equipment and
facilities; standby machine shall be prepared for the key equipment;
5) The patrol inspection to the water conveyance pipelines shall be reinforced
during the project operation, so as to prevent unqualified industrial wastewater
from entering into the wastewater treatment facilities; timely discover
problems and make timely solutions; the sludge arising from the wastewater
treatment shall be timely conveyed to the waste landfill for sanitary landfill
after having met the landfill requirements after the thickening and dewatering
in the plant area; the main constituent of the sludge shall be periodically
detected during operation of the Wastewater Treatment Plant.
6) Periodically interview adjacent residents and collect opinions; notify
relevant environment information to them and coordinate relations with them.
II. Environmental monitoring measures
Observe the Project Environmental monitoring Plan; entrust the prefecture-
level and municipal environmental monitoring stations to monitor the main
environmental impact and quality conditions of surrounding environment
during the construction period based on the frequency and distribution
requirements specified in the monitoring plan.
Record the environmental monitoring development conditions and monitoring
report results; timely submit them to the local Project Management Office and
send a copy to the local Environment Protection Bureau.
III. Accident emergency plan of the Wastewater Treatment Plant
1) After occurrence of the accident or emergency, the involved party or finder

of the accident will report the conditions to the chief operator and emergency
accident treatment leading group in one minute, and take emergency
measures to prevent the accident expansion.
2) After receiving the report, the chief operator will notify the corresponding
emergency treatment team member; after the emergency treatment team
members receive the notice, they will wear the labor protection articles, carry
the emergency treatment appliance, and come to the site to treat the
environment accident or emergency.
3) The emergency accident treatment leading group members will come to the
site in 5 minutes and guide and assist the accident or emergency treatment.
4) Once the wastewater treatment facilities have accidents, try to ensure the
normal operation of the grating and grit chamber to reduce the SS and COD
in water to some extent; in addition, find out the main pollution cause of the
water collection system and apply emergency measures to control the
emissions of the toxic microorganism substances;
5) Once irresistible exterior causes happen (including power cut of dual-circuit
and undrained wastewater due to sudden natural disasters), partial or whole
drainage enterprises shall be asked to stop drain wastes into the pipelines to
ensure the safety of the water body;
6) When the accident occurs, the local environmental monitoring station shall
be timely entrusted to implement the accident emergency monitoring plan;
7) During the accident occurrence and treatment period, the symbols shall be
hung at the water area near the discharging outlet for warning and reminding
all relevant parties about application of prevention measures.
8) When the chief operator receives the report upon the accident occurrence,
the chief operator shall timely report it to the local Project Management Office
and the Environment Protection Bureau, and report it to higher levels one by
one according to the accident nature.

a. The construction wastes will be treated by the building unit based on the Management Regulations of Urban Construction Wastes. Prior to disposal, the building unit shall submit the application to the environment sanitation authority and transport the wastes according to the specified transportation routes and time. Waste gas
(1) Based on the actual characteristics that the summer is with the heavier odor and the prevailing wind direction in summer, the mode of optimizing the plane arrangement of the plant area will be arranged and the main facilities (including the silt basin and dewaterer room) will be arranged in the downwind direction or sidewind direction of the local prevailing wind direction in summer to guarantee the sanitary protection zone width between the sensitive object;(2) After the project is completed and put into operation, the production management shall be practically reinforced; the pollution source shall be well controlled; all production and process links producing odor shall be strictly controlled, and the post responsibility system and monitoring mechanism shall be established and perfected as well;(3) Safety management. After the project is established and put into normal operation, the accident disposal training shall be conducted to employees; all kinds of monitoring instruments shall be subjected to periodical maintenance to ensure its normal operation and monitoring and control effects to odor. When persons enter into the pump house, the indoor ventilation shall be paid attention to, so as to avoid personal injuries due to excessive content of H2S and NH3;(4) Do well in land utilization planning. According to the determined sanitary protection zone width, the planning department shall replan the land within the range and define that it is not allowed to newly establish residential areas, schools, medical establishments, and other sensitive facilities within such range;(5) Afforestation reinforcement. As the Wastewater Treatment Plant will contain odors inevitably, the afforestation project is vital to improve its environment quality, and the plant area afforestation design shall be simultaneously completed along with the construction drawing design. The plant area afforestation will follow the principle of completely eliminating the exposed ground and flowers, grasses, and trees will be widely planted. Roads within the plant will be planted with shrubs and pine trees and boundary edges will be planted with poplars and Chinese scholar trees to form the multilayer shelter belt and mitigate the impact due to the odor pollution.

It is forbidden to dump, pile up, throw, or drop sludge without permission;(5) The sludge disposal shall follow principles of minimization, recycling, and hazardfree; the sludge treatment facilities shall be planned, built, and put into operation together with the wastewater treatment facilities;(6) Establishment of the sludge management inventory and transfer manifest systems. The Wastewater Treatment Plant shall establish the sludge management inventory; record the sludge generation amount, transfer amount, treatment and disposal amount, and purpose and report them to the Environment Protection Bureau of Xiangxiang City periodically. In addition, establish the sludge transfer manifest system, and the Wastewater Treatment Plant shall faithfully fill in the transfer manifest upon transferring the sludge;(7) Standardization of the sludge transportation. The unit responsible for sludge transportation shall be capable of relevant road cargo operation qualification; individuals and units without relevant operation qualifications are forbidden to take charge of sludge transportation. Also, the sludge transportation vehicles shall be subjected to seal, waterproof, anti-seepage, and anti-drop measures;(8) The top of the sludge shed in the Wastewater Treatment Plant shall be equipped with the rain shelter and its ground shall be subjected to the hardening treatment; cofferdams, ditches, and collector wells shall be prepared around the shed, so as to drain water arising from sludge storage into the wastewater treatment system;(9) The enclosed tank truck shall be applied for sludge transportation;(10) The advanced sludge thickening equipment shall be applied for the sludge minimization; the sludge shall be dewatered till the water content is below 60% to reduce the sludge generation;(11) Ensure that the sludge disposal rate is 100%;(12) After the domestic wastes are put in bags and collected by different classification, they will be uniformly cleared and transported by the environment sanitation department.

(1) As for afforestation of the plant area, trees, shrubs, and grasses shall be planted based on certain proportions to keep certain hierarchical structure. Try to use indigenous species, and reduce foreign species. Upon afforestation, priority shall be given to the indigenous species;(2) Management reinforcement. The plant shall dispatch specially-assigned staff to do well in the campus afforestation and management and prepare corresponding rules and regulations to protect the greenbelt and ecological environment;(3) After the wastewater pipeline is processed with earthing, the one in the town area shall be hardened and the one in the field shall be subjected to timely afforestation and rush-planting to recover the exposed surface along the pipeline. (2) The vulnerable equipment will be applied with numerous sets of standby equipment, and sufficient spare parts will be prepared for repair and update. The main equipment operation shall be monitored by the computer data for timely alarm; the accident site, accident nature, and time shall be recorded for convenient and timely repair;(6) The dual circuit will be applied for power supply to ensure normal operation of power supply facilities and lines;
(7) Try to ensure the normal operation of the grating and grit chamber to reduce the SS and COD in water to some extent;(8) Find out the main pollution cause of the water collection system and apply emergency

measures to control the emissions of the toxic microorganism substances;(9) Once irresistible exterior causes happen (including power cut of dual-circuit and undrained wastewater due to sudden natural disasters), partial or whole drainage enterprises shall be asked to stop drain wastes into the pipelines to ensure the safety of the water body;(10) During the accident occurrence and treatment period, the symbols shall be hung at the water area near the discharging outlet for warning and reminding all relevant parties about application of prevention measures;(11) Prior to operation of the Wastewater Treatment Plant, the safety conduction shall be made to the operation and management staff; in addition, the safe operation regulations and management systems shall be prepared; strict implementation shall be performed and frequent inspection shall be made after operation;(12) The building design shall consider the drainage, heating and ventilation, lighting and illumination, and other sanitary requirements; the site where workers operate for long time shall be equipped with air conditioners. Some sites with sealed structures and poor ventilation conditions shall be applied with the mechanical ventilation;(13) The plant area shall be equipped with the life jackets, life buoys, safety belts, safety helmets, and other labor protection appliances. The workers who operate in the underground pipelines shall wear necessary protection equipment to avoid poisoning. Two workers shall work together at the least;(14) The tank passage edges will be equipped with guardrails and illumination facilities for the sake of the pedestrian safety;(15) The installation protection of all electric appliances and equipment shall meet relevant safety stipulations; do well in the grounding protection of the high pressure equipment.(16) The dangerous parts of the mechanical equipment (including the driving belt, gear, and grinding wheel) shall be equipped with the protection device;(17) The warning boards shall be erected at all dangerous sections in the plant area; the platform higher than 1.2m shall be equipped with the guardrail. The place with poisonous and harmful gases shall be applied with the ventilation equipment;(18) According to actual demands of all work sections and convenient use, the sanitary rooms for production (toilets, washrooms, and storage rooms) shall be prepared; the work section with bad environment and open area shall be applied with the reinforced ventilation facilities and restrooms.
