Conventional wisdom would

have as believe that the dropping of

the atomic bomb on Hiroshima in

1945 was meant to save American

lives and force Japanese surrender

and end the war. Hypothetically, it is

possible to argue that Hiroshima and

Nagasaki would not have happened

if Japan had possessed similar

capability. Much greater destruction

and loss of life had occurred earlier

during the fire bombing of Tokyo

and other Japanese cities by the

Allies. But use of the atom bomb as

the instrument of war termination

also created the image of its being a

powerful tool of military utility.

However, it was clear from the

beginning that its value actually

rested in its political power. This

political role was heightened beyond

the capacity of any other single

instrument of policy essentially

because of the great destructive

capability of nuclear weapons. The

Cold War, and deployment of over

55,000 nuclear warheads at its peak

in a highly militarised confrontation

of ideology, political goals and

foreign policy, reinforced the belief
