The state of Wyoming is home to two State Policy Network (SPN) “think tanks”: the Wyoming Liberty Group (WLG) and the Wyoming Policy Institute (WPI). SPN is an umbrella group of right-wing think tanks across the

country. While the two think tanks claim to be focused on issues important to the people of Wyoming, they actually push an agenda dictated by their national right-wing funders and partners.

Because both of SPN's think tanks in Wyoming claim 501(c)(3) nonprofit status, neither organization is required to disclose their donors to the public, despite their role in influencing the state legislature. It also

appears that both the Wyoming Liberty Group and the Wyoming Policy Institute decline to voluntarily disclose their funding sources. While no funders of WPI have been publicly identified, IRS documents

reveal a few of the funding sources behind WLG.

WLG's largest known donors are two Koch-funded groups called "Donors Trust" and "Donors Capital Fund." Known as the "dark money ATM of the conservative movement," the Donors groups are donor-

advised funds, meaning they keep their own original funders anonymous, adding another layer of secrecy. Funneling nearly a half of million dollars to WLG in just the three years between 2009 and 2011, Donors

Capital Fund contributed a third of WLG's revenue in 2009.

The two other WLG known funders are the State Policy Network ($90,000) and the South Carolina-based Roe Foundation ($20,000).

WLG claims to be nonpartisan, but its founder, Susan Gore, may be one of the most partisan conservative activists in Wyoming. Gore has contributed at least $92,830 to GOP and conservative candidates and

committees between 2004 and 2012 on the state and federal level, including large contributions to Rick Santorum's presidential campaign, the Wyoming Republican Party, and the Republican National

Committee.

Gore is also a close associate of the Koch brothers, having attended the Kochs' exclusive retreat in Aspen, Colorado in 2010. Gore is also known for her role in a controversial court case over the Gore family

inheritance, in which Gore attempted to legally adopt her ex-husband to receive more funds from the family inheritances. In 2011, a judge ruled against Gore in that case.
