The United States makes up about 5%
of the entire worlds population
Yet, at the same time, Americans use
over 26% of the worlds energy and
depend heavily on imports from foreign
nations. Our homes alone use over
20% of total energy consumed in the
United States.
Much of the energy we use in our
homes is wasted due to inefficient
technologies, leaky, un-insulated, and
unsafe housing stock, and a lack of
conservation due to poor decision-
making in the home and marketplace.
Its clear that we must decrease our
dependence on foreign oil, work to
improve the efficiency of our homes
and buildings, and be less wasteful and
more efficient in how we use our
energy resources.

There is a solution and its a solution
that makes real sense, with a real
return on investment. Its called the
Weatherization Assistance
Program.and its a program that
works.

states plus the District of Columbia. It
provides services in every town, city
and county in America. It was created
in 1976 and has evolved into one of the
most cost effective and efficient
programs nationwide. The mission is to
increase the energy efficiency of
dwellings occupied by low-income
Americans, thereby reducing their
energy costs while safeguarding their
health and safety. The program saves

energy but it also saves lives. And
because it reduces the burning of fossil
fuels it prevents air pollution and
reduces greenhouse gas emissions like
carbon dioxide, which is the leading
cause of global warming. As a matter of
fact the program is a consistent and
national leader in the daily reduction of
carbon into our atmosphere.

The Weatherization Assistance
Program targets the elderly, the
disabled, and families with children
and heres how it works. Funding from
the federal government is funneled to
each state. The state then partners with
local non-profit agencies to identify
income eligible clients and authorizethe weatherization work. Sometimes
the agencies have their own in house
work crews. Other times, the work is
subbed to private contractors. In either
case, these on site crews are the heart
and soul of the program and are the
original green United States workforce.
The work done in the field is the
foundation of the program and all
weatherization workers must be
thoroughly trained in all the latest and
most effective energy efficient

sophisticated diagnostic equipment to
identify cost-effective, energy saving
measures for each home. The first step
is to test all combustion appliances for
efficiency, proper draft, carbon
monoxide, fire and electrical safety and
any code requirements. This is done
before any weatherization work begins
to make sure tightening of the house
will not make existing combustion
safety problems worse. Unsafe,
inefficient, and inoperable heating
systems may be replaced or repaired.
Heat pumps and air-conditioning
systems are also examined for
efficiency and safety.
Blower door tests are then conducted
to identify and diagnose air leakage,duct leakage, pressure differences in
the home. This test also measures the
existing air exchange in the home,
which will provide a baseline for air
sealing the home and/or the need to
introduce mechanical ventilation.
Attics are zonal tested for potential
thermal bypasses, sealed, and
insulated to proper r-value.
Sidewalls are insulated using blown
cellulose and a dense-pack method

Walls and ceilings are scanned with
sophisticated infrared cameras to help
identify areas that need additional
insulation.
Floors can also be insulated as an
optional measure and mobile homes
are insulated in the floors, ceilings and
sidewalls
Ducts systems are tested before and
after weatherization work is done and
ducts in unconditioned areas are
insulated with duct wrap or insulating
foam.
The advanced and proven
Weatherization Assistance Program
includes many other services.
Heating system filters are replaced.
Gas and oil leaks are repaired.
Water heaters are insulated with an
insulation wrap and programmable
thermostats installed
CO detectors and smoke alarms are

Old and inefficient appliances, such as
refrigerators, may be replaced.
Compact fluorescent lighting may be
installed to replace existing inefficient
light bulbs. .
An energy efficient home is only one
benefit of the program. Weatherizationcreates jobs, many of them green jobs,
and is an cost effective investment of
tax dollars.
Weatherization also improves local air
quality, decreases emissions of
greenhouse gases by on average
one ton of carbon per weatherized
home, reduces risk of fires, decreases
cases of homelessness, lowers health
costs, and has undoubtedly saved
many lives.

All homes are tested before and after
the weatherization work is done to
ensure energy savings and the health
and safety of the occupants.
Every year over 100,000 homes are
weatherized nationwide through the
Weatherization Assistance Program.
This goal has been significantly
increased recently and additional
funding has been provided. Yet, even
at this rate, less than 20% of eligible
households have been weatherized
so there is still a real need.
The program has an immediate impact
for client families because their energybills will be reduced by about a third.
This is money that can now be spent
on other important necessities. And
maybe now, because of the
Weatherization Assistance Program,
some of the tough family decisions
have become just a little bit easier.
