Online tenders are invited by the Superintending Engineer (CA), Kalisindh Super Thermal Power Project, Rajasthan Rajya Vidyut Utpadan Nigam Limited, Jhalawar for Annual contract for routine,

breakdown, capital maintenance work and providing assistance in operation of dense phase Dry Fly Ash System of Unit 1&2 (2x600 MW), KaTPP, RVUNL, Jhalawar.

1. (a) Tender document consists of the complete specifications, various schedule to be filled by the bidder, price schedule and the set of general conditions of contract to be complied with by the persons whose tender may be accepted.

(b) The bid must be accompanied by Earnest Money deposit amounting to Rs.1.53 Lacs (Rupees One Lac Fifty Three Thousand Only) in the form of Demand Draft / Bankers Cheque in favour of Chief Accounts Officer, KaTPP, RVUNL, Jhalawar payable at Jhalawar.

(c) The tender document cost amounting to Rs.500.00 (Rupees Five Hundred Only) in the form of Demand Draft / Bankers Cheque in favour of Chief Accounts Officer, KaTPP, RVUNL, Jhalawar payable at Jhalawar.

(d) The processing fee of Rs.1000.00 (Rupees One Thousand Only) per bidder shall be paid in the form of Demand Draft / Bankers Cheque in the name of Managing Director, RISL payable at Jaipur.

3. PRE-QUALIFYING REQUIREMENTS

a. The participating bidder should have service tax registration with Central Excise Department, PF Registration, PAN Card and should fulfill all statutory requirements.

b. The bidder should have solvency equal to 50% of estimated amount or more & solvency certificate should not be more than one year old.

c. The bidder should have at least one year experience of same work during last three years in any Thermal Power Station of 500 MW (installed capacity) or above, should have experience of operation, maintenance and providing assistance in

operation of dense phase dry fly ash system. The bidder should have executed at least single work order value of at least 60% of this contract value i.e. Rs.46.00 Lacs (approx.) for similar type of work or two work orders in a year equal to this contract value.

d. Satisfactory performance certificate of the above experience of work executed should be signed by officer not below the rank of order placing authority of concerning organization.

e. The bidder should have a minimum annual turnover of Rs.1.00 (One) Crore in any two financial years during last three years. Latest balance sheets of the company to be submitted, duly verified by certified Chartered Accountant. The balance sheet must be in the name of the company who is purchasing the tender document.

Note: - Notwithstanding anything stated above, the RVUN reserves the right to assess the credibility, capability and capacity to perform the contract should circumstances warrant such an assessment in the overall interest of the RVUNL and Tenderer shall furnish all other required documents to RVUNL. RVUN also reserves the right to seek any additional information from tenderer(s).

4. The bidder should submit all necessary required documents to fulfill the qualifying requirement etc. along with tender positively. No correspondence will be done in this reference later on.

5. Issue of tender documents shall not make the bidder entitle for opening of the Price Bid.

6. Deviation in technical and commercial details shall not be accepted. Tender offered with any deviation is likely to be ignored.

7. The bidder shall be required to keep this offer valid for acceptance for at least 120 days from the date of bid opening.

8. The bidder who will deposit the EMD, tender document fees and processing fees in schedule date and time shall only be eligible for submission of the Bid Proposal.

9. RRVUNL does not bind itself to accept the lowest or any of the bids and reserves the right to accept any bid or reject any or all bids without assigning any reasons thereof.

10. The bidder will have to register themselves on websites http://www.eproc.rajasthan.gov.in for participating in this tender. For this purpose digital signature certificate (DSC) have to obtain from any agency approved by CCA. This DSC will be used to sign the bid submitted online by the bidder Unsigned tenders will not be entertained and will be rejected outrightly.

11. If any tenderer withdraws his tender prior to expiry of validity period as mentioned as serial no. 7 or mutually extended period or makes modification in the rates, terms and conditions of the tender within the said validity period, which are not acceptable to the department, or fails to commence the work in the specified period / fails to execute the agreement, the department shall without prejudice to any other right or remedy be at liberty to forfeit the amount of earnest money given in any form absolutely. If any contractor, who having submitted a tender does not execute the agreement or start the work or does not complete the work and the work has to be put to re-tendering, he shall stand debarred from participating in such re-tendering in addition to forfeiture of earnest money/security deposit and other action under agreement. If there is strong justification of believing that the tenderer or his authorized has been guilty of mal-practices such as submission of forged documents, influencing individually or politically, his offer will be liable to rejection and in such case his earnest money shall be forfeited.

12. All tenders, in which any of the prescribed conditions are not fulfilled or which have been vitiated by errors in calculations, totaling or discrepancies in figures or words or other discrepancies, will be liable to rejection.

13. No conditional tenders shall be accepted and will be rejected summarily forthwith.

14. The department will not be responsible for any delay on account of late submission of tender due to online submission.

15. Physical submission of bids is not allowed.

16. The bidder shall ensure that scanned copy of all the schedules as asked in tender documents have been filled up and attached with the bid submitted in electronic format.

17. The acceptance of the tender will rest with the competent authority who does not bind itself to accept the lowest tender, and reserves the authority to reject any or all the tenders received without assigning any reason.

18. No refund of tender fee is claimable for tenders not accepted or forms not submitted.

19. All other conditions shall be prevailing as detailed out in the departmental tender document (in the respective sections/volumes).

The bidder have directly ordered from the competent authority of the Thermal Power Station / have executed the work as a associate of the bidder who have received the order on his name / have executed the work being a authorized / sub-contractor by the bidder who have received the order from the competent authority of Thermal Power Station. The bidder have to furnish the satisfactory work completion certificate / experience certificate for 50,000 MT coal quantities from the competent authority of the Thermal Power Plant.

The bidder should have executed the similar work of 50,000 MT in any one year during last three years in any processing industries. The bidder have directly ordered from the competent authority of the processing industry / have executed the work as a associate of the bidder who have received the order on his name / have executed the work being a authorized / sub-contractor by the bidder who have received the order from the competent authority of processing industry. The bidder have to furnish the satisfactory work completion certificate / experience certificate for 50,000 MT coal quantities in his name from the competent authority of the processing industry i.e. not below the rank of the General Manager or order placing authority.

b. The bidder should have a minimum annual turnover of Rs.1.00 (One) Crore in any two financial years during last three years. Latest Balance sheets of the company to be submitted duly verified by certified Chartered Accountant. The Balance Sheet must be in the name of the company who is purchasing the tender document. For the turnover purpose, bidder has to submit the trading account duly certified by the Chartered Accountant or copy of the bank account certified by the respective bank.

c. The bidder should have latest solvency certificate of competent district authorities / reputed bank for minimum Rs.50 lacs.

d. The bidder should have service tax registration with central excise department, PF registration and PAN card.
