Financing of the Community Support Framework 2004 - 2006
The share of funds
• public- from structural funds – 8 275,8 mln euro- from national public funds assigned to development activities, i.e. state budget, self governments budgets and others – 3 136,1 mln euro
• private- assistance for enterprises will be in conformity with competition rules, particularly state aid provisions will be applicable – 2 361,2 mln euro

In addition structural investments executed in Poland in years 2004-2006 can be co-financed from:
• The Cohesion Fund– 4 178,6 mln euro • Community Initiatives: INTERREG 221,4 mln euro and EQUAL 133,9 mln euro.
The total amount of funds (structural funds, Cohesion Fund, national funds, private funds) for the implementation of the structural policy in Poland in years 2004-2006 will reach app. 19,2 bilion euro.

Measure 1.2 Environmental Protection Infrastructure
Types of projects:• concerning the protection of surface waters (water supply
systems, sewage treatment plants, etc.),• concerning the protection of air ,• concerning waste management,• support for management of environmental protection ,• in the area of gaining renewable energy sources: construction,
development and modernisation of the public infrastructure serving for the generation of electricity and heat from renewable sources (e.g. wind, biomass, hydro, geothermal, solar).
Support accessible for projects of total value 1-10 M EUR and (concerning environmental protection management)

Main types of projects:• water supply, sewage systems and waste water treatment,• local road infrastructure,• waste management in small towns and villages, closure of illegal

PNEC activities - Possibilities to support energy projects
Topic: European standards of local authorities education for energy and environment management
Partners: Energie Cites, FEWE-Katowice, 2 State Business Academies from Tarnow, Nowy Sacz, the municipality of Chelmek
Main objectives: To prepare municipalities for the new roles in a liberalised market and EU accession especially local officers for new challenges and new tasks regarding local energy policy
In November 2004 The Association of Municipalities Polish Network “Energie-Cites” has submitted an application to Voivodship Labour Office in Krakow

Main activities:preparing guidlines "Energy Management Book", educational materials, 3 courses (5 month each, 80 hours of lectures and workshops only during weekends) for 60 people in Chelmek, Tarnow, Nowy Sacz (180 participants), certifications for a new job: "energy manager" in municipality, 3 weekend study tours to EC Members
Educational materials will contain:
EU law (Directives), Polish law, Financial sources, PPP, TPF/ ESCO, tendering, contracting, good practices (energy labelling,....)

IROP, Measure 2.6 Regional Innovation Strategies and Transfer of Knowledge
Topic: Renewable Energy – Transfer of Knowledge and Technologies for Regional Innovation Strategies
Partners: Polish Association of the Employers of Renewable Energy, Sector and Environmental Protection; AGH in Cracow
Main activities: preparing database connected with renewable energy, a manual (1 000 copies) for the private sector interested in renewables, organising 22 training sessions (1 day each) in the whole Malopolskie Voivodeship, 10 probations (6 months each) for graduates and teachers from academies in Malopolskie Voivodeship in private companies

Air protection from contamination through the prevention and reduction of pollution emissions and conservation of raw materials and energy Within the program subsidising will be provided for projects aimed at:
• reduction of pollution emissions from large fuel incineration sources, • conservation of raw materials and energy, • improvement of fuel quality and engine technology applied in transportation, • upgrade of heating-plant systems, • usage of alternative and environment friendly energy sources, • Protection from ionizing radiation , • utilisation of waste in incineration process, • reduction of volatile organic compound and odour emissions.

The Voivodeship Fund for Environmental Protection and Water Management
