The RICS Education Committee chaired by István Hajnal MRICS has prepared its study in order to elaborate a suggestion for high-standard real estate education system in Hungary. The review carried out has revealed

relevant deficiencies in the field of existing real estate education system in Hungary and examined examples of developed real estate education systems in foreign countries. 

The Committee:

• has examined the Hungarian education system, its main types and levels; • has analyzed several foreign real estate education models, involving the studied subjects and main

peculiarities; • has compared Hungarian education models with foreign systems and offered its proposal concerning a new,

competitive education system; • has defined the way of realization to the above mentioned Hungarian real estate education. 

According to this it is suggested:

• to inform RICS’ partner institutions and other educational institutions on the field of real estate about the education structure elaborated by the Committee;

• to get in contact with the Budapest University of Technology and Economics (BME) in order to standardize the existing postgraduate- and the future planned MSc education structure;

• to found a scholarship for professionals working and searching in real estate field in order to promote Hungarian real estate education;

• to publish the Committee’s study in different forums while taking the advantage of real estate actualities (e.g. property tax).

Upon the request of Mr Imre Ikvai-Szabó Deputy Mayor of Budapest, RICS Magyarország has established a working group to assist the Municipality of Budapest in its effort to formalise development agreements and the processes leading to formalised development obligations between the private sector and Local Governments. Recent amendments to the Building Law of Hungary has enabled Local Governments to negotiate with developers on the required compensation for possible negative impacts of developments and also to set criteria for reconsidering building restrictions set by local regulatory plans. The new legislation is welcomed by RICS Magyarország as an improvement towards more transparent procedures in the realm of real estate development. 

Pál Baross FRICS, Pál Dános MRICS, Ákos Detrekői FRICS, Lilla Karancsi, Róbert Kiss, Balázs Korintus MRICS, Roland Láposi, Csaba Pecze MRICS, Norbert Schömer MRICS, Gábor Soóki-Tóth MRICS and Gábor Zimborás took part in the working group, with Csaba Pecze MRICS taking a coordination lead, with assistance from Anna Orcsik. The working group had three meetings that were characterised by intensive debate and sharing of experience. A draft working paper was produced by Gábor Zimborás, Roland Láposi and Gábor Soóki-Tóth MRICS which was followed by the first draft proposal by Pál Baross FRICS, Csaba Pecze MRICS and Gábor Soóki-Tóth MRICS. The working group has reviewed this draft and has made some changes and formulated proposals for the Municipality of Budapest with regards the proposed mediation process, the terms and scope of development agreements and the roles of the parties – with special attention to the two-tier governance model of the Hungarian Capital – throughout the negotiations. The final proposal was sent to Deputy Mayor Mr Ikvai-Szabó in early November.
