Observations from other industries
Creating standards is a journey which will sustain over many years
Context is everything – approaches must match their context and proposed used
Different kinds of artifacts are need to support different tasks
But they are bound together with a common language and common models
Initiatives require support from multiple organisations across an industry

And very fundamental standards are evolving in Social Security
At a national level… eg Cross Roads Bank in Belgium, Interops in France, National registers in many countries
