regional Momentumunifying partnerships for a collaborative approach to advocacy
As the Tulsa region continues to grow, the organizations and programs dedicated to the prosperity of our community continue to expand as well. With this in mind, the Tulsa Regional chamber looks to lead advocacy efforts to create a unified, stronger voice for the Tulsa region and northeast oklahoma.
since 2007, the onevoice agenda has been the primary advocacy tool utilized by the chamber and its partners to communicate top-priority issues to its state and federal lawmakers. our successes in 2012 are a testament to what is possible through a unified vision:
x significant investments in our state’s structurally-deficient highways and bridges x 49 additional physician residency slots to train primary care physicians in oklahoma x $3.1 million for the ou Wayman Tisdale specialty care clinic x $5 million for the osu medical center x Protecting funding for core services by successfully advocating against a dramatic reduction in the state’s personal
income tax rate.
In preparation for 2013, more than 200 individuals representing various industries and geographical areas participated in
taskforces to create a comprehensive list of key issues. This list was then prioritized by 320 participants at the Regional onevoice legislative summit, resulting in the 2013 onevoice agenda.
This year, 61 regional partners endorsed the onevoice agenda. Top priorities include: x state acceptance of medicaid expansion x Increased education funding x Transformational workers’ compensation reform
These top-priority issues will allow the Tulsa region to continue on its forward path, enhancing business and growth to ensure Tulsans and residents of northeast oklahoma benefit from the best jobs, companies and commerce for our state.

education FundingPreserve existing funding and appropriate additional funds for education at all levels to accomplish:
x Fully funding proven intervention strategies to eliminate social promotion, to retain and prepare high school students to successfully pass the eoI graduation tests, to lengthen the school year and to support districts’ implementation of the common core standards (curriculum, technology and professional development).
x Providing $6,447,704.00 for the state’s career Tech system, earmarked to increase capacity and access to valuable industry certifications targeting manufacturing, aerospace and health care, to create 13,000 new jobs and serve veterans.
x Funding college and university graduation initiatives supported by the oklahoma state Regents for Higher education and encouraged by Gov. mary Fallin through the national complete college American program, with an emphasis on graduation, retention and remediation strategies and goals.
medicaid expansionoppose any effort to cause oklahoma to opt out of the 2014 medicaid expansion under the Affordable care Act; pursuit of f lexible options toward implementation of the AcA should be seriously considered.
osu medical center & ou Wayman Tisdale clinicsupport fair and adequate funding for the operations of osu medical center and $3 million for the start-up costs for ou’s Wayman Tisdale specialty clinic to ensure the abilities of Tulsa medical schools to provide critical health care and training.
Gilcrease expresswaysupport the building of the Gilcrease expressway and Bridge through any funding mechanism available in order to expedite this long overdue transportation system; a partnership with the oklahoma Turnpike Authority, Tulsa county, and the oklahoma department of Transportation is strongly encouraged.
municipal Revenue diversificationsupport legislative action to preserve, expand, and diversify sources of revenue available to municipalities. Key initiatives in this effort include ensuring a level playing field between community retailers and remote/Internet sellers in the collection of sales taxes, and increasing the state apportionment for municipal roads and bridges.
Workers' comensation Reformsupport workers' compensation reforms which will provide an efficient, cost effective system that lowers costs and increases benefits, while providing quality health care to injured workers and ensuring a timely return to work. such reforms will help lower workers’ compensation rates, reducing the cost of doing business in oklahoma and leading to the creation and retention of vital jobs.
Quick Action closing FundIncrease funding for the oklahoma Quick Action closing Fund to a level that allows oklahoma to be competitive with surrounding states. Greater funding for this economic development tool will assist in attracting high quality jobs and industry to the state, increasing the economic opportunity and quality of life for oklahoma residents.
Physician Trainingsupport the expansion of ou and osu medical school class size in Tulsa, additional Federally Qualified Health center primary care residency training positions through the Teaching Health center program, funding of the oklahoma Rural Residency Program at $3 million and support of expanded loan repayment programs to incentivize physicians to locate in rural and urban underserved areas of oklahoma through Tobacco settlement endowment Trust funding sources.
state Personal Income Taxoppose efforts to reduce the state’s personal income tax rate that do not maintain revenue neutrality for core areas of state government, that include multi-year tax reduction formulas, or that shift the burden of generating or collecting future revenues onto oklahoma’s businesses.
odoT eight-Year Plansupport adding critical transportation projects to the oklahoma department of Transportation’s eight-Year Plan, that are needed to promote economic development and preserve the safety and integrity of the Tulsa region’s transportation network. of key importance are the following regional high-priority projects: reconstruction of I-244; widening of I-44 east to the Will Rogers Turnpike; expansion of u.s. 169 to six lanes north to state Highway 20; construction of a four-lane Port Road on Highway 266 from u.s. 169 to the Port of catoosa, and from the Port of catoosa to I-44; and the implementation of high-priority transit corridors.
onevoice legislative agenda | state IssuesGraduate medical education Fundingsupport continued funding for Graduate medical education to ensure continuation and growth of residency programs in oklahoma and support and leverage new and existing public funding for expansion of community based primary care residency programs through establishment of Teaching Health center at oklahoma FQHcs in collaboration with oklahoma existing medical schools and academic medical centers.
Arkansas Riversupport efforts to expedite the implementation of the Arkansas River corridor Project for river infrastructure improvements. Allow federal match credit to be accrued for state and local expenditures in order to advance construction activity while preserving the Tulsa region’s access to future federal funding for this federally-authorized project.
marketplace Fairness Actsupport fair and equal treatment of local businesses through passage of the main street/marketplace Fairness Act, allowing collection of sales tax from online sales and preventing the further erosion of our local merchants’ competitiveness. Without this Act, oklahoma retailers will continue to operate at a competitive disadvantage versus out-of-state online retailers who refuse to collect sales taxes on sales made within oklahoma.
mcclellan-Kerr Arkansas River navigation systemsupport necessary congressional appropriations to dredge the mcclellan-Kerr Arkansas River navigation system from 9 feet to its congressionally-authorized 12 feet as originally intended; and to cover the system’s approximate $95 million in critical maintenance backlog.
Federal Rulemaking Authorityencourage and support members of congress to restrict federal rulemaking authority by requiring a comprehensive and cumulative analysis of the total economic impact of rules, including the effect on jobs, electricity rates and reliability, gasoline prices, energy-intensive manufacturing, small businesses, power plant closures, agriculture, and state and local governments. Federal agencies, particularly the ePA, are issuing significant regulations at an accelerated rate without adequately measuring effects on American workers and consumers.
defense spendingoppose significant reductions in defense spending at the federal level through sequestration. unless a solution is reached, the proposed across-the-board cuts will begin on January 2, 2013, and continue to impact the next 10 years of the federal budget. consideration of strategic military needs and objectives is vital; and a solution will mitigate the loss of at least 16,000 jobs in oklahoma related to defense contractors and related industries.
small Business Health care Reformssupport health care reforms at the state and federal level which will enable small businesses to keep health insurance premium costs down and increase the number of insured employees.
energy Taxesoppose federal efforts to target and impose multi-billion dollar tax increases on America’s domestic energy producers. If successful, efforts to repeal the ability to expense intangible drilling or development costs, percentage depletion, and the section 199 manufacturer’s deduction, among others, will result in higher energy costs for the American consumer, fewer jobs for the American worker, and less energy production here at home – making us more dependent on foreign sources of energy, not less.
Transportation & Infrastructure continue to provide states with the f lexibility needed to address their unique transportation and infrastructure needs through a coordinated local- and state-based decision-making process. support federal policies that increase surface transportation funding for metropolitan regions. encourage policies that support local bodies in using federal funding for pedestrian and transit programs.
Workforce Investment Actsupport the reauthorization of the Workforce Investment Act, maintaining the program’s employer-driven focus. other priorities for the reauthorization include increased funding for demand-driven training; increased flexibility for local Workforce Investment Boards to set local targets for individuals served; expansion of funding opportunities for on-the-job training (oJT); funding for employer outreach regarding services; and greater f lexibility to provide training to up-skill incumbent workers.

Quality events Act modificationssupport amending the oklahoma Quality events Incentive Act to allow oklahoma's communities to attract high-quality, high-impact events in an increasingly competitive regional, national and international market.
Tax credits and economic Incentivessupport tax credits, exemptions and incentives that provide an economic return to the state of oklahoma and maintain our state’s competitiveness in business attraction and retention. oklahoma’s incentives should be regularly evaluated through a review of what other states offer and their overall impact on citizens of the state, with ineffective incentives being eliminated.
Tulsa community supercomputersupport $2 million in appropriations to the oklahoma Innovation Institute for the Tulsa community supercomputer. This appropriation will help fund the common infrastructure and operations of the supercomputer for the next five years, after which operations of the Tulsa community supercomputer will be self-sustaining. This will also enable community-use nodes for state and local governments and entrepreneurs statewide.
Alternative and Traditional Fuelssupport legislative initiatives designed to enhance the market access for alternative and traditional fuels produced in oklahoma. our support includes efforts to promote the use of hydraulic fracturing, and the construction of necessary pipeline infrastructure to provide transportation services for this increased production of traditional fuels.
oklahoma Water lawmonitor all proposed changes to oklahoma's water law. oklahoma's existing water law, both stream and ground water, is the result of extensive study and thoughtful consideration and has served the state's citizens very well. oklahomans have made significant investments in reliance on the principle that our state's abundant water supplies are to be beneficially developed, used and enjoyed.
Immigration Reformsupport comprehensive immigration reform at the federal level and oppose further state legislation related to immigration reform. support federal measures to secure borders, establish reasonable and efficient visa policies and procedures, and comprehensive reform at the federal level that recognizes the need for essential workers so the u.s. can continue to attract the best and brightest talent from around the world.
Passenger Railsupport efforts to extend passenger rail services from oklahoma city to Tulsa. securing the rehabilitation of this corridor for passenger rail is a crucial piece in securing the Tulsa region’s long-term transportation network and community sustainability. lower cost opportunities should be given significant consideration as we seek to provide this service to the residents of northeastern oklahoma.

state capitol Repairssupport the use of state bonds to immediately begin reparations of the oklahoma capitol complex.
ocAsT FundingAdvocate full funding for programs managed by ocAsT (oklahoma center for the Advancement of science and Technology), including the seed capital Fund and other programs managed by i2e, to support the creation and growth of small businesses and jobs in oklahoma.
Weigh stationssupport methods to expedite the immediate construction for the remaining planned weigh stations, by funding the construction costs or debt service with the already allocated one-penny fuel user fee from the Petroleum storage
Tank Indemnity Fund. Investing in our weigh stations now is critical to protecting road and bridge quality from overweight freight traveling through the state, and this method allows for no revenue impact or increased taxes, while using transportation fees to support transportation needs.
High-Wide corridorssupport the establishment of technical advisory group, comprised of appropriate private and public transportation officials, to work with the oklahoma department of Transportation to establish unrestricted high wide corridors extending across oklahoma in each direction to and from the Tulsa Port of catoosa with minimum width clearances of 35 feet, minimum height clearance of 19 feet, and a maximum weight per piece of 400,000 lbs.
feDeralImmigrationsupport federal measures to secure borders, establish reasonable and efficient visa policies and procedures, and comprehensive reform at the federal level that recognizes the need for essential workers so the u.s. can continue to attract the best and brightest talent from around the world.
Page Belcher courthousesupport the relocation of the Page Belcher Federal courthouse. As outlined in the city of Tulsa downtown master Plan, the relocation of the Page Belcher building is integral to the continued development of downtown and will provide access to high-value mixed use residential, retail, and hotel to support the adjacent BoK center and Tulsa convention center.
multimodal Transportation Facilitysupport development of multi-modal freight transportation facilities including port, airport, rail, and highway access.
1099 / Independent contractor pieceupdate and clarify language used by all federal agencies to distinguish between the classification of a worker as an Independent contractor (Form 1099) versus an employee (Form W-2), in order to apply the distinction equitably within industries, as well as allow small businesses to understand and properly classify their workforce. oppose legislative efforts at the state level to define Independent contractors and employees.
Keystone Pipelinesupport approving the expedited construction and immediate use of the full Keystone Xl Pipeline.
domestic energy Productionsupport legislative and regulatory initiatives designed to promote increased production of domestically-produced conventional and alternative fuels, including the protection of enhanced production techniques such as hydraulic fracturing.

The chambers strongly believe that all efforts to alter oklahoma’s current tax rates and structure should maintain revenue neutrality for core areas of state government, avoid using multi-year tax reduction formulas, exclude highly-volatile revenue sources in growth calculations, and prevent shifting the burden of generating or collecting future tax revenues onto oklahoma’s businesses.
Workers’ compensation Reform With oklahoma’s workers’ compensation insurance rates continuing to escalate and claim costs continuing to be higher than the national average, significant reforms to the state’s workers’ compensation laws must be enacted. The chambers will support all changes necessary to make oklahoma economically competitive in this area.
economic development Incentives/Tax credits The chambers support the continued implementation of effective economic development incentives as a means of maintaining oklahoma’s competitiveness with surrounding states, and to continue attracting high-quality jobs for our citizens. In particular, we support the Quality Jobs Program (QJP); the 21st century QJP; the Qualified Rehabilitation expenditures for Historic Buildings incentive; the Investment/new Jobs Tax credit; and the Aerospace engineering Tax credit.
Quality events Act The chambers support strengthening the oklahoma Quality events Incentive Act to allow oklahoma’s communities to attract high-quality, high-impact events in an increasingly competitive regional, national and international market.
nexus/Internet sales Tax legislation The chambers support legislation to require retailers with a physical presence in oklahoma to collect and remit sales tax on Internet sales.
ocAsT The chambers advocate full funding for programs managed by ocAsT, including the seed capital Fund and other programs managed by i2e, to support the creation and growth of small businesses and jobs in oklahoma.
lawsuit Reform The chambers support additional lawsuit reform in oklahoma, including legislation to:

Health care
medicaid expansion The chambers support efforts by oklahoma's leaders to develop an oklahoma plan to extend health insurance coverage to oklahoma's uninsured residents and cover the costs of uncompensated care that is currently shifted to responsible employers and health care providers. Acceptance of federal funds should be considered.
Health Insurance network The chambers support the creation of an oklahoma-led and private sector-based health insurance network that will provide a marketplace for oklahomans and serve to prevent the imposition of burdensome federal mandates upon the state of oklahoma required under the current federal health care law.
mandates The chambers oppose new health insurance mandates and liabilities that will undermine an employer’s ability to provide quality health insurance at a reasonable cost to employees.
sHoPP Because HB 1381 (the sHoPP Act) expires in 2014, the chambers support a long-term solution to fund the state’s medicaid program through full reimbursement funding for medicaid services provided by hospitals to the federal upper payment limit (uPl). The chambers further support setting the medicaid reimbursement rate for physicians at no less than 100 percent of medicare rates.
Physician shortage The chambers support incentives to recruit and retain Primary care Physicians and Allied Health Professionals in oklahoma, especially in rural and underserved areas, through expansion of residency programs in the state’s Federally-Qualified Health centers (FQHc), medical schools, scholarships, loan forgiveness and other incentives. The chambers further support efforts to identify new funding streams dedicated to this initiative.
transportation & infrastructure
odoT eight-Year Plan The chambers support annual appropriations necessary to preserve and implement odoT’s eight-year construction work plan.
Governor’s Bridge Improvement and Turnpike modernization Plan The chambers support providing annual adequate state appropriations to implement Gov. Fallin’s Bridge Improvement and Turnpike modernization Plan to repair or replace all of oklahoma’s structurally deficient and functionally obsolete bridges by 2019 and to complete the expansion of the Kilpatrick and creek Turnpikes.
Ports of entry The chambers support providing adequate annual state appropriations and staffing levels for the expedited completion and effective use of weigh stations at oklahoma’s ports of entry, ensuring the protection of roads and bridges from unnecessary damage caused by overweight freight loads.
Bond to Repair state capitol The chambers support the use of state bonds to immediately begin repairs of the oklahoma capitol complex.
feDeral issuesDefense sequestration
The chambers will oppose significant reductions in federal spending through sequestration, and support a balanced approach to reducing our national deficit.
Marketplace fairness act
The chambers support fair and equal treatment of local businesses through passage of the main street/marketplace Fairness Act which would allow collection of sales tax from online sales and provide a level playing field for brick and mortar retailers.
federal Highway trust fund
The chambers will work with our congressional delegation, the us department of Transportation, and the oklahoma department of Transportation to secure a permanent funding solution for the Federal Highway Trust Fund (including mass Transit Programs).
MaP-21 (long-term surface transportation reauthorization)
The chambers support full funding for the current mAP-21 Transportation bill. The chambers further support reauthorization of a multi-year surface Transportation Act before the current two-year mAP-21 bill expires.
support restricting federal rulemaking authority
The chambers believe federal agencies, particularly the ePA, are issuing significant regulations at an accelerated rate without adequately measuring effects on American workers and consumers. Therefore, the chambers will support and encourage members of congress to restrict federal rulemaking authority by requiring a comprehensive and cumulative analysis of the total economic impact of rules, including the effect on jobs, electricity rates and reliability, gasoline-prices, energy-intensive manufacturing, small businesses, power plant closures, agriculture, and state and local governments.
