With a highly-developed, mature economy, Hong Kong has a duty and an obligation to contribute solutions to addressing climate change. Business leaders can play a crucial role in fostering a climate-friendly, sustainable environment so that current and future generations can live happily and in harmony with nature.

In tackling the world’s climate change dilemma, the leaders of 138 companies and organizations in Hong Kong have chosen to adopt pragmatic yet scalable actions through the Low-carbon Office Operation Programme (LOOP).

LOOP aims to help Hong Kong companies reduce greenhouse gas (GHG) emissions and improve efficiency across business processes and office operations. By joining LOOP, companies can gain a better understanding of their carbon performance and prepare well for the transition to a low carbon economy.

SHARING OF LOOPERS’ PRACTICES: A STORY OF MANAGING RESOURCES AT THE OFFICE

HOW CLOSELY DO LOOP COMPANIES FOLLOW THE RESOURCE (NOT WASTE) MANAGEMENT HIERARCHY? CAN IT BE IMPLEMENTED?

Every day the average Hong Konger throws away 1.36 kg of municipal solid waste (MSW), (1) which ends up in our landfills. As the waste rots, it releases huge amounts of methane – a powerful greenhouse gas – into the air. According to statistics(2) from the Environmental Protection Department, 2,350,000 tonnes of CO2-e were generated from waste in 2012, representing 5.4% of Hong Kong’s total carbon emissions for that year.

The Government advocates a waste management hierarchy. However, over half of the MSW produced in 2011 – including paper (22%), plastics (19%), wood (4%), glass (3%), metal (2%) and textiles (2%) – were recyclable and reusable resources that shouldn’t have ended up in landfills in the first place.

1. ALLOCATION OF RUBBISH BINS – AN ART OR A SCIENCE?

2. CONVENIENCE COUNTS – PUTTING RECYCLING BINS NEXT TO THE SOURCE

There are different ideas about the number of rubbish bins needed in the average office. Too many rubbish bins can actually aggravate not alleviate the waste problem. Removing rubbish bins from view has been shown to reduce waste generation. A LOOP company that supported this idea launched a “zero rubbish bin campaign” and organized a workshop for staff to “redefine” the purpose of the bins in the office. Another view is that more waste separation bins will increase the quantity of recyclables collected and reduce waste sent to landfills. Another LOOP company assigned two bins to each employee – one for litter, one for recyclables. They adopted this practice over 20 years ago, following guidelines from their head office in Germany.

People like convenience because they feel their time is valuable. Often it’s too much of a hassle to locate a recycling bin. A LOOP company places a recycling bin right next to the multifunctional copy machine and the shredder where misprints or shredded paper is generated. It is so convenient that employees have no excuse for not putting scrap paper into the recycling bin. Another LOOP company, being the management office of a shopping mall, drives a recycle train to every store in the mall to collect recyclable materials.

The Government advocates a waste management hierarchy as shown in figure 1. 3. CARING FOR COLLECTED MATERIALS – GIVING THEM A REAL SECOND LIFEThere is a fine line between reusable materials and trash, depending on the collection method and the condition of the used materials. A LOOP company regularly takes care of its “second-hand” printing paper, collecting one-sided sheets in good condition to be re-used in the network printer. Another LOOP company posts signage indicating what can be recycled and what can’t to avoid contamination of any collected materials. A third LOOPer encourages employees to rinse aluminum cans and plastic bottles before sending them off for recycling.

A clear reminder on the recycling bin says “Please rinse before putting it into the bin”.

Clear signage on top of corresponding recycling bins indicates what’s recyclable and what’s not.

“Processed” and “unprocessed” second-hand paper is separated. “Processing” of paper can be as simple as taking out staples from paper piles or sorting out wrinkled paper.

4. PARTICIPATION MAKES A DIFFERENCE – GETTING STAKEHOLDERS INVOLVED

Mutual influence can help a sustainable company culture to grow and thrive. A LOOP company recently ran three different recycling campaigns and encouraged its suppliers, its employees and their families, as well as NGOs to participate. The Bulb Recycling Campaign offered to replace employees’ home use light bulbs with free LED light bulbs, which were sourced from the company’s product suppliers. The company cooperated with several NGOs and ran two other campaigns to collect old clothes and idle electrical appliances from employees’ families for donation to the needy.

The Bulb Recycling Campaign successfully replaced 300 old light bulbs with energy efficient LED light bulbs in employees’ homes.

The WEEE Go Green Campaign collected more than 80 appliances and donated them to the needy via the NGO, St. James Settlement.

6. MATERIALITY MATTERS – EXTENDING GOOD PRACTICES TO CORE BUSINESS ACTIVITIES

Companies can benefit by giving stakeholders information on how they are managing resources and protecting the environment. A LOOP company routinely displays monthly consumption figures on its notice board. Another LOOP company carefully tracks the recovery of recyclables through a monitoring report provided by its property management office. A third company communicates the results of green campaigns through posters and intranet postings.

Good resource management at the office can extend to core business activities and bring about greater benefits for a company and the environment. A LOOP company abandoned disposable packaging materials for inter-office delivery of samples. Another LOOP company switched to reusable lunch boxes for school meals, preventing thousands of styrofoam boxes from polluting the ecosystem. A third LOOP company routinely strives to reduce its environmental impact and cut CO2 emissions throughout the life cycle of its products, from better product design and development to optimal use of resources during production and consumption.

LOOP companies, by following a comprehensive operational plan, achieved an average 5.2% reduction per annum of carbon emissions per employee. Through the participation of employees and engagement with stakeholders, these companies have reduced wastage and improved their usage of electricity, water and other natural resources. Progressive LOOP companies regularly demonstrate different ways to manage resources sustainably and show the business community how to deliver significant contributions to a greener planet. Like-minded business leaders should join together to share ideas and to lead the way to a climate-resilient, low carbon economy.

GET INVOLVED 1. POLICY UPDATES (HKEX – ESG REPORT)In Hong Kong, as in many parts of the world, stakeholder vigilance and demands for accountability and transparency have greatly increased. Hong Kong Exchanges and Clearing Limited (HKEx) recently published a “Consultation Paper on Review of Environmental, Social and Governance (ESG) Reporting Guide” to seek views on its proposed changes to the ESG Guide, including the introduction in July 2015 of certain “Comply or Explain” provisions. It is intended to implement the proposed change for financial years commencing in 2016. Listed companies should start gathering necessary statistics and information for the purpose of publishing an ESG report under the new ESG Guide.

The proposed new ESG Guide requires two levels of disclosure obligations: “Comply or Explain” provisions and “Recommended Disclosures”. Any issuer must disclose ESG information on an annual basis and state in its ESG report whether it is in compliance with the “Comply or Explain” provisions. The proposed “Comply or Explain” provisions refer mainly to two areas – “General Disclosures” and “Key Performance Indicator” – within the subject heading “Environmental”. The chart on the right shows the general subject areas and aspects that should be included in an ESG report.

- Greenhouse gases include carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride.

- Hazardous wastes are those defined by national regulations.

Using the LOOP tool-kit, companies and organizations can: 1. measure and analyze the carbon performance of their offices; 2. formulate a comprehensive emissions reduction strategy; and 3. report on the improved carbon performance.

138 offices have participated in the LOOP since 2009.

The total carbon reduction of verified LOOP companies is 1,211 tonnes, when compared with business-as-usual scenario. This is equivalent to the carbon emissions absorbed by 52,652 trees in one year.

82% of offices have established a time-bound GHG emissions reduction target.

93% of offices’ climate change policy statement is put in place addressing management’s views on the risks and opportunities that climate change presents to the business.
