WWF expectations for COP22
The Paris Agreement represents an important political step with the potential to focus global efforts on one of the most difficult problems that humanity has ever known.
In December 2015, at the adoption of the Agreement, its entry into force on 4 November 2016 considered. Recent progress in the International Civil Aviation and the Montreal Protocol are also encouraging signs.

COY12
The Conference Of Youth (COY) is an international event where youth from all over world gather on the theme of climate change.
Since 2005, COY has been held every year a few days before the Conference of Parties.
This year it will take place from 3 to 5 November 2016 and will be organized by Moroccan youth organizations in collaboration with YOUNGO (UNFCCC observer constituency of youth NGOs), and other NGOs to connect youth and enable them to participate in the action and the development of solutions.

Priorities for Marrakech
It is essential that the "Rule Book" (the manual of
procedures for the implementation of the Paris
Agreement) is finalized in time for the facilitation
dialogue in 2018. Indeed, it is essential to have indications
on how countries can move forward to achieve the
objectives present in their contributions and to ensure
that they are ambitious and measurable.
The Parties shall support and promote opportunities within the framework of collaborative actions led by states and non-state actors. The Global Climate Action Agenda (GCAA) is an opportunity to catalyse and reveal innovative and ambitious initiatives. The COP22 should be an opportunity to consolidate a space for ambitious initiatives between states and non-state actors. The GCAA must continue to be supported by the two presidencies and the UNFCCC by strong criteria and establishing a clear relationship between the discussions within the UNFCCC and the GCAA. The COP22 should be an opportunity to establish the basis of the preparatory work for the process and modalities for the 2018 facilitating dialogue.
Pre-2020 period
To increase the 2020 targets of States, it is important to develop and transform ideas into actions.
For this, the technical expert meetings (TEMs) must focus on the presentation of results and identification of concrete measures to accelerate the transformation.

Habitat III
The Habitat III Conference was held from 17 to 20 October in Quito. This is the third United Nations conference on housing and sustainable urban development.
In a world where cities account for almost 80 per cent of global CO2 emissions and account for nearly 50 per cent of the world population – by 2050 expected to rise to nearly 70 per cent – it is essential to act on the development of cities.
At the end of the conference the New Cities Programme was adopted which commits to promote measures for cleaner cities by increasing renewable energy and greener public transport and better management of natural resources. This Programme aims to strengthen the resilience of cities to reduce the risk and impact of natural disasters, to reduce greenhouse gas emissions and to support green initiatives by setting up partnerships with the business community and civil society.
As mentioned earlier, the GCAA must be consolidated through the establishment of clear and transparent criteria with monitoring mechanisms.
The high-level annual event should allow the highlighting of the best initiatives taken by states and non-state actors that are aligned with the objectives of the Paris Agreement.
The financial aspect
Developed countries have prepared a roadmap for their goal to increase climate funding to US$100 billion by 2020, with higher targets after 2025. It is important to clarify the transfers and financial flows that these objectives will entail.
At the same time, it is necessary to initiate a discussion on
maximizing the benefits and impacts of these financial
resources as well as on procedures which would raise the
action in particular in developing countries to enable
them to make their low carbon transitions.
The matter of populations, communities and vulnerable ecosystems
The Paris Agreement placed adaptation and losses and damages on an equal level with mitigation. However, this must be reflected in real protection of the poor and

vulnerable with the establishment of key steps and indicators. Adaptation action should be intensified; governments have agreed on the fact that this requires greater costs as well as the launch of a technical experts meeting on adaptation in 2016.
Champions must be convinced that such a meeting would help bridge gaps and accelerate implementation by focusing on existing initiatives and how they can be intensified and reproduced and how initiatives can be launched at annual high-level events as initiatives of the Global Climate Action Agenda.

La COY12
La Conférence Of Youth (COY)
ou Conférence de la jeunesse, est
un événement international où
des jeunes du monde entier se
rassemblent autour du thème du
changement climatique.
Depuis 2005, la COY se déroule
chaque année quelques jours
avant les Conférences des parties.
Cette année, elle aura lieu du 3 au
5 novembre 2016 et sera
organisée par les organisations de
la jeunesse marocaines en
collaboration avec YOUNGO, qui
est depuis 2009, l'organisation
non gouvernementale officielle de
la jeunesse auprès de la
Convention-Cadre des Nations
Unies sur les Changements
Climatiques (CCNUCC), et ce afin
de connecter les ONG des jeunes
et leur permettre de participer à
l’action et au développement de
solutions.

Les priorités pour Marrakech
Il est indispensable que le « Rule Book » (Le manuel de
procédures pour l’application de l’Accord de Paris) soit
développé et finalisé à temps pour le dialogue de facilitation en
2018. En effet, il est essentiel d'avoir des indications pour
savoir comment les pays peuvent progresser afin d'atteindre les
objectifs présents dans leur contributions et pouvoir garantir
qu'elles sont ambitieuses et mesurables.
Les Parties doivent soutenir et promouvoir les opportunités
dans le cadre d'actions collaboratives menées par des Etats et
des acteurs non étatiques. Le Global Climate Action Agenda
(GCAA) est une opportunité permettant de catalyser et de
révéler des initiatives innovantes et ambitieuses. La COP22 doit
être l'occasion de consolider un espace pour les initiatives
ambitieuses entre Etats et acteurs non-étatiques. Le GCAA doit
continuer à être soutenu par les deux présidences et la
CCNUCC par des critères robustes et l'établissement d'une
relation claire entre les discussions présentes au sein de la
CCNUCC et le GCAA.
La COP22 doit être l'occasion d’établir les bases du travail
préparatoire pour le processus et les modalités pour le dialogue
de facilitation de 2018.
La période pré-2020
Afin d'augmenter les objectifs de 2020 des Etats, il est
important de développer et de transformer les idées en actions.
Pour cela, les réunions techniques d'experts (TEMs) doivent
être centrées sur la présentation de résultats et l'identification
de mesures concrètes permettant d'accélérer la transformation
dans les secteurs clés. Il serait intéressant de relier de manière
claire les TEMs et le GCAA.

Conférence Habitat III
La Conférence Habitat III s'est
tenue du 17 au 20 octobre 2016, à
Quito. Il s'agit de la troisième
Conférence des Nations Unies sur
le logement et le développement
urbain durable.
Dans un monde où les villes
représentent près de 80% des
émissions globales de CO2 et
regroupent près de 50% de la
population mondiale et d'ici 2050
près de 70%, il est indispensable
d'agir sur le développement des
villes.
Ainsi, à l'issue de la conférence a
été adopté le Nouveau Programme
pour les villes qui s'engage à
promouvoir des mesures pour des
villes plus propres (augmentation
des énergies renouvelables, des
transports en commun plus
respectueux de l'environnement et
une meilleure gestion des
ressources naturelles), à renforcer
la résilience des villes pour réduire
le risque et les effets des
catastrophes naturelles, à réduire
les émissions de GES et à soutenir
des initiatives écologiques en
mettant en place des partenariats
avec le monde des affaires et la
société civile.
Comme cité précédemment, le GCAA doit être consolidé grâce à
la mise en place de critères clairs et transparents avec des
mécanismes de suivi.
L’événement annuel de haut niveau doit permettre la mise en
lumière des meilleures initiatives, portées par les Etats et les
acteurs non étatiques, qui sont en adéquation avec les objectifs
de l'Accord de Paris.
L'aspect financier
Les pays développés ont préparé une feuille de route
concernant leur objectif d'augmenter le financement climatique
de 100 milliards de $ d'ici 2020 et avec des objectifs plus
importants après 2025. Il est important de clarifier quels sont
les transferts et les flux financiers qui peuvent être pris en
compte dans ces objectifs.
Dans un même temps, il est nécessaire d'engager une
discussion sur la maximisation des bénéfices et des impacts de
ces ressources financières ainsi que sur la procédure qui
permettrait d’élever l'action notamment dans les pays en
développement pour leur permettre d'effectuer leurs
transitions bas carbone.
La question des populations, communautés et écosystèmes vulnérables
L'Accord de Paris a placé l'adaptation et les pertes et
dommages à part égale avec l'atténuation. Toutefois, cela doit
être traduit par une véritable protection à l'égard des plus

Les champions doivent, donc, s'assurer que cette réunion aide à
combler les manques et accélère la mise en œuvre en se
concentrant sur les initiatives existantes et la façon dont elles
peuvent être intensifiées et reproduites ainsi que sur la manière
dont des initiatives peuvent être lancées lors des événements
annuels de haut niveau en tant qu'initiatives du Global Climate
Action Agenda.
