Federal Information Processing System (FIPS)A Federal Information Processing Standard (FIPS) is a publicly announced

standardization developed by the United States federal government for use in computer

systems by all non-military government agencies and by government contractors, when

properly invoked and tailored on a contract.

The importance of referring to this system is providing the ability to ‘decode’ data

filenames from the United States Census Bureau. A later example will illustrate FIPS.

Online Data: The United States Census BureauA large store of up-to-date geospatial data is available from the US Census Bureau.

A simple way to quickly download geographic data, such as roads or river, is to use ftp

(file transfer protocol) access. The relevant files are referred to as TIGER (Topologically

Integrated Geographic Encoding and Referencing) line products. These geographic and

select demographic and economic products are available in shapefile or geodatabase

formats. Starting from the Geography page: http://www.census.gov/geo/maps-data/data/

tiger-line.html, navigate to the ftp site, login as an anonymous user or guest. Our

example uses the 2014 TIGER data located at URL ftp://ftp2.census.gov/geo/tiger/TIGER2014.

From the TIGER2014 file system, select “ROADS”. This folder reveals a large collection

of ZIP files. The collection is all of the roads in the US by county. To ‘decode’ the zip file

names, use the preceding FIPS information. Example: What is in

tl_2014_54023_roads.zip?

tl = TIGER line; 2014; 54 = West Virginia; 023 = Grant County; roads.

Download and unzip the file, import the data source into ArcMap.

In addition, the Census web site’s Data Profiles have the most frequently requested

social, economic, housing, and demographic data. Each of these four subject areas is a

separate data profile. The data profiles summarize the data for a single geographic

area, both numbers and percent, to cover the most basic data on all topics.

Access GTI_PUB_UTM Data from a WVDOH District

OfficeThe WVDOH GTI Section maintains GIS data for numerous transportation features and data layers. To enable these data to be accessed efficiently from a district office, the central GIS database has been replicated onto the shared drive at each district. The following directions indicate how to access and use these data.Database Location

Users can find the database in the following directory on their local server: S:\GIS Database

In the folder is a file geodatabase titled GTI_PUB_UTM.gdb.The geodatabase contains all the GIS data. An ArcGIS Desktop map document titled Base_Map_UTM_D* will display the data.ArcGIS 10 software

23

Page 24: WVDOT GIS reference - WVDOT Geospatial Transportation ... · Link to ESRI GIS Tutorials Coordinate Systems 36 West Virginia State Plane Zones by County Relationship between UTM Zone

The map documents and data files require ArcGIS 10 software installed on the office PC. Contact the Office of Technology if the ArcGIS software is not installed. The WVDOT has an Enterprise License Agreement with ESRI that allows anyone within the WVDOT to install and use the ArcGIS suite.Base MapWith ArcGIS installed, open the base map document. The base map is a map document that has been prepared with many typical GIS layers. Map symbology and labeling have been configured in the map document. The base map is designed for new users to bypass the map setup and configuration and begin using ArcMap to access common information. To open the base map, double click the icon. The base map document is read only, meaning that changes can’t be saved to the Base_Map_UTM document. To save changes, save a copy to the local drive. The copy can be freely modified.

How to access the GIS database

To access individual layers from the database in a new map document, a connection to the GIS database folder must be established.

1. In ArcMap, click on the Add Data button .

2. In the Add Data window, click on the Connect to Folder button .3. In the Connect to Folder window, browse to the S:\GIS Database folder. The GIS

Database folder will show up in the folder connections every time the Add Data button is selected in ArcMap.

24

Page 25: WVDOT GIS reference - WVDOT Geospatial Transportation ... · Link to ESRI GIS Tutorials Coordinate Systems 36 West Virginia State Plane Zones by County Relationship between UTM Zone

4. To add layers from the database, click the Add Data button, browse to the GIS

Database folder and click on the GTI_PUB_UTM.gdb.

25

Page 26: WVDOT GIS reference - WVDOT Geospatial Transportation ... · Link to ESRI GIS Tutorials Coordinate Systems 36 West Virginia State Plane Zones by County Relationship between UTM Zone

Inside the GIS Database there are six Feature Datasets. Feature Dataset are

containers that organize GIS data layers by category. 5. Click on a feature dataset to see the individual data layers in the feature dataset.

The GIS data layer types are point, line, and polygons. Choose one or multiple layers to add them to ArcMap’s data view. Click on a layer, or, hold down the control key and click multiple layers, then click Add.

Connecting to the GTI_PUB_UTM SDE database from

the WVDOT Central OfficeGTI_PUB_UTM is a geodatabase published by the West Virginia Division of Highways Program Planning & Administration Division Geospatial Transportation Information (GTI) Section. It contains the most accurate and current transportation GIS datasets maintained by GTI. It also stores spatial data published by third parties such as the West Virginia GIS Technical Center (WVGISTC) & USGS. The transportation GIS datasets are updated weekly and the third party data every quarter. The spatial reference for GTI_PUB_UTM is UTM (Universal Transverse Mercator) Zone 17, NAD 83, which is a preferred and commonly used one in the West Virginia geospatial community. Most of the spatial data published by WVGISTC is also in this spatial reference.

Connecting to the geo-database GTI_PUB_UTM from ArcGIS Desktop

1. In ArcMap, click the Add Data button.2. In the dialog box, choose Database Connections from the drop down menu.3. Double-click Add Spatial Database Connection.

*If the ramp is also part of an existing route, the RouteID remains the same as the connected route. Otherwise, the ramp RouteID is the RouteID for the highest sign system (interstate, us etc) or lowest route number if in same sign system with the addition of the exit number and ramp letter. The exit number is the mile point of the exit. Mile point is also used at the end of emergency crossover RouteID.

** In creating the route layer in ArcGIS lines were drawn over every segment of road. This created the possibility of additional lines not in the RIL. Currently, these pieces consist mainly od undocumented wye segments. The sequence number (exit segment) of the field is used to account for duplicate RouteID designations. For the first instance of any route, the sequence number is blank. For the first duplicate, the sequence number is 001, and increments as needed (example: 0240032000200 is the first wye on route 32. If second wye present, RouteID would be 02400320002000001).

Railroads*** CBMP and CEMP are used in a route flow table that follows a route from beginning to the end allowing the mileage to accumulate cross-county boundaries. This was being duplicated at one point in the route layer data but was not kept current with all the recent changes and at times was used for calculations. It can still be used for this route flow if deemed, but would need to be updated once the segment mileage is set.

Sign System Note

**** Railroads in the LRS are only for WV State Rail Authority lines. County Code and sign system will always be 99, and R respectively. Each line has a unique route number. Small spurs are given the main line route number and a unique Sub Route number. Supplemental Code and Direction is 00.

Coordinate SystemsWest Virginia State Plane Zones by County

The Geodetic Control / Surveying Task Force recommended to the WV GIS Steering

Committee that all agencies mapping geographic data within West Virginia utilize one of

the following three coordinate systems: Geographic Coordinate System, Universal Transverse Mercator, or State Plane Coordinate System, all referenced to the North

American Datum of 1983. Only these coordinate systems and datum will serve as the

official data exchange standard for GIS data sets that make up the West Virginia Spatial

Data Infrastructure. In August 2002, the new standard was approved by the WV GIS

Steering Committee.
