Introduction
1. Preface
The 2019 Chungju World Martial Arts Mastership will be held in Chungju, Korea starting from August
30th to September 6th 2019. This event is the only international multi martial arts event under the
theme “Harmony of the World Martial Arts”.
The publication, both in English and Korean languages in the form of hard and soft copies, provides
the general information about World Martial Arts Masterships Committee(WMC), 2019 Chungju
World Martial Arts Masterships Organizing Committee(WMOC) and overview of the 2nd World Martial
Arts Masterships as well as introduction of Korea, the Host Country and Chungcheongbuk-do and
Chungju, the Host City. This publication also contains the technical information for Wushu in the
2019 Chungju World Martial Arts Masterships, which is the most important.
It is our honor to provide this Technical Handbook in the lead up to the 2019 Chungju World Martial
Arts Masterships. This handbook will serve an important role to all the participating officials and
athletes.

2. Accreditation and Validation
2019 Chungju World Martial Arts Masterships Organizing Committee will distribute the
accreditation card (ID card) to the confirmed participants who complete payment for
accommodation fees. ID card will be available to the entry listed presenter with the passport.
Only participants showing the ID cards can access to the venue and Athletes’ Village.
Accreditation center will be operated at the main competition venue (Chungju Gymnasium),
Family Hotel (HQ Hotel) and the main ITO hotel (3 places) from August 26, 2019 to
September 6, 2019 (12 days). In case of lost or damage of ID card, documents and passport
(or passport copy) are required to re-issue the ID card.

3. Immigration and Visa
Exclusion to the entry without visa based on the agreement of visa exemption, visa issuance
to the concerned embassy or consulate at least 60 days before entry. Organization
committee will provide visa issuance invitation to the participants after received invitation
application with confirmation of the president of the national federation by date 30 June
2019 for a smooth progress.
4. Transportation
4.1 Transport Services for Arrival and Departure
Shuttle Bus Services will be provided for arriving and departing athletes and team officials,
depending on arrival and departure information and flight schedule.
4.2 Transport Services for Competitions
Shuttle Bus Services for athletes and team officials participating in competition will be
provided between Athletes' Village and the competition venues as per the competition
schedule.
4.3 Transport Services for Training
Shuttle Bus Services for athletes and team officials participating in competition will be
provided between Athletes' Village and the training venues as per the training schedule.
4.4 Transport Services for Spectating
The AV-to-venues shuttle will be provided to athletes and team officials wishing to watch
other sport competition events. The service is also available to all athletes and team officials
who are involved in the same events: priority, however, will be given to athletes and team
officials participating in their own events.
4.5 Transport Services for Luggage
The luggage belonging to athletes and team officials should, in principal, be loaded onto the
bus they take. If not possible due to insufficient storage space, another vehicle will be
provided to the destinations.

5. Accommodation
During the competitions time, athletes and team officials will be accommodated at the
Athletes' Village located in Chungju. The check-in at the Athletes' Village will be available
from two days before the competition, and check-out will be one day after the competition.
For the sake of the safety, separate signage is required for entering the area.
6. Media
6.1 Press Center
The press center will be set up in the Chungju Sports Complex to support interchanging
between athletes and media, interview activity at site and control requests and providing
convenient space.
6.2 Mixed Zone
The Mixed zone is an area in which athletes may be interviewed as soon as they leave the
field of play. The Mixed Zone is designed to permit the broadcasters and press to interview
athletes in a designated area near the field of play. In accordance with WMC's rules, all
athletes must pass through the Mixed Zone. Mixed Zone interviews are recommended within
limited time each to let the broadcasters and press to have an equal opportunity to speak to
the athletes.
The 2019 Chungju World Martial Arts Masterships Organizing Committee will provide all
necessary assistance to ensure the convenience of Mixed Zone.
7. Medical Service
Medical stations for athletes will be installed at all competition venues with stand-by medical
team and ambulances. On-site medical treatment and emergency transfer service will be
provided during operating period.

8.2 Chungcheongbuk-do in brief
Introduction to Chungcheongbuk-do
As the central city of Korea, the inland highway, Mt. Taebaek at its north, Mt. Sobaek at east,
Mt. Charyeong at northwest, those all pass through Chungcheongbuk-do. It is hot and humid
during the summer, cold and dry during the winter with clear four seasons. As it is closed to
Seoul, the capital city of Korea, economy, education and culture have highly developed with
the convenient traffic conditions. It has shown the larger economic growth than the other areas
with big development of high-technology industry such as bio, beauty & cosmetics, solar, new
energy and semiconductor industries etc. as well as has intensively fostered new industry like
AI, hydrogen energy, secondary battery etc. to lead the fourth industrial revolution.
Transportation
Seven different highways including Gyeongbu, Jungbu and Jungbunaeryuk Expressway are
passing through, and Gyeongbu train line at southwest, Center train line at northeast, and
Chungbuk train line are running from northeast to southwest. It also has the best
transportation infrastructure and the great accessibility from everywhere in Korea within two
hours with the location of KTX Osong station as the only intersection of Gyeongbu and Honam
high-speed railroad, as well as Cheongju International Airport as the key airport of central area.

8.3 Chungju in brief
Introduction to Chungju
Chungju has located at the central of Korea and northeast of Chuncheongbuk-do. It is an
intermount basin surrounded by Mt. Gyemyeong, Worak, Kukmang and Cheondung, and has
full of water resources as Namhan River and Yodo brook flow through Chungju. As the heart of
Jungwon cultural area, it also has abundance of history cultural inheritance and natural
resources such as mountains, hot springs and lakes. Chungju is birthplace of Taekkyeon which
is the 76th intangible cultural asset of Korea, and has been hosting the World Martial Arts
Festival in every two years. As a mecca of martial arts, it has the HQ of World Martial Arts
Organization (WMAO), UNESCO International Center of Martial Arts and Chungju World Martial
Arts Park. It has been developed as a harmonized city of urban and rural based on the growth
of culture, tourism, and eco-friendly agriculture as well as high-technology industry including
bio-health and hydrogen fueled cell vehicle component.
Transportation
It has cross roads traffic network by Jungbu Naeryuk and Pyeongtaek Jecheon expressway, and
Chungbuk train line is passing from northeast to southwest of Chungbuk. Jungbu Naeruk train
line is also under construction to be completed in 2021. Chungju has a great accessibility from
every area of Korea with its central location and high speed traffic network.

6. Competition Rules
The Wushu competition of the 2019 Chungju World Martial Arts Masterships will be held in
accordance with the 《Wushu Taolu Rules & Judging Methods (Excerpt) 2019》 (hereinafter
referred to as the “Rules”). In case of any disagreement in the language interpretation of the
rules and regulations, the English version shall prevail. Any unforeseen cases not covered by
the regulations and rules shall be resolved as follows:
• General issues: Resolved in accordance with the WMC Constitution and Rules
• Technical issues: Resolved in accordance with the IWUF Rules and Regulations
7. Competition Format
7.1 Competition Method
- The competition will be Individual Competition.
- Unless otherwise states within these regulations, the competition will be conducted in
accordance with the “Wushu Taolu Rules & Judging Methods (Excerpt) 2019” and implement
Scoring Method and Criteria for Degree of Difficulty Movement.
- The power of interpretation of the Rules rests solely with the IWUF.
- Within a single routine, an athlete may register and perform a degree of difficulty jumping
technique of the same grade at most two times, however in such cases the degree of
difficulty connection technique for these jumps may not be repeated. (e.g. within a single
optional routine an athlete may register and perform Xuàn Fēng Jiǎo 360° (Tornado Kick 360°)
at most two (2) times, but the degree of difficulty connection technique for these may not be
the same, they should be 2 different connection techniques.)
- All athletes are required to execute their optional routine’s relevant compulsory/mandatory
techniques as stipulated in the rules. Failure to do so will result in deductions as stated in the
rules.
- Accompanying music is required for Taijiquan and Taijijian routines which must be supplied by
the athletes themselves. Failure to do so will result in deductions as stated in the rules.
- For traditional bare hand routines ”Scoring Method and Criteria for Non-Degree of Difficulty
Movements” will be implemented.

7.2 Competition Duration
- -In Wushu Competitions, routines of Changquan, Nanquan, Daoshu, Jianshu, Gunshu,
Qiangshu, Nandao, Nangun shall last for no less than 1 minute and 20 seconds.
- Routines of Taijiquan and Taijijian shall last for 3-4minutes.
- Routines of Xingyiquan and Baguazhang must be at least 1 minute and at most 1 minute 30
seconds.
8. Sport Entries
8.1 Eligibility
- Only IWUF member National Federations are entitled to send athletes who are officially
approved by IWUF to participate in the Wushu competition of the 2019 Chungju World
Martial Arts Masterships.
- Only athletes who comply with the WMC Constitution and Rule and Bye-law are entitled to
participate in the Wushu competition.
- Athletes must be citizens of the country that they are representing.
8.2 Entry Timeline
- Entry by Number - Deadline: 24:00 May 31, 2019 (Korea Time, GMT +9)
- Entry by Name - Deadline: 24:00 June 30, 2019 (Korea Time, GMT +9)
8.3 Entry Policies
- Each National Federation may enter a maximum of 8 men and 8 women athletes in Wushu.
※ Each competitor can only register ONE barehanded event and/or ONE Apparatus event
and/or ONE traditional event, namely each competitor may enter a maximum Three (3) of
the listed Taolu event.
※ Age Limitation: Only athletes of 18 years and older are eligible to participate in Wushu
competition. (born on December 31, 2001 or before).
※ Each competitor should bring along with them a valid Health Certificate (including
electrocardiogram, pulse and blood pressure) issued within 30 days prior to the start of the
competition signed by a qualified doctor.

※ The number of team officials per each National Federation or Association is as follows:
• Teams that have 1-3 qualified athletes may submit 2 team officials at most.
• Teams that have 4-5 qualified athletes may submit 3 team officials at most.
• Teams that have 6-7 qualified athletes may submit 4 team officials at most.
• Teams that have 8 or more qualified athletes may submit 5 team officials at most.
※ National Federations that withdraw their athletes or teams after the submission of the final
submission of the final entries by name will be subject to disciplinary action by the IWUF.
8.4 Online Registration Website
All final entries must be submitted through the IWUF Online Registration System:
(http://iwuf.justtool.com/) All sections of the online entry must be completed in full, including
registration of athlete Degree of Difficulty Techniques in the relevant online section.
9. Accommodation Fee

※ Prices are per person, double occupancy, and include three meals and transport services
※ The national federation shall pay the accommodation fees of their athletes and team
officials to the Organizing Committee in US$ prior to the deadline of final entries by name,
June 30, 2019.
※ Bank information will be distributed immediately when available.
10. Technical Officials
10.1 Technical Delegate
Technical Delegate of IWUF competition in the 2019 Chungju World Martial Arts Masterships
shall be appointed by IWUF with approval by the WMC and WMOC.
10.2 Jury & Appeal Commission
The necessary Technical Officials and Appeal Commission of Wushu competition in the 2019
Chungju World Martial Arts Masterships shall be appointed by IWUF with approval by the
WMC and WMOC.

※ The draw will be held during the Team Manager Meeting. Team Managers, coaches or team
officials must be present as witness at the time of draw.
12. Protests and Appeals
12.1 Content and Scope
Appeals may only be lodged with regards to C Group (Degree of Difficulty) appraisal, routine
choreography deductions, or routine time limit issues.
Appeals may only be lodged by team coaches or team leaders on behalf of their own team’s
athletes.
12.2 Requirements
Each Team has the right to appeal at most two (2) times within a single competition, and the
content of each appeal may only address one item.
12.3 Procedure
Should a participating team object to the judges’ appraisal of one of its team’s members, the
respective team leader or team coach may lodge an appeal by submitting it in written form to
the Jury of Appeals within 15 minutes of the conclusion of the athlete’s routine, together with
an appeal fee of US$200.
If the basis of the appeal is ruled legitimate the result will be altered, and the appeal fee will be
refunded; if the basis for the appeal is ruled as illegitimate, the original result will be upheld,
and the appeal fee will not be refunded. Each team must accept the ruling of the Jury of
Appeals as final. If a team is dissatisfied with the ruling and continues to argue unreasonably,
such behavior will be dealt with seriously and according to the relevant provisions of the IWUF.

For more details about the Appeals Process please refer to the IWUF-approved <Wushu Taolu
Rules & Judging Methods (Excerpt) 2019>; in the case of any discrepancies, the policies and
procedures outlined in the IWUF-approved <Wushu Taolu Rules & Judging Methods (Excerpt)
2019> shall prevail.
13. Equipment and Clothing
Equipment used and clothing worn by athletes and other relevant participants in the Wushu
competition must comply with the IWUF regulations and rules. Participating athletes are
required to use his or her own uniform and other personal equipment which qualify to the
international standard during the competition.
Neither athletes nor technical officials can attach any form of commercial advertising to his or
her competition uniform without prior agreement with WMC and WMOC.
14. Passports & Visa Requirements
All participants must hold a valid passport and should allow plenty of time for visa application
and processing. To ensure as few complications during visa application and travel as possible, it
is suggested that all participants’ passports are valid for at least six months following their final
day of travel. Teams that require visa invitation letters should state their requests in the
Preliminary Entry Form and send request to the Organizing committee

15. Doping Control
Doping Control during the 2019 Chungju World Martial Arts Masterships will be conducted in
accordance with IWUF Anti - Doping Rules and will follow the standards and procedures laid
down by the WADA.
16. Victory Ceremony
Gold, silver and bronze medals will be awarded to the athletes ranked top three of each event
respectively. Fifteen minutes before the victory Ceremony starts, the medalists shall be escorted
to the waiting area to get ready for the ceremony. Medalists must wear their National
Federation’s official uniform. Translation services will be provided with English and Korean
during the victory ceremony.

17. Media Interview
All athletes should pass through the Mixed Zone. Athletes and/or coaches should attend press
conferences and interviews when there are interview requests for them.
18. Sport Information Center (SIC)
All sport-specific information for Wushu will be available at the sport information desks. They
are located at the competition venue and at the Sport Information Center (SIC) in the Athletes'
Village.
19. Miscellaneous
Athletes’ Village for Wushu will open at 14:00 on August 29, 2019.
Upon arrival at the Athletes’ Village, the Team leader is required to complete the following
process with the Organizing Committee:
1 Present each team member’s passport
2 Submit a paper copy of a signed and stamped Final Entry Form and confirm the
registration information
3 Submit valid Medical Certificates
4 Submit valid life and liability insurance certificates
5 Submit the signed Wavier of Liabilities
6 Confirm each athlete’s Registration Form for Degree of Difficulty Techniques of Optional
Routines and sign the form
7 Pay the relevant accommodation fees in full (if applicable)
20. Approval of the Technical Handbook
The Technical Handbook for Wushu has been approved by the International Wushu Federation
(IWUF) on May 14, 2019.
