R2:2013 Transition
On April 30, 2013, the R2 Solutions Board of Directors
established the requirements for the transition to
R2:2013. In addition to the new R2:2013 Standard, a new
R2 Code of Practice has been released, governing the
implementation of all matters relating to the R2:2013
Standard and an R2 guidance document which clarifies the
intent of requirements of the R2:2013 Standard.
R2:2013 was created to clarify requirements of the
R2:2008 practices, improve the readability and
understanding of the standard, provide additional best
practices and enhance the quality of certification. The new
revision was effective July 1, 2013 and is not intended to be
an EH&S Management System by itself, but requires a
company to be certified additionally to ISO 14001 and
OHSAS 18001 or RIOS.
PJR will no longer be able to conduct registration audits to
the R2:2008 beginning six months after the effective date
of R2:2013, January 1, 2014. In addition R2:2008
certifications will no longer be valid eighteen (18) months
after the effective date of July 1, 2013 for R2:2013.
Renewals of existing certificates shall be based on
conformance to R2:2013 prior to the end of the eighteen
month transition period.
Also effective July 1, 2013 all facilities must, per the R2
Code of Practices, have a Licensing Agreement in place with
R2 Solutions and must pay their licensing fee to R2
Solutions at the time of surveillance,
certification or recertification audit
to either R2:2008 or R2:2013. Each

e-Stewards and the
Big Picture
In the Spring 2013 newsletter, we mentioned that
PJR's e-Stewards application had been initially
approved. Now, we're offering third party
certification to interested companies. e-Stewards,
which includes certification to ISO 14001, as it is
embedded within it as a framework, applies to
organizations involved in the electronics recycling
industry and works to ensure the proper processing
and disposal of electronic equipment at all stages.
The e-Stewards certification program is one
campaign of the Basel Action Network (BAN) to
protect workers and the environment from toxic
waste that is too often the end result of electronics
recycling. Based on agreements and decisions made
in the 1994 Basel Convention, e-Stewards initially
began as a pledge program that started in 2003 to
resolve toxic waste problems at their sources and
protect the developing countries to which these
products often get exported. The process of the
program becoming a certification wasn't completed
until the end of 2008, and by early 2010 the first
certified recyclers and accredited certification

ISO 9001:2015 – What to Expect for
the Future of Quality Management
There is a lot to celebrate when it comes to the ISO standards — how they are
proud declarations of a business' adherence to quality and consumer satisfaction
and the variety of types that can fit every company seeking a certification.
Additionally, 2013 is the 26-year anniversary of the ISO 9000 standard series'
publication introduction in 1987, and what better way to celebrate a long legacy of
quality by looking into an even brighter future?
The ISO standards normally undergo minor revisions every five years to make sure
that they stay relevant in the current business climate: however, the technical
committee ISO/TC 176 is currently working on the groundwork for the first
substantial revision that ISO 9001 has had since the year 2000. Then, the standard
was revised to place less emphasis on making an end product conform to a set of
standards and more on harmonizing the
process involved in producing the product,
customer service, continued improvement
and growth, and interaction and
involvement with people. It is appropriate,
then, that the upcoming revision will
continue making forward progress.
There's quite a bit of work that needs to be
done before the projected date of
publication in September 2015. The
ultimate goals of the revision are to
maintain the standard's focus on process
management and ensure that the standard
remains relevant as a symbol of quality and consumer confidence for ten or more
years. The revision should also reflect changes in business practices, environments,
and technologies that have occurred since the 2000 revision. The language of the
standard should be broad enough to incorporate many different types of businesses
regardless of the goods or services they provide, and the writing style will be
simplified to aid in consistent universal interpretation.
As of the time of writing, the Committee Draft revision is available for purchase and
review. The document is still subject to change while it is in the Committee Draft
stage: representatives from ISO member countries that are participating in the
consulting process now have between two and four months to comment and form
national positions on the revisions. After this point, experts will be nominated by
the participating countries to continue discussing the
revisions and public comments on the draft will be
open, probably during the first half of 2014. If you

Responsible Care 2013 –
RCMS & RC14001 Transition
As a result of industry and environmental changes, the American
Chemistry Council (ACC) and its partner organizations have
put together a task force to work toward implementing changes to
the technical specifications of RCMS and RC14001. The changes are
being made to work toward improvement in healthy, safety, and
secure products and environments.
The transition, which commenced on September 15 2013, will
conclude on December 31 2014. As part of the transition, all
auditors and audit providers must be appropriately trained before
they conduct any audits to the new standard. Any additional audit
time required to ensure that new items in the standards are met will be communicated to the client beforehand.
Audit service providers need to submit their plans for handling the transition to the accreditation bodies affiliated
with the ACC to ensure that the appropriate changes are being implemented as they were originally planned.
So what are these changes? The ultimate goals of the revisions were to ensure that the new standards lined up with
new recommendations and existing codes, and that the language for both standards was modified.
The language changes to RCMS include but are not limited to the following:
1.1: “…and shall communicate it to employees and other stakeholders

The goal of the project is still to make strides toward the best possible electronic
recycling practices to maximally protect workers and the environment, and these
requirements are reflected in the key components of the certification. e-Stewards is
written for international use and is flexible enough to be implemented by all sizes and
types of companies. The standard explicitly prohibits disposing of toxic electronic waste
in solid landfills and incinerators in the interest of the environment; it forbids the export
of hazardous waste from developed to developing countries, requires that
organizations comply with international hazardous waste treaties, and provides
baseline protections for employees in the interest of workers worldwide; and it
prohibits the use of prison labor in the recycling of electronic waste, especially when it
contains sensitive data, in the interest of businesses and consumers.
The standards are more stringent than the other environmental standards, but the benefits are great. When your
company displays the e-Stewards logo, you demonstrate to your clients that you are committed to complying with
domestic and international laws concerning the environment and workers' rights. You will inspire public confidence

PJR's Food Safety Certification is growing and changing!
Congratulations are in order!
PJR is seeking to expand the Food Safety Audit team! Seeking full-time or
sub-contract auditors with knowledge of HACCP and/or USDA/FDA
requirements to conduct ISO 22000 and/or FSSC 22000 audits. Ideal
candidate can be either ISO 22000 and/or FSSC 22000 or must possess a
minimum of five years full-time work experience in the food-chain-related
industry, two of which must be in quality assurance or food safety.
Undergraduate degree required in general microbiology and general
chemistry, as well as course work in the food chain industry such as: food
processing, food chemistry, crop production, etc. Forward your information

In addition, multi-site certifications are now
allowed at initial certification, provided there is one
EH&S management system and shared documented
processes. However, as part of the initial audit all
members of the multi-site must be audited.
Sampling can be performed on subsequent
surveillance audits.
Finally, the R2 Code of Practice details some
stringent requirements relating to suspension of
certificates. Suspension could result for a number of
reasons including, an organization knowingly
selling and misrepresenting non-functioning
equipment to customers. This also includes
organizations doing this under an associated/related
e-Bay presence, even with a different operating
name. PJR can also suspend if an organization
misrepresents the certification status of any facilities
associated with the company.

for an annual training session that includes two days of
intensive training. The first day focusing on break-out
groups for specific industries, i.e.: Automotive,
Aerospace, Environmental, Electronics Recycling, Food
Safety, etc. featuring industry leaders as guest speakers. At
the end of the first day all auditors join the PJR staff in a
gala celebration at Oakland Hills Country Club. The
second day focuses on overall changes and developments
in the quality industry, including ISO 9001:2015, and
what is new in the marketplace as well as any updates on
PJR operational changes. This year's training takes place
on December 13-14, 2013 – so to all our esteemed

PJR's Food Safety Certification is growing and changing!

PJR is seeking to expand the Food Safety Audit team! Seeking full-time or
sub-contract auditors with knowledge of HACCP and/or USDA/FDA
requirements to conduct ISO 22000 and/or FSSC 22000 audits. Ideal
candidate can be either ISO 22000 and/or FSSC 22000 or must possess a
minimum of five years full-time work experience in the food-chain-related
industry, two of which must be in quality assurance or food safety.
Undergraduate degree required in general microbiology and general
chemistry, as well as course work in the food chain industry such as: food

In addition, multi-site certifications are now
allowed at initial certification, provided there is one
EH&S management system and shared documented
processes. However, as part of the initial audit all
members of the multi-site must be audited.
Sampling can be performed on subsequent
surveillance audits.
Finally, the R2 Code of Practice details some
stringent requirements relating to suspension of
certificates. Suspension could result for a number of
reasons including, an organization knowingly
selling and misrepresenting non-functioning
equipment to customers. This also includes
organizations doing this under an associated/related
e-Bay presence, even with a different operating
name. PJR can also suspend if an organization
misrepresents the certification status of any facilities
associated with the company.
