3.1 Enclosure Details
. A clearly defined asbestos zone to prevent access to the working area by unauthorised person is to be erected as per attached diagram. . Suitable signage will be displayed around the working area to designate a RESPIRATOR ZONE. Size of individual enclosures will be calculated on site the ground location and layouts. Supervisor must ensure that all electrics services lights extra are isolated by the principal contractor prior to the removal of works. All enclosures will be fitted with vision panels, where areas can’t be seen CCTV will be used. All enclosures will be fitted with 3 stage air locks and bag locks.

4.0 Working Procedures
REMOVAL OF ASBESTOS INSULATION PIPEWORK FROM UNDERGROUND DUCTS The asbestos lagged pipes are located next to the eastern perimeter. The lagged pipework are contained within a bricked lined duct 1.8metre x 1 metre deep. The total length of ductwork is approximately 120 metres of the total length. Approximately 20 metres consist of clean pipework. Each duct contains up to 10 pipes. Excavation of fill materials WGL will excavate the top layer of fill materials from above the lagged pipework. This material has been tested by Noble Consultants and found to be free of asbestos fibres. A 360 degree tracked excavator will be used to excavate out the fill within approximately 100mm of the pipes, the fill materials will be placed away from the works area and placed in a designated stockpile area. Enclosures and Granular Fill Once the overburden gravel has been removed to within 100mm of the pipework then an enclosure will be fitted. This will be constructed with 50mm x 50mm timber frame covered with 1000 gauge polythene sheeting, secured all joints with cloth tape. Further more another unit will be fabricated out of metal frames or scaffolding tubes with ranch boards and covered with mono flex or equal. This will be approximately 7metres x 2.5 metres wide over the enclosure and used as a weather protection to the internal enclosure. These unit tunnels will have negative pressure units attached. The outer unit will act as a secondary level of asbestos fibre containment. Once the pipework has been exposed and severed the pipework will be lifted from the ground wrapped and then put to one side in side the enclosure. The wrapping and cutting procedure shall continue until all of the pipework within the part of the duct has been removed and protected. Where possible the severance of the pipework will be done on flanges, valves, or natural joints in the insulation. At every point of pipe severance, for reassurance purposes, the underlying gravel / rubble shall be excavated by hand and disposed into red / clear bags and disposed of into a sealed asbestos skip. The process of cutting and wrapping the pipework shall continue, always working inside the two levels of the containment until all pipework has been removed from the ground. Testing of the stockpiles Once the granular backfill has been placed into stockpiles it will be tested for the presence of asbestos fibres by Noble consultants. Initially each stock pile will be visually inspected for asbestos fibre if fibres are not visually detected then testing will be carried out at a rate of one representative sample per 5m2 of material. If samples having asbestos present it will be removed from site under licensed facility.

Breakout of Ducts and Profiling When the ducts have been confirmed as free of asbestos they will be backfilled. These works will be carried out by WGL using standard earthworks plant and personnel without any asbestos specific Health and Safety precautions. The asbestos work area will then be profiled back to pre work levels. . Once the asbestos has been removed in accordance with Health & Safety Guidelines, all small waste material is to be placed in heavy gauge red polythene bags, sealed and then placed upside down into clear bags marked asbestos , which in turn are sealed with pcl adhesive tape. The waste sacks are to be washed and vacuumed off prior to removal from site to a licence tip. Large pieces of material are double wrapped in polythene, sealed and treated same as bags. . The work area will be tidied up and subject to a vacuum clean. The red bags will be vacuum cleaned and removed to a sealed container for disposal at a licensed tip. . The work area and enclosure will be subject to a visual inspection and air clearance tests carried out by an independent analyst. Once the clearance test have achieved the enclosures are then moved. The polythene sheeting and work wear are disposed of as contaminated waste and placed into an asbestos waste disposal sack then the top of the sack is twisted and sealed. The sack is then placed upside down in another sack, sealed and added to the locked sealed container prior to disposal at a licence tip. . The analyst will undertake a post desheeting visual inspection to ensure no asbestos trapped in enclosure has been released. A certificate of Reoccupation will be inspected.

Each morning before work commence the decontamination unit to be reconnected.
5.1 Entry & Exit Procedures
Access: All operatives and visitors to site are to be inducted into the site and shall be fully aware of the plan of work and its requirements. Transit: At start of shift – At 12.00 and 13.00 – At end of shift. Transit times to be advised to all other personnel and the transit routes to be vacated and cleared by others.

5.4 Emergency Procedures Fire: Alarm raised by continuous blasts of air horn.
Muster Point: At Welfare Facilities – site supervisor to act as fire Marshall. Safe Access Routes: Main doorways to be kept clear and route through to access door at all times for the emergency services. Damage to Enclosure: Inform site manager, clear all other personnel away from the immediate areas vent all local areas or employ further extraction equipment, repair and seal breaks. Carry out environmental clean to affected areas as necessary and instruct analyst to carry out ambient air monitoring. Damage to asbestos materials during enclosure erection: Double bag or wrap damaged materials if loose. Carry out procedures as described above.

EMERGENCY PROCEDURES IN THE EVENT OF AN ACCIDENT / EMERGENCY OCCURING WITHIN A CONTAMINATED AREA, THE FOLLOWING PROCEDURES WILL BE COMPLIED WITH:- MINOR INCIDENT: The site foreman will be responsible for deciding the necessary course of action. All operatives, including the injured party to leave the area fully observing the decontamination procedure. The injured party should be assisted (if necessary) to ensure compliance with decontamination. MAJOR INCIDENT: Seek medical attention for the injured party; Assess the situation – is it safe to move / remove the patient? YES – Remove the patient as quickly as possible from the contaminated area without decontamination (cut cleanly through enclosure if required). Once outside remove patients protective clothing and dispose of as contaminated and clean / remove respirator. Once patient is under medical supervision repair enclosure and observe decontamination procedures; NO – Notify emergency medical services of presence of asbestos fibres; provide disposable protective equipment including RPE as required; Repair any damage created by the incident; Carry out background testing to establish the ambient fibre level. FIRE Prior to starting work operatives should make themselves aware of the fire fighting facilities provided and all escape routes. All warning alarms and sirens must be obeyed. Should a small fire occur within the contaminated area it may be prudent to contain or extinguish the fire with a fire extinguisher appropriate to the type of fire. UNDER NO CIRCUMSTANCES SHOULD ANYONE COMPROMISE THEIR OWN SAFETY OR THE SAFETY OF OTHERS! IF IN DOUBT LEAVE BY THE SAFEST ROUTE. In all circumstances of fire it is permissible to leave the enclosure without the need to decontaminate within the airlock. If possible however, decontaminate in the hygiene facility before removing the respirator. In the event that the hygiene facility cannot be used, remove contaminated clothing before the removal of the respirator. Clean the respirator with water prior to removal. After the fire has been extinguished and if safe to do so, the enclosure should be inspected for damage. If only minor repairs are required to re-instate the integrity of the enclosure, these should be carried out using protective equipment including RPE. Analytical monitoring will be required to determine whether contamination has leaked from the enclosure. The results of the swab/background sampling will determine the course of corrective action. 10.2 Site Clearance and Completion Criteria
All arising from the works shall be separated into their perspective materials, loaded into suitable
containers and carted from site, to be disposed of at licensed tipping facilities. The site will be handed over to the client in a clean and safe condition. Representatives of Hydrock and WGL will assess the sites and Wring Group Ltd Notice of Practical Completion will be signed at completion of works.

10.1 General Information
WGL will re-claim all materials with a commercial resale value, as opposed to disposal as waste, but only if conditions and time allow. The Contractor will forsake all commercial values on re-claimed materials if the integrity and well being of the operatives or workplace are in doubt. Operators of all vehicles and plant will be fully briefed in the safe movement of their respective equipment and shall use a banks man when ever necessary to ensure that this system is safely implemented. All operations will where practical undertake works by mechanical means to reduce exposure of risk to operatives.

11.1 Person responsible for briefing the Method Statement?
The Site Manager / Supervisor shall brief all personnel on the safety aspects to be adhered to during the work by means of a safety induction briefing. All personnel shall then be given a Method Statement briefing on the relevant sections of the operative’s duties.
11.2 How understanding of Method is confirmed and recorded
All staff will acknowledge understanding of the Method Statement by signing the Method Statement attendance sheet. The supervisor will answer any questions raised during or after the briefing.
11.3 Briefing of whole or specific parts of method statement.
Site Manager will brief all operatives on any specific aspects within the Method Statement as required. Wring Group Ltd maintains a vigorous Drugs and Alcohol zero tolerance regime carrying out unannounced random testing. By being inducted onto the demolition site you are accepting your participation in this scheme and as such may be tested at any time.
11.4 Sub-contractors
Selection and Control: Sub-contractors will be selected from our data base of approved contractors who are assessed by past evidence, experience, health & safety performance and on site work performance. Exchange of H&S information: Sub-contractors are issued site packs containing all relevant project information. Regular meetings, site tool box talks take place to ensure Health & Safety standards are maintained. Above is our company policy on sub contractors however in this project we will no be sub contacting any works.

Arrangements for Risk Assessments / Method Statements
• For minor addendums or additional works Site Supervisors will use the appendix addendum form at the back of this document. This will be checked by site visit with the WGL Managers and Hydrock.

Our aim is to have a working environment that is safe with out risk to health and welfare of site operatives and those affected by our works. The Site Supervisor monitors the Health, Safety and operations of the site on a daily bases maintaining a site diary. Regular site visits are carried out by Senior Managers and our Health & Safety Manager using our auditing systems. This is bolstered by external Site audits carried out by Building Safety Group. Recommendations may be made for immediate or long term change logged on site and at each office. Review: On completion of each project information is disseminated reviewing operative performance, demolition/asbestos processes and Health & Safety Performance. Changes to procedures, systems of work and or additional training are implemented dependant on the outcome.

12.0 Other Information
It should be noted that this Method Statement is to be expanded to detail individual operations undertaken on site, on a daily basis, as necessary where such operations may deviate from that
which has been explained. It is the responsibility of the site supervisor to devise the safest system of work available to execute their works in a safe, proper and efficient manner. All ‘addendums’ to this method must be made available to the Demolition Safety Manager for his approval, prior to the
commencement of such operations.
The client resident / visiting agent shall be kept advised of all changes and or alterations as he so requires.
15.0 Safety File All information is duplicated and kept within the site file, office file and scanned into our server. At the end of the Project all documents such as asbestos clearance, service disconnection, service plotting etc will be issued

16.0 Control of Substances Hazardous to Health 16.1 Control measures for specific health Hazards.
Petrol For chain saws/Disc cutters/Generators.
To be stored in marked red petrol cans. Saws to be fuelled in vented areas and a minimum of 10m from the work area. Only trained personnel to operate and fuel saws.
Oxygen For Flame Cutting Steel. Bottles to be stored upright in vented area. Bottles are to be used only in an upright position and fitted with spark arrestors. Only trained personnel are to use. Has no smell and is generally considered non-toxic. Will not burn, but supports and combustion. No fittings must come into contact with oil or grease. Under no circumstances should Oxygen be used as an air line, especially for blowing dust off Operatives clothing.
Propane For flame cutting steel. Bottles to be stored upright in vented area. Bottles to be used in upright position fitted with spark arrestors. Only trained personnel are to use. Propane has a fish like smell. It will ignite and burn instantly from a spark or hot metal. It is heavier than air, if leakage occurs it collects in ducts, drains and low lying areas. Fire and explosion hazard.
Diesel
For plant and machinery. Will be stored in a bunded steel fuel tank away from the work area. Operatives will wear: gloves when re-fuelling machines. Diesel is a sensitizer and can cause skin irritation and dermatitis, also a carcinogen (cancer causing). If ingested it will cause vomiting, medical advice must be sought.
Lead Exposure from old paints and coatings. Mainly used up until 1960 with some uses continuing as late as 1980, lead can seriously damage health when either ingested or inhaled. Painted timber and other surfaces should not be cleaned using a blowtorch. Where significant amounts of dust are generated operatives should wear a dust mask. Operatives who may be exposed to lead whilst working are required to have regular blood tests to check for signs of lead contamination.

shall consume, sell, distribute, possess alcohol or be under the influence of alcohol on any of the said companies premises and or sites without the written approval of the appropriate senior management.
c) Wring Group Limited requires that all employees, contractors etc. attend work in a fit and appropriate state with no
impairment from the effects of alcohol. Being unfit for work due to alcohol consumption is prohibited and grounds for termination of contract.
d) Wring Group Limited recognise that alcohol dependency is a treatable condition. All employees and management
should be fully aware that assistance in the prevention, early detection, diagnosis and treatment of alcohol dependency is readily available.
e) Those employees wishing to seek such assistance or advice will be assured of the strictest confidence in coming forward for help.
f) DUTIES OF MANAGERS & SUPERVISORS
g) The Managing Director shall have overall responsibility for ensuring that this policy is implemented and reviewed. h) Managers and Supervisors who are to report directly to their immediate line superior should maintain a vigilance to
detect alcohol abuse and to bring such matters to the attention of senior management. i) Employees under their control should be advised of the companies policy. They should further be advised on the
dangers to which they may expose themselves and their fellow workers whilst under the influence of alcohol. j) Managers and Supervisors are encouraged to look for signs that may be influential in someone starting to drink more
than is usual. i.e. Stress, excessive work pressure, unsociable work hours, job monotony, personal problems etc. k) Drinking during working hours is strictly prohibited. Any one disregarding this directive will be subject to disciplinary
measures.
l) EFFECTS OF ALCOHOL
m) Employees must be aware that heavy drinking the previous night may have an effect on their ability to work safely the following day.
n) Alcohol will reduce physical co-ordination and reaction speeds. It will also affect thinking, judgement and mood.
o) Regular heavy drinking may lead to the development of psychological and emotional problems, including depression.
p) THE LEGAL POSITION
q) The Employer has a legal duty under the Health & Safety at Work etc Act 1974 to ensure, as far as is reasonably practical, the health, safety and welfare of his employees. If he knowingly allows an employee under the influence of excessive alcohol to continue working and this places the employee or others at risk, then he could be prosecuted. Employees are also required to take reasonable care of themselves and others who could be affected by what they do.

Nor shall they be under the influence of drugs on any of the said companies premises and or sites unless those drugs are properly prescribed by a doctor for a medical condition not affecting his or her ability to work safely. Wring Group Limited requires that all employees, contractors etc. attend work in a fit and appropriate state with no impairment from the effects of taking drugs. Being unfit for work due to the misuse of drugs is prohibited and grounds for termination of contract. Wring Group Limited recognise that drug dependency is a treatable condition. All employees and management should be fully aware that assistance in the prevention, early detection, diagnosis and treatment of drug dependency is readily available. Those employees wishing to seek such assistance or advice will be assured of the strictest confidence in coming forward for help. Drug abuse during working hours is strictly prohibited. Any one disregarding this directive will be subject to disciplinary measures. Those employees, visitors, contractors or others, who whilst on the companies premises and or sites is suspected of trafficking or encouraging the taking or misuse of drugs, will be immediately reported to the Police. THE EFFECTS OF DRUGS Drug taking can lead to severe health problems both physically and mentally to the abuser and through the abusers actions may affect others and the environment. Prolonged usage often leads to dependency. The harmful effects of drug abuse are extremely diverse and range from mild anxiety and panic attacks to violent and bizarre behaviour including suicide. THE LEGAL POSITION The Principal legislation in the UK for controlling drug abuse and preventing abuse is the Misuse of Drugs Act 1971. The Act lists the drugs that are subject to control and classifies them in three categories. They are as follows; CLASS A – includes cocaine, heroin, LSD, methadone, morphine and opium. CLASS B – includes oral preparations of amphetamines, barbiturates, codeine and methaqualone ( Mandrax ). CLASS C – includes most benzodiazepines (sleeping pills, tranquillisers, eg Valium) cannabis, cannabis resin. The Health & Safety at Work etc Act 1974 places duties on both the employers and employees. Under section 2 employers are required to ensure, so far as is reasonably practical, the health safety and welfare at work of all their employees. Section 7 of the Act requires employees to take reasonable care of the health and safety of themselves and others who may be affected by their acts or omissions at work. It is possible in certain circumstances charges may be brought against an employer or an employee under either of these Acts. An employer who knowingly allows a drug abuser to continue working without doing anything either to help the abuser or to protect the rest of the workforce may be liable to charges.

It is also an offence if he or she knowingly permits the production or supply of any controlled drugs, the smoking of cannabis or certain other activities to take place on those premises. WRING GROUP LTD POLICY STATEMENT (EXTRACTED FROM H&S POLICY JAN 2007) Statutory legislation requires employers to provide a safe and healthy workplace, to ensure that all persons, whether they are employees or the general public, are not put at risk. Legislation requires a planned and systematic approach to health and safety issues, where risks have been assessed and control measures put into place. This policy is the direct concern of all levels of management within the company. All employees whether direct or sub-contract must refer to the safety policy provided by this company and be aware that they have both a moral responsibility and a legal duty not only to work in a safe manager but also to co-operate in efforts to create a safe and healthy environment in which to complete each project. This health and safety policy document will demonstrate how the company manages health and safety. It sets out to demonstrate the company’s competence in health and safety issues. To provide relevant safety advice and expertise so that Managers, Site Managers/ Supervisors and Operatives are able to undertake their work in a safe and responsible manner. To provide all management, staff and operatives with the required level of information, instruction, training and supervision so that work can be completed in a safe and healthy environment. That at each working location the Site Manager is responsible for implementing the Company Safety Policy. To ensure that every employee is made fully aware of the need to comply with all matters pertaining to health and safety both as individuals and in respect of the health and safety of their fellow workers. That the company strives to ensure that a good health and safety standard is achieved and that every employee cooperates not only to maintain but also to improve these standards wherever possible.

The directors of Wring Group Limited recognise their responsibility to the environment and publish this policy to show their commitment to the protection of the environment. It is the policy of Wring Group Limited to provide its customers with a high quality service to the specified standards of quality and performance as laid down in our Integrated Management System. We will complete our company objectives in a safe, accountable and environmentally responsible manner. We have recognised that through our operations and the activities of our suppliers that there may be an impact on the environment. We consider that our main causes of concern arise from materials and waste handling, vehicle washing operations, transport, dismantling of pipes and vessels and dust and noise from the demolition process. We will routinely assess the significance of these impacts and set targets for improving as necessary. We will review our performance in meeting our objectives and targets. The company will ensure that proper managerial, technical and administrative controls will operate in order to enable this policy to be maintained. We will seek to incorporate the use of processes, practices, materials or products that are compatible with our commitment to the prevention of pollution. Wring Group Limited will comply with all relevant current environmental legislation and regulations. Through the environmental management system we will assess new requirements and comply with all new environmental legislation. It is the policy of the company to ensure that all personnel involved in the companies operations receive appropriate training and ensure that each individual concerned understands the environmental aspects and controls of his/her responsibilities. Individuals will be trained to meet the requirements of relevant objectives and targets for environmental improvement.
