Minutes of the 34th meeting of Western Region constituents regarding Connectivity / LTA Applications held on 28.01.2019
List of participants is enclosed at Annexure-I.
COO (CTU-PLG), POWERGRID welcomed all the participants. Thereafter, deliberations as per the agenda commenced and the
details of the deliberations are as given below.
1.0 Minutes of the 32nd & 33rd meetings of the Western Region constituents regarding Connectivity / LTA Applications
CTU informed that the minutes of the 32nd & 33rd Meetings of Western Region constituents regarding Long Term Access and
Connectivity applications held on 26.11.2018 & 26.12.2018 were issued vide letters dated 24.12.2018 & 08.01.2019 respectively.
M/s Sitac Kabini Renewables Pvt. Ltd. (SKRPL) vide letter dated 08.01.2019 requested to grant Stage-II connectivity and LTA to
M/s SKRPL from 16.03.2020 or December 2020 whichever is later based on availability of the proposed Bhuj-II PS and associated
transmission system, the tentative time-line for which is December, 2020.
It was informed that the Stage-II connectivity and LTA have been granted to M/s SKRPL vide letters dated 04.01.2019 &
09.01.2019 respectively from 16.03.2020 or availability of transmission system (for connectivity / LTA), whichever is later. Hence,
the concern of M/s SKRPL regarding start date of connectivity / LTA has already been addressed. As no other comments /
observations were received, the minutes were confirmed as circulated.
2.0 Proposal for grant of connectivity to the applications received from renewable energy sources
2. 1 CTU informed that 3 nos. of applications for Stage-I Connectivity have been received in the month of December, 2018. The details
of the applications with proposal for Grant of Stage-I Connectivity are as under:

It was informed that LTA for about 3725 MW and 300 MW has already been granted / agreed for grant at Bhuj PS and Bhuj-II PS respectively. Applications for 115MW and 600MW at Bhuj PS and Bhuj-II PS respectively have been received in the month of December, 2018 as per the details given above. For grant of LTA to the above applicants, the additional transmission system strengthening viz. Bhuj PS – Lakadia PS – Vadodara 765 kV D/c corridor as well as LILO of Bhachau – EPGL 400 kV D/c (triple) line at Lakadia PS (agreed in the 1st WRSCT held on 05.09.18 under “Transmission system strengthening for relieving over loadings observed in Gujarat Intra-state system”) shall be required. Accordingly, for grant of LTA to the above applicants, the following transmission system is proposed:

Addl. transmission system strengthening for applicant at Bhuj PS (M/s TPL):
i) Installation of additional 3x500 MVA, 400/220 kV ICTs (3rd, 4th, 5th) along with 400 kV AIS & 220 kV AIS bays at Bhuj PS
ii) Installation of additional 3x500 MVA, 400/220 kV ICTs (6th, 7th, 8th) along with 400 kV GIS & 220 kV AIS bays at Bhuj PS
iii) Installation of additional 2x1500 MVA, 765/400 kV ICTs (3rd & 4th) along with 765 kV AIS & 400 kV GIS bays at Bhuj PS
Addl. transmission system strengthening for applicants at Bhuj-II PS (M/s NWPL & M/s AGEL):
i) Establishment of 2x1500MVA (765/400kV), 4x500MVA (400/220kV) Bhuj-II PS (GIS)
ii) Reconfiguration of Bhuj PS – Lakadia PS 765kV D/c line at Bhuj-II PS so as to establish Bhuj II – Lakadia 765 kV D/c line and Bhuj PS -Bhuj II PS 765 kV D/c line.
It was informed that the commissioning schedule of Bhuj-II PS is December, 2020. Hence, even though the start date of LTA
sought by M/s NWPL and AGEL is Mar’20 and Jul’20, the LTA can only be started w.e.f the start date requested above or the date
of commissioning of Bhuj-II PS and associated transmission system (as given above), whichever is later.
Representative of M/s NWPL stated that they would like to indicate revised start dates of LTA (phase-wise) and requested to give
them some time for furnishing the revised LTA commencement time-lines. It was decided that M/s NWPL shall provide the revised
start date of LTA within one week of the meeting, which shall be considered for grant of LTA to M/s NWPL.
Subsequently, M/s NWPL vide letter dated 06.02.2019 have informed that the start date of LTA for the 300MW SECI-V project may
be considered in two phases as given below:
1. 1st Phase (150MW): 25.03.2020
2. 2nd Phase (150MW): 15.07.2020
It was further informed that the LTA grantees are required to the sign the Long Term Access Agreement within 30 days from the
date of intimation of Grant of LTA and shall furnish the applicable Construction phase Bank Guarantee (CBG). No extension shall
be granted on any ground and in case of failure to sign the Agreement and / or to furnish the CBG, the grant of LTA shall be
revoked without any prior notice. The transmission charges shall be applicable from the date of start of LTA as sought by applicant
or availability of transmission system identified for LTA, whichever is later, irrespective of the status of commissioning of generation
project. The applicants shall share the transmission charges as per the CERC regulations, as applicable.
