Enclosed are copies of two inspection reports, one for the Edison Race Track HiilSection 24 wastewater disposal facility and the other for the Edison Section 34 C-Plantwastewater receiving facility. The inspections were conducted by Central ValleyRegional Water Quality Control Board staff on 13 May 2011. The Section 24 disposalfacility is regulated by Waste Discharge Requirements (WDRs) Order No. 58-349 andthe Section 34 receiving facility is regulated by WDRs Order No. 92-11037. Noviolations were observed during the inspections.

The purpose of the inspection was to determine if the facility was being operated in compliance with Waste DischargeRequirements (WDRs) Order No. 58-349. The facility is located in the northwest quarter and a portion of the southwest quarter of
Section 24, T29S, R29E, MDB&M (see attached Rio Bravo Range Quadrangle Map}. I was accompanied on the inspection by
Larry Bright of Va{ley Waste Disposal Company. Approximately 9,000 barrels per day of produced oilfield wastewater is entering
the facility from the Valley Waste Disposal Company Race Track Hill C-Plant in Section 34, T29S, R29E, MDB&M.
Photos were taken during the inspection and are included an this report. Also included in the report is a general map of the facility
layout showing where the photos were taken.
Ito 1 shows the first Entry Pond A. The entry ponds were free of oil. A coyote was seen running up the hill shown in the
background in Photo 1. Three entry ponds and 23 out of 24 impoundments were in use. TF~e impoundments are located in three
canyons (South Canyon, Middle Canyon, and North Canyon) in the W '/~ of Section 24, T29S, R29E, MDB&M. The canyons are
shown on the attached quadrangle map.
FACILITIES 1SPECTIOIV REPORT ~"(Page 3)
~A~ 2 shows South Canyon Impoundment 1 where nine mallards (green-headed ducks) were spotted. The ducks moved to the,_ . of the impoundment and are not apparent in the photo. One mallard was also spotted in South Canyon Impoundment 2.Photo 3 shows Middle Canyon Impoundment 6 where a mother duck and ducklings were present but are not apparent in thephoto. Photo 4 provides a view of Middle Canyon Impoundment 11. Photos 5 and 6 are of North Canyon Impoundments 13 and17, respectively. A mother duck and eight ducklings were spotted in Impoundment 13 and are apparent in the photo inside theyellow circle. All the impoundments had adequate freeboard and were free of oil. No odors were evident during the inspection.
Some of the North Canyon impoundments (side canyon Impoundments 21, 22, 23, 24) may contain some runoff water. Somecattle were observed grazing on the facility.
The access road to Middle Canyon Impoundments 11 and 12 that had been repaired in 2009 was in good condition with noerosion or vegetative growth obstructing the road. The smaller erosion rills noted in last year's inspection on the slopes west ofthese impoundments were filled in with thick vegetation, helping to prevent any further erosion.
The sprinkler system, that included old aluminum irrigation piping, was not in operation since the old piping is being replaced withnew irrigation piping. The new irrigation pipe consists of smaller diameter, flexible black plastic piping that appears to blend in andbe less noticeable in the environment. When in operation, the sprinkler system is used to enhance the evapotranspirationcapability of the facility by spraying gravity fed wastewater from the impoundments on~the vegetation on the hillsides.
No violations were observed during the inspection. The operation of the facility appeared to be in compliance with the WDRs.

The purpose of the inspection was to determine if the facility was being operated in compliance with Waste DischargeRequirements (WDRs) Order No. 92-11037. 1 was accompanied on the inspection by Larry Bright of Valley Waste DisposalCompany. Approximately 9,000 barrels per day of produced oilfield wastewater is entering the facility. The facility is located in aportion of the southwest quarter of Section 34, T29S, R29E, MDB&M (see attached Edison Quadrangle Map).
Photos were taken during the inspection and are included in this report. Also included in the report is a general map of the facilitylayout showing where the photos were taken.
photo 1 shows the facility eastern entrance gate that was locked as we arrived for the inspection. Labels on the entrance gaterw the facility operator and the current facility phone number. Vineyards are visible in the background in the photo. There are
a~so orange groves in the vicinity of the facility.
Photo 2 shows the entry point where the wastewater enters the facility. Photo 3 shows one of the sumps where the oil is skimmedfrom the entry sumps. The netting around the sumps appeared to be in good condition. Photo 4 shows the shipping pond. The

turbine pumps at the far end of the shipping pond pump the wastewater approximately 3.5 miles to Valley Waste DisposalCompany's Edison Race Track Hill Facility located in Section 24, T29S, R29E, MDB&M, where it is disposed of in surface'm^oundments. Both of the float activated pumps were off at the time of the inspection due to the low fluid level in the shipping
There was a faint hydrocarbon odor but the odor was not noticeable until coming up near the eastern entry gate. The storm waterbasin shown on the facility layout map contained some runoff water from recent storm events. No violations were observed duringthe inspection. The operation of the facility appeared to be in compliance with the WDRs.
