Draft SONNETS Roadmap
Analysis of emerging
technologies
Identification of gaps and
research needs
Development of the
roadmap

Step 1: Analysis of emerging ICT technologies
Get a thorough understanding of the identified emerging technologies : • Their stage of development (technology readiness level, TRL) • Current EU and national R&D activities • Relevant actors • Identification of research needs regarding the final implementation
of these technologies in the public sector
Input
• SONNETS WP 3 “Identification of Emerging Technologies” • Using results of WP2, WP3 interviews and workshops
Method • Weighted –Bit Assessment Table (WBAT) • Desktop research • Validation by Experts Committee

Assessment Parameter
Area 1: Innovation Potential
The implementation of this technology would meet
a societal need.
The implementation of this technology would meet
a public sector need.
The implementation of this technology would meet
a business need.
The implementation of this technology would help
to modernize the public sector – even if at the
moment this technology cannot be related to a
formulated societal or public sector need.
Regarding the “public sector modernization” - In
which area will the technology have an impact?
The implementation of this technology would help
to turn the public sector into an innovation driver
Regarding the public sector as an innovation driver -
In which area will the technology have an impact?
Area 2: Technology research and development
activities needed
The technology is very new and still at the level of
basic research (TRL 1 or 2).
The technology is at a development stage and has
neither been used in the public sector nor in any
other domain (TRL 3 - 6).
The technology has been successfully tested as a
prototype or is ready for the market in another
domain (TRL 7 – 9); but a real use case for the
public sector has yet to be defined.
The technology has been successfully tested as a
prototype or is ready for the market in another
domain (TRL 7 – 9); but further modifications or
adaptions to the specifics of the public sector are
necessary.
The technology is in use in selected public sector
organisations, but further modifications/
improvements / eliminations of errors are
necessary.
There are competing technologies on the market or
with a high TRL, which might hinder a further
development of this technology/trend.
The technology is in use in selected public sector organisations, but further modifications/ improvements /
eliminations of errors are necessary.
The usage of this technology demands a rather high level of general ICT
knowledge.
The technology is likely to raise legal issues (e.g. freedom infringements,
constriction of fundamental rights, data protection issues).
The technology is likely to encounter problems regarding public acceptance.

Step 2: Gap analysis and identification of research needs
Input • Validated list of needs (WP2) • Validated list of technologies (WP3) • Analysis of technologies (Step 1)
Method • Desktop research • Using the “Weighted bit assessment table (WBAT)” to describe
the needed solutions • Validation by Experts Committee and further interviews if
necessary

Research needs
8 www.sonnets-project.eu
Needs (societal, governmental, business)
European or national research projects dealing with this need
Insufficient knowledge about the need or problem
Emerging ICT technologies exist which could possibly solve the problem or meet the need
Possible solution(s) to this problem or need exists
Information on the problem and possible solution not sufficiently disseminated among the people who need to know
Solution not affordable / too expensive
Organisational, social and psychological problem
Lack of regulation, harmonisation or standardisation
Lack of cooperation between different EU/national public sector authorities, companies and other stakeholders
The possible solution is likely to raise ethical issues (gender, consent or discrimination)
The possible solution is likely to raise legal issues (freedom infringements, constriction of fundamental rights)
The possible solution is likely to raise societal issues (security, jobs, innovation)

Step 2: Gap analysis and identification of research needs WBAT II
Lean bureaucracy
An ICT technology exists or is currently under research which could possibly solve the problem or meet the
need
Solution not affordable /
too expensive
The possible solution is likely to raise ethical issues (gender,
consent or discrimination)
Ease of doing business
